The Department of Public Works maintains the Town’s infrastructure to support the community. With a staff of 15, the department is responsible for the operation and maintenance of the following public facilities: roads, parks, buildings, parking, equipment, and vehicle fleet. In addition, Town engineering, capital construction projects, and natural disaster response are also managed within the Public Works department.

THE POSITION

Typical duties of the Senior Building Inspector position include, but are not limited to:

• Make field inspections of buildings and public works permits to ensure compliance with approved plans, specifications, and applicable building, electrical, plumbing, and mechanical codes, statutes, and regulations of the Town, county, state and federal agencies.
• Review, approve and issue permits for construction work.
• Check plans and specifications for completeness, accuracy, and compliance with codes and ordinances.
• Investigate code violations and complaints.
• Conduct residential resale inspections, prepare and issue reports upon the sale of all residential property.
• Perform re-inspections and follow-up as necessary to gain compliance.
• Provide information and guidance to the public regarding codes, ordinances, and the permitting process.
• Provide technical information and interpretations regarding codes, ordinances and compliance methods to contractors, builders, designers, and the general public.
• Resolve difficult and complex code interpretation, enforcement, and inspection problems, issues, and conflicts.
• Prepare and maintain accurate records, reports, and files.
• Write clear and concise letters as needed.
• Provide staff assistance to the public at the department’s service counter as needed.

 Minimum Qualifications (Knowledge and Abilities):

• Knowledge of state and local building, electrical, plumbing, mechanical, energy, accessibility, and fire codes and local building, fire and zoning ordinances.
• Principles and techniques of building construction, building materials and accepted safety standards; Principles and techniques of building inspection.
• Ability to read, analyze and interpret building plans and specifications; understand, interpret and apply codes, ordinances, and regulations; communicate clearly and concisely in English, both orally and in writing.
• Use windows-based computer programs such as MS Word and Excel.
• Operate a car and pickup truck safely, back vehicle a long distance, and steer through narrow roadways and hillsides.

Experience and Training:

• Five years of progressively responsible experience in building inspection, including commercial inspection and/or plan check experience, of which two (2) years must be at full journey level.
• Three years of experience as a building inspector or related field involving inspection or code enforcement.
• Graduation from high school or equivalent to the completion of 12th grade – college training in the field of civil engineering, architecture, or building technology may be substituted for equivalent year of work experience. Associated of Arts degree preferred.
• Possession of, or ability to obtain within 3 months, a valid California driver’s license
• Possession of, or ability to obtain within 6 months, certification, through the International Code Council, as a California Residential Building Inspector- J1 and California Commercial Building Inspector- I1

Special Requirements/Physical Demands:

• On-site field inspections and office work require a moderate amount of physical agility. Intermittently walk, stand, twist, squat, kneel, climb, and bend both in the office and in the field.
• On a continuous basis, sit at a desk or stand at a counter to answer questions of the public.  Write by long hand and use a computer keyboard to communicate through written means.
• Frequently lift or carry a weight of up to 10 pounds and occasionally up to 50 pounds.
• The nature of the work requires the individual to climb 30’ to 40’ ladders or scaffolding to reach high areas such as roofs, balance on narrow walkways or steep-pitched roofs, crawl through narrow openings and in confined spaces.
• During inspections, the individual may be required to walk on uneven surfaces. Work will require exposure to intermittent uncomfortable working conditions such as dust, noise, and extreme cold or heat. Inspections are done out-of-doors year-round.

