DEFINITION

Under general supervision, performs a full range of technical and public contact duties in support of the Town’s code compliance program. This position emphasizes education and prevention by serving as a resource, partner, and guide to residents, contractors, and businesses to promote voluntary compliance and community pride. Responsibilities include proactive community education and outreach, monitoring construction activity, investigating and resolving complaints, and ensuring compliance with the Town’s municipal, fire, building, housing, zoning, and related codes and regulations. When enforcement is necessary, the Coordinator supports individuals through the resolution process by clearly explaining requirements and facilitating corrective action. Work involves extensive collaboration with Town departments and the public, detailed documentation and use of case management systems, and the consistent, fair application of codes and policies. Performs related duties as assigned.

SUPERVISION RECEIVED AND EXERCISED

Receives general supervision from the Building Official. Exercises no direct supervision over staff.

CLASS CHARACTERISTICS

The Code Compliance Coordinator class series is flexibly staffed; positions are normally filled at the I level, with advancement to the II level based on demonstrated proficiency, possession of required qualifications, and management approval.

Code Compliance Coordinator I (Journey-Level):

This is the fully qualified, journey-level class in the Code Compliance series. Incumbents are responsible for performing the full range of duties related to municipal code compliance, including complaint investigation, construction site monitoring, inspections, case management, and public education. Employees in this class are expected to work independently, apply codes and regulations with discretion, and serve as educators and resources to the community. Positions at this level may receive direction or instruction as new or unusual situations arise but generally operate with a high degree of independence and responsibility.

Code Compliance Coordinator II (Advanced-Level)

This is the advanced-level class in the Code Compliance series. Positions at this level are distinguished from Code Compliance Coordinator I by the performance of more complex or sensitive compliance cases, the expectation to serve as a subject-matter resource, and potential responsibility for mentoring less experienced staff. Incumbents are expected to exercise greater judgment and may be assigned leadership in high-profile cases, advanced compliance activities, or coordination of multi-departmental enforcement efforts. Progression to this level is typically based on several years of successful performance as a Code Compliance Coordinator I, advanced training and/or certification, and demonstration of proficiency in handling the most complex cases.

Advancement to the Code Compliance Coordinator II level is typically achieved through progression from the I level and is contingent upon (i) management’s determination that the incumbent is regularly performing the full range of duties of the higher classification; (ii) demonstrated satisfactory job performance; (iii) incumbent meeting the minimum qualifications for the higher classification; and (iv) management approval for advancement to Code Compliance Coordinator II.

Collaboration & Communication

• Serve as an educator, resource, and ally to residents, contractors, and business owners by explaining the purpose and intent of Town codes and community standards.

Investigations & Inspections

• Proactively identify and address issues related to construction completion timelines, site maintenance, safety hazards, or other potential violations.
• Conduct field inspections, research ownership records, review prior complaints, and determine whether violations have occurred.

Compliance & Resolution

• Promote voluntary compliance through education, prevention, and proactive communication.
• Partner with planning, building, engineering, police, public works, and legal staff to resolve compliance matters and ensure consistent application of codes.
• Guide individuals who are out of compliance through the resolution process, ensuring they understand what is required and how to achieve compliance.
• Prepare and issue notices of violation, citations, and related correspondence in accordance with applicable laws and ordinances, while maintaining a solution-oriented approach.
• Coordinate and monitor compliance and abatement activities, including site visits, correspondence, and follow-up inspections.

Documentation & Technology

• Maintain accurate case files, inspection notes, and compliance records using the Town’s land use permit tracking software.
• Input inspection results, notices, and case updates into databases to ensure timely tracking and resolution.
• Prepare clear, professional reports, memoranda, correspondence, and hearing documentation.
• Prepare and present compliance cases at hearings; send required notifications; testify and provide supporting evidence.
• Attend and document hearings, meetings, and related proceedings

The Judicial Council of California is accepting applications for the position of Fiscal Supervisor for Budget Services.   

