San Mateo County Health is accepting applications for Senior Accountant - Behavioral Health. The Senior Accountant plans, oversees, coordinates, and monitors a major accounting function and performs complex professional accounting work related to the Countywide and departmental financial systems. This advanced specialist and/or supervisory role exercises a high level of independent judgment on complex and specialized assignments and carries significant accountability for ongoing decisions.  Incumbents may lead the implementation or modification of accounting systems, project revenues and expenditures, and support budget development and fiscal reporting.

This position primarily supports Behavioral Health Services Act (BHSA) -funded activities. BHSA was established through passage of Proposition 1 in 2024, with full implementation beginning July 1, 2026. BHSA expands upon the former Mental Health Services Act (MHSA) to integrate mental health and substance use disorder services, address homelessness through housing supports, and strengthen accountability and equity across California’s behavioral health system.

There is currently one regular vacancy in the Behavioral Health and Recovery Services Division located in San Mateo, CA. Occasional travel may be required to attend meetings.

Key Responsibilities

• Monitor, analyze, and report financial data to ensure compliance with BHSA requirements
• Project and track BHSA revenues and expenditures, including monitoring funded projects and related costs
• Review and approve accounting transactions, including deposits, wire transfers, invoices, journal entries, and claims
• Ensure accurate coding of costs to appropriate funding sources, cost pools, and job ledger/object codes
• Develop, maintain, and refine accounting and coding systems to support BHSA fiscal reporting and compliance
• Support month-end and year-end close activities, including reconciliation and financial review
• Monitor BHSA contracts and related fiscal activities
• Prepare and submit BHSA claims, including administrative cost claims and required fiscal reports (e.g., BHOATR)
• Provide technical assistance to internal, external, and governmental auditors
• Participate in BHSA integrated plan development and fiscal planning activities
• Provide direction, training, and work review to assigned professional and fiscal support staff
• Collaborate with Contracts unit to ensure fiscal language and procedures are appropriate for provider agreements
• Serve as backup for other fiscal functions, as needed

 

The ideal candidate will:

• An understanding of generally accepted accounting principles (GAAP), the Governmental Accounting Standards Board (GASB), and the Financial Accounting Standards Board (FASB).
• One year of increasingly responsible experience performing a wide variety of financial duties in a large, complex public agency.
• One year of journey level accounting experience and a bachelor's degree in accounting, or finance.
• Experience completing Medi-Cal and other financial reports to the California Department of Health Care Services including administrative, Proposition 30, and Mental Health Services Act etc.
• Experience with healthcare finance and/or governmental financial principles, practices, procedures, and analysis.
• Experience with principles, practices, and procedures of financial compliance and claiming and audit facilitation.
• Ability to analyze, prepare and produce journal entries, worksheets and reports as requested; explain entries and data; use Microsoft Excel and Access; and County systems such as OFAS and SHERPA.
• Experience in coordinating and calculating entries for month-end and year-end closings.
• Experience with government budgeting, forecasting, and monitoring preferred.
• Ability to organize and prioritize a variety of projects and multiple tasks in an effective and timely manner; organize own work, set priorities, and meet critical time deadlines.

Qualifications

Experience and Education:

The Fiscal Supervisor over the Court Budget Unit (CBU) in the Budget Services office plans, organizes, supervises, reviews, and evaluates the work of assigned staff responsible to support all aspects of budget development and implementation for the 58 trial courts. RESPONSIBILITIES

• Serve as lead staff and provide high-level professional support to the Trial Court Budget Advisory Committee, its subcommittees, and working groups. This is one of the most active advisory bodies to the Judicial Council that represents trial court funding priorities and policies. This role involves strategic planning, policy compliance, stakeholder engagement, and administrative coordination to ensure the committee’s operations align with Judicial Council governance standards. 
• Manage the annual submission cycle, analyze funding requests from trial courts, and coordinate the Funds Held on Behalf of the Trial Courts program to ensure compliance, transparency, and effective fiscal oversight. 
• Provide high-level professional support in a backup capacity to the Senior Fiscal Analyst position that oversees the trial court budget allocations of $3 billion annually and the Workload Formula policy. This role collaborates extensively with Judicial Council leadership and trial court representatives to ensure effective governance of trial court funding and policy execution. 
• Provide advanced-level analytical and budgetary support to the Court Interpreter Program. This includes technical assistance to the Language Access Program for annual court interpreter allocations to the trial courts, implementation of budget proposals, and review of reports to the Legislature and other documents. 
• Provide support for the development and implementation of the annual trial court budget. Contribute to cross-functional initiatives that support trial court operations, ensure fiscal integrity, and support the goals of the Judicial Council. 
• Document and maintain detailed records of operational processes, procedures, and related backup information to ensure clarity and consistency for key budgetary processes that support the trial courts.

