The Position
Under general or direct supervision, performs a wide variety of law enforcement duties involving crime prevention and investigation, protection of life and property, and enforcement of laws, codes, and ordinances; performs investigation duties, assists in the preparation of cases and testifies in court; cooperates with other law enforcement agencies and City departments; may provide lead direction for subordinate departmental employees and volunteers; provides information and assistance to the public; and performs related duties as assigned.

Community Oriented Policing
The Foster City Police Department is centered on the philosophy of Community Oriented Policing. There is an expectation that all employees will provide excellent service to the public, every call, every contact, every day. As with all employees, the Police Corporal is expected to make non-enforcement contacts with the public in an effort to more clearly identify the needs of the community, and to assist the public in solving community problems. 

Class Characteristics
This is a lead-level class in the sworn officer series responsible for performing a wide variety of law enforcement tasks in support of a municipal police department. Incumbents perform the full range of duties as assigned, working independently, and exercising judgment and initiative. Positions at this level receive only occasional instruction or assistance as new or unusual situations arise and are fully aware of the operating procedures and policies of the work unit. This class is distinguished from Police Sergeant in that the latter exercises technical and functional direction over and provides training to lower-level staff on an assigned shift.

Education and Experience
Any combination of training and experience that would provide the required knowledge, skills, and abilities
is qualifying. A typical way to obtain the required qualifications would be:

Education: Equivalent to completion of the twelfth (12th) grade; successful completion of 30 semester units of college course work at an accredited institution.  An Associate's degree or higher is desirable. The minimum education requirements may be met by the possession of an Intermediate Post Certificate.

Experience: Possession of a POST Basic Certificate at the time of application. 

Licenses and Certifications:

• Possession of a valid California Driver’s License, and a good driving record, to be maintained
  throughout employment.
• Possession of a valid Basic Certificate issued by the Commission on Peace Officer Standards and Training (POST). 
• Possession and maintenance of firearms qualification.

Selection Process
Applications will be reviewed for relevant education, experience, training and other job related qualifications. Based upon a review of employment applications and supplemental questionnaires received, a limited number of the qualified applicants will be invited to participate in the examination process. 

The process will consist of four Oral Panel Interview (Technical - weighted 30%; Tactical - weighted 30%; Community - weighted 30%; and Presentation - weighted 10%). An eligibility list will be established from those who pass the examination process with a score of 80% or higher. Current and future vacancies may be filled from this list. The list will remain in effect for at least one year unless exhausted sooner. 

The department will invite the most qualified candidates from the eligibility list to a final department interview. The Police department will make the hiring decision.

This is a non-sworn, civilian training classification to be used while incumbent is attending a certified P.O.S.T. Basic Police Academy.  Incumbent in this classification receives the same employee benefits as Police Officers, with the exception of being placed in the “Miscellaneous” retirement category until successful completion of a designated police academy, and as a civilian employee, will not be covered by government code sections 4850 and 3300 through 3311.  Upon successful completion of an academy, incumbent shall be sworn as a Police Officer, placed in the safety retirement category and begin an 18-month probationary period as a Police Officer on the date of swearing in.

Definition
Under general supervision, the Senior Land Surveyor supervises and coordinates the activities of field and office surveying functions and assists the Survey and Mapping Manager with supervisory and administrative functions of the Survey Services Unit.

Distinguishing Characteristics
This is a single position classification responsible for assisting the Survey and Mapping Manager in supervising the efforts of subordinate personnel including surveyors, engineering technicians, and consultants. The Senior Land Surveyor can be assigned to any of the following areas: supervision of survey activities in the field for design and construction projects, supervision of office surveying functions such as mapping, writing legal descriptions, and production of accurate calculations used for engineering, real estate and construction activities.

This classification requires that the incumbent be licensed as a Professional Land Surveyor in the State of California or equivalent and possess specialized knowledge of land surveying techniques and construction surveying, with emphasis on technology such as GPS (Global Positioning System) methodology and instrumentation. This position will supervise professional and/or administrative staff, as well as identify the need for establishing and administering consultant contracts. This position works with other public agencies (e.g., Caltrans, local cities and counties, water district) to establish property exchanges and rights of way for transportation improvements.

Essential Job Functions

Typical Tasks

• Selects, supervises, trains, motivates, assigns, evaluates, counsels and disciplines subordinate personnel;

Minimum Qualifications

Employment Standards
Sufficient training, education, and experience to demonstrate possession of the required knowledge, skills and abilities.

Development of the required knowledge, skills, and abilities is typically obtained through training and experience equivalent to graduation from an accredited college or university with major work in surveying science, engineering or a related field and a minimum of eight (8) years of technical surveying experience, at least three (3) years of which must have been in a position comparable to that of a field surveying Chief of Party and/or office surveying "Lead" Land Surveyor. Directly related experience may be substituted for the education requirement on a year for year basis.

