The City of East Palo Alto is seeking an adaptable problem solver with exceptional integrity and communication skills for the Police Officer Lateral/Academy Graduate position. The Police Officer performs a wide variety of patrol and related duties involving the prevention of crime, the protection of life and property, traffic control, and the enforcement of Federal, State, and local laws and ordinances. The incumbent employs community policing strategies to prevent juvenile crime and delinquency; assists in the preparation of cases and testifies in court. The Police Officer provides information and assistance to the public; depending on assignment, performs specialized administrative or investigative work; and performs related duties, as assigned.

The Policy Advisor for Health and Human Services Agency (HHSA) leads on all matters related to the County’s social services, public health, behavioral health, and child and senior welfare programs. This individual tracks policies, advocates for equitable investments in District 1, and helps design board actions that enhance public health, general welfare, and access to medical care and social support systems. This position reports to the Director of Policy.

Key Responsibilities:

• Analyze HHSA initiatives and county programs related to the safety net, public health, behavioral health, homeless service, housing development, child welfare, and services for seniors and people with disabilities.
• Draft policy memos, board letters, and recommendations to address systemic inequities.

On behalf of the Express Lanes Joint Powers Authority, the City/County Association of Governments of San Mateo County (C/CAG) is seeking qualified applicants for the position of Program Director. While this individual will be hired through the City/County Association of Governments of San Mateo County (C/CAG), the individual will work exclusively on behalf of the Express Lanes Joint Powers Authority.  The City/County Association of Governments of San Mateo County (C/CAG) and the San Mateo County Transportation Authority (TA) are both members of the San Mateo County Express Lanes Joint Powers Authority (SMCEL-JPA). The Program Director will play a critical leadership role in overseeing operations, advancing priorities, and representing the SMCEL-JPA locally, regionally, and statewide. 
 
The Program Director oversees and manages the operations of the San Mateo County Express Lanes. The Express Lane Program Director will help to ensure alignment of the SMCEL-JPA’s mission and goals under the direction of the TA and C/CAG Executive Management Staff. The Program Director will coordinate with staff from both agencies as they deliver tasks and carry out functions related to SMCEL-JPA operations and management.  The Program Director will also serve as the representative and advocate of the express lanes locally and regionally. The Program Director is expected to maintain positive working relationships with partner agencies and external parties.   Furthermore, the Program Director will liaise, communicate, and keep an outstanding relationship with the TA and C/CAG Executive Management Staff.
 

This management position will:

• Provide technical and program management support to the San Mateo County Express Lanes Joint Powers Authority (SMCEL-JPA) on any and all express lane related issues.
• Coordinate with internal partners and external stakeholders on all issues and topics related to the SMCEL-JPA.
• Manage and monitor budgets related to the Express Lane program.

The San Mateo County Express Lanes Joint Powers Authority (SMCEL-JPA) is a collaborative effort between C/CAG and the TA), both of which serve as founding member agencies. This partnership was established to jointly oversee the development, implementation, and operations of express lanes on U.S. Highway 101 in San Mateo County.

C/CAG
The City/County Association of Governments of San Mateo County (C/CAG) is a joint powers agency whose members include the County of San Mateo and the twenty (20) incorporated cities and towns within San Mateo County. C/CAG is governed by a 21-member Board of Directors and is advised by nine standing committees. C/CAG is the designated Congestion Management Agency (CMA) in San Mateo County, also known as the County Transportation Agency (CTA), the Airport Land Use Commission, and the Countywide Stormwater Pollution Prevention Program Manager. C/CAG provides a collaborative forum for all jurisdictions in San Mateo County to pursue our goals for a safe, equitable, and accessible multi-modal transportation network and an environmentally sustainable, climate resilient future. San Mateo County Transportation Authority (TA)

The TA plans, funds and delivers transportation programs and projects throughout San Mateo County and was formed to administer the proceeds from Transportation sales tax measures (Measure A and Measure W) to fund a broad spectrum of transportation-related projects and programs. The TA has invested approximately $2 billion in transportation infrastructure projects in San Mateo County since 1988.  More information on the TA can be found at https://www.smcta.com/. 

