Wastewater Operator II

Wastewater Operator II - A journey level classification in the Wastewater Operator series. The ideal candidate must be skilled in basic principles of mechanical, maintenance, and electrical systems. Must be able to recognize and report unusual, inefficient, or dangerous operating situations. Must have working knowledge of the functions and purpose of wastewater disposal systems; routine cleaning and basic operation of wastewater treatment equipment. Must have knowledge of algebra and geometry as required to perform the responsibilities of the position; basic knowledge of electronics and hydraulics. Must have excellent communication skills, work cooperatively with those contacted in the course of work, and have a dedication to safe working practices. Must be able to work on-call as assigned. Work independently, as needed. 

Requires a High School Diploma or equivalent and two years of full-time experience in a wastewater treatment facility in a position equivalent to a Wastewater Operator I. Wastewater Operator III

Wastewater Operator III-An advanced level classification in the Wastewater Operator series. The ideal candidate  must be skilled in inspecting, operating, and maintaining a wastewater treatment plant and related lift stations including primary, secondary, tertiary and solids treatment processes. Must be able to recognize inefficient, unusual, or dangerous operating conditions. Solid experience in basic principles of mechanical, maintenance, and electrical systems; algebra and geometry; basic knowledge of electronics and hydraulics.  Must have good trouble shooting skills, attention to detail, excellent communication skills, training and leadership abilities, and have a dedication to safe working practices. Must be able to independently perform plant operations work; work on-call as assigned.

Requires a High School Diploma or equivalent and three years of full-time experience equivalent to a Wastewater Operator II in a  wastewater treatment facility.  Possession of a Grade III California Wastewater Treatment Plant Operator certificate issued by the State of California Water Resources Control Board.   

The work assignments can vary from field maintenance to the office environment. Incumbents are encouraged to use various software programs and applications for field verification, audits and reports. Our service area is “right sized” for a wide range of field activities. Ideal candidates will be exposed to small maintenance and customer service tasks to complex system improvements and repairs. Water System Operators will be exposed to GIS use and training in addition to regulatory structure and reporting. You will find a supportive atmosphere that will assist in reaching common goals in water distribution and service. Upward mobility is encouraged through training and education and recognizing the individual’s strengths and experience.

Water System Operator I

This is the entry-level class in the Water System Operator classification series. This class is responsible for providing support for assigned water operations and programs. Initially under close supervision, incumbents with basic maintenance experience learn City infrastructure, systems and facilities, use of tools and equipment, and a wide variety of practices and procedures. Positions at this level usually perform most of the duties required of the positions at the II level, but are not expected to function at the same skill level and usually exercise less independent discretion and judgment in matters related to work procedures and methods. Work is usually supervised while in progress and fits an established structure or pattern. Exceptions or changes in procedures are explained in detail as they arise. As experience is gained, assignments become more varied and are performed with greater independence.

Water System Operator II

This is the journey-level class in the Water System Operator classification series responsible for performing the full range of technical duties required to ensure that City infrastructure, systems, and facilities to which assigned are maintained in a safe and effective working condition and provide the highest level of safety for public use. Responsibilities include inspecting and attending to assigned areas in a timely manner, and performing a wide variety of tasks in the maintenance and repair of assigned facilities and systems. Positions at this level receive only occasional instruction or assistance as new or unusual situations arise and are fully aware of the operating procedures and policies of the work unit. This class is distinguished from Senior Water System Operator in that the latter is responsible for technical and functional supervision of lower-level maintenance staff and for performing the most complex duties assigned to the series.

Senior Water System Operator 

This is the advanced journey-level in the water system operator classification series that performs the most complex duties required to ensure that City infrastructure, systems, and facilities are maintained in a safe and effective working condition and provide the highest level of safety for public use. Responsibilities include inspecting and attending to assigned areas in a timely manner, and performing a wide variety of tasks in the maintenance and repair of assigned facilities and systems. Incumbents regularly work on tasks that are varied and complex, requiring considerable discretion and independent judgment. Positions in this classification rely on experience and judgment to ensure the efficient and effective functioning of the assigned section. The work involves problem-solving of unique issues or increasingly complex problems without precedent and/or structure. Assignments are given with general guidelines and incumbents are responsible for establishing objectives, timelines, and methods to deliver work products. This class is distinguished from the chief water operator in that the latter is the full supervisory-level class in the series responsible for organizing, assigning, supervising, and reviewing the work of assigned staff involved in water quality and operations.