Registration as a Professional Land Surveyor in the State of California or equivalent is required at the time of appointment.

Role description

Under general supervision, assists in analyzing, planning, implementing, maintaining, troubleshooting and enhancing large complex systems or networks consisting of a combination that may include mainframes, mini-computers, personal computers, mobile devices, LANS, WANs, servers, data storage and the physical and logical components that integrate these systems together as an enterprise networking backbone. 

The 1042 Security Engineer is the journey level position in the Engineer series. The class is distinguished from the Senior level by the complexity of the tasks, projects or duties assigned, and is more independent than the Assistant level. This classification performs a wide range of complex analytical, design, planning, implementation, enhancement and problem resolution tasks on large complex systems and networks. Works within a framework of established procedures and interprets policies, procedures and guidelines. This level may formulate recommendations consistent with directives, policies, standards and regulations. Incumbents require only occasional instruction or assistance. Work is reviewed upon completion and for overall results. Serves as a technical architect and systems integrator for large complex systems or networks, with a focus on securing vulnerabilities and reducing risk of system and/or asset compromises.

Essential Duties:
 

1. Determine requirements for the development environment and / or enhancement for large complex systems that serve HSA’s programs. May research and conduct feasibility studies on new technologies.
2. Design, plan, integrate, test, implement, document and enhance large complex systems. This may involve the analysis, coding (.NET C#, Cold Fusion), web application design, database design, and evaluation of systems software, hardware and communications strategies.
3. Perform systems integration for interoperability over dissimilar platforms and technologies. This may involve the integration of various protocols and systems software.
4. Determine the proper installation parameters for software for smooth integration and efficiency in relation to the enterprise system and network.
5. Write code to customize large systems software which may involve specialized programming languages.
6. Read and understand requirements documentation and other documentation in order to write code to implement the required features for application systems.
7. Analyze, detect, identify and correct complex systems software or hardware deficiencies. Analyze, research and debug program logic and systems; modify program logic; analyze service requests for system changes or new requirements to determine the most effective approach and the appropriate staff time required to achieve the needed modification.
8. Provide emergency technical support for application issues to ensure system availability and data integrity. May provide on-call support to ensure rapid recovery from software or hardware problems for mission-critical systems and networks.
9. Act as the liaison between vendors, technical support hot-lines and departments to resolve complex systems. Coordinate and implement corrective measures; this may involve site visits, telephone assistance, remote systems and participation in technical committees.
10. Facilitate the demonstration and training of staff in the use of new hardware or software products.
11. Document procedures and troubleshooting techniques related to systems software and hardware; develop technical documentation and review documentation prior to general distribution.
12. Plan, develop and implement backup and recovery procedures for large systems.

The Position:
This is complex lead level work involved in a central purchasing department related to the procurement of goods and services, including preparation of formal bid documents, facilitation of the activities of the bid process, selection of vendors, volume buying, inventory, assessing availability and quality of goods and services, and routine to complex procurements for the entire District according to prescribed methods. Public contact is extensive, primarily involving District and college staff at all levels, outside vendors, contractors, outside business representatives, other educational institutions, and external auditors for the purpose of exchanging product, procedural, timeline, and workflow information. Duties and Responsibilities:

11. Reviews and issues purchase orders for complex procurements and cooperative purchasing agreements and audits and approves routine purchase orders prepared by staff
12. Uses a variety of computer software to research, enter, format, modify, and retrieve data for special and regular reports, documentation, vendor files, trend analysis and presentations, and to perform administrative tasks, such as scheduling meetings and arranging meeting logistics
13. Composes and prepares correspondence and announcements to District staff
14. Analyzes data and systems available to retrieve desired information
15. Maintains online purchasing resource pages, such as forms, purchasing policies, contracts library, training materials library, and other web-based resources
16. Develops training materials on purchasing procedures and delivers one-on-one or group training to District-wide staff

Minimum Qualifications:

The Position
This announcement is for two (2) positions as described below:
 
