THE POSITION

The successful candidate for Director of Finance & Administrative Services will bring a proven breadth and depth of financial management experience to the position. Appointed by and reporting to the City Manager or their designee, the new Director will lead a staff of 35 in the management of accounting, cash management, revenue collections, business licensing, utility billing, purchasing, payroll, budget, and information technology. Bringing supervisorial and leadership experience, the Director will have an opportunity to continue to build and enhance the department team as it faces future retirements. The Director will offer recommendations and solutions to the City Manager and will advise the City Council on long-term financial planning on policy matters. Working collaboratively with other members of the executive team and staff, the Director will take a proactive approach to identifying opportunities for new ideas, creativity, innovation, and technological advances. In addition, the Director will foster a team approach of customer service and problem solving as well as a culture that accepts and embraces change. Exceptional communication skills and a strong desire to provide superior services to both internal and external customers are critical. The Director will be comfortable in an organizational culture that welcomes input, engagement with, and participation of the community. The city utilizes a two-year, budget and currently faces budgetary challenges due to changing CalPERS retirement costs and laws, decreased tax revenues, and other structural issues. The Director will work closely with the City Manager, executive team, and staff in order to address these issues, identify necessary solutions, and facilitate highly efficient services and programs to the community.

MINIMUM QUALIFICATIONS

This position requires a Bachelor’s degree, and desirably a Master’s degree and CPA, in accounting, public or business administration or a related field. In addition, progressive executive level responsibility is desirable in finance administration, accounting, auditing, budget administration, purchasing and risk management, long-range financial forecasting, debt and investment strategies, and labor negotiations. Experience with information technology and computer software systems is highly desirable.

This is an excellent career opportunity for individuals who have a breadth of financial management experience in various agencies as a division head, Deputy Director, or Director. While experience in municipal finance is highly desirable, a combination of public and private sector experience is acceptable as well. 

DEFINITION

Under general supervision, leads and participates in the operation of heavy equipment; performs the full array of duties assigned to classes in the street and sewer maintenance, including skilled and semi-skilled work in streets, sidewalks, curb and gutter, storm drains, catch basins, and sewer collection system construction and repair; leads construction and maintenance crews when assigned; demonstrates a full understanding of all applicable policies, procedures, and work methods associated with assigned duties; performs other related duties as required.

DISTINGUISHING CHARACTERISTICS

The Street, Sewer and Downtown Leadworker is an advanced journey/lead class in the Public Works Department. Incumbents perform a variety of maintenance tasks and perform lead supervisory duties, including assisting in the planning, assigning, and evaluation of the work of subordinates, giving recommendations on discipline, and providing training as required. Incumbents may rotate assignments between program areas. This classification differs from the next higher classification of Street/Sewer Supervisor in that the latter has full supervisory responsibility an assigned construction and maintenance operation.

SUPERVISION RECEIVED/EXERCISED

Receives general supervision from the Street and Sewer Supervisors. Exercises functional, technical, and lead supervision over assigned staff.

ESSENTIAL FUNCTIONS: (include but are not limited to the following)

• Leads, reviews and performs the work of staff engaged in the construction, maintenance, or repair of streets, sewers, and storm drains, curbs, gutters and sidewalks; develops and implements crew assignments; inspects and reviews work methods, performance and quality of work performed, conducts safety and training meetings; provides input and recommendations on employee evaluations; assumes responsibility for the more difficult and complex tasks.

• Recommends and reports service levels to the assigned Supervisor; performs field observations to ensure compliance with department policies, practices, and City ordinances; prepares reports for the Supervisor related to division activities.

• Leads and/or supervises construction and maintenance crews in the full variety of associated projects, assignments and duties; coordinates crew activities with those of other maintenance crews, and other City departments; operates, or directs others in the operation of light to heavy power-driven equipment

• Assists other Public Works divisions when required.

• Oversees and operates trucks, loaders, backhoes, and other light and heavy duty maintenance and construction equipment on construction sites; operates a variety of hand and power tools; inspects tools and equipment for safety and mechanical defects; assists with City sponsored functions; works with a variety of outside contractors; responds to after hours call-outs as assigned.