The Fiscal Supervisor over the Court Budget Unit (CBU) in the Budget Services office plans, organizes, supervises, reviews, and evaluates the work of assigned staff responsible to support all aspects of budget development and implementation for the 58 trial courts. The Supervisor oversees the development of allocations and distribution of $3 billion annually to the trial courts and manages other budgetary processes and programs that support court operations. The Supervisor oversees the preparation of trial court financial documents and required reporting; provides technical fiscal assistance to the courts; reviews funding requests to ensure compliance with statute, budget authority, and Judicial Council policy; and related assignments for court leadership, Budget Services management, and the Judicial Council’s Executive Office. San Mateo County Health is seeking a well-qualified individuals for the position of Environmental Health Specialist IV - Consumer Protection Programs. Environmental Health Specialist will receive general supervision and provide lead direction in performing various countywide environmental health inspection and enforcement activities in one of the several specialized technical areas such as consumer protection, food sanitation, recreational water, water, sewage, land use, and cross connection control; vector control; solid waste; medical waste; and housing and institutions.

Licensure/Certification:

The Employee Relations Analyst is responsible for providing analytical and technical support to Employee and Labor Relations programs including grievances and collective bargaining, drug and alcohol, and DMV employer pull notice for the San Mateo County Transit District (SamTrans), and performance management for SamTrans, the Peninsula Joint Powers Board (Caltrain), and the San Mateo County Transportation Authority (TA). 

Essential Functions & Duties

Examples of Essential Functions:

• Serve as the District’s subject matter expert in performance management including educating internal stakeholders, partners, and staff on guidelines, policies, and procedures and communicating updates to the District’s program. 
• Provide first level support in labor and employee relations matters including interpreting and developing resolutions for collective bargaining agreement (CBA) disputes as well as personnel policy and procedural issues.  
• Research and recommend solutions to performance management issues in partnership with administrative staff and Deputy Director Employee Relations.
• Develop reports, provide analysis, and generally support employee relations programs including union arbitration and grievances, performance management, and the SamTrans Drug & Alcohol, DMV Employer Pull Notice, and return to work activities.

• Monitor and analyze SamTrans grievance and District performance management programs for compliance and implement best practices for where appropriate. 
• Independently consider options to improve Employee Relations programs effectiveness, determining opportunities to implement new strategies and techniques for improvement.
• Responsible for day-to-day administration and staff level education of the District’s performance management tool.  
• Provide advice and counsel to Bus Operations (Transportation and Maintenance) managers and supervisors on grievance related issues.

The Judicial Council of California is accepting applications for the position of Senior Fiscal Analyst for the Budget Services office.  

The Senior Fiscal Analyst serves as the lead staff for the Trial Court Budget Advisory Committee and its three subcommittees: Funding Methodology, Revenue & Expenditure, and Fiscal Planning, providing comprehensive support for all committee operations. This role manages the Funds Held on Behalf of the Trial Courts program, a fiscal process that assists courts in managing their operational budgets. The analyst also provides budgetary support for the Court Interpreter Program and acts as a key backup to the Senior Fiscal Analyst responsible for the trial court allocations and Workload Formula policy implementation. This position requires advanced, journey-level analytical expertise to manage complex projects and programs, conduct in-depth research, develop fiscal policies and procedures, compose official comprehensive written reports, and serve as a subject matter expert in trial court finance and planning.

RESPONSIBILITIES

• Serve as lead staff and provide high-level professional support to the Trial Court Budget Advisory Committee, its subcommittees, and working groups. This is one of the most active advisory bodies to the Judicial Council that represents trial court funding priorities and policies. This role involves strategic planning, policy compliance, stakeholder engagement, and administrative coordination to ensure the committee’s operations align with Judicial Council governance standards. 
• Manage the annual submission cycle, analyze funding requests from trial courts, and coordinate the Funds Held on Behalf of the Trial Courts program to ensure compliance, transparency, and effective fiscal oversight. 
• Provide high-level professional support in a backup capacity to the Senior Fiscal Analyst position that oversees the trial court budget allocations of $3 billion annually and the Workload Formula policy. This role collaborates extensively with Judicial Council leadership and trial court representatives to ensure effective governance of trial court funding and policy execution. 
• Provide advanced-level analytical and budgetary support to the Court Interpreter Program. This includes technical assistance to the Language Access Program for annual court interpreter allocations to the trial courts, implementation of budget proposals, and review of reports to the Legislature and other documents. 
• Provide support for the development and implementation of the annual trial court budget. Contribute to cross-functional initiatives that support trial court operations, ensure fiscal integrity, and support the goals of the Judicial Council. 
• Document and maintain detailed records of operational processes, procedures, and related backup information to ensure clarity and consistency for key budgetary processes that support the trial courts.

