The Santa Clara County Housing Authority (SCCHA) is seeking a Risk Analyst to join our highly collaborative and dedicated team in advancing the Housing Authority’s risk management and insurance programs. The Risk Analyst will have the opportunity to expand their expertise in risk management, insurance programs, and property mitigation. They will also gain experience in policy development, analytical research, and strategic planning, providing a comprehensive approach to risk management. The Risk Analyst will evaluate, design, and coordinate SCCHA’s risk management efforts, including insurance programs, property and construction risk, and claims management programs. They will help evaluate, manage, and mitigate risks across all agency functions and departments, including physical property and residential real estate, information technology, human resources, capital improvement, and new construction projects. 

In the first year, the Risk Analyst will improve claims/incident report protocols, evaluate and enhance SCCHA’s existing risk management and insurance programs, including researching insurance options in the face of rising insurance costs, and administer SCCHA’s insurance policies and manage insurance-related claims and negotiations.

• A bachelor’s degree from an accredited four-year college or university in a related field with a major coursework in risk management, business or public administration or a closely related field; and 

• Three (3) years of increasingly responsible professional experience analyzing, administering, and managing property and casualty liability, risk, and loss control, or closely related insurance activities. 

• Certification as an Associate of Risk Management (ARM) or proof of working towards such certification is highly desirable.

The Department

• Economic Development – Supports small businesses and promotes economic growth.

THE POSITION

• This position will work specifically in the Economic Development Division.
• Approximately 15 hours per week, with flexibility depending on outside commitments.
• Availability to support some upcoming events scheduled during occasional weekday late afternoons or evenings.
• The duration of this position is for six months from the date of hire, with the ability to extend based on performance.

TYPICAL DUTIES (may include but are not limited to the following):

• Assists the Division with promotions, and marketing programs that support local businesses.
• Assists the Division with City communications, including email campaigns, social media, and flyer distribution.
• Supports the Division with upcoming events hosted by the City and its economic development partners. Upcoming events include, but are not limited to, the Biotech and Beyond Speaker Series, business workshops both in-person and virtual, community events, and night markets. Support may include event planning, outreach, logistics, and day of planning and support, as needed.
• Assists the Division with implementation of some of Skyline College’s Accelerate Fellowship Program past projects that support downtown revitalization, and business support initiatives.
• Assists the Division with planning event logistics including budgets, timelines, and staffing plans. This also includes onsite coordination of events, including set-up, and clean-up.
• The Economic Development Intern may also support occasional follow up reports needed to show performance metrics from events implemented by the Division.
• General administrative support, as needed.
• This position may occasionally work at either City Hall (400 Grand Avenue) or the Economic Advancement Center (366 Grand Avenue) both in South San Francisco. Events and meetings coordinated by the Division take place all within the City of South San Francisco.
• Performs other related duties as required.

San Mateo County Parks (SMCP) is currently seeking a full-time extra help Bilingual Community Engagement Intern II.

This position would be based out of Flood and Friendship County Parks and primarily working with the communities surrounding these parks. 

Friendship County Park is located in North Fair Oaks, an unincorporated area of Redwood City. Through community collaboration, the small urban park was developed to provide outdoor recreation facilities and space to promote community gardening. The park is situated on San Francisco Public Utility Commission land and is managed by SMCP. Less than an acre in size, the park features 30 community garden planters, a playground, picnic tables and more. Plot use is through an agreement with SMCP and requires regular participation in meetings. 

Flood County Park is a 21-acre park located in Menlo Park. It is primarily used as a location for family and group picnicking, playground use, and walking by the local community. The park has recently opened a new multi-use sports field, tennis/pickleball court, pump track and more! 

An intern at these locations would work on improving the interpretive elements of each park and provide programming and outreach opportunities for the local communities.

The Bilingual Community Engagement intern will report to Flood Park and be able to drive to Friendship Park and other park locations as needed. The intern will be supervised by the Interpretive Division Park Staff. 

Tentative schedule for this position (subject to change):

• Tuesday – Saturday: 8 hours each day
• 1 – 2 In person workdays
• 2 Virtual workdays (work from home)
• 1 Day for Events/Programming

Examples Of Duties:

A Bilingual Community Engagement Intern would be responsible for:

1. Management of Friendship Park Community Garden, including but not limited to:
   1. Managing garden plot availability and agreements
   2. Being the primary point of contact for Community Garden participants; maintaining regular communications by County phone, text, and email
   3. Working alongside gardeners to identify and address any needs or challenges in maintaining garden beds
   4. Facilitating monthly on-site educational opportunities for gardeners with staff from San Mateo County Health, Sustainability Department, and community partners
   5. Managing on-site garden tools and supplies; identify additional supplies that may be required
2. Community Program Coordination and Outreach, including but not limited to: 
   1. Coordinating and leading programs with Community Based Organizations and Partner Organizations within the community near Friendship and Flood Parks (i.e. Libraries, Schools)
   2. Leading interpretive programs at Friendship and Flood Parks 
   3. Tabling at local community events, such as Farmer’s Markets
   4. Providing translation when needed at programs and events throughout SMCP
   5. Assisting Interpretive Division with educational outreach throughout SMCP
   6. Creating flyers and social media posts to promote SMCP

Qualifications:

The ideal candidate will: 

• Have strong interpersonal skills and possess the ability to effectively communicate in English and Spanish with diverse community members and San Mateo County staff to support gardeners. 
• Be an enthusiastic, outgoing, positive, and energetic person who can work collaboratively or independently with little to no supervision. 
• Be open to learning new skills, be flexible with various work projects, and be able to follow directions. 

