The Department

The Parks and Recreation Department is the third largest department in the City and is organized by program area, with each program administered by a supervisor, coordinator, or specialist. The Parks and Recreation Department is composed of a Director and 22 full-time management positions. The department is comprised of the Recreation, Parks, and Building Maintenance divisions. The Parks and Recreation Department mission is to provide opportunities for physical, cultural and social well being; protect and enhance the physical environment; and ensure the effective and efficient use of public facilities and open space.

The Building Maintenance Division maintains 32 facilities totaling more than 563,000 square feet and over 275 acres of park land. The division provides janitorial, preventative maintenance services, and necessary building and related equipment repairs to all of the City's facilities, including interior and exterior work. The division also performs a variety of tasks, which include moving furniture, set-ups, and many other miscellaneous tasks as required. 

Ideal Candidate

The ideal candidate will have knowledge of methods, materials, tools, equipment, and techniques used in performing custodial repair and maintenance; occupational hazards and safety practices and procedures related to the work; and techniques for dealing with the public, City staff, and representatives of contractors in an effective manner. The ideal Building Maintenance Custodian will also have the ability to maintain proper standards of cleanliness in assigned areas; follow written and verbal instructions; maintain basic records; and use materials, tools, and equipment safely and effectively form physical labor, including periodic heavy labor.

The Position

TYPICAL DUTIES AND RESPONSIBILITIES (may include but are not limited to the following):

• Sweeps, mops, waxes and polishes floors; shampoos and cares for carpets and rugs.
• Dusts and polishes woodwork, furniture, fixtures and equipment; wash windows, walls and other fixtures.
• Empties and cleans trash containers and wastebaskets; picks up paper and other debris.
• Cleans rest rooms and maintain supplies.
• Locks and unlocks doors, as necessary, provides for other forms of building security.
• Sets up rooms for meetings and other special events.
• May deliver materials and supplies to and from City locations.
• Performs related duties and responsibilities as assigned.

QUALIFICATIONS: Any combination of experience and training that would provide the required knowledge, skills, and abilities would be qualifying. A typical way to obtain the knowledge, skills, and abilities would be:

Experience: One year of janitorial experience 

Training: Equivalent to graduation from high school.

Licenses/Certificates: Possession of, or ability to obtain, an appropriate, valid California driver’s license and a satisfactory driving record, which must be maintained as a condition of employment.

The City of Belmont is seeking a Senior Lifeguard/Pool Manager to supervise the Summer Aquatics Program at the Carlmont Aquatics Facility located at 1400 Alameda de las Pulgas, Belmont, CA 94002

Salary (depending on experience) and Hours:

Monday – Friday Shifts - NO WEEKENDS!

Pay range depending on experience $23.97 - $29.14

Typical shift is from 9:15AM-5:15PM Monday-Thursday and Friday 9:15AM-3:30PM.

• Must have at least one summer of supervisory experience.

• Water Safety Instructor (WSI) certification preferred.

• Must be available for paid training Wednesday, June 17 – Friday, June 19, 2026.

• Must be available for the summer aquatics season June 22 – July 31, 2026

Lifeguard Certification

What You Will Do

• Supervise and ensure patron safety at all times, including clearly and professionally conveying rules to patrons and enforcing facility regulations.

• Administer first aid and provide emergency care as required.

• Work outdoors in varying weather conditions and with exposure to pool chemicals.

• Maintain a safe aquatic environment.

• Greet the public and respond to questions and inquiries.

• Assist the Swim Lesson program.

• Maintain a professional appearance and demeanor by wearing appropriate uniform or attire for the position and exhibiting respect and enthusiasm.

• Facilitate program activities according to a prepared curriculum for Camps and Swim Lessons.

• Provide feedback regarding the City's aquatic program and activity schedules to the participants or supervisors.

• Conduct proper opening and closing procedures of the aquatic facility.

• Assist in staff trainings and meetings.

• Analyze program needs and recommend new and innovative program ideas.

• Set up proper furniture arrangements, equipment, and facility maintenance.

• Work as a Lead with Lifeguards and Swim Instructors and offer assistance in maintaining the proper execution of all aspects of facility programs, including feedback.

• Ensure all policies of the City of Belmont are followed during all programs, special events and facility use.