About the Department

 

The City of San Jose’s Department of Planning, Building, and Code Enforcement serves to ensure the orderly and safe development of private properties, compliance with all applicable building, zoning, and quality of life ordinances and regulations, and to promote healthy and safe community standards.  This is accomplished by departmental staff in service to customers by: 

• Assisting and guiding land use and development to promote long-term goals and objectives that render safe, beneficial, and more sustainable communities 

• Providing orderly administration and compliance of building codes, as mandated by the various levels of government, to ensure the construction of buildings, homes, and structures meet intended life safety and structural requirements 

• Investigating and resolving citizen complaints of municipal code violations on private property in order to promote, maintain, and improve quality of life issues that better allow for safe and harmonious conditions in all neighborhoods 

The Department is seeking a Deputy Director of Planning who is committed to understanding, executing, and improving the Department’s vision of a well run, professional organization that achieves the above goals and objectives.  This includes providing excellent service and guidance to residents, property and business owners, developers, and other stakeholders throughout the planning processes. The Department has a staff of approximately 300 employees and includes four divisions: 

• The Planning Division administers current development projects, processes development applications in conformance with City policies and objectives and conducts long-range planning such implementation of the Envision San José 2040 General Plan. The Division provides support to the Planning Commission and the Historic Landmarks Commission. The Deputy Director (Planning Official) manages this Division. 

• The Building Division conducts plan review and field inspection of construction projects to ensure conformance with health and safety requirements. The Division operates the City’s Permit Center. The Building Official manages this Division.  

• The Code Enforcement Division utilizes education and enforcement tools to facilitate compliance with Municipal Codes designed to maintain a healthy, safe and clean environment, carry out land use policy, and preserve the quality-of-life standards that residents and businesses enjoy. The Code Enforcement Official manages this Division. 

• The Administrative Division manages the Department’s administrative activities, including budget, fiscal and human resources. The Administrative Officer manages this Division. 

To provide consistency throughout the planning and entitlement processes, key elements of the Planning and Building Divisions operate on the interdepartmental “Development Services Team” with Public Works Development Review and the Fire Marshal. The Deputy Director for Planning is a direct report to the Director of PBCE and provides leadership of all Planning functions within the Department. The position also contributes to the overall management of the Department through overseeing various interdivisional project teams. 
  

The Deputy Director for Planning is responsible for the stewardship and implementation of the City's General Plan and zoning policies, the review of applications for planning permits for consistency with the City’s ordinances and polices including California Environmental Quality Act (CEQA), and for engagement with customers, stakeholders and the community on proposed developments.  

  

The position is supported by three Division Managers and four Principal Planners who take responsibility for day-to-day operations and decision-making and are split between Development Review, CEQA, and Citywide Planning (longer term policy and plan development). The position manages an interdisciplinary team of planners and provides executive direction for specialized professional planning functions, including development review, land use, zoning, urban design, environmental review, historic preservation, housing, transportation, economic development, and data analytics. The position develops and oversees the organizational structure, the annual work program, and the budget and staffing of the Planning Division and assists in the preparation of the Department’s work program and budget.  
 

The Deputy Director of Planning frequently represents the Department and the Director at City Council, officiates public hearings on the Director’s behalf, and represents the Department and the Director at meetings with the public, elected officials, other departments/agencies and various stakeholders. The position includes attendance at evening meetings.  

   

Essential areas of responsibility include: 

• Oversee the department's planning budgets, ensuring proper allocation of resources, cost recovery, as well as the development and oversight of the divisions fees and charges  

• Ensure all planning activities comply with local, state, and federal regulations. 

• Develop and implement long-term city planning initiatives. 

• Facilitate public meetings and community outreach to gather input and inform the public about planning projects. 

• Provide leadership and guidance for critical housing related issues/proposals ranging from zoning, permitting, infrastructure improvements, community engagement and sustainability 

• Oversee the review of development proposals, zoning changes, and other land use applications for compliance with city codes and policies.  

• Manage complex planning projects and initiatives, including comprehensive plan updates, area plans, and zoning code revisions.  

• Collaborate with the internal development-services partners, elected officials, developers, community groups, and the general public on planning matters.  

• Prepare reports, presentations, and recommendations for the Planning Commission and City Council  

• Assist in the day-to-day operations of the Division. 

• Advise the Director about important and/or sensitive issues; take appropriate action to address them. 

• Represent the Department and City before other government agencies, community groups, citizens, businesses and professional organizations. 

• Provide positive and constructive leadership and management; mentor and motivate staff. 

• Lead organizational review and strategic planning efforts.

