The City seeks a collaborative, humble, and team-oriented professional to serve as its next Finance Director. Both experienced Finance Directors and emerging leaders looking to advance their careers in municipal finance are encouraged to apply.

Under administrative direction, the Finance Director plans, manages, oversees, and directs the operations and services of the Finance Department. The Finance Director coordinates activities with City officials, departments, outside agencies, and community organizations while providing complex and responsible staff support to the City Manager and City Council.

• Assuming full responsibility for all Finance Department operations and services, including budgeting, accounting, payroll, cash management, and centralized purchasing.

• Participating in the development and administration of the City’s annual budget; monitoring expenditures; preparing long range financial forecasts; and supervising mid-year budget reviews.
• Planning, directing, and participating in audits of City finances; performing the technical duties of Treasurer; managing City cash and assessment district investments; and overseeing the preparation of quarterly investment, redevelopment, and other financial reports.
• Preparing and managing the department budget; forecasting staffing, material, and supply needs; presenting and defending departmental programs and expenditures; monitoring expenditures; and implementing budget adjustments as needed.
• Serving as a resource to City staff, department personnel, and external organizations by coordinating information, resources, and collaborative efforts that support a productive and positive work environment.
• Attending professional and community meetings; remaining current on developments in municipal finance and administrative services; fostering a customer-service oriented culture; and responding to sensitive and complex inquiries and concerns.
• Establishing and maintaining positive working relationships with community representatives, business organizations, governmental agencies, and City staff.

POSITION

Perform routine non-hazardous police office activities.  The purpose of this recruitment is to fill a current vacancy, as well as establish an eligibility list for future vacancies.

** These positions work alternate shifts which will cover a 24-hour operation.  Successful applicants may be required to work alternative hours, which may include swing shift, graveyard shift, including weekends and/or holidays. **

IDEAL CANDIDATE

The Ideal Candidate will possess an in-depth knowledge of Law Enforcement organizational structure. The Ideal Candidate will also possess good communication, customer conflict resolution skills, and writing skills, as well as be competent with computers and related software, e.g., report management, and MS Outlook, and Excel. Knowledge of principles, codes, regulations and laws governing records management of a police department.  Additionally, the Ideal Candidate will have a strong work ethic, ability to multitask, prioritize, knowledge of complex filing systems, and be available for shift work.

Duties may include but are not limited to the following: Processes and maintain a variety of police records, files, forms, and manuals. Issues, receives, types, and processes various applications, permits, and other forms; processes warrants, permits, and citations; collects and processes fees and charges. Entries and modifications into a state and nationwide system. Processes police reports including receiving, reviewing, copying, distributing, filing, and making corrections as applicable. Logs subpoenas; collects, posts, and distributes department mail.  Answers a multi-line telephone system, providing information or routing calls to appropriate individuals. Greets the general public, giving information on the department and answering routine questions. Types, proofreads, and processes a variety of documents including general correspondence, memos, and legal documents. Operates standard office equipment including computer remote terminals. Creates and maintains files and databases. Provides fingerprint services for applicants and voluntary bookings. Performs related duties as assigned.

ESSENTIAL JOB FUNCTIONS

File routine reports and correspondence; perform general clerical duties using typewriter and word processor.  Respond to citizen requests for information and assistance.  Complete minor reports as required. Retrieve and input data into computer terminal. Receive calls and take messages. Accumulate data and prepare monthly statistical reports.  Process requests for copies of reports from both citizens and other criminal justice agencies. Inventory supplies and order when necessary.  Process monies and fees via the cash register, prepare licenses and permits, prepare and issue bills, complete citation sign-offs.  Prepare correspondences to victims of crime.  Complete and prepare background and record checks.  Process voluntary bookings and court ordered registrations.  Perform fingerprinting and Live Scan digital printing.  Assist in the transportation of property and evidence. Assist in preparation for the auction of property. Purge files. Provide relief for full-time Community Services Officers.  Regular and consistent attendance.

QUALIFICATIONS

Education: High School diploma or equivalent.

Experience: One (1) year of general administrative office work experience OR six (6) months of administrative office work in a law enforcement agency. Prefer experience with substantial public interaction.

License or Certificate: Possession of a valid California driver’s license required upon hire.

DISTINGUISHING CHARACTERISTICS

This is the full supervisory-level classification in the Police Records series. Incumbents are responsible for planning, organizing, assigning, supervising, and reviewing the work of staff engaged in police records functions and for overseeing the day-to-day operations of the Records Unit. This classification is distinguished from lead or senior-level records classifications by its ongoing responsibility for personnel supervision, work planning, evaluation, training, compliance oversight, and administration of unit procedures.

SUPERVISION RECEIVED/EXERCISED

Receives general direction from a Police Captain, Lieutenant, or designee. Exercises direct supervision over assigned records staff and may exercise indirect supervision over temporary staff and/or volunteers, as assigned.

ESSENTIAL FUNCTIONS

• Operates, maintains, and provides functional support related to records-unit hardware/software; tests and implements software updates and new programs as assigned.
• Responds to complex citizen, attorney, and interagency inquiries; researches issues and recommends appropriate action or resolution as needed.
• Coordinates and cooperates with other City departments and outside agencies to provide information or assistance as needed.
• May testify in court regarding police records, processes, and/or authenticity of records, as required.
• Performs related duties as assigned.

PHYSICAL, MENTAL AND ENVIRONMENTAL WORKING CONDITIONS
Physical Demands

• Must possess mobility to work in a standard office setting and use standard office equipment, including a computer; vision to read printed materials and a computer screen; and hearing and speech to communicate in person and over the telephone.
• Work is primarily sedentary with intermittent standing/walking; requires finger dexterity for keyboarding and operating office equipment; occasional bending/stooping/reaching; occasional lifting/carrying of files and records generally up to approximately 20 pounds.