• Contacts dig alert before excavation and determines estimates of manpower and supplies needed for completion of work orders.

• Prepares and submits computerized and manual records and reports concerning work performed and materials used; provides assistance in the planning of work projects, including the purchase of supplies, materials, and equipment needed to complete projects.

• Demonstrates a full understanding of applicable policies, procedures, and work methods associated with assigned duties; may provide training to training personnel; responds to questions and concerns from the general public; provides customer services and information, as is appropriate, and resolves public service complaints.

• Establishes positive working relationships with representatives of community organizations, state/local agencies and associations, City management and staff, and the public.

  When assigned to Streets:

• Performs concrete, sidewalk, curb, gutter, and ramp installation and repair; performs temporary and permanent pothole repairs, crack sealing and patching, and all street repairs;

• Lays asphalt; operates concrete saw to prepare cuts for repairs or encroachments;

• Performs concrete work in the installation of new walkways, gutters, catch basins and channels;

• Performs trash and litter pickup on City parking lots and streets as required.

  When assigned to Sewer/Storm:

• Investigates stoppage in sewer lines and storm drains;

• Performs installation or repair of sewer main lines and laterals;

• Unplugs sewer lines as needed; removes and cleans sewer pumps;

• Sends pumps for repair or replaces as needed;

• Operates tools and equipment necessary for removing asphalt and concrete in the performance of sewer installation or repair.

  When Assigned to Downtown Business District: 

• Operates Street Sweeper along with other small equipment such as a mini-sweeper, scrupper, etc.;

• Operates a variety of tools such as a gas blower, cut-off saw, weed eater, Punjar, clay spade, roto hammer, steam power washer, and other powered and hand tools;

• Takes initiative to correct defects and keep areas tidy and clean with minimal direction;

• Proactively maintains and promotes positive working relationship with downtown districts. Resolves customer complaints in a friendly and efficient manner that results in “Quality Community Service” and performs job tasks with minimal impact to the businesses.

• Establishes and maintains good working relationship with the merchants and citizens that will enhance the City’s reputation and foster trust.

QUALIFICATIONS (The following are minimal qualifications necessary for entry into the classification.)

Education and/or Experience: Any combination of education and experience that has provided the knowledge, skills, and abilities necessary for a Street, Sewer and Downtown Leadworker. A typical way of obtaining the required qualifications is to possess the equivalent of three years of responsible experience in street and sewer maintenance work with a minimum of one year at the advanced journey level similar to that of a Street Maintenance Worker in the City of Burlingame with a CWEA Collection Systems Operator Grade I or higher certificate, and a high school diploma or equivalent.

License/Certificate: Possession of a valid Class C driver's license. Possession of, or ability to obtain, a valid class B California driver’s license with tank and airbrake endorsements. Possession of a Grade I Wastewater Collection System Operator Certificate issued by the California Water Environment Association is required. A CWEA Grade II is required within one year of appointment. Possession of a CPR/1st aid certification and a certification as a Competent Person is required.

If the incumbent is assigned to the Downtown Lead position, a BASMAA Pollution Prevention Training Program for Surface Cleaners “Certificate of Training” is required within 24 months of appointment.

PHYSICAL, MENTAL AND ENVIRONMENTAL WORKING CONDITIONS

Position requires sitting, standing, walking on level and slippery surfaces, reaching, twisting, turning, kneeling, bending, stooping, squatting, crouching, grasping, and making repetitive hand movement in the performance of daily duties. The position also requires both near and far vision when inspecting work and operating assigned equipment. The need to lift, carry, and push tools, equipment, and supplies weighing 90 pounds or more is also required. Additionally, the incumbent in this outdoor position works in all weather conditions, including wet, hot, and cold. The incumbent may use chemicals, which may expose the employee to fumes, dust, and air contaminants, and be exposed to mechanical and electrical hazards. Must be certified by a physician as fit to wear a respirator (must be prepared to shave on demand). The nature of the work also requires the incumbent to climb ladders, work at heights over 10 feet, use power and noise producing tools and equipment, drive motorized vehicles and heavy equipment, and work in heavy vehicle traffic conditions. The incumbent is required to respond to weekends, after hours emergency call-outs and perform routine standby duties (incumbent in the Downtown Lead Worker position is required to work a morning swing shift and will not be eligible to participate in the standby duty program for on-call duties on week nights and weekends unless otherwise approved by the Department Director).