• Provide excellent customer service and problem solving.

• Perform functions of registration software applications.

• Prepare daily deposits and reconcile daily reports.

• Ensure all revenues received at assigned site are properly entered and accounted for.

• New Hires must be available for all 6 weeks of the summer aquatics season from June 22 – July 31, 2026. Returners must be available for majority of the summer.

Lifeguard Certification

What You Will Do

Lifeguards/Swim Instructors will ensure the safety of facility patrons by preventing and responding to emergencies and instructing swim lessons for participants of all ages.

The essential functions of this position include: maintain constant surveillance of patrons in the facility; act immediately and appropriately to ensure the safety of patrons in the event of an emergency; provide emergency care and treatment as required until the arrival of emergency medical services; perform various maintenance duties as directed to maintain a clean and safe facility; prepare and maintain appropriate reports; possess thorough knowledge of rescue techniques; understand and enforcement of facility rules, policies and procedures, demonstrate leadership, public relations skills and decision-making skills.

In addition, Swim Instructors are responsible for instructing all swim lesson participants, ensuring the safety of all participants in their class, evaluating students participating in swim lessons, submitting completed participant report cards on time, and attending mandatory meetings and training sessions as scheduled.

The individual must be able to represent the City of Belmont in a professional manner and follow the City’s polices and regulations.

Under the direction of the Maintenance Supervisor, participate and lead a crew in operating grounds equipment; perform maintenance, landscaping and gardening work on school grounds, fields and assigned areas.

ABOUT THE ROLE

Reporting to the Executive Director, the Deputy Director will oversee department-wide administrative operations and strategic initiatives including organizational planning, program performance, budget development, financial accounting, procurement, contracting, human resources, recruitment, and other administrative functions. This role will supervise three staff members in the Operations Division and closely collaborate with other staff to achieve the Commission’s strategic goals.

The Deputy Director must be willing to forego involvement in all local political activity while a member of the Commission staff and publicly file an annual Statement of Economic Interests (Form 700).

ESSENTIAL DUTIES

Essential duties of the position include, but are not limited to the following:

• Establish and implement departmental goals, policies, and strategic plans as directed by the Executive Director.
• Develop and maintain a broad understanding of the Commission’s laws, policies, programs, procedures, and operations.
• Oversee daily administrative operations of the department including financial management, procurement, accounting, payroll, and related office operations.
• Effectively plan, coordinate, supervise, and evaluate the work of direct reports.
• Manage the department’s hiring initiatives including tracking vacancies, producing hiring-related documents, coordinating recruitment functions with staff and DHR, and supporting onboarding activities.

Desired Qualifications

The City of Millbrae has multiple openings for the Recreation Leader (Summer Camp Counselor) position! This position will focus on our Millbrae Adventure Summer Camp, working as a Camp Counselor.  Hours will vary, and applicants are expected to be available to work full camp weeks. Recreation Leaders are also expected to attend a mandatory, paid training.

Definition: Under supervision, to provide leadership to recreation programs, activities or service; organizes and implements program elements and oversees participants; and performs related work as required.  This is a temporary part-time non-benefited position. 

Essential Duties:  Depending upon assignment, the duties of a Summer Camp Counselor - Recreation Leader I , II or III may include, but are not limited to, the following:

• Assists in planning, organizing, and leading summer camp activities.

Recreation Leader II:  Current enrollment in high school, with minimum age of 16 at time of appointment.  Equivalent to three (3) months of full-time experience (approximately 500 hours) of volunteer or paid work experience in recreation programs or equivalent. Depending on area of assignment, previous knowledge of and experience participating in the activity and/or sport is desirable. 

Recreation Leader III:  Equivalent to completion of the twelfth (12) grade.  Equivalent to six (6) months full-time experience (approximately 1000 hours) of volunteer or paid work experience equivalent to a Recreation Leader II with the City of Millbrae. About The Department
The Department of Public Works plans, designs, constructs, operates and maintains facilities and equipment that are safe and accessible to the clients of County agencies, the general public, and County employees. The Department advises the Board of Supervisors on all public works issues, including rates and charges for services that are fair to both the users and service providers. The Position
Under the direction of the Deputy Director of Facilities, the Capital Programs Manager is responsible for overseeing the staff and activities of the County of San Mateo Public Works Department’s Major Capital Projects team (MCP). Recently created, MCP will ultimately be a team of four positions responsible for the execution of large capital improvement projects for the County and is part of the overall Capital Projects Section which includes a total of 21 positions.  This includes maintaining the County’s long-range capital construction program and tenant improvements, and supervising professional, technical, and support staff involved in major capital project planning and design. The role involves developing, implementing, and evaluating goals, objectives, policies, and priorities for the section, and providing complex staff assistance to the Director of Public Works, their staff, and/or the County Executive’s Office.
 