POSITION
To perform a variety of tasks in the maintenance of City-owned buildings, equipment and facilities.  The purpose of this recruitment is to fill a current temporary/part-time vacancy in our Community Services Department and to create a list for future vacancies.

Candidates who do not currently meet the minimum qualifications for the Facilities Maintenance Worker I position may be considered for an Intern position instead.

IDEAL CANDIDATE

The Ideal Candidate for this position will have previous facility maintenance experience, although not required. The Ideal Candidate will be able to follow directions, demonstrate good communication skills (orally and in writing), be flexible, have good attendance, a positive attitude and a willingness to take on new tasks as requested.  The ability to speak and understand Spanish is a desirable quality.

ESSENTIAL JOB FUNCTIONS

A primary function of this position is janitorial services. Will include set up and cleanup of special events. Prepare simple activity and related reports; maintain inventory and work records as required. Perform other facility maintenance duties as assigned. Work cooperatively with others. Regular and consistent attendance.

QUALIFICATIONS
Facility Maintenance Worker I

Education: High School Diploma or equivalent.
Experience: Six (6) months of work experience in carpentry, electrical and maintenance work is desirable.

WORK HOURS
Position works approximately 16-20 hours per week in the afternoons and evenings and will require some weekend hours.

The dispatch center provides public safety dispatch services for the Lincoln Police Department and three Lincoln Fire stations. DISTINGUISHING CHARACTERISTICS

Public Safety Dispatcher I
The Public Safety Dispatcher I is the entry level class in which incumbents learn to perform and perform Police Dispatcher duties under immediate supervision. This classification is alternatively staffed with Public Safety Officer II and incumbents may advance to the higher level after gaining experience and demonstrating a level of proficiency that meets the qualifications of the higher class.

Public Safety Dispatcher II
The Public Safety Dispatcher II is the working level class in which incumbents are expected to perform the full range of Police Dispatcher duties with minimum supervision and apply sound judgment regarding their scope of authority in dispatching personnel. This classification is distinguished from the Community Service Officer series in that the latter performs duties involving work in taking reports in the field and performing face-to-face public service activities.

• Receives and enters calls for police, fire and medical service in CAD; dispatches and tracks field units; interprets level of service needed through information obtained from field officers or citizens; coordinates multi-agency responses when necessary; transfers calls to appropriate agencies if warranted.

• Photocopies and distributes crime, incident, arrest and accident reports to the general public and various agencies such as the Department of Justice (DOJ), California Highway Patrol, District Attorney, Department of Motor Vehicles (DMV) and insurance companies; prepares reports for court; applies federal, state and local laws when releasing information.
• Establishes positive working relationships with representatives of community organizations, state/local agencies and associations, City management and staff, and the public.

PHYSICAL, MENTAL AND ENVIRONMENTAL WORKING CONDITIONS

Position requires prolonged sitting, standing, walking, reaching, twisting, turning, kneeling, bending, squatting, and stooping in the performance of daily office activities. The position also requires grasping, repetitive hand movement, and fine coordination in preparing reports and retrieving and entering data using a computer keyboard. Additionally, the position requires near and far vision in reading work related documents and using the computer, and acute hearing is required when providing phone, dispatch and face to face service. The need to lift, drag, and push files, paper, and documents weighing up to 25 pounds also is required.

Knowledge of:

The Placer County Community Development Resource Agency is seeking applications to fill one (1) full-time Long-Range Senior Planner vacancy on the Long-Range Planning team. This position performs a variety of complex, long-range planning functions, including supporting development of the General Plan update and Housing Element implementation and will support a Principal Planner and the Planning Director in fulfilling the role. This position can be based out of either the Auburn or Tahoe City office.

Key duties include:

• Assist in updating the County’s General Plan, including drafting and developing policy and code, permitting policies and/or development standards, and implementation strategies, as well as performing legislation review and education.
• Support work efforts centered around housing, including zoning code updates, policy development, permitting policies and/or development standards, legislation review and education, and implementation strategies.
• Collaborate on fees, incentives, and streamlining packages for housing and infill development, and coordinate with developers and landowners. Coordinate with current planning team.
• Perform research, data collection, and analysis.
•  Conduct public outreach and education for a variety of programs or projects, including presenting to stakeholders, advisory bodies, the Planning Commission, and the Board of Supervisors. Collaborate with regional partners and stakeholders.
• Utilize technology, such as GIS and mapping software, website management systems, and other tools to advance policy and program implementations.

Planning Services currently offers a hybrid remote work environment and alternative work schedules. This position requires occasional work outside of normal working hours, such as evenings and weekends, to attend and participate in community and/or staff decision-maker meetings and also requires travel to various countywide locations, including both the Auburn and Tahoe City offices, for a variety of meetings and hearings.

MINIMUM QUALIFICATIONS
EXPERIENCE
Three (3) years of increasingly responsible planning experience performing duties similar to those of an Associate Planner.

TRAINING
Equivalent to a bachelor’s degree from an accredited college or university with major course work in urban, regional, or environmental planning, or a related field.

ESSENTIAL JOB FUNCTIONS:

The Reserve Firefighter will respond to and participate in fire suppression, hazardous materials, rescue and medical operations requiring full unassisted ambulatory activity including bending, stooping, lifting up to 100 pounds, walking on uneven surfaces, squatting, climbing, lying prone, and running. Work is performed indoors and outdoors, and exposure to water, heat, fire, smoke and other hazardous substances. Reserve Firefighters will wear self-contained breathing apparatus (SCBA), protective clothing and boots, operate heavy rescue equipment and administer medical treatment to ill and injured persons.

Please Note:  Reserve Firefighters will be required to work a minimum of two (2) shifts or 48 hours.
