The Economic Development Manager will plan, organize, direct, coordinate and manage the activities of the economic development program utilizing specialized knowledge and skills to develop and implement strategies and projects to encourage business attraction, retention and expansion.  

The Economic Development Manager receives administrative direction from the Community Development Director. Responsibilities and essential functions of the position include, but are not limited to: 

• Assist the City Manager in developing and implementing the goals, objectives, policies and priorities for the economic development program. 
• Prepare and present staff reports and information on economic development projects to the City Council.
• Plan, prepare and implement marketing strategies, programs and special events that promote and expand the quality of life for both residents and businesses in the City and support economic vitality of the City.
• Participate in and manage collaborative programs of economic development with the Chamber of Commerce, business community and other public and private sector entities.
• Serve as the City’s representative and primary liaison to the Pleasant Hill Tourism Improvement District (TID), including staff support for formation/renewal of the TID. 
• Monitor, compile, analyze and report on various information data sources including employment, retail sales tax, business license, commercial real estate, population and demographics, hotel occupancy rates and assessed property values.
• Coordinate with other City divisions/departments on current and planned development projects.
• Exercise management and operational authority over assigned projects, services, and administration operations; maintain financial and administrative processes and records; develop recommendations for establishing and/or modifying policies and procedures.
• Monitor workflow of the Economic Development Division and review and evaluate work products, methods and procedures and make necessary recommendations to the City Manager.
• Prepare budget and forecasting for the Economic Development Division.
• Serve as primary staff support for the City Council’s Economic Development Committee providing policy research and project implementation of economic development activities in the City.
• Serve as the City’s primary contact with the commercial real estate brokerage community including participation at local and regional International Council of Shopping Center (ICSC) events.
• Represent the City and establish and maintain positive working relationships with representatives of community organizations, business organizations, state and local agencies and associations, city management, staff and the general public.
• Serve as the City’s liaison with the property owner and manager of Downtown Pleasant Hill to coordinate and facilitate projects in the Downtown. 
• Perform related duties as assigned.

Top areas of focus for the next Economic Development Manager will be:

• Collaboration – Continue to work seamlessly with the City Manager and the Community and Economic Development Director’s team.
• Development – Maintain and carry on the momentum the incumbent has set forth on various projects and negotiations such as the Farmers Market. Continue to work on the City’s shopping centers developments.
• Housing – Work with the Planning team on meeting state housing requirements. Work on rezoning commercial areas for mixed-use developments.
• Communication – Foster open and timely communication internally with staff and other departments and externally with developers and stakeholders. Represent the City as a staff liaison on commissions and boards such as the Education Commission.

The City of Menlo Park is seeking a Regulatory Compliance Analyst for the Public Works Department. Under general direction, the Regulatory Compliance Analyst coordinates and oversees the planning, development, and implementation of regulatory programs within the Public Works Department. The role involves organizing, investigating, developing, directing, and managing the activities of regulatory programs to ensure compliance with all federal, state, and local laws related to engineering and related fields. The Regulatory Compliance Analyst will maintain a thorough understanding of the laws and regulations set forth by various federal, state, and local regulatory agencies. About the Department

The Public Works Department consists of approximately 72 full time employees and is responsible for maintaining and improving the City’s streets, parks, water and stormwater systems, traffic signals, fleet, and public buildings.  Public Works provides many of the basic services affecting the daily lives of everyone living, working, visiting, and commuting within the City, including:  

• 26 City-owned buildings/facilities and their grounds
• A fleet of over 250 vehicles and pieces of equipment
• 97 miles of streets
• Drinking water delivery for 16,000 customers
• Flood protection and stormwater management programs particularly along the San Francisco Bay, San Francisquito Creek and Atherton Channel
• 14 parks, 2 open spaces, 14 playgrounds, 2 dog parks, 9 sports fields, and 14 tennis/pickleball courts
• Efforts to preserve and expand the urban canopy, including 20,000 public trees
• Multimodal transportation services including 42 traffic signals, safe routes to schools and citywide shuttle programs. 

