Description

The City of Thousand Oaks is seeking a high-performing Senior Planner to lead complex development and long-range planning initiatives in one of Southern California’s most desirable communities. This position plays a key role in sharing residential, mixed-use, commercial, and downtown revitalization projects while advancing the City’s General Plan and environmental review efforts.   

We are seeking an innovative, collaborative individual to conduct a variety of planning duties with competence and professionalism. The Senior Planner must be an excellent team player with a track record of excellent judgement who has demonstrated initiative and been successful in improving processes.

The Senior Planner will assume a lead role in complex planning and development projects, including residential, mixed-use, commercial, industrial, and institutional proposals, and may assist in the preparation of environmental documents (both internally and through planning consultants).  The Senior Planner may also process legislative applications, such as zone changes and General Plan amendments, and occasionally assist with open space planning/natural resource management projects.

Primary responsibilities:

• Serve as project manager for complex development applications, exercising independent judgment in interpreting policies, coordinating multi-departmental review, and guiding projects through entitlement and public hearing processes. Lead and contribute to long-range planning initiatives, including implementation of the General Plan and participation in comprehensive updates. initiatives
• Manage consultant preparation of environmental documents in compliance with CEQA requirements, including Mitigated Negative Declarations and Environmental Impact Reports; review technical studies, coordinate interdepartmental input, and prepare environmental documentation as needed. Interpret and apply federal, state, and local land use regulations, including evolving California housing law, to ensure legally defensible and consistent project review.  Prepare and present clear, well-supported staff reports and policy analysis for City Council, Planning Commission, and community stakeholders.
• Process legislative applications, including Municipal Code Amendments, zone changes, and General Plan amendments
• Support implementation of downtown revitalization initiatives and Specific Plan updates/initiatives

DESCRIPTION 

We are seeking a collaborative, service-oriented individual to conduct a variety of code compliance duties with competence and professionalism. The Code Compliance Officer I/II will be responsible for conducting inspections and investigations pertaining to violations of the municipal code provisions in zoning ordinances, sanitary regulations, business license regulations, building standards and nuisance abatement ordinances.  The Code Compliance Officer I/II must possess excellent interpersonal and communication skills, be self-directed, exercise discretion, and excellent judgment. 

 

PRIMARY RESPONSIBILITIES 

• Conduct technical field inspections and investigations to determine compliance of residential, commercial, and industrial buildings with zoning ordinances, conditions of zoning variance, special use, and other conditioned permits

  • After submitting your application (or within one year prior), complete the National Testing Network (NTN) FrontLine National Written Examination.

• Alternative Option – POST Examination

  • If you have already taken the Peace Officer Standards and Training (POST) entry‑level examination (PELLET B) within the last twelve months and achieved a passing T‑Score of 45.0 or higher, you may bypass the NTN exam.

                                         TESTING PROCESS:

• Written Examination Upon passing the written exam, candidates will be contacted via email to complete a Personal History Questionnaire (PHQ).

• Oral Interview & Eligibility List Candidates who submit their PHQ in a timely and appropriate manner will be invited to an oral interview with Background Detectives. Successful candidates will be placed on an eligibility list based on interview ranking.

• Background Investigation Top candidates will undergo a comprehensive background investigation, which includes:

  • Medical evaluation

  • Psychological assessment

  • Polygraph examination

  • Drug and alcohol screening

• Physical Agility Testing Candidates must successfully complete the following physical agility components:

  • One Mile Run – 10 minutes

  • Solid Fence Climb – 13.5 seconds

  • Chain Link Fence Climb – 10 seconds

  • Body Drag (165 lbs.) – 14 seconds

  • 99‑Yard Obstacle Course – 25 seconds

• Final Interview Candidates who pass all prior stages will participate in the Chief’s Final Oral Interview.

                                 SPECIAL INSTRUCTIONS:

• A sex act in which the other party was under eighteen years of age.
• Demonstrated history of irresponsible motor vehicle operation.
• A “Failure to Appear” on your driving record.
• D.U.I. conviction.
• Applicants under psychological/psychiatric care.
• Military discipline or less than honorable discharge.
• Demonstrated history of financial irresponsibility.
• Failure to keep appointments or submit documentation in a complete, neat and timely fashion during the hiring process.
