The San Mateo County Libraries are looking for qualified candidates for the position of Contract Administrator I/II.

As a Contract Administrator, you will coordinate and manage the Libraries' contracts systems, working closely with division managers, vendors, and department leadership to ensure smooth and compliant procurement and contracting processes. This includes developing competitive processes; preparing negotiating, monitoring, and amending contracts; managing service provider relationships; developing internal resources to ease procurement processes; and monitoring vendor spending to ensure compliance with the Libraries' procurement policy. 

Working under the direction of the Library Finance Manager, you’ll help advance systemwide initiatives, strengthen vendor partnerships, and support innovative programs that directly impact our communities. DISTINGUISHING CHARACTERISTICS
Contract Administrator I is the entry and first working level class in the Contract Administrator series. Initially, under close supervision, incumbents perform basic contract administration duties while learning County and programmatic policies, procedures, and guidelines. As experience is gained, there is greater independence of action within established guidelines. This class is flexibly staffed with the Contract Administrator II and incumbents may advance to the higher level after gaining experience and demonstrating proficiency, which meets the qualifications of the higher-level class.

Contract Administrator II is the fully experienced, journey-level class in this series, capable of independently performing the full range of contract administration duties. Employees are normally given substantial latitude in determining approach, procedures, systems, and methods in accomplishing the work goals. They make basic programmatic decisions that require the exercise of independent judgment and are responsible for coordinating multiple functions or processes. Incumbents at this level are typically assigned the more complex contracts.

 

The ideal candidate will demonstrate the ability to:

• Support and/or lead complex procurement processes by applying knowledge of spending thresholds and competitive requirements, and County policies.
• Draft clear and comprehensive purchasing documents, including scopes of work, contracts, and amendments.
• Monitor and coordinate workflows for multiple contracts and competitive processes, ensuring timely progress and attention to detail.
• Analyze vendor data, synthesize reports, and identify areas requiring follow-up or escalation.
• Create tools and resources to support staff in adopting policies, including initiatives like the Library’s Small Business First Policy.
• Leverage procurement platforms like Coupa to streamline purchasing, including use of punchouts, write-in tabs, and catalogs.
• Administer purchasing systems by coordinating user access, maintaining system settings, and resolving technical issues.
• Communicate clearly and professionally across teams to provide support, answer questions, and help resolve contract-related issues.
• Apply sound judgment to categorize procurement activity and ensure alignment with applicable policies and procedures.
• Collaborate across teams to support financial system transitions, vendor coordination, and invoice documentation requirements 

Examples Of Duties

Duties may include, but are not limited to, the following: 

• Coordinate the full lifecycle of contract development and amendments in collaboration with division managers, including drafting scopes of work, facilitating formal competitive processes, securing approvals, and maintaining comprehensive contract files.
• Provide technical guidance on procurement requirements and thresholds.
• Ensure compliance with insurance, credentials, service plans, and payment schedules.
• Conduct quarterly vendor monitoring through OFAS report analysis and escalate findings to management.
• Support adoption of Library procurement policies and tools, including Small Business First and Coupa features.
• Serve as Coupa Admin to manage backend settings (e.g., user access, chart of accounts, commodities) and support staff with troubleshooting.
• Monitor contracts and procurement transactions to ensure accuracy, compliance, and timely completion.
• Assist with the transition to invoice automation, including vendor communication and documentation of invoice support.
• Review, authorize, and manage contract payments and invoices.
• Provide training, technical assistance, and consultation to staff and partners.
• Maintain current knowledge of contract and procurement regulations.
• Develop RFPs, competitive solicitations, and agreements in line with organizational goals.
• Represent the Libraries at meetings and committees as needed.
• Perform related duties as assigned.

Qualifications

Education and Experience:
Any combination of education and experience that would likely provide the required knowledge, skills, and abilities is qualifying. A typical way to qualify is:

Contract Administrator I:  Two years of professional-level administrative or programmatic experience, primarily in the area of contract administration in a community services or related setting.  

Contract Administrator II:  Four years of professional-level administrative or programmatic experience, primarily in the area of contract administration in a community services or related setting.
 

Knowledge of: 

• Principles and practices of public administration.
• Principles and practices of the program areas to which assigned.
• Principles and practices of contract development, negotiation, and monitoring, including budgeting and financial record keeping.
• Principles, practices, and techniques of administrative and programmatic research and analysis. 
• Applicable federal, state, and local laws, rules, and regulations, and County and program policies and guidelines. 
• Computer applications related to the work. 
• Office administrative practices and procedures, including records management and the operation of standard office equipment.