Overview:

Do you want to be part of a dynamic team that helps ensure sustainable groundwater supplies? Valley Water is seeking qualified candidates to join the Groundwater Management Unit. This position supports groundwater supply and planning programs, contributing to sustainable water management, simulating current and future groundwater supply conditions, and performing hydrogeologic and engineering analyses. Related analyses include using and maintaining numerical groundwater models, mass balance, statistics, or other methods to prepare or review hydrogeologic reports and studies. Two (2) years of professional level experience with responsibility for compliance with environmental permitting, water supply planning or distribution, groundwater management, mitigation of natural resource impacts, or hydrogeology or engineering civil.

• Project based work experience in groundwater management and hydrogeology including issues like groundwater overdraft, managed aquifer recharge, groundwater/surface water interaction, and/or seawater intrusion. 
• Proficiency in Microsoft Excel, including experience with functions, graphs, and pivot tables in Excel. 
• Proficiency using and maintaining groundwater flow models. 
• Experience using GIS and performing statistical analysis (e.g., trend test), and use of computer programming language.

Assistant Water Resources Specialist I/II

Graduation from an accredited four-year college or university with major coursework in water resources management, natural resources management, planning, civil or other field of engineering, geology, physical sciences, earth sciences, natural sciences or a field related to assigned functional area(s). 

Assistant Engineer - Civil I/II

Graduation from an accredited four-year college or university with major coursework in civil engineering or a field related to assigned functional area(s).

OR  

Possession of a valid California Engineer-in-Training (EIT) Certificate with two (2) years of associated paraprofessional engineering experience.

Registration with the State of California as a Professional Geologist (PG) or Professional Engineer (PE) is a plus. (if registered, a 2.5% differential will apply).

This position is eligible for a hybrid telework schedule, typically working 40% remote and 60% onsite.

Overview:

We are seeking a Water Plant Operator to join Valley Water’s South Treatment Operations Unit. This position will perform the duties of a state-designated shift operator in the monitoring and operation of a water treatment plant, to provide relief operations shift coverage and, as necessary, to perform the duties of an Assistant Water Plant Operator. The Water Plant Operator will use the Supervisory Control and Data Acquisition (SCADA) system to monitor and control plant operations. They will be responsible for analyzing data to ensure compliance with all State and Federal drinking water standards and performing administrative procedures. The Water Plant Operator will train and sign-off training checklists for lower-level operations staff. They will perform scheduled and emergency plant shutdowns and start-ups. Additionally, they will complete safety trainings and follow safety protocols.

• Train lower-level operator staff; sign off on training checklists.

• Proficient in water treatment math and chemistry 
• Proficient in MS Office (Word, Excel, Outlook), SCADA, Maximo.

Ideal Knowledge:

• Understanding of key regulations, reporting procedures and requirements of drinking water 
• Knowledge of safe work practices around water treatment plant chemicals and equipment
• Knowledge of practices and responsibilities of leading the work of assigned staff 
• Understanding and familiarity with new or pending regulations such as algal toxicity.

Equivalent to the completion of the twelfth grade supplemented by six (6) quarter units in chemistry and six (6) quarter units in math from an accredited college.

South Water Treatment Unit (Position Code 251) 

Valley Water Telework Program: Eligibility for telework will depend on the type of work performed, operational needs, and the ability for the employee to perform the essential functions of their job duties while teleworking. Employment with Valley Water requires employees to live within 150 miles of their primary physical work location located in San Jose, California by their start date.

This position requires the individual to be onsite and is typically not a teleworking position.

