ABOUT THE POSITION
The City is recruiting for a full-time Housing and Community Services Manager (HCSM) to advance and strengthen the City’s efforts in affordable housing production and preservation, homelessness response, tenant protections, and coordination of supportive services for vulnerable community members. Since the creation of the Housing and Community Services Division, it has become a key part of the City’s strategy to address city-wide housing challenges. This leadership position offers a unique opportunity to make a meaningful impact on housing accessibility, homelessness response, and community well-being in Gilroy. 

Under the general direction of the Community Development Director, the HCSM will plan, direct, and oversee the operations and programs of the Housing and Community Services Division and provide leadership and oversight of the development and administration of housing programs and grant-funded initiatives that support long-term housing affordability and stability for residents, including unhoused and at-risk populations. Working collaboratively with public agencies, nonprofit organizations, regional partners, and community stakeholders, the HCSM will help implement innovative housing solutions and advance strategic initiatives aligned with City goals and community priorities.

This position is an exempt, mid-management level position that must exercise competent discretion and judgement in the performance of duties and interactions with others. This position will be included with the Gilroy Management Association employee group.

The Port of San Francisco is embarking on a multi-year project to replace the organization’s legacy enterprise business applications with a modern, unified platform built on Salesforce. This project will lead the replacement and migration of Port Enterprise technologies that have reached end-of-life with modern systems that support and promote the department's business capabilities. The project is focused on building and implementing data-rich, constituent-and user-focused, integrated systems. As a user researcher, the Senior User Research Analyst will conduct research with staff and stakeholders of the Port and synthesize that research into actionable insights for the product team. 

Under direction, the Senior User Research Analyst: 

• Plans, organizes, performs, delivers, directs and/or controls highly complex technology-related work products requiring industry or product expertise in broad areas of information technology. 
• Ensures the Port’s modern platform meets the business needs of the Port and doesn’t just replicate the existing workflows. 
• Develop and conducts workshops, brainstorming sessions, and other interactive activities with end-users, including employees, partners, and tenants, as applicable, to identify user needs and apply them to business capabilities. 
• Evaluates the impact of the incremental improvements in the Port’s platform and suggest course correction and incremental improvement to maximize its effectiveness.   
• Responsible for developing and maintaining system requirements for all Port Modernization projects. 
• Collaborates closely with product, technology, and business stakeholders to ensure user research findings inform requirements, prioritization, and product decisions throughout the Port Modernization program.  
• Directly contributes, as the voice of the end-users, in project and work prioritization discussions with the technology project management and leadership team, ensuring that user needs are always considered up-front.    
• Leads the development and delivery of technology oriented organizational change management, including establishing relationships with and elevating change champions across the organization, developing training materials, and leading user adoption.

About the Department

The City of San Jose’s Department of Planning, Building, and Code Enforcement serves to ensure the orderly and safe development of private properties, compliance with all applicable building, zoning, and quality of life ordinances and regulations, and to promote healthy and safe community standards. This is accomplished by departmental staff in service to customers by:

• Assisting and guiding land use and development to promote long-term goals and objectives that render safe, beneficial, and more sustainable communities

ABOUT THE DIVISION:

The Building Division is currently seeking applicants for the Principal Permit Specialist classification within the Building Permit Center.

The Building Division is divided into the following four sections:

• Permit Center: Plan intake and routing to plan review and Development Services Partners, over-the-counter permit processing, permit issuance, addressing, assistance desk, front-line customer service, public information, and ADU Ally.

• Plan Review: Review of private development project plans and calculations for compliance with the California Building Codes and state laws, coordination with Development Services partners, expedited review, and coordinated review.

• Inspection: Inspection of active private construction projects for compliance with the approved plans and adopted building codes and state laws.

• Support Services: Development Services call center, document imaging, records requests, and general support for the building division.   

The Department’s Building Division ensures compliance with all the above-mentioned obligations by annually reviewing, analyzing, conducting, researching, processing, issuing, inspecting, and providing:

• 30,000 building permits
• 6,000 plan reviews
• 100,000 inspections
• 35,000 customers assisted
• 65,000 calls answered

Position Duties

The Building Division is currently recruiting a Principal Permit Specialist in the Development Services Permit Center.

The total salary range for this classification is: $94,130.40 - $ 114,441.60 annually. This salary range includes an approximate five percent (5%) ongoing non-pensionable compensation. Actual salary shall be determined by the final candidates’ qualifications and experience.

The Principal Permit Specialist is responsible for supervising a unit of technical and clerical staff in performing a variety of development reviews, permit issuance, and counter functions related to development review processes and permit issuance. Duties may include but are not limited to: supervision, training, preparation of training materials and programs, monitoring of and distribution of workloads, creating and updating customer handouts and information; work on complex special projects as assigned.

Assigned duties require the exercise of judgment to determine development approval requirements, fee analysis, fee assessment and refund decisions sometimes without clear precedents and often with concern for the consequences of the action. This class has full supervisory responsibility over Permit Specialist/Sr. Permit Specialist and other clerical Permit Center staff.

