Role Overview: Chief of Staff

The Chief of Staff provides high-level strategic and administrative support to the Supervisor, ensuring alignment with County priorities and addressing the unique needs of District 4. This position plays a central role in policy development, community engagement, and office management. Key responsibilities include:

• Leading and coordinating policy initiatives and legislative priorities for the district.

San Mateo County Health is seeking a highly qualified candidate for the position of Edison Clinic Therapist (Psychiatric Social Worker I/II).

Under general supervision, the Clinic Therapist will work approximately 40 hours per week, providing a wide variety of therapeutic services and, if time permits, up to 10 hours of social work case management services. Responsibilities include screening, assessment, evaluation, and psychotherapy, with a focus when appropriate on harm reduction therapeutic interventions and support services for clients in need of, or currently receiving, substance abuse therapy and treatment.

Additional duties include developing and implementing activities related to substance abuse prevention, intervention, and rehabilitation, as well as performing other related work. The position also involves providing social work services to non-therapy clients in support of other on-staff social work case managers.

The Position
The position will be embedded at the Public Health, Policy and Planning Edison Clinic at the San Mateo Medical Center, and possibly one morning per week at the Fair Oaks Health Center, with clinic hours Monday through Friday. 

This position will engage individuals with a range of mental health and substance use disorders to provide a range of services and supports, including but not limited to, diagnosis of issues to be focus of clinical attention, including substance use and other behavioral health needs; screening/assessing clients' needs using assessment criteria to determine medical necessity and identification of key clinical interventions; determination of stage of change; and engaging clients by using Motivational Interviewing and Harm Reduction practices.

The provider will provide therapy for primary case load, and as a backup also provide case management services, including transportation, client advocacy, client-driven treatment planning, and care coordination with other care providers; navigation of medical and mental health services, including medication assisted treatments; assisting clients with enrolling into benefits, including health coverage for which they are eligible; participate in a multidisciplinary team; use clinical consultation care coordination meetings; and partner with key referral sources and other service providers including but not limited to, San Mateo Medical Center (SMMC) Emergency Department (ED), Psychiatric Emergency Services (PES), and Primary Care and Specialty Clinics, BHRS clinics and programs, Substance Use Disorder treatment providers, including Palm Avenue Detox, shelters, Probation, and Correctional Health.

The Ideal Candidate
The ideal candidate will have significant knowledge, skills, experience, and training in providing therapy as well as case management; assessing and evaluating adult clients with mental health and substance use issues; determining appropriate referrals and recommending treatment plans; documenting in electronic medical records; establishing appropriate clinical relationships; and demonstrating strong understanding of confidentiality and ethics.

Three years of experience in clinical social work, psychotherapy, or a related field, particularly with diverse populations affected by mental health and substance use issues is highly desirable.

The Department of Public Works of the County of San Mateo is seeking qualified applicants for the position of Assistant/Associate/Associate Civil Engineer. 
 
There are currently three (3) vacancies in the Department of Public Work’s Design and Construction Section. This recruitment will be used to fill current and future vacancies in either the Design and Construction or Utilities and Watershed Protection sections.

Design and Construction 
The Assistant/Associate/Associate Civil Engineer assigned to the Design and Construction Section would perform AutoCAD/Civil3D work and work on Public Works infrastructure projects such as roads, drainage, retaining walls, bridges, sewer, and other public works facilities including the planning, designing, preparation of construction bid documents, overseeing construction activities in the field, and performing inspection of public works infrastructures.  This position may also involve the application and management of outside grants associated with Public Works facilities.

Utilities and Watershed Protection
The Utilities and Watershed Protection Section oversees 30 Special Districts that include flood control, drainage, domestic water, sanitary sewer, and street lighting. The primary responsibilities of the position include the design and management of various capital improvement projects from the conceptual stage to construction close-out. Additional duties include assisting with the day-to-day operational tasks of administering these Districts.

Assistant Engineer is the entry or trainee level class of this series. Under immediate supervision employees perform first level professional civil engineering field and office work while acting in a trainee capacity in connection with the planning, design, construction and maintenance of a wide variety of civil engineering projects. This class is flexibly staffed with Associate Engineer and incumbents may advance to the higher level after gaining experience and demonstrating necessary proficiency.
 
