The City of Pacifica is seeking a qualified candidate for the position of Management Analyst I/II for full-time classification.

This position will serve as a key member of the City Manager's Office, providing professional-level analytical, project management, and program administration support on a variety of complex organizational initiatives. A primary responsibility of the position will be administration and coordination of the City's Short-Term Rental (STR) program, including collaboration with multiple City departments and external partners such as Code Enforcement, Police, Public Works, the City Attorney's Office, and the City's third-party permit and tax compliance administrator. The incumbent will monitor program performance, coordinate compliance efforts, develop recommendations for program improvements, and serve as a central point of contact for STR-related matters.

In addition to STR program oversight, the position will support implementation of City Council and City Manager priorities through coordination of special projects, strategic initiatives, and organizational improvement efforts. Responsibilities may include economic development support, strategic planning coordination, research and analysis of operational issues, development and implementation of process improvement and technology initiatives, including the use of artificial intelligence tools to improve organizational efficiency, and management of cross-departmental projects.

The position will also assist with citywide communications and community engagement efforts, including preparation of City Work Plan updates, staff reports, presentations, press releases, website content, social media communications, and outreach initiatives designed to inform and engage residents, businesses, and community stakeholders.

The successful candidate will be expected to exercise considerable independent judgment, provide high-level analytical support to executive leadership, facilitate collaboration across departments, and contribute to the advancement of the City's strategic goals and Council priorities.

THE OPPORTUNITY

We are currently hiring for a Maintenance Worker I to fill one vacancy with our Parks Division Teams. Under general supervision, this position will perform semi-skilled maintenance and repairs of City streets, sanitary sewers, storm drains, park and recreation landscaped areas, and other related work.

BASIC EXAMPLE OF DUTIES

Duties may include, but are not limited to the following:

• Perform a variety of semi-skilled maintenance-related duties involving manual labor of facilities, parks, storm drains, streets, etc.
• Repair irrigation systems, tools, recreation, and maintenance equipment
• Operate various motorized equipment such as  a tractor, gang mower, power mower, and other equipment
• Plants, waters, mows, prunes, sprays, and maintains hedges, lawns, trees, flowers and shrubs
• Maintains parks, restrooms, and common spaces. 

Willing to assist in these areas:

• Participates in the construction, maintenance and repair of streets, curbs, gutters, sewers, storm drains, catch basins, barricades, sidewalks, parks, landscaped areas, and recreation equipment and facilities;
• Pours and finishes concrete;
• Operates cleaning equipment;
• Cleans out catch-basins and other storm-related preventive maintenance and removes litter from parks and other facilities;
• Operates compressors and pneumatic tools;
• Operates and makes minor repairs and adjustments to heavy power-driven equipment;
• Constructs forms for and does cement work;
• Performs brick work and building construction and maintenance work;
• Builds retaining walls;
• Repairs irrigation systems, tools, recreation and maintenance equipment; drives a truck, tractor, gang mower, power mower, and other light motorized construction equipment; plants, waters, mows, prunes, sprays and maintains hedges, lawns, trees, flowers and shrubs;
• Applies, tamps and rakes asphalt and related street construction and maintenance tasks;
• Repairs and replaces sewer and storm drainage pipe
• Performs basic carpentry, painting, plumbing and pipe-fitting work;
• Performs excavations and shoring for CCTV and underground utilities
• Performs street traffic control and sign painting which may include inventory,

About the Opportunity

We are excited to announce a full-time, permanent Principal Planner position in the Community Development Department. Under the general direction of the Planning Manager, the Principal Planner performs complex professional planning work involving current and advanced planning, environmental review, housing, economic development, and special projects, while serving as the department's lead technical planning resource.

Your Key Responsibilities May Include:

• Current & Advanced Planning: Leading complex planning projects involving land use, housing, economic development, zoning administration, General Plan amendments, Specific Plans, and environmental review.
• Development Review: Reviewing and processing complex development applications, including use permits, subdivisions, variances, zoning amendments, and architectural design review.
• Project Management: Coordinating consultants, developers, City departments, and public agencies while managing planning projects through completion.
• Policy Development: Preparing reports, resolutions, ordinances, and recommendations related to planning, housing, zoning, CEQA, and land use policy.

Qualifications

Education: Bachelor's degree in Urban Planning, Architecture, Public Administration, Housing, or a closely related field. A Master's degree is highly desirable.

Experience: Five (5) years of increasingly responsible municipal planning experience, including responsibility for complex planning projects.

Licenses & Certifications:

• Possession of a valid California Class C Driver's License with a satisfactory driving record.

• AICP certification is desirable.

Knowledge & Abilities:

• Knowledge of municipal planning, land use, zoning, housing, economic development, and CEQA.

• Experience reviewing development proposals, architectural plans, and design standards.

• Strong project management, analytical, and organizational skills.

• Excellent written and verbal communication skills, including public presentations.

• Ability to manage multiple priorities and build effective working relationships with elected officials, developers, consultants, staff, and the public.

• Willing to work occasional evenings and weekends to attend meetings and community events.

The Position

• Help identify issues in the community related to homelessness
• Compile and analyze data related to San Mateo’s transient population; prepare reports and make recommendations on the formulation of policy and procedure, and staffing and organization changes aimed at improving quality of life

DEFINITION

DISTINGUISHING CHARACTERISTICS

The City of San Mateo Public Works Department is looking for Senior Engineers!

The Department?