The department has nearly a $40 million operating budget supported by over 25 different special/dedicated funding sources for the varied programs and services provided to the community. In addition, the City has an approximate $100 million capital improvement program, in part due to a successful track record in pursuing grants from a variety of local, state and federal sources. The Department

Located adjacent to San Francisco Bay on Colma Creek, the Water Quality Control Plant (WQCP) provides secondary wastewater treatment for the cities of South San Francisco, San Bruno, and Colma. It also provides the dechlorination treatment of chlorinated effluent for the cities of Burlingame, Millbrae, and the San Francisco International Airport prior to discharging the treated wastewater into San Francisco Bay. The average dry weather flow through the facility is 9 million gallons per day (MGD). Peak wet weather flows can exceed 60 MGD.

The Position

Under general supervision, the Mail Courier picks-up, distributes, and delivers mail to City Departments and facilities; processes outgoing mail; picks-up and delivers supplies and materials for and on behalf of the City; assists with storage and inventory control of records; performs routine filing of City records and files; drives a City vehicle daily while performing delivery tasks; and performs related duties as assigned.  

Typical Duties: 

• Picks-up, sorts, and delivers interdepartmental mail, USPS mail, packages, and materials to City departments, offices, and facilities.
• Picks-up and drops-off packages to other mail facilities like the post office, FedEx, and UPS.
• Processes incoming and outgoing mail, ensuring that mail is metered and labeled properly; operates mail equipment and records amounts of postage used by each department.
• Use of handcarts and lifting devices when necessary.
• Picks-up and delivers supplies and materials to City offices.
• Interacts courteously with department staff and the public and maintains good working relations.
• Assists in maintaining the City’s records in storage; searches for records; retrieves and delivers stored files to appropriate City Departments.
• Operates a City vehicle safely.
• Operates a personal computer to maintain storage and data retrieval information.

QUALIFICATIONS: The ideal candidate will have a combination of education and experience that will provide the knowledge, skills, and abilities required to perform the tasks of the position.

The Department 

The Public Works department is comprised of the Maintenance, Engineering and WQCP (Water Quality Control Plant) divisions. The Maintenance Division is responsible for all of the asphalt and concrete streets within the City as well as all of the associated signalized intersections, streetlights, road signs and traffic markings.  The division also maintains the sanitary sewer/storm system which includes all of the sanitary sewer lines, all of the storm lines and catch basins, several storm water pump stations, as well as various large storm water trash capture devices throughout the City.

THE POSITION

Under close to general supervision, this hourly position is responsible for cleaning and maintaining the downtown corridor, including the removal of litter, debris, and illegal dumping. Duties are primarily driven by SeeClickFix service requests and may include other related maintenance and cleaning tasks as assigned.
 

IDEAL CANDIDATE 

The ideal candidate will have experience with outdoor maintenance work and be familiar with basic tools, equipment, and safety practices related to cleaning and debris removal in public spaces. They will take pride in keeping high-visibility areas clean and welcoming, respond promptly to service requests (such as those submitted through SeeClickFix), and interact professionally with the public and City staff. The ideal candidate will be reliable, self-motivated, and able to work independently or as part of a team, using sound judgment while following established safety procedures.

TYPICAL DUTIES (may include but are not limited to the following):

• Conduct daily cleaning and maintenance of the City’s downtown corridor, ensuring all public areas are free of litter and debris.
• Efficiently empty, clean and service all City owned trash receptacles, adhering to waste disposal and sanitation standards.
• Respond to requests for service in real time via smart device.
• Uses a variety of hand and power tools in connection with the above duties; operates light, motorized equipment, such as pick-ups, flatbeds, and dump trucks.

The Department

The Department of Economic and Community Development includes four dynamic divisions that together are responsible for the preservation and improvement of the physical and economic conditions of the South San Francisco community. The Building Division is responsible for enforcing the California Building, Plumbing, Mechanical, Electric, Residential, and Energy Codes, as well as monitoring construction activity and performing inspections throughout the construction process.                   