This vacancy is specifically for the Field Operations CSO position.

The City of Foster City is looking for a dedicated and responsible individual to join the Police Department as a Senior Community Services Officer. This position requires mature judgement and discretion and is given specialized training. We are seeking highly skilled individuals with excellent interpersonal and communication skills. Under general supervision, this position supplements administrative staff and provides support for sworn staff in police operations. There are four main assignment areas for the position, but currently there is only one vacancy in Field Operations.

Field Operations Assignment
Performs vehicle abatement duties, provides parking enforcement, performs evidence collection and processing in accordance with departmental procedures, prepares police and operational reports. Responds to subpoenas as necessary. Handle a variety of department fleet maintenance and equipment maintenance duties; run errands in support of department operations, and other duties as assigned.

THE POSITION
Under supervision, performs sub-professional engineering office work to assist the Public Works Engineering Division teams on programs and projects that may include engineering permits, land development plan checks, procedural and standards research and development, record and asset management, traffic research and field crew assistance.

IDEAL CANDIDATE SECTION
The ideal candidate will possess a strong foundation in basic engineering principles and demonstrate proficiency in modern drafting and design practices. They should be familiar with engineering office tools and computer-aided drafting software such as AutoCAD, as well as design and GIS mapping systems.

We are seeking someone who is detail-oriented, highly organized, adaptable, and self-motivated, with excellent verbal and written communication skills. The candidate should be able to work both independently and collaboratively in a team setting.

The ideal candidate will have willingness to learn about construction management and inspection procedures and the ability to perform accurate mathematical calculations and drafting work. They should be capable of collecting and recording engineering field data with a high level of detail and maintaining thorough documentation. Proficiency in modern office software tools, including PowerPoint, to create professional presentations is essential. The candidate must be able to prepare clear and concise written correspondence, including responses to public inquiries, and demonstrate the ability to understand and follow both oral and written instructions. Excellent customer service skills and the ability to work collaboratively with contractors and the public are important. Flexibility to work varied hours as needed to meet project demands is also required.

• Performs a wide variety of responsible sub-professional engineering work including assisting engineering staff with general clerical, administrative, and technical tasks for public works projects

Under general supervision, the Permit Technician performs a variety of technical duties in support of the Community Development Department; serves as staff for the permit and public counter and assists the public with technical information related to the issuance of permit applications, including the process and any related fees; uses specialized database/permit tracking management programs; and performs related work as required.

About the Role

This is not an entry-level role. This is not a position for someone learning the field. This is a role for someone who has already been in the crucible of crisis, learned hard lessons, adapted under pressure, and is eager for more.

The Emergency Coordinator sits at the operational center of SMC EM. You will plan. You will write. You will brief. You will execute. You will move between strategy and the tactical detail of getting things done, across a complex Operational Area of 20 cities, 18 unincorporated communities, and the partners who serve them.

This work requires range. One day you are facilitating a planning cycle that will shape the next twelve months of countywide preparedness. The next, you are translating policy into a one-page brief for a city council, then coordinating an exercise design with fire and law partners, then back at your desk drafting a memo that will move across the Operational Area in 48 hours.

The throughline is judgment. We need someone who can prioritize, pivot, and produce. Someone who has thrived in uncertainty before, and is energized to do more of it here.

What This Role Actually Involves

Planning (Primary Focus)
Planning is the center of gravity for this role. You will lead and contribute to the full planning cycle, from scoping through drafting, coordinating, executing, exercising, and updating operational plans, annexes, and frameworks across the Operational Area. The work means translating federal and state guidance (FEMA, CalOES, SEMS, NIMS) into plans that are usable on a Tuesday and survive a Saturday at 2 a.m. It means coordinating reviews and revisions with internal staff and external partners, building consensus around standards while protecting quality. Asking how could this be better, more practical and more useful in the moment. And it means maintaining a working understanding of the threat and hazard landscape facing San Mateo County, so the plans on the shelf actually reflect the risk on the ground.

