THE POSITION

The City of San Mateo is seeking a Per Diem Human Resources Technician providing a wide variety of technical human resource work in a variety of program areas including benefit administration; recruitment and selection; compensation; human resources information systems database analysis and report writing, and to do related work as required. This position receives general supervision from the HR Director or Senior HR Analysts.

EXAMPLE DUTIES

• Prepare and maintain personnel records.
• Write, edit and prepare digital and print communications materials.
• Assist in the recruitment process by preparing and distributing job announcements, composing, and placing ads, composing and recording announcements for the job hotline, updating and monitoring recruitment information on the City’s web site, screening applications, and answering inquiries from applicants.
• Work with departments in coordinating examination schedules and locations; prepare necessary correspondence for the examinations; notify candidates; enlist the services of examination board members; assemble and mail packets to oral board members.
• Process, update, and maintain invoices and accounts payable.
• Gather and assemble data and prepare routine reports; maintain a variety of records and files.
• Screen calls and visitors, referring inquiries as appropriate, and respond to requests for information regarding general personnel matters.
• Use specialized technical equipment or computer programs.

JOB RELATED SKILLS & ESSENTIAL QUALIFICATIONS

Knowledge of:

• Personnel policies and procedures relating to recruitment, selection, benefit administration, compensation, human resources information systems, and related areas.
• English usage, grammar, spelling and punctuation.
• Modern office procedures, methods and computer equipment.

Ability to:

• Plan, coordinate, and organize work to meet deadlines.
• Compose routine correspondence demonstrating good English skills in spelling, vocabulary, grammar and punctuation.
• Communicate clearly and concisely both orally and in writing.
• Understand, interpret, and apply rules, regulations and memoranda of understanding.
• Establish and maintain cooperative work relationships with those contacted in the course of work.
• Operate standard office machines including personal computer, and calculator.

EXPERIENCE AND EDUCATION

• Two years of increasingly responsible clerical or account clerical experience, preferably in a human resources environment.
• Equivalent to a high school diploma. Additional specialized training in public administration, human resources management, business administration or a related field is desirable.

ACCOUNTING TECHNICIAN

(Salary Range:  $32.40 To $43.43 Hourly)

Four days/36 hours per week

THE POSITION:  Under direct supervision, the Accounting Technician performs technical accounting tasks in the area of payroll, accounts payable, accounts receivable, general ledger, and other financial transactions; balances and maintains accounting and financial records; and performs related work as required. As knowledge and experience are gained, the work becomes broader in scope, assignments are more varied and are performed under more general supervision. 

The City of Foster City is recruiting for a part-time Parks Maintenance Worker in the Parks Department. The is a part-time non-benefited position working approximately 20 hours per week, and no benefits are provided. 

Important and Essential Responsibilities 
Performs mowing, weeding, trimming, pruning, cultivating, fertilizing, pest control, planting and cleaning of lawns, trees, plants, and parks; removes and disposes of trash and litter; maintains park and maintenance equipment, buildings and facilities; maintains irrigation systems; performs construction and demolition of park facilities, drainage, low-voltage electrical and irrigation systems for new, expanded and renovated park facilities as part of capital improvement projects; performs minor plumbing or building repair duties; supervises and coordinates Sheriff’s Work Program personnel; operates small trucks, dump trucks, ride-on and walk-behind mowing equipment.

Education and Training Guidelines: 
Any combination equivalent to experience and education that could likely provide the required knowledge, skills and abilities would be qualifying. A typical way would be:

Education: Completion of a job or technical training program in maintenance, construction, or groundskeeping; completion of high school or the equivalent. 

Experience: One year of full time experience in general maintenance, construction, or groundskeeping.

Selection Process
Applications will be reviewed for relevant education, experience, training and other job related qualifications. Based upon a review of employment applications received, a limited number of the qualified applicants will be invited to participate in the examination process. 

The process will consist of an Oral Panel Interview. An eligibility list will be established from those who pass the examination process. Current and future vacancies may be filled from this list. The list will remain in effect for at least one year unless exhausted sooner. 

The department will invite the most qualified candidates from the eligibility list to a final department interview. The Parks department will make the hiring decision.

San Mateo County Health is seeking a well-qualified individuals for the position of Environmental Health Specialist IV - Consumer Protection Programs. Environmental Health Specialist will receive general supervision and provide lead direction in performing various countywide environmental health inspection and enforcement activities in one of the several specialized technical areas such as consumer protection, food sanitation, recreational water, water, sewage, land use, and cross connection control; vector control; solid waste; medical waste; and housing and institutions.

There is currently one regular vacancy that will function as a Food Plan Check Specialist within the Environmental Health Division Food and Pool Programs, located in San Mateo, but the position will include travel/driving throughout the county to perform duties of the job.

Environmental Health Services ensures a safe and healthful environment in the County's 20 cities and unincorporated areas through education, monitoring and enforcement of a variety of regulatory programs, as well as ongoing services to the community.

Duties within the Consumer Protection Programs include:

• Lead specialized programs within the Food and Pool Programs, such as Food and Pool Facilities Plan Review, Cottage Food Operations, Microenterprise Home Kitchen Operations (MEHKO), Temporary Food Events, Mobile Food Facilities, and Certified Farmers Markets.
• Lead quality assurance, quality control and standardization functions.
• Conduct compliance inspections of programs and projects within the Consumer Protection Programs as assigned.
• Lead or provide direction in the investigation of citizen complaints.
• Lead and implement special projects.
• Set program standards, coordinate activities with various County and City Departments, collaborate with California Conference of Directors of Environmental Health ad hoc committees and stakeholders.

• Experience related to performing inspections, investigations and research for an environmental health program or sanitation program in a regulatory agency.
• Ability to travel to different sites in San Mateo County to conduct inspections and investigations; this is critical to the position.
• Excellent written and verbal communication skills.

Candidates must be a California Department of Public Health, Registered Environmental Health Specialist (REHS) in good standing. A copy of a current California certificate as a Registered Environmental Health Specialist (REHS) is to be submitted with the application.

Qualifications
Knowledge of:

• Three years of journey level experience as a Registered Environmental Health Specialist, including one year of experience in a regulatory agency in the designated option: Option 1 - Water, Sewage, Land Use and Cross Connection Control Option 2 - Vector Control and Solid/Infectious Waste Option 3 - Housing and Institutions Option 4 - Food Sanitation and Consumer Protection

Licensure/Certification:

• Possession of a California certificate as Registered Environmental Health Specialist.

What You’ll Do

The Public Works Maintenance Leadworker performs skilled work in the construction, maintenance, and repair of sewer infrastructure, road ways, sidewalks, and storm conveyance system. The Leadworker assigns and participates in the work of maintenance crews, operates power driven equipment, and performs related work as required.   This position is responsible for lead supervision of a sewer, street, storm or traffic safety maintenance field crew.