The City of San Carlos has an opportunity for a full-time Maintenance Worker to work in their Public Works Department. This classification performs a variety of routine, heavy labor and semi-skilled tasks in the maintenance and repair of public works facilities, City parks, and City buildings.

Essential Duties

• Perform daily safety checks and routine maintenance of equipment to ensure it is safe for use.
• Use proper techniques for operation of equipment and tools in a safe manner, according to accepted City procedures.
• Operate maintenance equipment and tools such as trucks, power tools, sewer rodder, hydraulic jet rodder/vacuum truck, loader backhoe, compressor, boom truck, CCTV truck, pneumatic and electro-mechanical controls, and related equipment and tools for a variety of construction and maintenance operations.
• Perform on-call duties and work in emergency situations as required.
• Install, repair and modify pump station machinery and controls.
• Check pump stations for proper operation; troubleshoot and remedy malfunctions and stoppages.
• Read and interpret maps of underground sewer and drainage systems.
• Paint traffic markings on streets, crosswalks, parking lots, and curbs; operate airless line striping equipment.
• Manufacture and install traffic signs and remove signs no longer required.
• Design and manufacture special signs for municipal facilities.
• Install and remove traffic barricades and cones as required.
• Repair surface failures, utility cuts, chuckholes and seals cracks in asphalt pavements properly and competently.
• Break out and replace concrete sidewalks and gutters using a concrete saw, pavement breaker, wooden forms, and hand tools to finish the surface.
• Clean sanitary sewer lines using hand tools, a hydraulic jet rodder/vacuum and mechanical rodder.
• Excavate, remove, and install sanitary sewer pipes utilizing hand tools, power tools such as pneumatic pavement breakers, compaction equipment and loader backhoe.
• Repair storm drains, catch basins and storm drain pipes.
• Drive dump trucks to haul material to and from the job sites.
• Rake leaves, shovel and digs holes.
• Pick up and dispose of trash and debris from parks and roadsides.
• Control the growth of weeds in lawn areas, shrub areas and flower beds using hand tools, spray equipment and weed eaters.
• Trim trees, hedges, and shrubs using appropriate equipment, remove debris.
• Check irrigation sprinkler systems and ensures their proper functioning, by cleaning and adjusting heads and digging up and repairing broken lines.
• Clean City's park buildings by sweeping and mopping floors, carpets, and cleaning restroom facilities. Replaces light bulbs.
• Provide set up of tables and chairs for City functions.

What You’ll Do 

The Communications Manager will hone and execute the City of San Mateo’s communication strategy, which will include key actions to enhance community engagement and participation, increase community awareness about City activities and initiatives, foster cross-departmental coordination and unity, standardize media response procedures, improve the website user experience, and standardize training and onboarding for new communications staff.  You will work with our internal team to ensure current, high-quality communications products are available. Support may include event planning, outreach, logistics, and day of planning and support, as needed.
• Assists the Division with implementation of some of Skyline College’s Accelerate Fellowship Program past projects that support downtown revitalization, and business support initiatives.
• Assists the Division with planning event logistics including budgets, timelines, and staffing plans. This also includes onsite coordination of events, including set-up, and clean-up.
• The Economic Development Intern may also support occasional follow up reports needed to show performance metrics from events implemented by the Division.
• General administrative support, as needed.
• This position may occasionally work at either City Hall (400 Grand Avenue) or the Economic Advancement Center (366 Grand Avenue) both in South San Francisco. Events and meetings coordinated by the Division take place all within the City of South San Francisco.
• Performs other related duties as required.

The ideal candidate has a general knowledge of, or interest in learning, online applications such as Canva, Constant Contact, website editing, PowerPoint, Zoom, or Eventbrite. This person also enjoys engaging in a public-facing role within a diverse, multicultural community.

Education:
Applicants must be currently enrolled as an undergraduate student at an accredited community college. Coursework in communications, public administration, business, marketing, community development, or a related field is desirable.