MINIMUM QUALIFICATIONS 
Bachelor’s degree, preferably in business, finance, accounting, or a directly related field, and four (4) years of professional experience in accounting, financial analysis, budgetary, or contract administration/procurement. 

Possession of a bachelor’s degree in a directly related field such as accounting, finance, business, etc., may be substituted for one (1) of the years of required experience. An additional four (4) years of professional experience in the assigned function as noted above may substitute for the bachelor’s degree. Or, additional directly related experience and/or education may be substituted on a year-for-year basis. 

OR

Juris doctor, Master of Business Administration, or master’s degree in a directly related field for the assigned discipline such as finance, contract administration or accountancy, and one year of experience as identified above. 

OR 

One (1) year as a Fiscal Analyst in the assigned field with the Judicial Council of California or one (1) year of experience performing the duties of a class comparable in the level of responsibility to that of a Fiscal Analyst in a California superior court or California state-level government entity. 

Desirable Qualifications

• Knowledge of California’s state budget process and governmental budgeting practices.
• Strong political acumen and understanding of governmental laws, rules, and policies.
• Experience implementing budgetary policies within government frameworks.

Wastewater Operator II - A journey level classification in the Wastewater Operator series. The ideal candidate must be skilled in basic principles of mechanical, maintenance, and electrical systems. Must be able to recognize and report unusual, inefficient, or dangerous operating situations. Must have working knowledge of the functions and purpose of wastewater disposal systems; routine cleaning and basic operation of wastewater treatment equipment. Solid experience in basic principles of mechanical, maintenance, and electrical systems; algebra and geometry; basic knowledge of electronics and hydraulics.  Must have good trouble shooting skills, attention to detail, excellent communication skills, training and leadership abilities, and have a dedication to safe working practices. Must be able to independently perform plant operations work; work on-call as assigned.

Requires a High School Diploma or equivalent and three years of full-time experience equivalent to a Wastewater Operator II in a  wastewater treatment facility.  Possession of a Grade III California Wastewater Treatment Plant Operator certificate issued by the State of California Water Resources Control Board.

Per diem librarians may support a combination of the activities below depending on the needs--location of service may vary. Schedules vary based on the needs of the library system. Both Menlo Park Library locations are open on Saturdays and Sundays, and until 8pm three nights per week. Regular availability for one weekend day and one evening will be expected. Selected candidates from this applicant pool may be assigned to work at either library location. Per diem librarian positions are scheduled for less than 20 hours per week and may not exceed 980 hours within a twelve (12) month period.

 

Job Duties/Functions

• On a continuous basis, sits at a desk and/or stands at counter for long periods of time. Intermittently bends, twists, kneels or squats while shelving books, opening boxes, or moving equipment; twists and reaches office equipment; writes and uses keyboard to communicate and enters/retrieves data; runs errands; lifts or carries weight of up to 50 pounds. Pushes loaded book carts.
• Assists users in the use of computers and/or other electronic devices
• May provide or support story time sessions (children or adult,) or the willingness to learn how to provide the service
• May host/support/coordinate programs (children, teen, adult,); willingness to learn how to provide that service
• Establish, maintain, and foster positive and effective working relationships with those contacted in the course of work.
• Provide assistance to and advise patrons of all age groups in the effective use of the Library’s collection, facilities and services; demonstrate the use of library resources, tools, equipment, and electronic reference sources; assist with digital downloads and respond to difficult or technical questions as they relate to the use of electronic resources. Compile subject bibliographies
• Develop an assigned area of the Library collection; review and analyze collection use; recommend books and materials for purchase based on patron needs and according to the variety of patron ages, abilities, education, interests, cultures, and socioeconomic backgrounds.