Skill/Ability to:

• Develop and evaluate proposals and negotiate contracts and agreements.
• Develop, monitor, and analyze budgets and program performance.
• Plan, coordinate, and implement administrative and programmatic research and analysis.

The Position

The City of San Mateo is seeking a qualified and experienced Deputy City Librarian to serve in a key leadership role within the Library Department. Reporting to the City Librarian, the Deputy City Librarian acts as the Library’s chief operating officer and directly supervises division managers overseeing Children’s/Literacy Services, Information Services, and Circulation/Technical Services. The Deputy City Librarian also plays a lead role in cross-divisional project management, operational oversight, strategic plan implementation, and in representing the Library at meetings and public events.

The Burlingame Public Library is seeking a motivated and detail-oriented Special Collections Intern to assist with the assessment, development, and strategic planning of the Library’s Special Collections. This internship provides hands-on experience in archival evaluation, policy development, and collection management—ideal for graduate students pursuing careers in Library Science, Archival Studies, or Museum Studies.

 

RESPONSIBILITIES

• Conduct an inventory and condition assessment of selected Special Collections materials
• Evaluate holdings by topic/theme, physical condition, and space constraints
• Contribute to the creation of a Special Collections component for the Collection Development Policy
• Assist in defining the scope and purpose of the Special Collections
• Research and analyze collection strengths, weaknesses, and growth opportunities

• Benchmark the Special Collections against best practices and peer institutions
• Draft guidelines for the acquisition and withdrawal of items
• Collaborate with library staff to define collection priorities and future directions
• Participate in staff meetings and contribute to strategic planning discussions

MINIMUM QUALIFICATIONS:

• Research methodologies and information sources

Ability to:

THE POSITION

The Senior Librarian is responsible for a full range of complex librarian duties including classification; cataloging; reference; readers advisory; collection development; program planning, development, and evaluation; outreach and marketing; and service to specialized populations including youth, adults, and/or non-English speaking individuals.

DEFINITION

Library Assistant I: Under direct supervision, performs technical and clerical library work related to the variety of activities associated with the acquisition, processing and circulation of library materials and assistance to patrons in the use of materials, services and library computers. This class is distinguished from the Library Assistant II by performance of the more routine tasks and duties assigned to positions within the Library Assistant series.

 

Library Assistant II: Under general supervision, performs a wide variety of technical and clerical library work related to such activities as the acquisition, processing, cataloging, and circulation of library materials and assistance to patrons in the use of materials, services and computers. This is a full journey level position within the Library Assistant series and is distinguished from the Library Assistant I by the performance of the full range of duties with only occasional instruction or assistance. Employees in this class may be assigned to work without direct supervision in a small branch and may be directed to provide technical and clerical supervision over less experienced staff.

 

Under the flexible staffing concept, Library Assistant II positions that become vacant may reasonably be filled at the Library Assistant I level for training purposes.

 

EXAMPLE OF DUTIES

Library Assistant I’s work with an automated system to order, check out and receive materials, register patrons, and collect fees and fines; process and repair books and other library materials; assist in the maintenance of manual and automated files; answer routine inquires; assist patrons in using library computers and in locating print and non-print materials; perform routine clerical tasks such as typing, filing, and answering the telephone; assist with programming, displays, and special projects; may retrieve and shelve materials; and perform other related duties as required.

 

Library Assistant II’s may perform Library Assistant I duties but will also participate in the creation and maintenance of manual and automated files; assist in the preparation and processing of orders for library materials; catalog materials; compile data and prepare summary activity reports; answer basic reference questions, referring higher level or more complicated questions to appropriate staff; locate books and other materials using indexes and catalogs; assist in formulating and enforcing local library policies and procedures; troubleshoot and correct computer problems; may assign routine tasks and provide instruction to aides and pages; and perform other related duties as required.

 

MINIMUM QUALIFICATIONS

Knowledge of: Library materials, services, and terminology; modern office procedures and methods including filing and use of personal computers; customer service skills; and basic business arithmetic at the Library Assistant I level. Library organization and familiarity with computer applications and automated library systems at the Library Assistant II level.

 

Ability to: Library Assistant I level: Learn basic library conventions, practices, and methods including the Dewey Decimal System and automated library systems; interact with and relate effectively to a variety of people of different ages, socioeconomic status, and ethnic background; maintain an appropriate public service demeanor and positive customer service interactions; communicate clearly both orally and in writing; make sound judgments and decisions within established guidelines; perform assigned tasks with speed and accuracy; understand and carry out both oral and written instructions; work with numbers and alphabet and count cash accurately; keyboard at a speed necessary for successful job performance; learn to operate and troubleshoot library equipment including computers, copy machines, microform readers, typewriters and printers; interact positively and cooperate with co-workers, respond politely to customers, work as a team member, function under demanding time pressure, respond in a positive manner to supervision, and attend work and perform duties on a regular and consistent basis.