Deputy Probation Officer II ($48.09/hr-$60.07/hr) - Two years of experience performing duties comparable to those of an entry level Deputy Probation Officer I in San Mateo County.

There are currently various vacancies in the Probation department. Depending on qualifications, the vacancy may be filled at the Deputy Probation Officer I or Deputy Probation Officer II level.

Selected candidates must be available to work flexible shifts, including graveyards, day shift, swing shift, weekends and holidays at any of the Probation Department locations. San Mateo County Health is excited to be able to offer a full-time, benefited, unique job opportunity to well-qualified individuals for the position of Supervising Nurse Practitioner (Supervising NP) Forensic Medical Unit, as part of San Mateo Medical Center's Keller Center.

 

The Keller Center for Family Violence Intervention is a unique outpatient medical unit affiliated with San Mateo Medical Center Emergency Department. We perform forensic medical exams on victims of assault and abuse and work in a collaborative multidisciplinary team that includes law enforcement, the District Attorney’s office, Child Protective Services, Aging and Adult Services, and several community agencies. We also provide education and serve as a resource for other community hospitals and clinics.

 

The Supervising Nurse Practitioner will collaborate with the Medical Director of Specialty Services and Deputy Director of Ambulatory Nursing in planning, organizing and directing the activities and staff of the Keller Center along with developing standards of practice for forensic exams and reporting. This classification is distinguished from the Nurse Practitioner Series for having full administrative supervisory responsibility over other Nurse Practitioners. The selected individual will spend up to 30% of time in direct patient care at SMMC, which includes performing forensic medical exams for victims of sexual assault, domestic violence, elder abuse and child abuse. Testifying in court will be part of the job responsibilities.

• At least two years of forensic examination training and experience
• Trauma Informed Care training and experience

The Senior Management Analyst in Valley Water's Purchasing and Contracts Unit is responsible for leading the procurement of information technology (IT) goods, services, and consultants. This role ensures compliance with organizational policies and industry best practices for the complete procurement process—from solicitation to contract administration—for IT-related acquisitions. • Prepare reports and maintain required purchasing records, preparing documentation as needed for Valley Water.

Job Description

This is a deep classification encompassing three levels: Level I EMT; Level II Paramedic and Level III Firefighter Paramedic. Depending on the level in the deep class, incumbents may perform basic life support duties on an ambulance (Level I EMT); perform advanced life support duties on an ambulance (Level II Paramedic); or respond to fire alarms engaging in firefighting activities and performing advanced life support duties (Level III Firefighter Paramedic).

The list established from this selection process may be used by the Fire Department to fill vacancies at Level I and Level II.

Detailed descriptions for Levels I and II are below. The descriptions are cumulative in that Level II may be required to perform the duties defined in Level I.

Level I - EMT

Under general supervision, responds to medical and other emergencies and engages in life support and life-saving activities; performs emergency medical service (EMS); maintains equipment; staffs and drives an ambulance to provide initial emergency medical care in a pre-hospital setting; evaluates and administers advanced first aid, basic life support and life maintenance measures in accordance with Emergency Medical Service Agency (EMSA) policies and procedures, including CPR, definitive therapeutic care at the scene of an emergency or during transport of persons; provide community health screening and other non-emergency health services;  protects the privacy of patients treated by SFFD, safeguards patient information and uses and discloses patient information in accordance with the federal Health Insurance Portability and Accountability Act (HIPAA) and the privacy practices of SFFD; may perform duties of either driving ambulances, EMT attendant and other related duties as assigned. Works a 40-hour week, including days, evenings, nights, weekends and holidays; shift to be determined by operational requirements. Incumbents must maintain superior physical strength, agility and stamina to carry out the intense physical duties of the position.