MINIMUM QUALIFICATIONS 
Bachelor’s degree, preferably in business, finance, accounting, or a directly related field, and four (4) years of professional experience in accounting, financial analysis, budgetary, or contract administration/procurement. 

Possession of a bachelor’s degree in a directly related field such as accounting, finance, business, etc., may be substituted for one (1) of the years of required experience. An additional four (4) years of professional experience in the assigned function as noted above may substitute for the bachelor’s degree. Or, additional directly related experience and/or education may be substituted on a year-for-year basis. 

OR

Juris doctor, Master of Business Administration, or master’s degree in a directly related field for the assigned discipline such as finance, contract administration or accountancy, and one year of experience as identified above. 

OR 

One (1) year as a Fiscal Analyst in the assigned field with the Judicial Council of California or one (1) year of experience performing the duties of a class comparable in the level of responsibility to that of a Fiscal Analyst in a California superior court or California state-level government entity.

Compensation

The annual salary range for this position is currently $96,917 to $118,929. This position is scheduled to receive a general wage increase in January 2027 and January 2028 in accordance with the Teamsters Local 350, IBT Mid-Management Unit Memorandum of Understanding (MOU). This is a represented position.

Under direct supervision of the Controller, provides accounting and fiscal support, including accounts payable, cash and accounts receivable receipts, invoices, and processes, records, reviews, and reconciles a variety of financial transactions and records for Peninsula Library System and its multiple contracted agencies.

This class is the first in the Accounting Assistant series. The Accounting Assistant I works under close supervision and performs daily and routine accounting duties in accordance with established accounting procedures. It is distinguished from the Accounting Assistant Il by the amount of accounting and/or financial experience required. An Accounting Assistant I works under general supervision and, within a framework of established procedures, is expected to perform a variety of complex accounting duties with only occasional assistance and may provide lead directions to other accounting support staff on a project or day-to-day basis.

About the Commission: The San Francisco Ethics Commission was created by the City’s voters with the passage of Proposition K in November 1993. Our mission is to practice and promote the highest standards of integrity in government. We achieve that by shaping and promoting compliance with the laws and by delivering impactful programs that promote fair, transparent, and accountable governmental decision making for the benefit of all San Franciscans. The Ethics Commission is responsible for the independent and impartial administration and enforcement of laws related to campaign finance, public financing of candidates, governmental ethics, conflicts of interest, and registration and reporting by lobbyists, campaign consultants, permit consultants, and major developers.

The successful candidate should expect to perform their duties in a hybrid work environment with at least three days onsite per week per current City policy. Additionally, any City employee may be called in for Disaster Service Work duty or to work onsite with 24-hours’ notice.

ABOUT THE ROLE

Reporting to the Executive Director, the Deputy Director will oversee department-wide administrative operations and strategic initiatives including organizational planning, program performance, budget development, financial accounting, procurement, contracting, human resources, recruitment, and other administrative functions. This role will supervise three staff members in the Operations Division and closely collaborate with other staff to achieve the Commission’s strategic goals.

The Deputy Director must be willing to forego involvement in all local political activity while a member of the Commission staff and publicly file an annual Statement of Economic Interests (Form 700).

ESSENTIAL DUTIES

Essential duties of the position include, but are not limited to the following:

• Establish and implement departmental goals, policies, and strategic plans as directed by the Executive Director.
• Develop and maintain a broad understanding of the Commission’s laws, policies, programs, procedures, and operations.
• Oversee daily administrative operations of the department including financial management, procurement, accounting, payroll, and related office operations.
• Effectively plan, coordinate, supervise, and evaluate the work of direct reports.
• Manage the department’s hiring initiatives including tracking vacancies, producing hiring-related documents, coordinating recruitment functions with staff and DHR, and supporting onboarding activities.
• Manage the department’s HR and personnel functions and lead initiatives to promote staff engagement and professional development.
• Direct the department’s annual budget development process by working with Commission staff and City stakeholders to get necessary funding approved through the City’s budgeting process.
• Track ongoing spending using the City’s financial systems and monitor adherence to the approved budget.
• Manage the department’s contracting needs and establish internal procedures and documentation for related business processes.
• Design and implement standardized workflows, procedures, documents, and tools for the Commission’s departmental business processes. Identify ways to improve business processes using automation.
• Establish effective metrics that inform the department’s operations and programmatic work in a data-driven manner. Develop processes to generate and track performance measures broadly across functions for leadership and staff, using automated tools in collaboration with the technology division.
• Manage services from other departments to support the Commission’s operations and serve as a liaison for departments and other stakeholders.
• Prepare management reports, annual reports, agency publications, and financial reports to provide regular progress updates regarding departmental goals and operations. Provide presentations at Commission meetings as needed.
• Maintain information on the Commission’s website, including budget, operational reports, and Commission information, in compliance with the City’s language access and digital inclusion standards.

