This is a full-time, 40 hours per week position working Monday, Tuesday, Thursday 8:00 AM to 5:00 PM, Wednesday 8:00 AM to 7:30 PM, and Friday 8:00 AM to 1:30 PM with occasional evening and weekend hours.

The Department

The Parks, Beaches and Recreation Department within the City of Pacifica works closely with the community providing programming to youth, seniors and all citizens.  We strive to foster a collaborative and collegial atmosphere among staff while providing high quality programs, activities and events to the community and neighborhoods. DEFINITION

Under immediate and general supervision, classes in this three level series provide a wide variety of responsible and complex administrative, secretarial and clerical duties for an assigned department and department head, to coordinate and participate in office functions in support of the department's goals and objectives; to provide information and assistance to employees and the public regarding departmental policies and procedures.

DISTINGUISHING CHARACTERISTICS

The emphasis of the Administrative Assistant series is on the accomplishment of general clerical and administrative support duties.

Administrative Assistant I

This is the entry level in the series. Employees perform routine duties under immediate supervision.

Administrative Assistant II

The is the journey level in the series. Employees perform both routine and more complex duties under general supervision.

SUPERVISION RECEIVED AND EXERCISED

Immediate supervision is provided to the Administrative Assistant I. General supervision provided to the Administrative II and III is provided by the department head of designee. The Administrative Assistant III may lead or supervise assigned staff.

ESSENTIAL FUNCTIONS - INCLUDE BUT ARE NOT LIMITED TO THE

FOLLOWING:

• Maintains a system of files and records.
• Composes correspondence and prepares reports independently or from oral instructions.
• Makes appointments and meets callers.
• Operates various office machines and equipment as required.
• Performs other duties as assigned.
• Invoice Entry.

In addition, the Administrative Assistant II performs the following duties:

• Plans, schedules and performs a wide variety of clerical and typing work related to the function to which assigned;
• Supplies information involving facts and interpretations.
• Compiles information for reports and transactions and assists in the consolidation and presentation of data.
• Prepares documents based on data obtained from records and other sources and processes them in accordance with prescribed procedures.
• Establishes and maintains systems to insure accountability and controls
• Facilitates special event and community meeting planning and facilitation
• Creates social media content and executive presentations utilizing design software

• Processes payroll and financial documents. 

• Prepares detailed and complex reports.
• Conducts transactions with the public in matters requiring a detailed knowledge of rules, procedures, policies, precedents and activities. 
• Coordinates on-boarding new staff 

Position Summary

Under the general direction of the District Engineer, plans, organizes and directs activities of the Engineering Contracts Section of the Engineering Department. Manages the centralization of engineering contract development activities.  Manages implementation of contract administration procedures.  Manages coordination between project managers and District attorneys, insurance advisor, capital and grants staff, Small Business Enterprise staff, state and federal funding oversight agencies, and consultants/contractors.  Manages the preparation and processing of requests for proposals for professional services and invitations for construction bids for District facilities capital improvement projects.   Administers professional services agreements and construction contracts, including verification of consultants and contractors' compliance with certified payroll submissions, prevailing wage requirements and other contract labor rules.  Supervises contract administration staff.  Provides assistance to District Engineer regarding engineering contract matters, budget analysis and cash flow reports, including acting as liaison between District Engineer and District Officers, Heads of District Divisions and the Board of Directors. Facilitates the work of the District Engineer by using discretion, prudence, initiative, and independent judgment. Performs other related duties and special projects as required.

Essential Responsibilities

• Organizes, plans, writes, directs, coordinates reviews and prepares final versions of requests for proposals, formal bids, professional service agreements, purchase agreements, construction contracts, amendments and change orders in adherence to federal, state, local laws and regulations and District procurement policies and guidelines. 
• Reviews contract documents for accuracy, content, timeliness, reasonableness, funding, performance periods, deliverables, and other terms and conditions.
• Provides procurement and contract administration guidance to engineering staff to ensure contract uniformity, and consistency.