Level II - Paramedic

In addition to the above, required to provide advanced emergency medical care to victims of fire and activities for saving lives and property, including medical scene size-up, establishing medical command post, reporting to incident commander or EMS Captain and implementing medical Incident Command System (ICS); supports rescue activities in a variety of situations; renders first aid, treatment for shock, cardiac compression, resuscitation, and prevention of blood loss; responds to trauma or medical emergencies; performs primary and secondary evaluation of patients to assess conditions, triages in major disasters; administers proper procedural emergency treatment; institutes emergency care and/or advanced life support to stabilize patient conditions, including cardiac pulmonary resuscitation, defibrillation, drug administration, invasive procedures and definitive therapy; as part of EMS response, conducts hazard assessment of residences, places of business, public assemblage, schools, and hospitals to ensure compliance with fire codes, ordinances, laws and regulations, and refers potential hazards/violations to appropriate Fire Department division; participates in training and physical fitness programs as required.

Qualifications

This selection process is open to individuals meeting at least all of the minimum qualifications listed for Level I below at the time of application filing. Individuals who meet minimum qualifications for Level II may be considered by the Department at that level.

H003 Minimum Qualifications: (All levels)

Age: Applicants must be at least 19 years old at the time of application and must be at least 20 years old at the time of appointment. [Civil Service Rule 310.15]

Education: Applicants must have a high school diploma or an equivalency certificate (e.g., G.E.D., California High School Proficiency Certificate) to apply.

Driving Record: Applicants must possess a valid driver license with seven years driving record verified during Background Investigation. Applicants must possess a valid Class A, B, or C California Driver License by the time of their appointment. Applicants will not be considered eligible to participate or to be appointed if any of the following occurred, or is in effect at any time, during the period from “one year prior to application up to the date of appointment”:

(a) Any offense that subsequently results in a conviction for driving under the influence, reckless driving, or hit and run with personal injury or property damage over $25.00; or any offense that occurred within a three-year period prior to appointment. 

(b) License suspension or revocation, three moving violations in 12 months, 5 moving violations in 24 months, or probation as a result of a driving-related offense.

2. Possession and maintenance of valid Class A, B, or C CADL w/Ambulance Driver certificate/endorsement at time of appointment.

3. Any combination of 500 hours of verifiable work experience as an EMT (on an ambulance or first responder vehicle) or hours of documented ambulance ride-along as a member of the San Francisco Fire Reserves within the last three years, at the time of application filing;

OR

Any combination of 1,000 hours of verifiable work experience as an EMT (on an ambulance or first responder vehicle) or hours of documented ambulance ride-along as a member of the San Francisco Fire Reserves within the last five years, at the time of application filing.

Additional Minimum Qualifications for Consideration at Level II:

1. Possession and maintenance of a valid CA Emergency Medical Technician Paramedic (Paramedic) license issued by the State of CA and the ability to accredit with local EMS Agency.
2. Possession and maintenance of valid Class A, B, or C CADL w/ Ambulance Driver certificate / endorsement at time of appointment.
3. 1,000 hours verifiable work experience as a Paramedic (on an ambulance or first responder vehicle) within the last three years; OR 1,500 hours verifiable work experience as a Paramedic (on an ambulance or first responder vehicle) within the last five years at the time of application filing.

The following documents and verifications must be submitted if and when requested by the SFFD Background Investigation Unit: 

1. A copy of the respective current & valid certification

2. A copy of the respective current & valid CADL (with Ambulance Driver certificate for LI & LII)

3. Verification of experience. Acceptable verification would be a letter from an employer which specifies the applicant’s job title, duties, dates of employment and hours worked per week while working with that employer. Pay stubs may substitute for information regarding hours worked. However, all other information must be confirmed through an official letter from the employer and the letter must include the employer’s letterhead.

Candidates who do not submit the required verifications as requested will no longer be considered qualified or allowed to participate further in the selection process.

Written Test (100%): Candidates who are invited to participate in the selection process will take a pass/fail multiple-choice test to determine their relative knowledge in job-related areas, which may include, but are not limited to, procedures and practices in emergency medicine, and current EMT techniques in field & hospital settings. Candidates who pass the Written Exam will advance to subsequent components of the selection process. 