San Mateo County Express Lanes Joint Powers Authority (SMCEL-JPA)

The San Mateo County Express Lane is a dual-agency project constructed with the goal to reduce traffic congestion, and to promote carpooling and transit use on US Highway 101 (US 101) in San Mateo County. The project was initiated in 2018 between the city/county Association of Governments of San Mateo County (C/CAG) and the San Mateo County Transportation Authority (TA). 

In June 2019, C/CAG and TA approved a Joint Exercise of Powers Agreement (JEPA), allowing both entities equitable involvement in the SMCEL program. The agreement designated a JPA to manage the express lanes, which would be governed by a Board containing equal representation from each agency. Additionally, the JEPA established an Executive Council, which is formed by the Executive Directors of both agencies, and hired consultant support to develop and implement policies.

Since the JPA was established in 2019, two segments of the Express Lanes have been constructed. The south segment opened in 2022, and the north segment opened in 2023. The JPA manages 22 miles of express lanes on US 101 from Interstate 380 in South San Francisco to the San Mateo County/Santa Clara County border.   More information on the JPA can be found at https://101expresslanes.org/.

Duties may include, but are not limited to, the following:

• Oversee contractors’ operations and management of the San Mateo US 101 express lanes, including but not limited to toll operations, enforcement activities, toll system/roadway maintenance, and incident response.
• Provide direction and develop a collaborative relationship with the consultant support team.
• Establish relationships and direct coordination and collaboration with relevant regional and state agencies as well as other express lanes operators.
• Manage contracts and provide oversight related to tolling operations, including but not limited to toll operations, enforcement, and maintenance.
• Assist with the oversight of the community transportation benefits program.
• Review express lanes performance and related reports, provide relevant updates to JPA Executive Management, and recommend any modification and/or refinement to the performance algorithms.

• Prepare written reports and present them to SMCEL-JPA Executive Management and the SMCEL-JPA Board.
• Monitor budgets to ensure consistency with projections and tolling operations are financially sustainable.
• Coordinate with the TA’s Finance Division to provide regular revenue forecasts and ensure timely development of monthly revenue and expense reports, annual budgets, and audits.
• Review and approve program related invoices.
• Stay current with emerging technologies, industry standards, and trends in tolling systems and transportation infrastructure.
• Serve as the primary liaison for SMCEL-JPA-related topics at Regional Toll Operators meetings and the California Toll Operations Committee (in close coordination with TA and C/CAG leadership).
• Coordinate with the TA’s Government and Community Affairs staff on legislative issues at the state and federal level.
• Coordinate timely responses to media inquiries in coordination with JPA Executive Management and the TA’s Communications Division.
• Engage and collaborate with community-based organizations related to the Community Transportation Benefits Program (CTBP).
• Coordinate with the TA’s Communications Division to communicate program goals, benefits, and updates through press releases and marketing campaigns.
• Monitor local, state, and federal regulations related to tolling and express lanes operations and recommend updates to relevant policies to JPA Executive Management to ensure compliance with current standards.
• Work with the SMCEL-JPA general counsel and JPA Executive Management to draft and enforce tolling policies, agreements, and contracts.
• Support SMCEL-JPA representation at regional, statewide and national transportation and tolling organizations.  
• Complete initiatives and activities under the direction of the TA and C/CAG Executive Management.
• Ensure compliance with all applicable policies.
• Establish performance objectives.

Education and Experience:
Any combination of education and experience that would likely provide the required knowledge, skills, and abilities is qualifying.

The San Mateo County Attorney's Office is seeking candidates for the 2026 Michael P. Murphy Public Law Fellowship.