The City has new desktop and laptop computers in place for employees. The City already has Crime Analysis and Traffic Analysis software systems in place. A new handheld citations system for traffic has recently been launched. The City also implemented a citywide GIS system, document imaging system, and Intranet, which are available to all staff members. Additionally, we have placed laptops in all patrol cars in order to facilitate timely report writing and response to calls for service.

THE POSITION: 

The Executive Administrative Assistant reports directly to the City Manager and/or their designee. This position performs a variety of administrative tasks in support of the Office of the City Manager, as well as the City Council.

Ideal candidates will have increasingly responsible clerical and public contact experience, effective customer service skills, communication skills, and knowledge of working with confidential information.

 

DEFINITION
Under general supervision, perform a wide variety of confidential clerical and administrative assignments for the City Manager, Staff, and/or the City Council; to take and transcribe shorthand dictation, to do general typing and filing, and perform a variety of responsible clerical, stenographic, and administrative assignments, and to perform related work as required.

EXAMPLES OF DUTIES
Reviews and proof reads own office clerical work, and work of others, to ensure accuracy, proper format, neatness, completeness, and compliance with established standards; takes shorthand notes and transcribes dictation; types letters, notices, and contracts; prepares bills, requisitions, meeting agendas, general reports, forms, and other documents; composes letters from marginal notes and also from oral and written instructions; answers the telephone, may personally compose letters in connection with routine office procedures and policies; performs occasional statistical typing; operates office equipment such as copy machine, computer, and other business machines; provides information requested from office visitors; schedules appointments and meetings; screens and routes incoming mail; prepares and maintains orderly files of correspondence, records and reports; carries out administrative details without direct supervision; takes, refers, and places telephone calls, receives complaints; acts as social secretary in arranging City Council receptions, installations, and other special functions; will deal with sensitive confidential subject matter and is required to maintain confidentiality on all subjects unless as otherwise authorized; prepares City Council calendar; trains clerical staff; takes and transcribes shorthand minutes at meetings; makes travel arrangements and conference reservations; orders and inventories office supplies; acts as a resource person for City Council members.

MINIMUM QUALIFICATIONS
Knowledge of: Modern office methods and equipment; principles and practices of time
management, correct English usage, i.e., spelling, grammar, punctuation and vocabulary,
filing and cross-indexing procedures; basic mathematics; proper business letter form and report writing format; office machines and equipment including computers; computer software including word processing (e.g. Microsoft Word) and spreadsheets (e.g. Microsoft Excel); document and agenda management.

Ability to: Communicate effectively both orally and in writing; follow written and oral
instructions; type from clear, legible copy at a speed of 60 words per minute; take dictation at a speed of 100 words per minute and transcribe it accurately; make arithmetical calculations accurately; record proceedings at meetings; learn and interpret rules, regulations, laws and ordinances as needed to perform assigned work; handle and maintain confidentiality on all subjects unless as otherwise authorized; be proficient in computer skills and programs; work harmoniously with elected and appointed officials, subordinates, citizens and other city employees; compose correspondence with minimal supervision; work beyond the normal work schedule, including some evenings, when workload and deadlines may require; Interact positively and cooperate with co-workers, respond politely to customers, work as a team member, function under demanding time pressure, respond in a positive manner to supervision, and attend work and perform duties on a regular and consistent basis.

Education: Graduation from high school or equivalent. Formal office work training and/or college-level course work desirable.

Experience: Four years of increasingly responsible general clerical and public contact
experience; which included extensive use of personal computer applications. Completion of 60 semester units of college or university level credits in a business or related curriculum can be substituted for a portion of the required experience on a year-for-year basis to a maximum of two years.

License: Possession of a valid Class C California Driver’s License.