Qualifications:

• Must be at least 18 years old
• Bilingual in Spanish required
• Experience in food growing and garden management desired
• Knowledge of and ability to teach gardening concepts desired
• Ability to engage with individuals of many demographics and histories – youth, seniors, immigrants, economically diverse
• Strong planning and organizational skills with ability to plan programs and events and organize participants and volunteers
• Must have a valid California Driver’s License and transportation available to commute to park sites throughout San Mateo County

This is a full-time position requiring weekend work. 

NOTE: This is an extra-help, at-will assignment, paid on an hourly basis. Some extra help positions are eligible for benefits under the Affordable Care Act. Extra help employees are not guaranteed permanent status at the end of the assignment.

The Policy Advisor for Land Use and Environment Group (LUEG) leads the Supervisor’s agenda in areas including the Tijuana River sewage crisis, environmental policy, transportation, housing, climate adaptation, agriculture, and regional planning. This person plays a key role in the Supervisor’s priorities for equitable development and environmental justice. This position reports to the Director of Policy.

Key Responsibilities:

• Analyze and advise on policies related to planning, permitting, housing sustainability, and transportation.
• Draft policy proposals, board letters, environmental reviews, and public updates.
• Draft talking points and speeches that communicate the elected’s policies, priorities, and vision to constituents, stakeholders, and community leaders.
• Monitor the County’s Climate Action Plan, general plan amendments, and mobility investments.
• Conduct research and communicate policy ideas in support of the elected’s legislative agenda.
• Provide support to the elected at community events coordinating scheduling, logistics, and constituent engagement.

The Maintenance Instructor is responsible for all the classroom and on-the-job training activities relating to current bus maintenance for the San Mateo County Transit District (SamTrans), Caltrain, and the San Mateo County Transportation Authority (TA).

• Develops classroom on-the-job training and exit examinations relating to SamTrans Core Maintenance Training Curriculum: Shop Safety and PM Procedures, Core Repair Skills, Air Brake Systems, HVAC Systems, Basic Electrical Systems, Multiplex and Charging Systems, Diesel Engine Electronic Controls, Diesel Engine Tune-up and Troubleshooting, Light Duty (hydraulic) Brake Systems, Vehicle Subsystems, HD Steering Hydraulic Systems, and Suspension Systems, Automatic Transmission, ACS Diagnostics & Repair, Fare Collection Equipment, Hybrid Drive Systems, Battery Electric Drive Systems and Fuel Cell Battery Electric Bus Systems, Camera System Maintenance & Repair, Medium Duty Gasoline Engines.
• Serves as one of the principal instructors.  Oversees and evaluates vendor provided training activities.
• Oversees on-the-job training activities, mentors, coaches, guides, and directs progressive maintenance training. Maintains written and electronic records and performs proficient evaluations. 
• Collaborates in the development and implementation of testing programs for bus maintenance personnel.
• Develops and implements all maintenance safety training programs in collaboration with the Safety Department and management. Certifies that District employees meet established requirements for Forklift Operation, Hazardous Materials First Responder, First Aid, CPR, and AED Training.
• Oversees the District’s maintenance training programs.

Examples of Duties

• Stays current with new developments in the field of Training and Adult Learning Strategies.  Assesses the effectiveness of in-house training programs and recommends program upgrades with presented examples.
• Conducts skills gap assessments.  Develops a comprehensive training curriculum for all mechanic classifications, including Utility Workers, and reviews and updates as needed based on current technologies.
• Stays current with new technologies as they pertain to District fleets.
• Collaborates on all maintenance programs regarding quality assurance, makes recommendations where necessary to ensure the quality of the workforce training programs, and works with appropriate maintenance management staff to ascertain requirements and changes within industry best practices.
• Helps plan, organize, and execute the SamTrans Maintenance Rodeo and competition teams.  Mentors and coaches the maintenance team at the regional and international competition.
• Assumes the duties of Chair and/or Secretary of the joint Labor-Management Maintenance Training Committee.
• Ensure core curricula follows all regulatory and safety requirements, and best practices.
• Develops and implements training programs for newly hired employees.
• Performs all job duties and responsibilities in a safe manner to protect self, fellow employees, and the public from injury or harm.  Promotes safety awareness and follows safety procedures in an effort to reduce or eliminate accidents.
• Perform other duties as assigned.

