As a Building Plans Examiner, you will play a vital role in reviewing architectural plans and construction documents to ensure compliance with local and state codes—and contribute to safe, sustainable, and successful development throughout the County of Marin. This position provides non-engineering review of construction and alteration plans for residential, commercial and industrial structures; critically evaluates technical data to detect deviations from legal requirements; supports building permit applicants and design professionals either in person at the counter or via phone or email by answering building code related questions; works with building technicians by answering building code questions and helps move applicants through the permit process; investigates complaints of Building Code or Municipal Code violations and can guide applicants through the permit process and requirements; performs related duties and special assignments that may include sensitive site investigations and report generation related to accessibility compliance or code enforcement, preparation of requested compliance forms, handouts and procedural manuals.

Hybrid schedule: 
The Community Development Agency has embraced a hybrid work schedule that considers that some duties of this position may be performed remotely. However, the successful candidate must be able to report to County facilities for meetings, work assignments, and/or disaster service work upon short notice, as needed and deemed appropriate. During the initial probationary period, the successful candidate may be required to work primarily onsite before establishing a hybrid work schedule.

Minimum Qualifications:
Equivalent to completion of two years of college or technical school training with major course work related to the plan checking, the construction trades or a field related to the work and two years of experience in either reviewing plans for compliance with codes and ordinances or in inspecting a variety of structures for such compliance and conformance to plans and specifications. Additional experience as outlined above may be substituted for the education on a year-for-year basis.

Certificates and Licenses:
Consistent with California State law, certification by the International Code Council (ICC) or equivalent in plans examination, accessibility, or green building must be obtained within two years. Failure to obtain certification within two years may result in release from employment. Certification must be maintained as a condition of continued employment.
 
Additional Requirements: Must complete a minimum of 45 hours of qualified continuing education in every three-year period with at least 8 hours regarding disability access requirements.

THE DEPARTMENT AND POSITION

The Department of Public Works is recruiting for a Street Maintenance Worker I/II to perform a variety of manual and semiskilled tasks involving the construction, repair, maintenance, and cleaning of streets, sidewalks, other concrete structures, storm drainage and related Public Works facilities.  The Street Maintenance Worker operates light power driven, hand-held, and "walk behind" equipment.

• Performs manual and semiskilled work in street excavation and repair, asphalt laying, cold tar patching, concrete work, weed control spraying, street painting, street signing, and flushing, clearing and maintaining sewer and storm drainage pipelines, culverts, and pump stations.
• Uses shovels, rakes, other hand tools, jackhammers, asphalt saws, tampers, packers, dump trucks, rollers and spray equipment in the excavation, building up, patching and surfacing of streets.
• Performs or assists in finished concrete work by excavating and clearing areas, constructing forms, trucking and pouring concrete.  Performs or assists with concrete leveling, floating, and finishing.  
• Removes debris and assists in cleaning and clearing of sewer lines, catch basins, canals, pipelines, and pumping stations.
• Assists in maintenance, repair, or replacement of pumps, motors, valves, gates, and pipelines,.
• Prepares and installs traffic signs and related posts per specifications.
• Places traffic barriers and warning signs and directs traffic.
• Performs street painting and striping per specifications, using a variety of materials and related equipment. 
• Assists in emergency repairs of Public Works facilities.

EDUCATION AND EXPERIENCE:

Street Maintenance Worker I:

• Equivalent to graduation from high school to provide necessary reading and communication skills;
• Prior experience in the operation of power driven equipment or previous maintenance experience is desirable but not required.

Street Maintenance Worker II:

• Equivalent to graduation from high school.
• Two years of increasingly responsible experience in the maintenance and construction of Public Works facilities equivalent to the Street Maintenance Worker I.  

OTHER REQUIREMENTS

Street Maintenance Worker I:

• Valid California Driver's License
• Must obtain a Class B license prior to passing probation

Street Maintenance Worker II:

• Valid California Driver's License

California-licensed Professional Civil Engineer are eligible for an additional 2% differential above base salary.

The Civil Engineer helps define, design and/or review minor projects and phases of large civil engineering projects with complex budgets and timelines. This position exercises substantial initiative, judgment, and expertise to meet program and project needs. The Civil Engineer may be responsible for designing projects, reviewing project plans and specifications prepared by consultants, or reviewing development applications. The Civil Engineer helps in selecting consultants, preparing contract documents, and administering contracts during construction. This position provides direction and mentorship to more junior staff and oversees both technical and administrative work to ensure that work is performed efficiently and effectively for the public good.

Engineering Division
Projects may include such things as: bridge repair and replacement, culvert repair and replacement, new retaining walls, pavement management, road improvements, new stormwater management devices, new traffic management devices and others.

Land Development Division
Projects include a full range of private development from improvements to single family homes and small businesses to new subdivisions with extensive new infrastructure. This position issues and oversees permits such as grading, creek and quarry permits, supports the Road Commissioner role by issuing encroachment permits, transportation permits, and film permits, ensures private development project comply with stormwater regulations, floodplain management requirements, and use of the public rights-of-way, interacts with the public at the Counter and in meetings, and coordinates with the Community Development Agency to develop conditions of approval for development projects.

The Senior Librarian is responsible for a full range of complex librarian duties including classification; cataloging; reference; readers advisory; collection development; program planning, development, and evaluation; outreach and marketing; and service to specialized populations including youth, adults, and/or non-English speaking individuals.

The Senior Civil Engineer creates the scope on large civil engineering projects with complex budgets and timelines, integrating numerous elements that significant stakeholder involvement and sensitivity. This position provides direction and mentorship to more junior staff and oversees both technical and administrative work performed by their staff and ensures that projects are completed efficiently and effectively for the public good. Informing the public and Board of Supervisors, selecting consultants, preparing contract documents, reviewing project plans and specifications prepared by consultants, and administering contracts during construction are performed by the Senior Civil Engineer.

The Public Works Department is seeking a highly motivated and results-oriented Street Maintenance Worker I/II for the Street division. Depending on the candidate's qualifications, the vacancy will be filled at either Street Maintenance Worker Level 1 or Level 2. The successful candidate will work at the City’s Municipal Service Center in the Newbury Park area of Thousand Oaks.

Primary responsibilities:

• Breaks and removes concrete using a hydraulic breaker and handwork
• Repair or replace cracked, raised, sunken, or otherwise damaged sidewalks, curbs, and gutters
• Perform skilled and semi-skilled work in the construction, maintenance, repair, and cleaning of streets, curbs, gutters, storm drains, and related structures
• Perform heavy manual labor in the removal, repair, and finish of concrete and asphalt work
• Operate and maintain a variety of maintenance and construction equipment, including hand and power tools, and light, medium, and heavy motorized equipment
• Conduct traffic control when working in traffic areas of the City; install street barricades and cones; direct and control traffic around work sites
• Maintain records of work performed