• Manages and supervises processing of contract invoices for payments, including checking for accuracy and compliance with contract payment provisions.
• Prepares monthly reports for tracking contract expenditures.  
• Reviews contract budgets and assures that expenditures do not exceed authorized limits.
• Manages and supervises contract compliance activities to ensure that all engineering contracts are in adherence to federal, state, local laws and regulations and District procurement policies and guidelines.
• Manages auditable contract invoice and payment records. 
• Manages processing of change order and amendment requests and assures compliance with District policies, FHWA and FTA guidelines, applicable laws and regulations.
• In coordination with project managers, negotiates and maintains reimbursement rate agreements and any adjustments with consultants.
• Makes recommendation regarding resolution of procurement/contract issues.
• Consults with District attorneys on contract legal issues.
• Attends pre-proposal and pre-bid conferences as needed and explains the District’s contract award procedures and guidelines.
• Organizes proposal evaluation committees, coordinates appropriate committee meetings and reviews, and assists in preparing Board reports.
• Attends District Committee and Board meetings as required.
• Prepares in-house memoranda and written correspondence to consultants and contractors, e.g., notices to proceed, notifications, sole source justification.
• Administers the contracts throughout their duration including the close out process.
• Reviews cost/price analysis as needed.
• Provides supervision and guidance to subordinate staff.
• Establishes and maintains effective working relationships with District employees, customers, vendors and all others contacted during the course of work using principles of excellent customer service.
• Follows established safe work practices and obey all safety rules.
• Performs other duties as assigned.
• Regular and reliable attendance and performance is required.

Family Camp at Yosemite is located in the Sierras, about 10 miles west of Yosemite National Park. Family Camp is a summer recreational facility run by the City of San Jose. The camp serves 250-300 campers per day. The program is geared for families by providing lodging, meal service, recreation activities and retail operations.

This part time Maintenance Assistant opportunity is with the Destination, Events and Sports Unit (DES) in the Park Division of the Department of Parks, Recreation and Neighborhood Services. 

NOTE: This position requires the part-time Maintenance Assistant to report onsite to the Family Camp Yosemite facility in Groveland, California. On-site living facilities are available during the peak season. May-October 1. A potential schedule for this position could work four days a week during peak season and the remainder of the hours during the off season. Schedule will be determined based on operational needs. This position will provide support to our facilities team and will work with other to seasonal employees during the summer season. During pre and post season this position will support projects and program improvements at camp.

Position Duties

The Maintenance Assistant classification is covered by the Pay Floor Rate and hourly pay range is $27.27 - $34.79 for part-time, unbenefited employees. The Parks, Recreation, and Neighborhood Services Department is currently seeking to fill a Part-Time Unbenefited Maintenance Assistant vacancy in the Parks division at Family Camp in Yosemite.

Maintenance Assistants perform a variety of entry level maintenance tasks, including but not limited to:

• Building, grounds, and park maintenance

• Knowledge of the use and care of common hand tools used in maintenance

• Knowledge of landscape maintenance, pest control application and irrigation systems

• Knowledge of and adherence to safe work practices and precautions

Foster City is seeking a well-qualified individual with strong leadership skills to fill the position of Financial Services Manager. They are responsible for planning, organizing, coordinating, and managing the day-to-day operations of accounts receivable, business license, cash receipts, and utilities. The Financial Services Manager compiles annual City budget and all non-departmental budgets, manages the effective use of division resources to improve organizational productivity and customer service, provides complex and responsible support to the Finance Director in areas of expertise, and performs related work as required.

The position will be an overfill position due to the current incumbent's retirement, pending City Council approval. Selection Process
Applications will be reviewed for relevant education, experience, training, and other job related qualifications. Based upon a review of employment applications received, a limited number of the qualified applicants will be invited to participate in the examination process.