The Department: 
Silicon Valley Power (SVP) is the City of Santa Clara’s municipal public power utility. Located in Northern California’s Santa Clara County, SVP is primarily a distribution utility contained within a roughly twenty square mile footprint and embedded within the much larger PG&E utility system. SVP operates under the jurisdiction of the California Independent System Operator (CAISO) and the Western Electricity Coordinating Council (WECC). SVP operates voltages of 230kV and 115kV (transmission), 60kv (sub-transmission), and 12kV (distribution). Its peak load in 2024 was 718MW and has the ability to generate up to 200MW internally. SVP has roughly 60,000 meters with 90% of the load industrial-commercial and 10% residential. SVP is a NERC registered utility and conforms to NERC 693 and CIP reliability standards. The Position:  
Electric and Water System Operators (EWSO) ensure that all Electric, Water and Storm sewer systems are operated reliably, efficiently and effectively in a safe manner and restoring service in a timely way to all customers.  The EWSO has responsibility for monitoring and operation of the City's municipal electric power, water, transmission and distribution systems and for coordinating planned and unplanned power outages. As a Transmission Operator, operating personnel in this position have the responsibility to comply with NERC reliability standards and the authority to implement real-time actions to ensure the stable and reliable operation of the Bulk Electric System. These efforts are coordinated with the appropriate Reliability Coordinator (RC), affected Transmission Operator(s) (TO) and affected Balancing Authorities (BA). This position is staffed 24/7 365 utilizing a rotation of 12 hour shifts with Operators alternating between days and nights.

EDUCATION AND EXPERIENCE

Minimum Requirements:

• Graduation from high school or possession of a GED

• 1) Two (2) years of experience in an electric utility performing complex load dispatching and switching

• 2) Four (4) years of experience in an electric utility as a generating plant or substation operator with sub-dispatching responsibility

• 3) Four (4) years of experience with the City of Santa Clara Electric Department, including at least one (1) year as an journey-level or higher, electrician or lineman/linewoman 

• 4) Completion of a recognized State of California Electric System Operator apprentice program

Desirable Qualification:  A valid Transmission Operator Certificate issued by the North American Electric Reliability Corporation (NERC)

LICENSE: Possession of a valid California Class C driver's license is required at time of appointment and for the duration of employment.

CERTIFICATES: Possession of the following certificate is required within one year of hire date and for the duration of appointment:

• A valid Water Distribution System Operator Certificate (Grade D-1 or above) issued by the California Department of Health Services (DHS).

• A valid Transmission Operator Certificate issued by the North American Electric Reliability Corporation (NERC).

Incumbents will be required to obtain and maintain any other license or certification mandated by NERC for the position of Transmission Operator and necessary for the performance of duties under the current scope of responsibilities pertaining to the SVP Transmission System.

OTHER REQUIREMENTS

• Incumbents may be assigned to work on a rotating 12-hour shift schedule

• Incumbents must have the ability to work, as assigned, to schedules that may include weekends, holidays, and non-traditional work hours; and a willingness to work overtime as required

• Incumbents may have to pass an initial and periodic comprehensive background checks, which may include fingerprinting, to meet Federal, State and/or industry security requirements

• Must be able to perform all of the essential functions of the job assignment.

Typical Duties: 

Each position in this classification may not include all the duties listed below, nor do the examples cover all duties that may be performed.

Under general direction of the Senior Electric and Water System Operators:
• Initiates, issues and validates switching orders and electrical clearances for planned and unplanned work including work carried out on protection schemes with the goal of restoring power to all impacted customers, or facilitating work to be carried on the 12kV System and above in a safe, reliable and efficient manner in accordance with the department procedures
• Receives, troubleshoots, prioritizes and dispatches appropriate personnel and equipment for all non 911 emergency and non emergency calls for the electric system during business hours and for the electric, water, storm sewer, streets, traffic lights and any other City services during non business hours
• Monitors Water & Sewer (SCADA) to detect abnormal conditions; performs operations or adjustments to correct such abnormalities or refers the problem to specialized maintenance personnel
• Monitors the Electric System including prescribed off-site facilities using real-time or near real-time tools; uses these tools to make adjustments, perform operations or perform analysis to use as a basis in the direction of operations on the Electric System as necessary to maintain system requirements and reliability
• Maintains logs and other electric and water system reports. Updates all prescribed electric databases and mapping systems with real-time changes including updated asset data that affect the operation and troubleshooting of the Electric Network. All changes are to be validated by operators on subsequent shifts based on departmental standards and established practices
• Interacts courteously and calmly with the key customer stakeholders, including contractors, the general public, key business customers, City departmental supervisory and journey level personnel to address requests for non 911 emergency and non emergency service
• Maintains the work area and all records in a neat and orderly manner
• Performs duties involving basic arithmetic and algebraic calculations
• Assists in the training of new electric and water system operators as needed
• Performs related work as required