Associate Engineer is the journey level job classification and is responsible for routine office or field projects. Employees are expected to be fully competent to independently perform a full range of duties requiring a high level of technical expertise, and some periodic supervisory responsibilities. Employees may also serve as a resident engineer on smaller, less complex construction projects.
 
Associate Civil Engineer is the registered journey level classification in the engineering series. At this level, a high degree of technical expertise and some periodic lead responsibilities are required. Under general supervision, incumbents may perform a variety of professional engineering tasks in such areas as planning, design, traffic engineering & operations and construction inspection of roads, park trails, bridges, drainage, sanitary sewer systems, water supply, and other public works projects. Associate Civil Engineers may provide lead direction to other staff in completing projects of greater difficulty and complexity. Incumbents will be required to perform field work in support of the planning, design, and/or construction inspection of public works projects.
 
NOTE: Assistant/Associate Civil Engineer differs from the Associate Engineer classification in that Associate Civil Engineers are registered as professional engineers in the State of California and may provide lead direction to other staff in completing projects of greater difficulty and complexity.

The salary range for Assistant Engineer is $100,318.40- $125,340.80 annually.
The salary range for Associate Engineer is $118,664.00- $148,324.80 annually.
The salary range for Associate Civil Engineer is $132,828.80- $166,025.60 annually.

• Technically knowledgeable and experienced in the principles and practices of civil engineering, public works design, construction, and/or maintenance.

The Department of Public Works is seeking well-qualified candidates for the position of Stationary Engineer II.

About the Department
The Department of Public Works plans, designs, constructs, operates, and maintains facilities and equipment that are safe and accessible to the clients of County agencies, the general public, and County employees. The Department advises the Board of Supervisors on all public works issues, including rates and charges for services that are fair to both the users and service providers.
 
Public Works has a budget of approximately $200 million and is comprised of over 300 employees in four divisions: Administrative Services and Airports, Engineering and Resource Protection, Facility and Capital Projects, and Road Services.
 
Facilities Maintenance & Operations
FM&O, short for Facilities Maintenance & Operations, ensures County facilities are safe, comfortable, and clean. From historic landmarks to modern offices, we keep things running smoothly.

The FM&O Stationary Engineers perform maintenance and repairs to the various plumbing, mechanical, and lighting systems throughout County facilities. These include boilers, chillers, pumps, motors, lamps, ballasts, drivers, toilets, sinks, and faucets as well as utilizing the lighting and building control systems to schedule and adjust run times of the various pieces of equipment. There are multiple Stationary Engineer I/II vacancies in FM&O.

Our team turns the screws, tightens the bolts, hammers the nails, paints the walls, and types in the codes to keep all the buildings and their systems working. The Position
Under the direction of a Supervising Stationary Engineer, Stationary Engineers are responsible for a wide variety of repair and maintenance work in the areas of HVAC, electrical, plumbing, refrigeration, emergency power systems, water treatment systems, boiler equipment, and piping repair, building automation systems, and miscellaneous equipment repair. Stationary Engineer II is a journey-level classification, and incumbents are expected to have proficiency, perform independently, and solve complex problems in all of the areas listed above.

There are multiple vacancies to be filled throughout the Department. Work locations will include Redwood City Government Center, San Mateo Medical Center, Youth Services Center, and Maple Street Correctional Facility.
Candidates hired as Stationary Engineers must be willing to work evenings, weekends, and alternate shifts. They must also successfully obtain and maintain a Sheriff's Office security clearance as a condition of employment. 
 
The ideal candidates for these positions will have:

• At least three years of journey-level experience as a Stationary Engineer.
• A minimum of three years of journey-level experience in mechanical, electrical, and plumbing systems.
• Extensive knowledge and experience working with boiler and HVAC systems.
• Proficiency in a wide variety of installations and repairs on plumbing, gas system piping, chiller/boiler piping, and wastewater systems, including the ability to operate a large sewer snake.
• Certification as a Backflow Prevention Tester.
• Experience in energy management and computer-controlled systems.
• The ability to troubleshoot, repair, and maintain a variety of equipment, including air conditioning, electric motors, heating units, heat pumps, light commercial furnaces, burners, fresh air and exhaust fans, economizers, and humidifiers.
• Experience with Fire Alarm testing, troubleshooting, and NFPA codes.
• Experience in a hospital or healthcare setting.