Duties of the position will include, but are not limited to:

• Supervises day-to-day operation of Permit Specialists and Senior Permit Specialists 
• Prioritizes work assignment, monitor workload and customer wait times and redirect staff as needed on daily basis  
• Conduct team performance evaluations, promotion, termination and disciplinary 
• Ensure the staff are trained and prepares / improves training materials and programs 
• Creating and updating customer handouts and information material for both Public and department  
• Prescreen the Building Application prior to assignment for completeness of intake and issuance Processing  
• Building Application Fees Estimate, Processing and Audits 
• Work on complex special projects as assigned. 
• Monitor and resolve internal and external complaints 
• Assist or independently complete special projects related to Development Service Building Division 
• Perform other duties of similar level.

Minimum Qualifications

Education: 

Completion of high school or equivalent (General Education Development [GED] Test or California Proficiency Certificate).

4 years of responsible experience in development review, permit issuance and related customer service functions in a public agency, one of which must be at the Senior Permit Specialist level. 

Licenses or Certificates: 

Possession of a valid State of California’s Driver License.

Physical Requirement:

These positions typically require the employee to be able to lift and move plans that can weigh up to 25 pounds, including storing them in a space that requires reaching into a cabinet with both high and low storage areas. Permit Specialists/Senior Permit Specialists may also sit and use a computer for long periods of time, and the workspace may be restricted and/or can be very noisy.

Form 700 Requirement

This position requires a disclosure of outside investments, real property interest, income, and business positions. You must complete and file an “Assuming Office Form 700” with the City Clerk’s Office within the first 30 days of employment with the office.

The San Rafael Parking Services Department is seeking a full-time Parking Enforcement Officer to join our Parking Services Team.  The Parking Enforcement Officer patrols assigned areas such as public parking lots or sections of the city to issue tickets to overtime parking violators, enforces parking laws and abandoned vehicle abatement program.

This is a full-time, on-site position, designed for direct collaboration with the team and active participation in daily operations.

This position works varied hours/shifts/days of the week to meet the code enforcement needs of the agency. The regular work schedule may include varied days of the week, including weekends, and work hours (days/swings to 2 a.m.) and overtime availability is required often in the evenings (to include late night hours such as 2 a.m.) or on the weekends for targeted enforcement.

The San Mateo Consolidated Fire Department commenced operations on January 13, 2019. The Fire Department is proud to serve the Cities of Belmont, Foster City and San Mateo as a Joint Powers Authority. The Department collectively has ten engines and two trucks operating out of nine fire stations.  There are 162 full-time employees assigned to one of the following divisions:  Administration, Community Risk Reduction, Training, Emergency Preparedness, Fire Operations and EMS.  The Department serves nearly 164,000 residents daily with a daytime population around 230,000.   Additionally, the department participates in a mutual aid program throughout the county, helping to serve a million people daily. The City of Dixon is looking to fill Transit Driver/Dispatcher positions in multiple appointment types (full-time, part-time, temporary and on-call) depending on operational needs and candidate qualifications.  The purpose of this position is to drive a paratransit vehicle on demand responsive curb-to-curb and on a deviated fixed route transit system; to assist patrons on and off the vehicle; and to receive, schedule and route Readi-Ride bus requests.

THE POSITION:

Under general supervision, responsible for protecting the community from dangerous and sick animals; enforcing and investigating local municipal, state, and federal animal laws; preventing the spread of zoonotic diseases; capturing and impounding a variety of animals requiring specialized equipment; euthanizing animals as deemed necessary; providing care and maintenance for animals; picking up and disposing of deceased animals; assisting in licensing; providing humane education to residents in the community and children in schools; and performing other related duties as required.

• Responds to complaints concerning animals and takes appropriate action.
• Captures aggressive animals
• Investigates reports of animal cruelty and neglect, dog and rooster fighting.
• Operates a motor vehicle in patrolling an assigned area.
• Collects license and quarantine fees and issues receipts for same.
• Explains and enforces pertinent laws relating to animal services and licensing.
• Issues violation notices and Court citations.
• Transports stray, sick, injured or dead animals to an animal services facility.
• Performs humane euthanasia on animals as necessary.
• Assists in receiving, feeding and caring for, or disposing of impounded animals.
• Assists in the cleaning and maintenance of the animal services facility, related vehicles, and equipment.
• Assists the public in claiming or adopting animals.
• Investigates animal-bite cases, obtains all necessary information and initiates proper quarantine or hearing procedures as required.
• Maintains records and files.
• Prepares reports.
• Testifies in court.
• May use tranquilizing equipment and firearms.
• Seeks medical attention for impounded animals.
• May make public presentations.
• Serves on scheduled on-call status.

Minimum Qualifications:

You have: 
Any combination of education and experience that would likely provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be:

Experience: One (1) year of experience in the handling of or caring for animals.

Education: Equivalent to completion of twelfth (12th) grade.

License: Possession and maintenance of a valid Class C California Driver's License by the time of appointment.

Persons hired must obtain a certificate from the California Commission on Peace Officers Standards and Training covering laws of arrest and safety in firearms as described in Chapter 4.5, Section 832 of the Penal Code within 90 days from the date of employment.

Person hired must obtain Certification in Humane Euthanasia within 90 day days from the date of employment.