The Public Works Department is comprised of Regulatory Compliance, Engineering, Field Maintenance, Facilities/Fleet, Wastewater Treatment, and Asset Management Divisions. Each division is led by one of two Deputy Directors, who report to the Director of Public Works. The department is responsible for the City’s major capital projects and infrastructure including streets, streetlights, traffic signals, publicly owned facilities, sewer and storm conveyance systems, wastewater treatment plant (WWTP), pump stations, a major lagoon, dams, and levees; as well as solid waste and environmental programs. The City of San Mateo wastewater treatment facility and collection system are undergoing major renovation projects over the next five years valued over $100 million dollars through the Clean Water Program. The Position

One (1) vacancy will focus on general capital improvement projects (streets, storm, bridges, etc.), one (1) vacancy will focus on construction and maintenance of facilities at the wastewater treatment plant, and one (1) vacancy will focus on private development reviews.

The Senior Engineers in the Capital Improvement Program (CIP) and Wastewater Treatment Plant (WWTP) sections supervise and participate in the conduct of complicated engineering planning, design, and investigation activities. The Senior Engineer in the Development Services (DS) section will lead staff, consultants, and applicants through the private development permitting processes.

Some duties may include, but are not limited to, the following:

• Supervise and participate in the development of designs, plans, specifications, and estimates for the construction of public works projects.
• Coordinate with contractors, construction managers, construction inspectors, and the design engineers to resolve issues during construction.
• Coordinate with the staff at the WWTP especially the Plant Manager, Operations Superintendent, and Maintenance Superintendent to make sure the WWTP operations and maintenance needs are incorporated into the projects as well as the impacts to ongoing operations during construction are considered and addressed.
• Inspect project sites to assist in solution of difficult problems; interpret specifications and City policy and make change orders.
• Review plans for construction prepared by private engineers.
• Check computations and specified materials for accuracy and compliance with regulations.
• Upgrade City standard plans and specifications; review subdivision and parcel maps.
• Serve as staff to a variety of City commissions, boards, and committees on public works engineering matters.
• Prepare periodic project status reports.
• Prepare various applications for state and federal grants.
• Review and make recommendations on technical reports and studies.
• Assist in the preparation of the capital improvement plan and budget.
• Participate in the selection and supervision of private professional engineers for the development of plans, specifications, studies, and reports.
• Coordinate engineering-related activities with other City departments, divisions, and sections and with outside agencies.
• Confer with staff regarding project priorities and programs.
• Assist in preparing and administering the operating budget.
• Supervise, train, and evaluate professional and technical subordinates.

The City of San Carlos has an opportunity for a full-time Maintenance Worker to work in their Public Works Department. This classification performs a variety of routine, heavy labor and semi-skilled tasks in the maintenance and repair of public works facilities, City parks, and City buildings.

Essential Duties

• Perform daily safety checks and routine maintenance of equipment to ensure it is safe for use.
• Use proper techniques for operation of equipment and tools in a safe manner, according to accepted City procedures.
• Operate maintenance equipment and tools such as trucks, power tools, sewer rodder, hydraulic jet rodder/vacuum truck, loader backhoe, compressor, boom truck, CCTV truck, pneumatic and electro-mechanical controls, and related equipment and tools for a variety of construction and maintenance operations.
• Perform on-call duties and work in emergency situations as required.
• Install, repair and modify pump station machinery and controls.
• Check pump stations for proper operation; troubleshoot and remedy malfunctions and stoppages.
• Read and interpret maps of underground sewer and drainage systems.
• Paint traffic markings on streets, crosswalks, parking lots, and curbs; operate airless line striping equipment.
• Manufacture and install traffic signs and remove signs no longer required.
• Design and manufacture special signs for municipal facilities.
• Install and remove traffic barricades and cones as required.
• Repair surface failures, utility cuts, chuckholes and seals cracks in asphalt pavements properly and competently.

• Clean sanitary sewer lines using hand tools, a hydraulic jet rodder/vacuum and mechanical rodder.
• Excavate, remove, and install sanitary sewer pipes utilizing hand tools, power tools such as pneumatic pavement breakers, compaction equipment and loader backhoe.
• Repair storm drains, catch basins and storm drain pipes.
• Drive dump trucks to haul material to and from the job sites.
• Rake leaves, shovel and digs holes.
• Pick up and dispose of trash and debris from parks and roadsides.
• Control the growth of weeds in lawn areas, shrub areas and flower beds using hand tools, spray equipment and weed eaters.
• Trim trees, hedges, and shrubs using appropriate equipment, remove debris.
• Check irrigation sprinkler systems and ensures their proper functioning, by cleaning and adjusting heads and digging up and repairing broken lines.
• Clean City's park buildings by sweeping and mopping floors, carpets, and cleaning restroom facilities. Replaces light bulbs.
• Provide set up of tables and chairs for City functions.

DEFINITION

Child Care Lead Teacher is the lead teacher in the classroom.  Child Care Lead Teachers may also be asked to temporarily oversee a school site when a Site Coordinator is offsite.  If a situation arises where a Site Supervisor is unavailable for an extended period of time a Child Care Lead Teacher with a Site Supervisor Permit will be asked to act as a temporary Site Supervisor.

SUPERVISION RECEIVED AND EXERCISED:

General supervision is provided by the Child Care Site Coordinator. Child Care Lead Teacher  supervises the classrooms to which they are assigned, including Child Care Aides, Associate Teachers, Teachers, and Full-time Teachers that are assigned to their programs.
