After School Program Technician I's work in the formal Suisun City classification of Recreation Specialist II. Starting hourly rate will depend on qualifications. This position works on average 19-29 hours per week.

The Position: Under general supervision, this position involves organizing, leading, and coordinating a variety of indoor and outdoor recreational and educational activities for an Afterschool Program. This role is classified as Temporary Part-Time to support both seasonal and year-round recreational programs.

On April 29, 2025, Suisun City Council approved a new contract between the Suisun City RPM Department and the Fairfield-Suisun Unified School District (FSUSD). This agreement expands after school programming to include to grades TK-5 at Dan O. Root Elementary and Crescent Elementary Schools, making the Suisun City RPM Department the sole provider of after school services at both locations. This is a significant milestone for the RPM department and a reflection of the quality and dedication of our team.  We are excited to continue providing high-quality programs for our community's youth.

THE POSITION
Under general supervision, provides technical, paraprofessional, and clerical support in a variety of areas related to human resources administration, including recruitment and hiring, salary, benefits, payroll administration, workers compensation, safety, liability and employee development. Human Resources Technician I is the entry-level class in this series; work is usually supervised while in progress and fits an established structure or pattern. The Department: The Recreation, Parks and Marina Department is responsible for the operations and programs of the Suisun City Marina, the Senior Center and the Joseph A. Nelson Center, including preschool, after-school programs at various sites, recreation classes and sports leagues, community events and special event rentals.

The Position: Facility and Sports Field Attendants work behind the scenes making all Recreation and Community Services excel! This job entails setting up for events and rentals, opening and closing facilities, general janitorial services, sports field preparation, working in concessions and selling food during sports games. We’re looking for highly motivated people with a customer service orientation who genuinely enjoy helping others and who are flexible problem-solvers.

SPECIAL PAY INCENTIVES:

• POST CERTIFICATE PAY – Additional 2% pay for Basic POST, 5% for Intermediate POST, and 5% for Advanced POST certificates
• SPECIAL ASSIGNMENT PAY – 5% additional pay for special assignments
• LONGEVITY PAY – 3% at 5 years and 6% at 10 years of service
• Up to $10,000 in student loan forgiveness

THE DEPARTMENT: The Suisun City Police Department is a progressive and proactive law enforcement agency. As a result of its proximity to neighboring jurisdictions, the employees of the Suisun City Police Department remain extremely busy as they address the needs of the community.

THE POSITION: Under general supervision of a Police Sergeant or other supervisory/management staff, performs a variety of duties related to the protection of public health, safety, and welfare and the enforcement of applicable federal, state, and local laws; provides traffic enforcement and control; and carries out special assignments in a particular phase of police work. The Police Officer is an entry/journey level class responsible for performance of the full scope of assigned law enforcement duties and responsibilities. New incumbents may have limited related experience but are expected to learn the full range of duties and responsibilities, perform duties with minimal direct supervision, and exercise sound judgment and discretion in making decisions.

ESSENTIAL JOB FUNCTIONS
The following duties are typical for this classification. Incumbents may not perform all of the listed duties and/or may be required to perform additional or different duties from those set forth below to address business needs and changing business practices.

• Patrols assigned areas of the City to preserve law and order, discover and prevent commission of crimes, and enforce traffic and other laws and ordinances; maintains awareness of and remains alert for wanted suspects, known criminals, stolen vehicles, missing persons, traffic violators, and crimes in progress; makes arrests; issues warnings and citations.
• Responds to calls for the protection of life and property, the enforcement of laws and ordinances, general public service calls, and complaints including those involving automobile accidents, traffic hazards, misdemeanor and felony incidents, domestic disturbances, health code and local ordinance violations, property control, civil complaints, and related incidents; responds to and provides assistance at a variety of public service type calls that are non-criminal in nature.
• Conducts initial and follow-up investigations at scenes of incidents to which summoned or observed; determines what, if any, crime has been committed; collects, preserves, processes, photographs, and books evidence; locates and interviews victims and witnesses; identifies and interrogates suspects. • Prepares and serves search and arrest warrants; apprehends and arrests offenders for crimes committed under federal, state, and local laws and codes; controls and mitigates people under the influence of drugs or alcohol or other potentially hostile situations.
• Directs traffic at special events or emergency situations; provides traffic and crowd control at community and emergency events.

Secondarily, the PSPM will lead organizational development initiatives by serving as an internal consultant—analyzing business processes, modernizing practices, and driving innovation.

Because of the role’s unique reach, you’ll work across departments, serve as a bridge between strategy and implementation, and be relied upon to independently scope, recommend, and execute solutions for the City’s evolving needs. Assigned projects may change based on organization-wide priorities and City Council direction.

Ideal Candidate

Minimum Qualifications

• Bachelor’s degree in public administration, business management, political science, or closely related field
• Five years of full-time administrative and managerial experience

Compensation

Dependent on qualification. Approved salary range is $172-296K per year; however, appointment will be at the lower end of the range.

DEFINITION

Under general supervision of the Code Enforcement Officer, the Code Enforcement Inspector facilitates compliance with City Municipal codes, ordinances, California Codes, conditions of approval and resolutions relating to public nuisances, planning, zoning, construction, business licensing, animal control and other associated disciplines. Works collaboratively with other City Divisions and Agencies and actively participates as a member of the Code Enforcement Task Force. Tracks, updates and maintains investigations, complaint information and official records. Attends training to maintain or achieve Code Enforcement Officer Certification. Performs related work as required.