• Support Commission-related operations including assisting with public meetings and onboarding new Commissioners.
• Act on behalf of the Executive Director when requested to provide business continuity for other programmatic and business functions.
• Maintain absolute confidentiality of sensitive information obtained through the course of completing assignments while working comfortably in an open government environment.
• Maintain and retrieve documents, records, and correspondence in accordance with established procedures for data retention and records requests.
• Establish and maintain effective professional relationships that foster an inclusive work environment and constructive problem-solving.

• Demonstrate sound independent judgment and the highest standards of integrity in carrying out duties.
• Perform other related duties and responsibilities as assigned.

Minimum Qualifications

• Bachelor's degree from an accredited college or university, AND
• Two (2) years of managerial experience in governmental ethics, campaign financing, and/or lobbying laws and regulations, all of which must include supervisory experience.

Substitution: Additional experience as described above may substitute for the required degree on a year for year basis up to a maximum of two (2) years.

Desired Qualifications

• A Master's degree in public administration, business administration, public policy, or a closely related field of study, or a juris doctor degree.

• Two or more years of demonstrated experience with public sector management, budgeting, financial accounting, procurement, contracting, and/or recruitment functions.
• Experience in the fields of campaign finance and governmental ethics.
• Experience working objectively, efficiently, and effectively under strict deadlines and highly visible, sensitive, or politicized settings.
• Extensive knowledge and expertise in organizational policies, systems, and issues in a government setting.
• Proficiency with computers and software applications, including with Microsoft Office tools, electronic filings systems, collaboration and project management tools (SharePoint, MS Teams, Jira or similar), financial & accounting systems, digital signature tools (DocuSign or similar), and content management systems (WordPress or similar).
• Familiarity with data analysis skills including advanced Excel, PowerBI, Tableau, or other statistical/analytics tools. Comfortable working with complex datasets and databases.
• Strong leadership and management skills and experience working effectively with diverse stakeholders in fast-paced, sensitive, and politicized settings.
• Ability to operate as an effective tactical and strategic thinker.
• Exceptional written and verbal communication skills with excellent presentation and organizational skills.
• Adaptability and flexibility in handling changing circumstances in dynamic work environments.
• Ability to plan, prioritize, exercise initiative, and complete multiple competing projects within established timeframes while also ensuring accurate, high-quality work products.

Finance Clerk II:  Positions in this class are normally filled by advancement from the lower grade of Finance Clerk I, or, when filled from the outside require prior responsible clerical accounting experience.  A Finance Clerk II works under general supervision and, within a framework of established procedures, is expected to perform a variety of accounting duties with only occasional instruction or assistance.

IDEAL CANDIDATE

The Ideal Candidate for the Finance Clerk position will possess excellent customer service skills and maintain professionalism regardless of work environment.  Cash handling experience with proven accuracy and integrity are essential to the position.  Strong communication skills are vital.  Candidates must be able to communicate with internal and external customers with ease and confidence.  The Ideal Candidate will also demonstrate the ability to prioritize multiple competing timelines, remain organized, show attention to detail, as well as being highly trainable.  Regular, predictable, consistent, and timely attendance is an essential function of the position. The ability to communicate in Spanish is highly desirable.

ESSENTIAL JOB FUNCTIONS

Prepare and process utility bills; collect payments over the counter and through the mail; balance cash drawer and prepare deposits; and process delinquent accounts; Set-up and maintain accounts on a computerized accounting system. Prepare or assist in the preparation of a variety of financial and statistical reports as assigned. Process accounts payable for the City; input purchase orders and blanket purchase orders to be paid into computer system; enter and verify invoices for payment; prepare and print claim report and distribute to City departments/divisions.

Process various transactions involving accounts payable, payroll, general ledgers and accounts receivable. Assist customers over the counter with respect to utilities billings, opening/closing accounts, problems, etc.; respond to citizen complaints and/or inquiries, referring more complex issues to higher level of authority as appropriate. Print and mail out renewal notices, delinquent notices, billings changes, etc. Review and check records, forms, and other documents for accuracy, completeness and conformance to rules and regulations. Post a wide assortment of information to records. Process fixed asset requests, invoices and purchase order disbursements. Input a variety of data to computerized record keeping/data processing systems; maintain computerized and/or manual files of correspondence, records, and other documents as assigned. Receive, sort, and distribute in-coming and out-going mail as assigned. Order and maintain supplies. Perform related duties as assigned.

QUALIFICATIONS

Experience and Education:

Any combination equivalent to the experience and training that would likely provide the required knowledge and abilities would be qualifying.  A typical manner to achieve the knowledge and abilities would be:

Finance Clerk I

Education:  High School Diploma or equivalent.

Experience:  One (1) year experience performing clerical or accounting support work.

Finance Clerk II

Education: High School Diploma or equivalent. 

Experience: One (1) year experience performing duties comparable to those of a Finance Clerk I in the City of Woodland.