Department of Public Works
The City of Santa Clara's Department of Public Works seeks a results-oriented and innovative engineer to serve out the Department's mission to provide the highest quality public works services to the residents of Santa Clara, the development community, and our customers in a responsible and efficient manner. The Department has focus areas that include Engineering Services and Operations and Maintenance. Engineering Services is comprised of five divisions: Administration, Traffic, Design, Land and Property Development, and Field Services. Operations and Maintenance include public roadways, parkways and boulevards, City trees, street sweeping, environmental programs, storm drain systems, fleet, solid and mixed waste/recyclables, and City facilities. The Traffic Engineering Division provides traffic engineering (technical support for the design and construction of both City and private development projects), traffic impact analysis reviews for private development projects and transportation projects, bicycle and pedestrian improvement planning, grant administration, and traffic signal maintenance and operation services for the City. The division receives and investigates resident/business inquiries related to street parking, traffic calming, intersection control (i.e signals, beacons, and crosswalks), and bicycling and pedestrian travel on public streets. The investigations may involve interaction with the residents, field review, traffic data collection, and evaluation of collected information with established city policies to prepare engineering recommendations for possible improvements. The division also focuses on multi-modal planning and implementation specifically related to the goals and projects included with the City’s Bicycle Plan,  Pedestrian Masterplan, and the City’s Complete Streets policy. Finally, this division coordinates with other agencies such as the Valley Transportation Authority, County of Santa Clara Roads and Airports, Caltrans,
 and the cities of San Jose, Cupertino, and Sunnyvale related to projects, programs, and grant opportunities. Experience in customer service, traffic design and construction, transportation planning, and project management and delivery is essential to success in this position.

Under direct supervision, the Associate Engineer (Civil) performs field and office work, reviews and approves designs for traffic control, traffic improvement, and private development related public improvements, administers grants, provides technical assistance in the implementation of transportation plans and programs (i.e. Bicycle Master Plan, Pedestrian Master Plan, Complete Streets Policy), supports the City’s Bicycle and Pedestrian Advisory Committee, and will work with the public and consultants on various projects and transportation related inquiries.[CM1]

The City of Santa Clara's Water & Sewer Utilities Department seeks an engineer with excellent project management skills; strong oral and written communication skills; a proven record of preparing and administering consultant contracts and agreements; experience preparing construction documents; experience designing, managing, maintaining and/or operating water, recycled water and sanitary sewer utilities; experience reviewing land development projects; experience working in a team environment on major construction projects, including working collaboratively with contractors, technicians, field staff, outside agency staff, and the general public. Under direct supervision, the Associate Engineer (Civil) performs high-level, fast paced engineering work relating to the permitting, design and construction of water, recycled water,  and sewer projects within the City. In addition, the Associate Engineer prepares construction documents such as improvement plans, specifications, estimates and schedules for water and sewer projects. As well as procures consultant and construction contracts for the design and construction of water and sewer projects including the preparation of requests for proposals (RFP), administration of the bidding and awarding process, preparation of Council agenda items, and administration of the consultant and construction contracts. This incumbent will review new developments and proposed public and/or commercial utilities improvement projects for compliance with City, County, State and Federal government regulations and standards. The Associate Engineer is expected to plan, organize, and prioritize a diverse workload of projects and tasks including technical and administrative tasks, and exercise independent judgment and decision making in resolving problems.

Minimum Qualifications

• A Bachelor's Degree in Civil Engineering from a college or university that is accredited by the Accreditation Board of Engineering and Technology (ABET)
• Two (2) years of experience in civil engineering office and field work.

Possible Substitutions:
• A Master's Degree in any branch of Civil Engineering from an ABET accredited college or University may be substituted for one (1) year of experience

LICENSES & CERTIFICATION
• Possession of a valid California Class C driver's license is required at time of appointment and for duration of employment
• Possession of a State of California Engineer in Training (E.I.T.) Certificate or Registration as a Civil Engineer in the State of California is required at time of appointment and for duration of employment
• Registration as a Civil Engineer in the State of California is desirable
• Other licenses and certificates directly related to the Civil Engineering field (e.g. Geotechnical Engineer, Traffic Engineer, Structural Engineer, Land Surveyor, Qualified Storm Water Pollution Prevention Plan Developer (QSD), Qualified Storm Water Pollution Prevention Plan Practitioner (QSP))is desirable
• Current city employees appointed to Associate Engineer (Civil) prior to September 1, 2015 are waived of the required State of California Engineer in Training (E.I.T.) Certificate or Registration as a Civil Engineer in the State of California

OTHER REQUIREMENTS
• Must be able to perform all of the essential functions of the job assignment.
• May be required to work shifts, weekends, and odd and unusual hours in the performance of duties and emergency situations.

CONFLICT OF INTEREST
Incumbents assigned to the Field Services position are required to file a Conflict of Interest statement upon assuming office, annually, and upon leaving office, in accordance with City Manager Directive 100.

 

Candidates must attain a passing score on each phase of the examination process to qualify for the Eligible List. A department interview will be required prior to appointment.

ABOUT THE DEPARTMENT

The Marinwood Fire Department operates as a single station all-risk Advanced Life Support (ALS) engine company that includes nine (9) professional firefighters trained in areas of firefighting, ALS/BLS emergency response, technical rescue, disaster response, fire prevention, and community preparedness.  The department works closely with the City of San Rafael Fire Department under an existing Shared Services Agreement.  This includes San Rafael Fire Department providing all chief officer services, ambulance services, and joint training programs.  Our mission is to partner with our community to proactively reduce risk from fire, illness, injury and other hazards.