Eligible List: Candidate duration on the eligible list will be two years. A candidate must retake the written test thereafter to again be eligible. The certification rule for the eligible list resulting from this selection process will be the Rule of the List. SFFD has the authority to hire any candidate named on the eligible list (“Rule of List”). Therefore, one’s placement on this list neither guarantees nor implies an offer of employment. Candidates who receive an offer of employment may waive the offer only once. A second waiver of appointment renders candidates ineligible.  All candidates on the eligible list will be placed under administrative waiver until they successfully complete the Departmental Selection Process described below.

Department Selection Process

SFFD will contact eligibles to ascertain interest whenever there are vacancies to be filled in Levels I or II. Selections from the eligible list will be made by the Fire Chief or her or his designee. Criteria for selection may include the following:

Candidates who are selected will be invited to participate in selection components such as those listed below.

Skills Assessment: The Skills Assessment will require candidates to demonstrate their relative knowledge, skill, and ability in job-related areas, which may include, but are not limited to: Basic Life Support (BLS) procedures, practices & techniques; administration of first aid, basic life support and life saving measures; recognition of signs & symptoms and knowledge of appropriate treatment action for various medical conditions & situations.

Structured Oral Interview: The SOI will assess relative knowledge, skill, and ability in job-related areas, which may include, but are not limited to current MCI standards & practice; common logistical issues; customer service; interpersonal skills; and verbal communication skills.

Chief’s Interview: The Chief’s Interview will be a “fit” interview including competencies such as problem solving, customer service, interpersonal skills, and verbal communication skills.

Physical Ability Test (Pass/Fail) [LI and LII]: Candidates must also complete and pass the SFFD physical ability test [PAT] in order to be considered for hire. The test will consist of job task simulation components designed to measure a candidate’s ability to lift and carry 70 lbs. of equipment up and down six flights of stairs, drag a 165 lb dummy 15 ft, and unload/reload a 165 lb. stretcher in and out of an ambulance. Candidates on the eligible list will be placed under waiver until they have passed this PAT.

Local Accreditation: Applicants who are extended conditional offers of employment will undergo County EMT accreditation from the SF EMS Agency prior to their appointment to any SFFD Academy. The local accreditation will include an extensive background investigation by the SF EMS Agency. Failure to pass the local accreditation process will result in the withdrawal of the conditional employment offer or removal from the respective SFFD Academy.

Driving Record: Applicants must not have been convicted of any of the following during the period from three years prior to application up to the date of appointment:  drunk driving; reckless driving; or hit and run with personal injury or property damage over $25.00. Applicants will be disqualified if any of the following occurred or is in effect at any time during the period from one year prior to application up to the date of appointment: probation as a result of a driving-related offense; license suspension or revocation; three moving violations in 12 months; or five moving violations in 24 months.

Program Overview:

The Child Welfare Mental Health (CWMH) team serves children ages 6-17 years old and their families who have a voluntary or court-ordered open case with Children and Family Services (CFS). For all CFS referred youth, we administer the CANS, among other assessment tools. We interview the children, caregivers, and any relevant parties as part of this assessment process. Based on these assessments, we provide various therapeutic services (e.g., individual therapy, family therapy, dyadic therapy, psychiatric evaluations, etc.). We work in conjunction with pediatric nurses, doctors, and psychiatrists. When appropriate or upon CFS case closure, CWMH therapist transfers mental health services to other BHRS programs or to our network of community-based agencies/providers.

 

Position Description:

We are hiring a Bilingual Spanish-speaking clinician to provide assessments, brief crisis/stabilization, therapy, case management services, and treatment summaries to the court for children aged 6-17 years old. The ideal candidate will provide trauma-informed child abuse treatment and work closely with the foster care system.

 

Our clinicians carry an outpatient caseload and services are community-based. We can conduct therapy at our BHRS therapy offices, but mostly conduct therapy off-site (e.g., at the child’s school, homes, etc) based on what is convenient for the child/family. So, having a car to travel within San Mateo County is necessary to the work. It is important to note that for work-related travel, the candidate can choose to use county cars or if they decide to drive their vehicle, they can also get mileage reimbursement.