Examples Of Duties:

Duties may include, but are not limited to, the following:

• Operate, maintain, install, and repair electrical, refrigeration, plumbing, heating, air conditioning, and ventilating systems.
• Operate, maintain, and repair boiler equipment.
• Repair and replace pipes, fittings, and other equipment used in plumbing, gas, and steam systems.
• Repair electrical equipment, including lamps, fixtures, and switches; adjust electrical controls, motors, and auxiliary equipment up to 480 volts.
• Test, operate, maintain, and repair emergency power systems, including UPS, emergency generators, and associated equipment.

• Adjust and calibrate boiler burners and controls.
• Adjust and calibrate chiller controls.
• Test, calibrate, and repair backflow devices.
• Calibrate HVAC controls and associated equipment.
• Monitor building management systems.
• Replace pumps and pump seals, and repair and replace motor valves.
• Repair and replace air conditioning units.
• Troubleshoot HVAC, plumbing, electrical, and energy power systems.
• Conduct preventative maintenance.
• Understand fire alarm systems.
• Repair and install chemical monitoring stations.
• Repair, test, and record data on generators.

If designated as the certified water treatment operator:

• Operate water treatment facility, including wastewater and potable water, consistent with performance standards, federal and state regulations, and variable operating conditions and emergencies.

• Perform water sampling in coordination with the health laboratory.

• Troubleshoot complex technical problems related to water treatment and develop recommendations to improve water quality standards, facility effectiveness, and efficiency.

• Compile data concerning flows, chemical dosages, levels, pressure, volume, water quality, and other operational information.
• Prepare reports.

Qualifications:

Education and Experience:
Any combination of education and experience that would likely provide the required knowledge, skills and abilities is qualifying.  
 

• Completion of courses related to maintenance, installation, and repair of electrical, HVAC, plumbing, refrigeration, and power equipment.
• Two years of journey-level experience as a stationary engineer or equivalent, AND demonstrated experience in maintaining, installing, and repairing electrical, HVAC, plumbing, refrigeration, and power equipment in a large building, plant, or vessel.
• Two years of experience can be substituted with the completion of an apprenticeship program.

Licensure/Certification:

• Must obtain and maintain Sheriff's Office security clearance.
• Universal Certification in Freon recovery upon hire.

San Mateo County Health's Public Health, Policy and Planning Division has exciting field-based opportunities for well-qualified and motivated Nurse Practitioners to provide both primary and urgent care to adults from vulnerable populations within our community—people experiencing homelessness and/or in shelters, monolingual Spanish speakers and other new immigrants, and those without insurance or underinsured. These services are provided through various Mobile Clinic modalities and venues, including but not limited to street medicine, shelter medicine, and the mobile coach. We are looking for collaborative Nurse Practitioners to work in and lead various multidisciplinary service teams in the field to provide comprehensive, low-threshold, client-centered care and engagement.

Teams are staffed by a Nurse Practitioner (NP), Psychiatrist, Medical Services Assistant, AOD Case Manager, and Patient Services Assistants. These teams work closely with our community partners from the Human Services Agency and community-based organizations who locate and identify clients needing medical and/or mental health services, as well as provide additional health, housing, and social services in the field.

Under general supervision, Nurse Practitioners provide urgent care and primary health care services such as physical examinations, chronic disease management (e.g., diabetes and hypertension), and referrals/linkages to specialty clinics as appropriate.

Currently, Public Health Clinics has one full-time, regular, 40-hour-per-week vacancy for a bilingual Spanish Nurse Practitioner and two 40-hour-per-week, Limited-Term Nurse Practitioner vacancies, requiring flexible schedules and field-based work at different locations. Sixty-five percent of the NP’s time will be in the field, with the remainder spent in the office documenting notes, placing orders, and coordinating with other staff as needed.