Communication and Coordination
You will brief and present to varied audiences on a regular basis and on demand: senior county leadership, elected officials, fire and law chiefs, Operational Area partners, community organizations, and the public. The substance has to hold steady; the delivery has to flex for the room. Alongside the briefing work, you will produce clear, accurate written products on tight timelines: memos, briefings, plans, talking points, after-action reports, and correspondence that moves at the speed of decision-making. You will represent SMC EM credibly in working groups, advisory committees, tabling events, and external meetings at all levels of government, and you will maintain steady, professional communication with partners across all 20 cities and 18 unincorporated communities.

Project Management and Execution

• Carry assigned projects from initiation through completion. Own timelines, deliverables, and stakeholder coordination.
• Manage multiple concurrent priorities without dropping quality or letting partners go silent.
• Identify obstacles early, problem-solve collaboratively, and escalate when needed.
• Document the work. Hand off cleanly. Build for the next person.

Exercise, Training, and Operational Readiness

• Contribute to the design, development, facilitation, and evaluation of exercises (tabletops, functional, full-scale) aligned with HSEEP standards.
• Support training programs for staff, partners, and the broader Operational Area.
• Participate in a weekly on-call rotation, maintaining 24-hour readiness and responding to the field or Emergency Operations Center (EOC) during emergencies or disasters.
• Participate in after-action reviews and improvement planning. Treat lessons learned as a discipline, not a deliverable.

Who We Are Looking For

The right person for this role has been tested. They have been in crisis situations and knows what it’s like to be in a real EOC. They have written a plan that was used and know what it means to adapt in the moment. They have briefed leadership when the picture was unclear and the pressure was high. They have learned that emergency management is less about the binder on the shelf and more about the relationships, the judgment, and the ability to keep moving when the information is incomplete.

We are looking for someone who is technically capable, operationally seasoned, relationally skilled, and intellectually restless.

Mindset and Character

You are crucible-tested. You have been through real incidents, real activations, and/or real high-stakes operations, and you did not just survive them; you took something from them. You are agile, able to shift directions quickly when priorities change without losing your composure or your standards. Knowledge and Experience

• Working command of the planning cycle. You have led or contributed substantively to plan development, from scoping through publication and exercise.
• Familiarity with the five Emergency Management Sections (Management, Operations, Planning, Logistics, Finance/Admin) and the Incident Command System.
• Demonstrated problem-solving. A track record of identifying issues, generating options, and driving toward resolution under pressure.
• Strong communicator across audiences. You can hold the room with senior executives, political leaders, Operational Area partners, chiefs, and the public, with demonstrated experience adapting message and tone for each.
• Excellent written communication skills, including reports, briefings, plans, and professional correspondence.
• Ability to work across a wide variety of settings (field, office, EOC) and disciplines (law enforcement, fire services, emergency medical services, public health).

Preferred but Not Required

• 5 years of professional experience, with at least 2 years dedicated to emergency management, disaster operations, homeland security, public safety, or military operations.
• Master's Degree in emergency management, public administration, public policy, homeland security, public health, communications, or a related field.
• Completion of ICS Courses 100, 200, 700, and 800 (or ability to complete within the first 90 days)
• Exercise design and execution experience (tabletops, functional, full-scale) aligned with HSEEP.
• Formal project management experience, including managing scope, schedule, and stakeholders across complex initiatives.
• Hands-on experience with alert and warning systems (IPAWS, WEA, EAS, mass notification platforms).
• Experience working across multiple jurisdictions or within a complex multi-agency operational environment.
• Training instruction or curriculum development experience.
• A valid California Driver's License.

 

 

Qualifications

Education and Experience:
Any combination of education and experience that would likely provide the required knowledge, skills and abilities is qualifying. A typical way to qualify is:
 

Education: Bachelors degree from an accredited college or university in business, public administration, emergency management or related discipline.