 Additionally, the Capital Programs Manager directs their team in the programming, planning, design, and construction of building projects or modifications of County buildings and facilities. The position ensures the overall execution of the program’s Capital Improvement Plan (CIP), guaranteeing projects are delivered within scope, timeline, and budget.
 
The ideal candidate will possess:

• Eight years of experience managing large capital projects, including at least five years of supervisory and/or management experience.
• Coursework in Construction Management, Building Architecture, Engineering, or a closely related field is preferred. 
• Ability to thrive in a fast-paced, demanding environment.
• Skills in project management, strategic planning, and performance management.
• Experience in public works project management, design, construction, and contracting for complex public works facility construction/improvement projects; and knowledge of standard practices related to public works projects.
• Knowledge of applicable federal, state, and local regulatory codes and rules; and contract development and administration experience related to public works facility improvement activities and operations. 
• Experience in establishing, monitoring, and tracking program budgets and schedules; preparing recommendations and reports related to the capital improvement program; and developing, tracking, planning, procuring, and negotiating consultant services and task orders.
• Knowledge of the State of California and local jurisdiction regulations and permit procedures related to capital improvement projects.
• Knowledge of architectural planning and design practices; building construction materials and methods; and structural, mechanical, and electrical engineering principles as related to capital improvement projects in government buildings including healthcare and correctional facilities.
• Familiarity with the various mechanisms used to finance projects such as state and federal grants, county funding, lease purchase agreements, certificates of participation, and joint powers agreements.
• Experience managing enterprise funds, including setting billing rates.
• Excellent analytical and report-writing skills to formulate and write comprehensive technical reports, specifications, and business correspondence.
• Strong interpersonal skills and ability to establish and maintain effective working relationships with clients and co-workers.
• Effective communication skills, both orally and in writing.

Examples Of Duties:

As the Capital Programs Manager, your responsibilities will include, but are not limited to, the following:

• Develop, plan, and implement goals and objectives for the Major Capital Projects team in the Capital Project section of the Public Works Department in close coordination with the Deputy Director of Public Works.
• Provide leadership and administrative policy direction to the MCP team.
• Establish and monitor performance goals and key performance indicators for the section.
• Monitor the progress of project schedules, budgets, and costs, ensuring overall quality objectives are met across a diverse range of capital projects.
• Work with the team to determine project assignments and ensure a high-performance work environment that supports achieving the department and County’s mission and objectives.
• Manage the most complex or high-profile capital projects.
• Provide guidance and/or address compliance, design, and constructability issues, ensuring compliance with applicable federal, state, and local regulations, codes, and ordinances, including the California Environmental Quality Act, County Green Building ordinance, energy conservation goals, and hazardous materials regulations.
• Ensure the maintenance of detailed records of assigned activities and results.
• Coordinate section activities with other Public Works Divisions, other departments, and outside agencies and organizations.
• Provide technical and staff assistance to the Director of Public Works and their staff, the County Executive, and their staff.
• Research, prepare, and present related technical, fiscal, and administrative reports, studies, and correspondence as needed.
• Select, supervise, and evaluate professional, technical, and clerical subordinates; ensure the provision of staff training.
• Supervise and participate in the development, administration, and strategic planning for the CIP and represent the department at the executive level.

Qualifications:

Education and Experience:
Any combination of education and experience that would likely provide the required knowledge, skills, and abilities is qualifying. A typical way to qualify is eight years of experience managing large capital projects, including at least five years of supervisory and/or management experience.

Candidates who pass the application screening will be invited to a panel interview (weight: 100%) which may include a performance exam. Depending on the number of applicants, an application appraisal of education and experience may be used in place of other examinations or further evaluation of work experience may be conducted to group applicants by level of qualification.