 

Minimum Qualifications: 

EDUCATION AND EXPERIENCE
Minimum Requirements:
• Graduation from high school or possession of a GED and
• 1) Two (2) years of experience in an electric utility performing complex load dispatching and switching or
• 2) Four (4) years of experience in an electric utility as a generating plant or substation operator with sub-dispatching responsibility or
• 3) Four (4) years of experience with the City of Santa Clara Electric Department, including at least one (1) year as an journey-level or higher, electrician or lineman/linewoman or
• Completion of a recognized State of California Electric System Operator apprentice program

Desirable Qualification:
A valid Transmission Operator Certificate issued by the North American Electric Reliability Corporation (NERC)

LICENSE
Possession of a valid California Class C driver's license is required at time of appointment and for the duration of employment.

CERTIFICATES
Possession of the following certificate is required within one year of hire date and for the duration of appointment:
• A valid Water Distribution System Operator Certificate (Grade D-1 or above) issued by the California Department of Health Services (DHS).
• A valid Transmission Operator Certificate issued by the North American Electric Reliability Corporation (NERC).
Incumbents will be required to obtain and maintain any other license or certification mandated by NERC for the position of Transmission Operator and necessary for the performance of duties under the current scope of responsibilities pertaining to the SVP Transmission System.

OTHER REQUIREMENTS
• Prior to hire, candidates will be required to successfully pass a pre-employment background check, which may include employment verification, a DMV record check, a criminal history check and Department of Justice (DOJ) and Federal Bureau of Investigations (FBI) fingerprinting. Any information obtained will be used to determine eligibility for employment in accordance with the law. A conviction history will not necessarily disqualify an applicant from appointment, however failure to disclose a conviction when required will result in disqualification from the recruitment process.
• Incumbents may be assigned to work on a rotating 12-hour shift schedule
• Incumbents must have the ability to work, as assigned, to schedules that may include weekends, holidays, and non-traditional work hours; and a willingness to work overtime as required
• Incumbents may have to pass an initial and periodic comprehensive background checks, which may include fingerprinting, to meet Federal, State and/or industry security requirements
• Must be able to perform all of the essential functions of the job assignment

• Electric power system equipment such as transformers, circuit breakers, air switches, capacitors, motors, generators, pumps, instruments, prime movers, bridge mains and taps, vacuum and oil switches; water pumps and storage tanks; and vaults, manholes and pull boxes

• Learn and understand protection scheme philosophy, logic, interdependencies and vulnerabilities within the SVP System
• Bend, stoop, reach, carry, crawl, climb and lift as necessary to perform assigned duties

Overview:

The Program Administrator (Contracts Supervisor) plans, organizes, supervises, and coordinates the procurement by contract of professional consultant services (architectural engineering "A/E" and non-A/E consultants) and specialized Valley Water activities, and coordinates and oversees contract administration activities.  The Program Administrator works on contracts that are highly complex and sensitive in nature, where substantial judgment and initiative are essential in making recommendations and resolving problems. This is a management and leadership position with oversight of a team of contract professionals. This position reports to the Manager of the Purchasing and Consultant Contracts Unit, within the General Services Division.

Key Responsibilities include, but are not limited to:

• Review and approve procurement request documents, cost estimates, scope, and other relevant information to initiate and implement a procurement strategy.

• 3+ years of increasingly responsible supervisory experience of staff is preferred.

Ideal Training and Education:
