DISTINGUISHING CHARACTERISTICS

Permit Technician I is an entry-level class in the Permit Technician series. Positions in this class typically have little or no directly related work experience and work under immediate supervision while learning job tasks.  The Permit Technician I call is distinguished from the II level by the performance of less than the full range of duties assigned to the II level.

SUPERVISION RECEIVED AND EXERCISED

Permit Technician I receives immediate supervision from the Community Development Department Director or designee; and technical and functional supervision from an assigned supervisor. 

ESSENTIAL FUNCTIONS

The following duties are not intended to serve as a comprehensive list of all duties performed by all employees in this classification, only a representative summary of the primary duties and responsibilities. Incumbent(s) may not be required to perform all duties listed and may be required to perform additional, position-specific duties.

• Responds to routine permitting inquiries and provides customer service to the public at the permit counter and via telephone, email and/or facsimile.
• Provides general information to the public regarding permitting processes.
• Receives and processes various types of permit applications; reviews application for accuracy and completeness.
• Researches and communicates the status of permits to applicants.
• Ensures that all permit records are kept and maintained as required in hard copy and electronic formats.
• Schedules inspections and pulls related permits for the Building Official.
• Calculates permit fees and provides fee estimates as requested.
• Routes plans to various City departments and/or divisions for review and sign-off; tracks plans and ensures their return in a timely manner.
• Perform a full range of technical duties in support of the Community Development Department’s services and activities in both planning and building services divisions including but not limited to, minor plan checks, and review and approve plans and accompanying documents on over-the-counter permits.
• Research, compile and analyze data for special projects and various reports.

KNOWLEDGE/SKILLS/ABILITIES

Knowledge of:  Permitting process, policies and procedures; pertinent local, state and federal building, zoning, engineering, planning codes and regulations as it relates to the permit process; City permit and plan check procedures, rules, regulations and guidelines; plan review and inspection procedures; principles and practices used in building and planning processes; land use planning and related construction permitting; organization and operation of the City and outside agencies involved with development approval and coordination; customer service standards and protocol.

Skills: Performing a variety of technical and administrative permitting functions; responding to routine permitting inquiries and providing customer service to the public; processing permit applications and monitoring for compliance; communicate effectively verbally and in writing.

Abilities: Perform detailed, technical and specialized permit support work; make sound, independent decisions with established policy and procedural guidelines; respond to and effectively prioritize multiple phone calls, walk-up traffic and other requests/interruptions; represent the department and the City effectively in meetings with other departments, public and private organizations and individuals; organize and maintain a variety of files and records including those pertaining to permit approvals; coordinate and monitor the progress of permit approvals through City departments and outside agencies; assist customers with obtaining permits; establish and maintain effective working relationships with employees and those contacted in the course of the work.

PHYSICAL, MENTAL AND ENVIRONMENTAL WORKING CONDITIONS

Position requires sitting, standing, walking, reaching, twisting, turning, kneeling, bending, stooping, and squatting in the performance of daily activities. The position also requires grasping, repetitive hand movement and fine coordination preparing permits using a computer keyboard. Additionally, the position requires near and far vision in reading work related documents. Acute hearing is required when providing phone and personal service. The need to lift, drag and push files, paper and documents weighing up to 25 pounds is also required.

About the Role:

Required Qualifications:

We're hiring for an Engineering Technician I/II in our Public Works Department.

SUMMARY DESCRIPTION

Under supervision (Engineering Technician I) or general supervision (Engineering Technician II), performs a variety of technical field and office engineering work in support of the Public Works Department’s engineering services, activities, and functions; performs engineering studies and prepares progress reports; participates in the design, building, and maintenance of the Geographic Information System (GIS); provides information and assistance to contractors, developers, engineers, and the general public on the City’s engineering services and activities; and performs a variety of technical tasks relative to assigned area of responsibility.

DISTINGUISHING CHARACTERISTICS

Engineering Technician I - This is the first level in the paraprofessional Engineering Technician class series. Positions at this level require technical engineering experience and/or training but are not expected to function with the same amount of program knowledge or skill level as positions allocated to the Engineering Technician II level and exercise less independent discretion and judgment in matters related to work procedures and methods. Work is usually supervised while in progress and fits an established structure or pattern. Exceptions or changes in procedures are explained in detail as they arise. Advancement to the “II” level is based on demonstrated proficiency in performing the assigned functions and is at the discretion of higher level supervisory or management staff.

Engineering Technician II - This is the full journey level class in the paraprofessional Engineering Technician series performing the full range of technical engineering duties with only occasional instruction or assistance. Positions at this level are distinguished from the Engineering Technician level by the performance of the full range of duties as assigned, working independently, applying well developed program area knowledge, and exercising judgment and initiative. Positions at this level receive only occasional instruction or assistance as new or unusual situations arise, and are fully aware of the operating procedures and policies of the work unit. Work is normally reviewed only on completion and for overall results. Positions in this class series are flexibly staffed and positions at the Engineering Technician II level are normally filled by advancement from the Engineering Technician I level.

REPRESENTATIVE DUTIES

The following duties are typical for this classification. Incumbents may not perform all of the listed duties and/or may be required to perform additional or different duties from those set forth below to address business needs and changing business practices.

• Perform a variety of paraprofessional field and office engineering work in support of the Public Works Department’s engineering services, activities, and functions.
• Provide phone and counter support; answer questions and provide technical information and assistance to contractors, developers, engineers, and the general public on the City’s engineering services and activities; investigate and follow-up on complaints from the public.
• Review a variety of engineering plans to assure compliance with City codes, ordinances, standards, and specifications; process public works applications including encroachment, grading, and building applications.
• Assist with the development of designs and specifications for public works projects; draft plans, maps, and design drawings for a variety of projects and studies; perform right-of-way research for projects; make or assist with engineering computations.
• Perform field inspection duties on assigned projects; ensure work performed complies with project plans, specifications, standards, and contracts; refer issues to higher level engineering staff as required.
• Provide technical support to a variety of engineering studies including traffic surveys, traffic flow studies, and accident investigations; research, collect, interpret and record data.
• Update sewer maps to accurately inventory all sewer assets; locate, verify, and map existing City sanitary sewer lines, manholes, and storm drain facilities.
• Perform technical duties in the development, implementation, operation, and maintenance of the City’s geographic information systems; compile, store, inventory, and analyze data; integrate OMI data; prepare queries and report modifications.
• Conducts field and GPS surveying for GIS database development efforts including to verify data.
• Design, develop, and assemble a variety of maps and exhibits.
• Prepare graphic displays for engineering reports and public presentations.
• Stay abreast of new and emerging trends and changing technologies related to the area of assignment including in the field of geographic information systems; read pertinent industry publications; attend meetings and training as required.
• Review, process, and issue local transportation permits.
• Maintain engineering files, records, and maps.
• Perform surveying and staking assistance for preliminary and construction field surveys; compute traverse closures, grades, distances, angles, and areas; reduce field survey notes.

The Public Services Maintenance Worker II is the journey level class responsible for a wide variety of maintenance and construction tasks. This classification is distinguished from the next higher classification of Senior Public Services Maintenance Worker in that the latter performance the more complex assignments and lead responsibilities.

Public Services Maintenance Worker II

• Performs maintenance, repair, construction, equipment operation and installation work in streets, water, sewers, refuse collection, parks and buildings.
• Streets: Breaks, removes, crack seals, hydropatches, and repairs surfaces; digs, shovels, hauls, loads and unloads materials; operates jack hammers, tampers, pavement breakers and other hand and power tools; rolls and irons asphalt; operates trucks, backhoes, rollers, pavers, street sweepers and other construction vehicles and equipment; assists in the installation and maintenance of City signs, road markings, striping and delineators; paints street lines and crosswalks; performs concrete sidewalk, curb, gutter and ramp installation and repair; installs, maintains and repairs street lights; installs shoring and trench plates; monitors underground service alert (USA’s) and marks when necessary; conducts street leaf pickup; mows roadsides.

Position requires sitting, standing, walking on level and slippery surfaces, reaching, twisting, turning, kneeling, bending, stooping, squatting, crouching, grasping and making repetitive hand movement in the performance of daily duties. The position also requires both near and far vision when inspecting work and operating assigned equipment. The need to lift, carry and push tools, equipment and supplies weighing 25 pounds or more is also required. Additionally, the incumbent in this outdoor position works in all weather conditions including wet, hot and cold. The incumbent may use cleaning and lubricating chemicals, pesticides or herbicides which may expose the employee to fumes, dust and air contaminants. The nature of the work also requires the incumbent to climb ladders, use power and noise producing tools and equipment, operate hydraulic aerial devices, drive motorized vehicles and heavy equipment, work in heavy vehicle traffic conditions and often work with constant interruptions.

DEFINITION

Under the general direction of the Director and City Engineer, the Civil Engineering Associate/Project Manager – Capital Projects leads the delivery of complex capital infrastructure and facility projects for the Town of Danville.  This role focuses on high-value construction and modernization projects, including buildings, utilities, and public infrastructure. The position serves as a critical liaison between Town departments, consultants, contractors, regulatory agencies, and community stakeholders to ensure successful execution of capital projects within scope, schedule, and budget.

SUPERVISION RECEIVED AND EXERCISED

Receives direction from the Director and City Engineer. Exercises supervision over Public Works Inspectors and contractors.  This is a journeyman-level, first line supervisory position requiring substantial independent judgment, technical expertise, and leadership in managing capital improvement projects. The position reports to the City Engineer and may supervise professional and technical staff. 

ESSENTIAL JOB DUTIES

Essential duties may include, but are not limited to the following:

• Train, direct and manage Public Works Inspectors to perform and document daily inspections of construction projects, private development projects, encroachment permits and clean water inspections to ensure compliance with project plans, specifications, permit conditions of approval and Town standards.
• Oversee day-to-day operations for paving construction projects ensuring project is completed safely, on schedule, according to quality specified and within budget.
• Plans, organizes, directs and controls all parts of projects from permitting, bidding, and construction to the closeout for a portfolio of complex capital improvement projects.
• Prepares and monitors project budgets, including support for obtaining funding.
• Facilitates work of a multi-disciplinary development team across organizational boundaries, including designers and construction professionals.
• Develops and maintains detailed project schedules and budgets, tracks expenditures, and recommends cost control strategies.
• Reviews and processes change orders, ensures quality control, and oversees contractor compliance with plans, specifications, and safety standards.
• Prepares reports, presentations, and communications to inform internal and external stakeholders, including Town Council.
• Ensures that contractors are maintaining safe work sites and that the needs of the staff at each project are being protected.
• Coordinates final project closeout including punch list items, documentation, and transfer to operations.
• Manages consultant contracts and coordinates with engineers, architects, construction managers, and inspectors.
• Facilitates cross-departmental coordination and public outreach related to project scope, impacts, and progress.

QUALIFICATIONS

Knowledge of:

• Financing, estimating and budgeting, including planning and estimating, calculating overhead, design and construction costs.  General knowledge of various funding sources and restrictions.
• Regulations and regulatory agencies and commissions affecting planning, zoning, design and construction.
• Requirements of final bid packages.
• Construction management techniques and practices.
• Americans with Disabilities Act Accessibilities Guidelines (ADAAG), and California accessibility requirements that are in Title 24 of California Code of Regulations.
• Principles and practices of capital project delivery, including public procurement and contract management.
• Public works design and construction standards, codes, regulations, and funding programs.
• Construction methods and materials across civil, structural, electrical, and mechanical disciplines.
• CEQA and permitting processes at local and state levels.
• Knowledge of planning and building department review process for capital improvement projects.

Ability to:

• Schedule and budget capital projects; monitor and track project progress and expenditures and implement cost controls.
• Use computer-based scheduling software, documentation management, and project management systems.
• Work effectively in a team environment; negotiate and resolve contract disputes; maintain client contractor relationships; and communicate effectively with the public, community groups, other Town departments, stakeholders, agencies, and private contractors.
• Supervise, prepare, or participate in the design and production of final architectural contract documents for a wide variety of small construction and maintenance projects.

A bachelor’s degree in planning, construction management, engineering, civil engineering, facilities management or a closely related field with project management experience.

Possession of a California State Driver’s License, or license in another state with the ability to obtain a California license within 30 days of hire.