 

We serve residents of San Mateo County who are often of racial/ethnic minorities and low-income status. Our team consists of master’s level clinicians (licensed and unlicensed). Therapists have weekly individual supervision and a weekly clinical staff meeting where cases are discussed. The Position

The San Bruno Police Department is recruiting for Public Safety Dispatchers (Lateral.)  Public Safety Dispatchers are responsible for public safety dispatch and related records management activities. This position operates on a 24-hour, 365 days per year basis, and may be assigned to either a day, swing, or graveyard shift on a regular, rotational basis that includes nights, weekends, and holidays.  Public Safety Dispatchers perform a wide range of duties involving radio, telephone, and computers, applying various procedures and codes. Minimum Qualifications

Education

 

• Possession of a high school diploma or GED equivalent. Additional related college course work or degree preferred.

Experience

 

• Two (2) years of progressively responsible experience performing duties similar to that of a Public Safety Dispatcher I.

Certificates and Licenses

 

• Must possess and maintain a valid California Driver’s License, Class C with a good driving record.
• Peace Officer Standards and Training (POST) Intermediate Dispatch Certificate; an Advanced California POST Certificate is preferred.

The City of San José Information Technology Department (ITD) seeks a Cybersecurity Analyst (Enterprise Supervising Technology Analyst) to support new and existing initiatives in the Cybersecurity Office. The position will focus on Risk Mitigation as well as Identity & Access Management with exposure and support on all aspects of the Cybersecurity practice, including cross-support.

The ideal candidate will be part of one of the largest, most innovative communities in the nation. Led by the City Information Security Officer (CISO), the Cybersecurity Analyst will implement and manage information and system security programs across the City that keep municipal services secure and resilient. The Cybersecurity Analysts will support the CISO and the City by administering risk identification, protection and compliance, threat detection, incident response, and recovery services for all City departments to achieve business resilience.

The City of San José requires Cybersecurity Analysts to be highly skilled and adapt quickly to deal with emerging challenges. The candidate must be able to apply expertise in all aspects of security, interface with vendors, keep their skills current, manage security projects, and provide security services to City departments with strong outcomes.

Key responsibilities include but are not limited to the following:

The ideal candidate will have hands-on experience with vulnerability management tools and a strong technical understanding and experience assessing vulnerabilities and identifying weaknesses in multiple operating system platforms, databases, and application servers.
• Building and managing a strong IT asset management program. The ideal candidate will have a strong background in maintaining IT asset inventories, software, hardware, and logical inventory of systems.
• Identifying and mitigating threats utilizing existing technologies. Working with other teams to mitigate identified vulnerabilities from identification to closure. Tracking and reporting mitigation efforts. Be familiar with the Plan of Action and Milestones in tracking, remediating, socializing, and getting them to completion.
• Working with other teams preparing, detecting, eradicating, and restoring operations in the event of incidents.
• Managing Plan of Action and Milestones for existing vulnerabilities
• Working with relevant teams to ensure the restoration of systems and technologies in accordance with policy and based on business group needs.
• Interfacing with the Virtual Security Operations Center (V-SOC) and using deployed tools and services to ensure system and network monitoring is taking place in accordance with defined service levels, contracts, and established standards.
• This role requires flexibility and adaptability to meet the Security needs of the ITD. The individual must be able to support other areas of expertise within the security domain, such as but not limited to NIST Cybersecurity Framework implementation, Identity Access Management, Risk Management & Compliance, Risk Assessments, Training, Audit Support, and others.

Please note that the Cybersecurity Analyst (Enterprise Supervising Technology Analyst) position is currently eligible for a hybrid telework schedule. The schedule for working remotely and onsite is subject to change.

Salary Information: The final candidate's qualifications and experience shall determine the actual salary. In addition to the starting salary, employees in the Enterprise Supervising Technology Analyst (ESTA) classification shall also receive an approximate five percent (5%) ongoing non-pensionable compensation pay.

• Salary Range (including the 5% NPWI): $141,697.92 - $172,645.20

The ESTA classification is represented by the City Association of Management Personnel (CAMP) bargaining unit.