EXAMPLE OF DUTIES

Investigate reported or suspected violations of City or California codes, and implement enforcement activities to gain compliance. Issue written notices and warnings, and criminal citations. Educate the public regarding code requirements. Conduct field inspections, gather-supporting evidence, maintain case files (both computer and hard files) and, as necessary, prepare investigation reports regarding violations. May assist in preparing and presenting information to the Planning Commission, City Council, Administrative Hearing Board and courts of law. Participate in and often coordinate joint code enforcement activities with other agencies. Speak before neighborhood and civic groups about the Code Enforcement Program and work closely with such groups to solve neighborhood problems.

MINIMUM QUALIFICATIONS

Knowledge of: Basic code enforcement and investigation techniques; common California Codes relating to property maintenance, municipal codes, ordinances and resolutions related to public nuisances, planning and zoning. Effective and efficient techniques of public education, field inspections for code compliance, gathering and analyzing evidence and data, and preparing and presenting reports.

Ability to: Read, understand, interpret and apply laws, regulations, ordinances, resolutions, policies and other documents associated with enforcement duties. Maintain a positive attitude and work as a highly effective team member of the Code Enforcement Program, Economic and Community Development Department and the Code Enforcement Task Force. Communicate effectively, both verbally and in writing. Prepare and make verbal presentations to small and large groups, the Administrative Hearing Board and other official bodies. Prepare factually clear, concise and complete written reports and correspondence. Exercise good customer service skills with the public, outside agencies and staff. Interact tactfully to gain voluntary compliance with City codes. Identify code violations and exercise proper judgment in determining the degree of compliance with various laws and determine appropriate course of action. Assist City staff with interpretation and application of the codes used. Coordinate enforcement and inspection functions with other City departments. Competently use a desktop computer with a main program base such as Office 2010, to record, organize, and monitor all code enforcement activities. Follow established work procedures and practices, including adherence to sound safety practices. Drive a vehicle. Work under stressful and uncomfortable, cold, foggy and rainy climatic conditions. Perform inspections on substandard or unsafe properties, which may require climbing, crawling, kneeling, and bending. Interview witnesses and violators in a highly effective and professional manner. Interact positively and cooperate with co-workers, respond politely to customers, work as a team member, function under demanding time pressure, respond in a positive manner to supervision, and attend work and perform duties on a regular and consistent basis.

Education: Possession of an AA degree in a related field. Additional education and training in writing, public speaking and areas related to code enforcement are desirable.

Experience: A minimum of one year of full-time, relevant public contact experience, with occasional public speaking, requiring problem solving and/or field investigation in code enforcement, law enforcement, investigations, or a comparable field that would provide the requisite knowledge needed to succeed in this position. Experience in the enforcement of municipal, planning and zoning codes and working with building or planning permits at a public or private agency is desirable.

Certifications: Possess, or obtain within 12 months from hire date, current certification as a Code Enforcement Officer from the California Association of Code Enforcement Officers (CACEO); or certification as a Housing Inspector from the International Conference of Building Officials (ICBO- through the American Association of Code Enforcement). Certification under Penal Code 832 Module A (California Commission on Peace Officer Standards and Training) or similar police training is desirable.

License: Possession of a valid Class C California Driver's License.

Minimum Qualifications

Graduation from an accredited college or university with a bachelor’s degree in information technology, computer science, business administration, or a closely related field and five (5) years of professional information technology experience is required, including two (2) years at a supervisory level. Additional certificates in information technology systems are preferred. Possession of and ability to maintain a valid California driver’s license. This position is required to obtain security clearance to operate in a public safety environment with service to the City's police and fire departments.

Per Diem Management Analyst I - City Manager's Office

The City Manager’s Office is seeking a Management Analyst I for a per diem opportunity beginning as soon as possible. The position offers a flexible schedule. The expectation is this position will work 20-25 hours per week, but may go up to 30 hours per week on occasion, and will not exceed 960 hours total. The hourly rate is $48.91.

Duties may include but are not limited to:

• Oversee and promote the City’s volunteer program with an eye toward continuous improvement and program evolution.
• Provide direct support on special projects led by the Senior Management Analyst and/or Assistant City Manager.  
• Coordinate ongoing management of select City public art installations.
• Represent the City Manager’s Office on cross-departmental committees and teams, such as the Safety Committee and Diversity, Equity, and Inclusion Committee and act as a conduit for critical information.
• Assist with the organization and implementation of community engagement events.
• Conduct research and analysis and make recommendations on the formulation of policies, procedures, and best practices.
• May draft staff reports or slide decks for presentation to city commissions and/or City Council on various policy and program topics.
• Develop requests for proposals and assist in negotiation and execution of contracts with consultants and service providers.
• Participate in the development and installation of new or revised programs, systems, procedures, and methods of operation.
• Assist in the coordination of intradepartmental and departmental activities with other City departments and divisions, and outside agencies.

Minimum Qualifications:

Any combination of experience and education that would likely provide the required knowledge and abilities is qualifying.

• One year of general administrative experience, preferably in local government.
• Equivalent to a Bachelor’s Degree from an accredited college or university with major work in public or business administration or a closely related field.