 

Additionally, at the Library Assistant II level,: Work with complex library conventions, practices and methods including the Dewey Decimal System and automated bibliographic and circulation systems; perform a variety of library technical and clerical work with speed and accuracy under a minimum of supervision; operate and troubleshoot library equipment including computers, copy machines, microform readers, typewriters and printers; learn a variety of computer software applications and attend work and perform duties on a regular and consistent basis.

 

Physical capability to: perform such physical tasks as lifting and moving library materials, stooping, reaching, and walking up and down stairs.

 

Experience: 

Library Assistant I: Equivalent of one year of full-time employment performing general clerical or related work, desirably in a public library or other organization requiring considerable public contact. College training may be substituted for the required work experience on the basis of 25 college semester units being equivalent to six months of experience.

Library Assistant II: Two years of employment, using automated, on-line library systems, at the Library Assistant I level or equivalent, desirably in a public library. Part time experience may be qualifying and will be prorated to full time equivalent.

 

Education: 

Library Assistant I: High school graduation or the equivalent. Clerical or specialized college level courses in library science, computing, or business desirable.

 

Library Assistant II: High school graduation or equivalent and possession of an AA degree or completion of the equivalent of two years (50 semester units) of college level courses. Library experience may be substituted for the required education on a year-for-year basis.

 

License: 

Library Assistant II: Possession of a valid, Class C California Driver's license

THE POSITION

The main job of a Library Page is putting books, DVDs, CDs, and magazines back on the shelves and preparing the library for opening and closing. The ability to quickly and accurately sort things alphabetically and numerically is required. This is an ideal job for someone who enjoys organizing and who can work quietly on their own.

 

DEFINITION

 

Under supervision, sorts, shelves, straightens, relocates, and searches for library materials, re-orders and organizes materials as needed, provides basic directional information to patrons, performs basic circulation duties using computer software, performs physical tasks to support library programs and procedures, performs closing procedures, and does related work as required.

 

EXAMPLES OF DUTIES

 

Sorts and shelves materials, assists at public service desks; inspects materials for wear and damage and does basic mending of same; keeps books and periodical shelves in order; assists in taking inventory of books; performs basic custodial tasks as needed.

 

MINIMUM QUALIFICATIONS

 

 Knowledge of: Basic clerical functions, principles of alphabetical and numerical filing, basic record keeping procedures.

 

Ability to: Sort material quickly and accurately in alphabetic or numeric order; follow oral and written directions; interact positively and cooperate with co-workers, respond politely to library patrons, work as a team member, function under demanding time pressure, respond in a positive manner to supervision, and attend work and perform duties on a regular and consistent basis.

 

Must be physically able to stand for extended periods, walk, bend, kneel, push wheeled carts, lift, reach overhead, go up and down stairs, and use a step stool.

 

Availability for evening and Saturday shifts is required.

 

Age: Minimum age of sixteen.

 

Education: Completion of the tenth grade in high school.

10-15 hours/week

THE POSITION

Library Aides provide customer service to library visitors. Duties include checking items in and out at the Checkout Desk, opening new library accounts, collecting fines and fees, shelving materials, and assisting library visitors in finding materials and using the computers. Other tasks may include processing materials, providing storytimes for children, and assisting with other public programs for children, teens and adults. This is an ideal job for someone who is friendly, computer savvy, enjoys working with the public, putting things in order, and is detail-oriented. Bilingual skills are desirable.

 

DEFINITION

Under supervision, to do library clerical, technical and customer service work, and related assignments as required.

EXAMPLES OF DUTIES

Check materials in and out, sort materials, open new library accounts, explain library policies and resolve disputes, collect fines and fees, assist library patrons with self-checkout and public-use computers, printers, photocopiers, and scanners, answer routine information questions, complete opening and closing procedures, and perform related duties as assigned.

MINIMUM QUALIFICATIONS

 

Knowledge of:  Modern office and record-keeping procedures; use of office equipment and technology; numerical and alphabetical filing; basic mathematical principles.

Ability to: 

Provide excellent customer service; apply and explain library policies; communicate clearly, both orally and in writing; perform basic troubleshooting and assist patrons with computer use; adapt to changing technology and working conditions; learn the Dewey Decimal Classification System and library procedures; interact positively and cooperate with co-workers; function under demanding time pressure; respond in a positive manner to supervision; and attend work and perform duties on a regular and consistent basis. 

Bilingual ability (Spanish, Mandarin, Cantonese, or Tagalog) is highly desirable.