San Mateo County Health's Public Health, Policy and Planning Division has exciting field-based opportunities for well-qualified and motivated Nurse Practitioners to provide both primary and urgent care to adults from vulnerable populations within our community—people experiencing homelessness and/or in shelters, monolingual Spanish speakers and other new immigrants, and those without insurance or underinsured. These services are provided through various Mobile Clinic modalities and venues, including but not limited to street medicine, shelter medicine, and the mobile coach. We are looking for collaborative Nurse Practitioners to work in and lead various multidisciplinary service teams in the field to provide comprehensive, low-threshold, client-centered care and engagement.

Teams are staffed by a Nurse Practitioner (NP), Psychiatrist, Medical Services Assistant, AOD Case Manager, and Patient Services Assistants. These teams work closely with our community partners from the Human Services Agency and community-based organizations who locate and identify clients needing medical and/or mental health services, as well as provide additional health, housing, and social services in the field.

Under general supervision, Nurse Practitioners provide urgent care and primary health care services such as physical examinations, chronic disease management (e.g., diabetes and hypertension), and referrals/linkages to specialty clinics as appropriate.

Currently, Public Health Clinics has one full-time, regular, 40-hour-per-week vacancy for a bilingual Spanish Nurse Practitioner and two 40-hour-per-week, Limited-Term Nurse Practitioner vacancies, requiring flexible schedules and field-based work at different locations. Sixty-five percent of the NP’s time will be in the field, with the remainder spent in the office documenting notes, placing orders, and coordinating with other staff as needed.

The ideal candidate has experience:

• In family practice addressing chronic disease management

• In the diagnosis and treatment of sexually transmitted infections

• Collaborating with interdisciplinary teams

• With the underserved population, including those who are homeless

• In a flexible, dynamic work environment

• With electronic medical records

• Using Spanish in a medical context

Examples of Duties

Duties may include, but are not limited to, the following:

• Provide low-threshold, comprehensive care for San Mateo County’s most marginalized and vulnerable populations, including people experiencing homelessness, those in shelters, migrant and immigrant farmworkers, the recently incarcerated, the uninsured, and those with financial challenges.

• Provide comprehensive and urgent care in a variety of non-traditional settings, including homeless encampments, outdoor locations, shelters, and a mobile RV clinic.

• Demonstrate the ability to work closely and collaboratively with a small team in often challenging environments (e.g., homeless encampments, shelters, extreme weather, individuals under the influence, or those with mental health challenges).

• Take stewardship of medical care for assigned geographic populations and/or shelters.

• Outreach to and build long-term, trust-based relationships with vulnerable populations.

• Assess patients’ physical, emotional, and social status through medical history, physical examinations, and diagnostic screenings; evaluate clinical findings and lab results.

• Identify and manage common illnesses and other health problems.

• Refer urgent issues beyond scope to appropriate specialists.

• Deliver longitudinal care in assigned areas.

• Collaborate with other health professionals following protocols for diagnosis and treatment.

• Build relationships with community partners to improve health outcomes and expand services.

• Counsel families regarding health maintenance and care.

• Coordinate referrals to other health or social agencies.

• Maintain accurate records of assessments, follow-ups, and evaluations.

• Supervise subordinate health workers and participate in meetings.

• Actively participate in quality improvement efforts.

• Perform related duties as assigned.

Qualifications

Education and Experience
Any combination of education and experience that would likely provide the required knowledge, skills, and abilities is qualifying.

• Education: Completion of an advanced nursing degree from a program accredited by the Commission on Collegiate Nursing Education (CCNE) or the National League for Nursing Accrediting Commission (NLNAC), with emphasis in a Nurse Practitioner specialty area.

• Experience: Minimum of one (1) year of paid experience in an acute and/or ambulatory care setting.

Licensure

• California Registered Nurse license

• California Board of Registered Nursing (BRN) Nurse Practitioner license

• California BRN Furnishing Number

• DEA Number

For OB-GYN assignments, a Nurse Practitioner license may be substituted with a Nurse Midwife License and at least one certification in women’s health.

Special Certification (depending on assignment)