The ideal candidate has experience:

Examples of Duties

Duties may include, but are not limited to, the following:

• Provide low-threshold, comprehensive care for San Mateo County’s most marginalized and vulnerable populations, including people experiencing homelessness, those in shelters, migrant and immigrant farmworkers, the recently incarcerated, the uninsured, and those with financial challenges.

• Provide comprehensive and urgent care in a variety of non-traditional settings, including homeless encampments, outdoor locations, shelters, and a mobile RV clinic.

• Demonstrate the ability to work closely and collaboratively with a small team in often challenging environments (e.g., homeless encampments, shelters, extreme weather, individuals under the influence, or those with mental health challenges).

• Take stewardship of medical care for assigned geographic populations and/or shelters.

• Outreach to and build long-term, trust-based relationships with vulnerable populations.

• Assess patients’ physical, emotional, and social status through medical history, physical examinations, and diagnostic screenings; evaluate clinical findings and lab results.

• Identify and manage common illnesses and other health problems.

• Refer urgent issues beyond scope to appropriate specialists.

• Deliver longitudinal care in assigned areas.

• Collaborate with other health professionals following protocols for diagnosis and treatment.

• Build relationships with community partners to improve health outcomes and expand services.

• Counsel families regarding health maintenance and care.

• Coordinate referrals to other health or social agencies.

• Maintain accurate records of assessments, follow-ups, and evaluations.

• Supervise subordinate health workers and participate in meetings.

• Actively participate in quality improvement efforts.

Qualifications

Education and Experience
Any combination of education and experience that would likely provide the required knowledge, skills, and abilities is qualifying.

• Education: Completion of an advanced nursing degree from a program accredited by the Commission on Collegiate Nursing Education (CCNE) or the National League for Nursing Accrediting Commission (NLNAC), with emphasis in a Nurse Practitioner specialty area.

• Experience: Minimum of one (1) year of paid experience in an acute and/or ambulatory care setting.

Licensure

The Human Resources Administrator (Classification & Compensation) reports to the Director, Human Resources and is responsible for administering the District’s classification and compensation categorization system including performing highly confidential and professional level analytical work and advanced data analysis. This position makes recommendations based on studies and market data for professional-level administrative positions within the San Mateo County Transit District (SamTrans), Peninsula Joint Powers Board (Caltrain), and the San Mateo County Transportation Authority (TA) agencies.

• Plan, develop, and administer the District’s classification and compensation program. 

• Gather, consolidate, and analyze complex qualitative, quantitative, confidential and sensitive data, datasets, and information from multiple sources.

Minimum Qualifications:

There is one (1) Full Time, Regular Hire position in the Building & Safety Division.

This position provides non-engineering review of construction and alteration plans for residential, commercial and industrial structures; critically evaluates technical data to detect deviations from legal requirements; supports building permit applicants and design professionals either in person at the counter or via phone or email by answering building code related questions; works with building technicians by answering building code questions and helps move applicants through the permit process; investigates complaints of Building Code or Municipal Code violations and can guide applicants through the permit process and requirements; performs related duties and special assignments that may include sensitive site investigations and report generation related to accessibility compliance or code enforcement, preparation of requested compliance forms, handouts and procedural manuals.

Hybrid schedule: 
The Community Development Agency has embraced a hybrid work schedule that considers that some duties of this position may be performed remotely. However, the successful candidate must be able to report to County facilities for meetings, work assignments, and/or disaster service work upon short notice, as needed and deemed appropriate. During the initial probationary period, the successful candidate may be required to work primarily onsite before establishing a hybrid work schedule.

Minimum Qualifications:
Equivalent to completion of two years of college or technical school training with major course work related to the plan checking, the construction trades or a field related to the work and two years of experience in either reviewing plans for compliance with codes and ordinances or in inspecting a variety of structures for such compliance and conformance to plans and specifications. Additional experience as outlined above may be substituted for the education on a year-for-year basis.

Certificates and Licenses:
Consistent with California State law, certification by the International Code Council (ICC) or equivalent in plans examination, accessibility, or green building must be obtained within two years. Failure to obtain certification within two years may result in release from employment. Certification must be maintained as a condition of continued employment.
 
Additional Requirements: Must complete a minimum of 45 hours of qualified continuing education in every three-year period with at least 8 hours regarding disability access requirements.