Experience: One year of experience having responsibility for assisting in program planning, development and budgeting in the public, military, or private organization, preferably related to emergency/disaster planning and management.

What You’ll Do
The Assistant/Associate Transportation Planner performs professional transportation planning work; conduct and review transportation impact studies; prepare plans, studies, and reports; and to do related work as required. 

Assistant Transportation Planner - The Assistant Transportation Planner is an entry level class in the transportation planning series. This class is distinguished from the Associate Transportation Planner by the performance of the less complex tasks and duties assigned to positions within the series including assignments in the fields of multi-modal transportation associated projects, master plans, specific plans, policies, and programs. Assignments are generally limited in scope and within the design and procedural framework established by higher level employees. However, as experience is acquired, the employee performs with increasing independence. Since this class is typically used as a continued training class, employees may have only limited work experience. This classification receives general supervision from the Parking Manager, or a higher-level position.

Associate Transportation Planner - The Associate Transportation Planner is a journey level class that performs duties relating to multi-modal transportation and associated projects, master plans, specific plans, policies, and programs. This class is distinguished from the Assistant Transportation Planner by the performance of the full range of duties as assigned including complex plans review, policy development, and advance report preparation. This position requires a high degree of independent judgment exercised on diverse and specialized assignments. It is further distinguished by its major program management responsibilities. This classification receives general direction from the Parking Manager, or a higher-level position. May exercise technical and functional supervision over lower-level staff as assigned.

Depending upon assignment, duties may include, but are not limited to, the following: 

• Review and analyze land development projects including but not limited to VMT, TDM, LOS, parking compliance and other transportation related issues.

• Assist the day-to-day operations of the City’s 3,000+ on and off-street public parking spaces in downtown San Mateo along with public parking spaces in other commercial areas such as 25th Avenue. Duties may include customer service for commercial parking areas, ordering parts for paid parking equipment, evaluating monthly permit parking programs and making policy recommendations, ensuring that signage in restricted parking areas is in good condition and correct for the restriction needed.

• Evaluate and make recommendations on technical aspects of transit planning, capital, or operating projects involving various transit modes such as rail, auto traffic, bicycle and pedestrian transportation and paratransit parking.

• Participate in the development of policies, procedures, and operational actions related to effective parking management, including periodic review of parking related policy issues such as rates, time limits, enforcement hours, loading zones, and other issues.

• Assist or lead in The City’s Residential Parking Permit Program and downtown parking permit program. Duties may include responding to resident inquiries, evaluating new RPPP program area applications, conducting parking occupancy studies, assisting in permit data analysis, establish new public/private lease agreements and participating in community meetings. 

• Provide recommendations resulting from the analysis of alternative transportation system improvements; forecast and prepare transportation capital improvement program project lists. 

• Assist in the compliance of the circulation element of the General Plan, and the City's component of any county or regional transportation plan; provide information and technical support necessary for the development of the City's Transportation Demand Management program. 

• Prepare and/or review reports and studies related to the functioning, improvement and impacts on the transportation system. This may include the evaluation of alternative network improvements and the impacts of proposed or forecasted land development projects.

• Provide support for grant-funding to deliver transportation capital improvements projects, in coordination with Caltrans, San Mateo County Transportation Authority, Metropolitan Transportation Commission, and other agencies; identify and pursue grant funding opportunities in support of transportation related goals for the City.

• May review and check the work of subordinate personnel on specific projects for technical accuracy. May obtain consultants and manage consultant contracts.

• Work with other jurisdictions, congestion management agencies, citizens, business, or professional organizations as necessary. 

• Assist other sections, divisions, or departments on matters related to transportation planning. 

• Develop requests for proposals for parking services, equipment, and technology in coordination with the Police Department. 

• Prepare administrative reports and make presentations to the Sustainability and Infrastructure Committee, City Council, various committees, and advisory boards as directed. 

• Research and draft ordinances and policy for review. 

• Prepare initial studies; coordinate the preparation or review of environmental impact reports; participate in coordinating City planning activities with outside departments. 

• Collect, record and summarize statistical and demographic information; establish and maintain a comprehensive database.

• Perform related duties as assigned.