Sufficient experience, training and/or education to demonstrate the knowledge and ability to successfully perform the essential functions of the position. In lieu of a degree, work-related experience that demonstrates the skills and experience necessary to perform this role will be accepted. Development of the required knowledge and abilities is typically obtained through but not limited to: 

• High School Diploma or equivalent
• Six (6) years of related progressive full-time experience as an automotive/truck diagnostic technician, repair technician, or instructor.
• Experience assessing and training others in a classroom or shop environment is required.
• Experience with powertrain electronic controls, on-board Hi-Voltage systems, on-board Hi-pressure systems, ABS, HVAC, and PLC systems is required. 
• Strong oral and written communications skills.  Knowledge of word processing and spreadsheet programs.
• Demonstrated journey level mechanic experience showing knowledge, expertise and ability to troubleshoot advanced systems and make repairs.

Preferred Qualifications

• Zero emission technology including battery electric and hydrogen fuel cell experience highly desired.
• Experience in conducting skills and needs assessment surveys desired.

POSITION OVERVIEW

The Community Development Department is comprised of five divisions and functional areas: Planning, Building, Code Enforcement, Housing, and Economic Development. This position will be the primary planner assigned to staff the public service counter, and would be assigned to process planning applications, zoning clearances, business license applications, and building, sign, and wireless permits. • Analyzes data with respect to relevant laws, ordinances, regulations, and policies; determines methods to reconcile project conflicts with local and State law;
• Prepares professional staff reports of summarized data, conclusions, and recommendations; prepares staff analysis and reports regarding land use applications;
• Attends and makes presentations to the Planning Commission, City Council, other commissions, and the public;
• Receives and reviews planning applications; coordinates review with various City and outside agencies; assists with the creation and revision of plans and related documents; may lead a team on complex applications and long-range planning projects; responds to inquiries both orally and in writing; interprets planning policies, State laws, and local ordinances, within established parameters; explains City procedures in person, over the phone, and in writing;
• Drafts resolutions, findings, ordinances, and amendments to plans and related documents; prepares and oversees the preparation of graphs, charts, and other displays;
• Ensures that all public and private development proposals have been properly reviewed and noticed under California Environmental Quality Act (CEQA) and State Law;
• Provides information on City, regional, and State environmental, zoning, land use, development standards, and subdivision requirements to consultants, developers, property owners, and the
general public;
• Works extensively on the computer to manage current planning caseloads, produce written documents, prepare maps, analyze data, create graphics, research on the internet, and communicate with others through e-mail;
• May administer contracts and oversee the work of consultants; may serve as a liaison with other City departments on large development projects;
• May provide a variety of support to the department, other city agencies, commissions, or ad-hoc advisory groups; and
• Performs related duties as assigned.

JOB-RELATED QUALIFICATIONS
 

Knowledge of: Mapping and drafting techniques involved in planning; design and plan review techniques; principles, practices, and purpose of municipal planning; laws and regulations related to City planning, including CEQA, State planning law, and subdivision map act; site and project design review techniques and requirements; nomenclature, symbols, methods, practices, techniques, and instruments used in planning, drafting, and mapping; statistics and statistical analysis as applied to land use, transportation, zoning, and master plan studies; principles and techniques of developing and maintaining a master plan; site planning and architectural design; laws and other regulations relating to municipal planning; basic knowledge of Geographic Information System (GIS) software, database software, word processing software, spreadsheets, and graphics software.

Ability to: Learn to research, interpret, and apply local, State, and Federal laws and codes; collect, analyze, and interpret data pertaining to planning and zoning situations; learn and apply urban, environmental, housing, zoning, and transportation planning principles and methods to local problems; establishing and maintaining effective working relationships with others; communicate effectively, orally and in writing; learn to read, understand, and interpret maps, plans, building elevations, specifications, and legal descriptions; operate personal computers and utilize planning applications and software used in office environments; analyze and compile statistical, economic, and technical data; read, understand, and apply State laws, local ordinances and guidelines to permit applications; prepare well-written reports and oral presentations; make effective presentations in public meetings in a clear and concise manner; establish and maintain effective working relationships with other employees, policy makers, developers, and the public; read and interpret architectural and construction plans; participate in project development.

EDUCATION AND TRAINING GUIDELINES
Any combination of experience and training that would likely provide the required knowledge and abilities. A typical way would be:

Education: Graduation from a four-year college or university with major course work in city or regional planning, urban planning, public policy, or a closely related field. Master’s degree in a related field is highly desirable.

Experience: One (1) years of experience as a current planner.

Licenses: Possession of a valid California Driver’s License and a satisfactory driving record, as determined by the City.

SPECIAL REQUIREMENTS
Speak clearly and understandably; operate standard computer programs. Ability to travel to various locations within and outside the City of Millbrae to meet program needs and fulfill the job responsibilities. When driving on City business, maintenance of a California driver’s license and satisfactory driver’s record is required. Must be able to actively participate in evening meetings.
