HOUSING OFFICER

The City of Sunnyvale is seeking a Housing Officer to oversee the Housing Division in the Community Development Department, responsible for the City's affordable housing programs, human services funding, federal grants and homeless services. The ideal candidate will be a passionate affordable housing professional known for being creative and solution-oriented and will be well-versed in state and federal housing legislation and familiar with the unique challenges presented by California's housing market. This position manages the City's varied federal, state and local housing programs and projects and is responsible for managing the technical, fiscal and policy aspects of complex projects and programs. This position serves as liaison to the Housing and Human Services Commission which advises the City Council on funding and policy related to affordable housing and human services. The Housing Officer needs to work collaboratively with the Director, the other two program managers, the Housing Division staff, and many directors and program managers in other City Departments. Excellent written and spoken communication is required along with an excellent rapport with stakeholders and colleagues.

Currently, major work efforts include implementation of the 2023-2031 Housing Element Programs and establishment of programs to assist unhoused members of the community. Development of these programs requires coordination and partnership with numerous departments in the City, the County of Santa Clara, and agencies providing services. Consultant/contractor assistance may be required for developing and implementing programs.

• Set up, arrange, and take-down furniture and equipment for classes, rentals, meetings, and special events
• Effectively use, learn and perform tasks on recreation software systems 
• Monitor the proper and safe use of City facilities by the general public and ensure adherence to rules and policies
• Ensure the cleanliness and safety of facilities throughout the day
• Demonstrate proficiency with word processing, data entry and organization

Depending on the specific work assignment, Recreation Specialists also are responsible for:

• Leading children in organized youth programs and activities
• Food preparation and food service in City nutrition programs.
• Handling money and electronic transactions
• Organizing class sign in sheets
• Monitoring, organizing, and running community programs

Position Summary

The Fitness Instructor/Personal Trainer plays a key role in providing essential fitness instruction and personalized training programs to help individuals achieve their health and fitness goals. The responsibilities include instructing group fitness classes, offering personal training sessions, designing customized fitness programs for clients, ensuring safe and effective exercises, motivating and encouraging participants, providing feedback and adjustments to exercises, and monitoring clients' progress for continuous improvement. This role will also be providing excellent customer service, addressing fitness-related inquiries, maintaining a positive and motivating environment for everyone, and ensuring the fitness facility is clean, safe, and fully operational. 

Minimum Qualifications

• Graduation from high school or GED equivalent.  

• Certification in personal training or group fitness instruction required (e.g., ACE, NASM, or other recognized certification).  

• At least one year of experience in fitness instruction, personal training, or a related field preferred.  

• Experience in group instruction and one-on-one training is highly desirable. 

Knowledge and Skills

This position requires a knowledge of general fitness principles, exercise techniques, and wellness practices, instructing and motivating individuals or groups in a fitness setting, excellent communication to provide clear instruction and positive feedback and assessing client needs and creating individualized fitness programs. The position also requires ability to operate and maintain fitness equipment safely. 

Special Requirements: 

• Current certification in First Aid and Cardiopulmonary Resuscitation (CPR). 

• Fitness certifications (e.g., Personal Trainer, Group Fitness Instructor) from a nationally recognized organization.

On-Call Expectations

Emergency Coordinators may be assigned on-call duties with a minimum of 7 days' advance notice, distributed equitably among qualified staff. During on-call periods, employees must remain within 30 miles of the facility and respond within 30 minutes of notification while maintaining reliable communication. Employees will be compensated for all on-call hours outside of normal working hours under applicable labor standards and collective bargaining agreements. Employees retain the right to engage in personal activities during on-call periods, cannot be assigned more than 7 consecutive days without a 48-hour break, and maintain full union representation rights and grievance procedures for any on-call related issues. All provisions comply with Fair Labor Standards Act requirements and union standards for emergency worker compensation and working conditions.

Key Responsibilities

• Emergency Planning & Coordination
• Support technical tools such as SMCAlert , EOC software, GIS dashboards, and mapping platforms
• Develop visual aids and dashboards to support situational awareness
• Program Administration & Technical Support
• Develop and update all-hazards emergency plans, policies, and procedures
• Collaborate with County departments and regional partners to ensure coordinated response strategies
• Lead and support planning meetings, working groups, and operational briefings
• Will be assigned to the Emergency Operations Center when activated
• Participate in on-call rotation and respond to emergency incidents as needed
• Liaise with Incident Commanders and partner agencies during activations
• Support situational awareness, logistics coordination, and field communications
• Provide Just-In-Time Training and support for County staff and first responders
• Training, Exercises & Public Engagement
• Help develop and administer the Integrated Preparedness Plan ( IP P)
• Coordinate and conduct drills and community outreach events
• Represent the County at regional stakeholder meetings and public forums
• Maintain inventory of emergency equipment, supplies, and documentation

Qualifications

Any combination of education and experience that demonstrates the required knowledge, skills, and abilities will be considered. A typical path includes:

Education: Bachelor’s degree in emergency management, public administration, planning, GIS, or a related field

Experience: At least one year of experience supporting emergency planning, response coordination, training, or related public service activities

Preferred:

• ICS 100, 200, 700, and 800 certifications (or willingness to obtain)
• Familiarity with EOC functions and emergency notification systems

PHCD is working closely with Stanford’s Center for Youth Mental Health and Well Being (CYMHWB) leadership who have been instrumental in defining the model for California and successfully influencing the State of California Mental Health Services & Oversight Accountability Commission (MHSOAC) to provide start up grants for five pilot centers around the State.