In 2014, the County of San Mateo established a Fellowship position in honor of former San Mateo County Counsel Michael P. Murphy. Mr. Murphy served in the County Counsel’s office from 1982 to 2011, the last four years as County Counsel. Vacancies in Bay Area county counsel offices typically attract many qualified applicants and new attorneys are generally not considered for these positions. This Fellowship provides an opportunity for new attorneys to receive training and experience in advising and litigating on behalf of government agencies as they begin their legal careers.

Attorneys in the San Mateo County Attorney’s Office (previously known as the County Counsel’s Office) are generalists. We provide legal advice to County departments, school districts, and special districts; litigate civil cases in State and Federal courts and before administrative agencies; and manage calendar assignments in Dependency, Probate, Lanterman Petris Short Act, and other specialized areas of law. Fellows are given the opportunity to experience a wide range of public sector work, in litigation, public policy, and advice roles. The goal is to provide each Fellow a year in the life of a Deputy County Attorney.

The one-year Fellowship position is focused on providing opportunities to recent law school graduates and judicial clerks. This Fellowship will begin in the Fall of 2026. Law School graduates who will be sitting for the 2026 July Bar Exam are encouraged to apply.

The Housing Authority of the County of San Mateo is pleased to announce its recruitment for the position of Housing Programs Specialist I/II.

The Housing Programs Specialist will perform the variety of tasks required to maintain eligible households in the rental subsidy programs, while observing regulatory and quality assurance requirements and offering an elevated level of customer service.  The person selected for this position will work as part of the Voucher Other team– and will be responsible for determining initial and ongoing eligibility for the various housing programs.

At the Housing Programs Specialist II level, incumbents independently perform all duties including rent negotiations, eligibility determination, portability, and other duties of the position. Both levels are characterized by the presence of HUD and HACSM regulations and guidelines from which to make decisions, although the frequent use of tact, discretion, initiative, and independent judgment are required.  The salary range at the Housing Programs Specialist II level is $78,280 - $97,760.

This is a full-time, regular position. The Housing Programs Specialist will be hired on a 9/80 schedule with every other Friday off).

WHAT YOU WILL DO

• Interview housing applicants and participants to obtain program eligibility information.
• Review and verify submitted information.
• Determine eligibility and subsidy amount and communicate this to applicants and program participants.

The Housing Authority of the County of San Mateo

With an annual budget of more than $150 million, the Housing Authority of the County of San Mateo (HACSM) is federally funded through the Department of Housing and Urban Development (HUD) and provides housing assistance to low-income families throughout San Mateo County.  In San Mateo County, HACSM is a component unit of the Housing Department of the County of San Mateo but is a separate entity that utilizes different case management and financial reporting systems.  In addition, HACSM has separate payroll and benefits from the County of San Mateo and HACSM employees are not County employees.  

The Housing Authority serves over 4,700 low-income households by providing rental subsidies so that they may rent in privately owned properties in San Mateo County's expensive housing market. Currently, approximately 1,700 property owners participate in the HACSM's programs. By leveraging its Moving-To-Work (MTW) status and collaborating with Housing and Community Development division of the Housing Department, the Housing Authority also provides funding and support in preserving existing and developing new, affordable housing units.

As HR Director, you will:

• Oversee all aspects of HR for the Court, including recruitment, employee relations, training, classification and compensation, and performance management
• Serve as a key member of the Court’s executive team, advising judicial leadership on HR policy and labor matters
• Lead and mentor a dedicated HR team while building strong partnerships across departments
• Drive innovative, people-first HR strategies that support a high-performing, inclusive, and equitable work environment

Key Responsibilities:

• Provide strategic HR guidance to Court leadership and support workforce planning initiatives
• Oversee recruitment, classification and compensation, benefits, training, employee relations, and facilities services
• Lead labor relations, including negotiations and contract interpretation
• Ensure compliance with employment laws, Court rules, and HR policies
• Supervise HR staff and promote continuous improvement across all HR functions
• Manage workplace investigations and support risk mitigation efforts
• Coordinate with payroll and finance to ensure accurate processing
• Use HR data to inform decisions and support organizational effectiveness
