The Position: 

The City of Santa Clara is seeking to fill multiple Senior Civil Engineer positions to perform high-level civil engineering tasks to manage and support capital improvement projects. Projects can range across water, sewer, storm systems, public-right-of-way infrastructure, transportation infrastructure planning and implementation, parks and recreation facilities, and other city-owned infrastructure. Under direct supervision of the principal engineer or other manager, the Senior Civil Engineer will work independently as a hands-on contributor to the engineering team’s work and will be in charge of engineering, construction, maintenance, and related activities. Senior Civil Engineers also have responsibility for the quality and quantity of the work of an engineering unit, as well as other supervisory duties, as distinguished from the next lower level, Associate Civil Engineers, who generally have responsibility for projects.  

The Departments: 

Water and Sewer Utilities Department

Santa Clara Water & Sewer Utilities' mission is to provide customers a dependable supply of safe, potable water, environmentally-sound wastewater collection, treatment, and disposal. Furthermore, recycled water is offered for approved uses including irrigation and industrial processes, where available. Programs and services are designed and implemented with economic and environmental benefits in mind. The City of Santa Clara's Water and Sewer Utilities Department seeks an experienced Senior Civil Engineer with excellent project management skills; strong oral and written communication skills; and a proven track record of designing and delivering utility projects and administering consultant and construction contracts. The qualified candidate will have experience working in a team environment on major construction projects, including working collaboratively with contractors, technicians, utility operations staff, outside agency staff, and the public. The Senior Civil Engineer delivers projects with widely varied scopes, from small, customer-focused, residential projects, to large, high-profile capital improvements with City and Region-wide implications for the delivery of services well into the future. An operator certificate in Water Distribution (D2 or above), Water Treatment (T2 or above), or Sewer Collection (C2 or above) is desirable.

Under direct supervision, the Senior Civil Engineer performs the following duties:

• Perform high-level, fast paced engineering work relating to the permitting, design and construction of water, sewer, and other utilities projects within the City.
• Review proposed public and/or commercial utilities projects for compliance with City, County, State and Federal government construction and environmental standards, design criteria, rules and regulations.
• Be a part of a dynamic small team of engineering professionals, working on delivering projects in the Water, Sewer, and Recycled Water Utilities through their entire project life cycle, including research and design, plan review, construction, operation and maintenance.
• Assist the Principal Engineer in the planning, organizing and management of the work of the Utilities Engineering Division.
• Perform technical and administrative tasks and exercise a high degree of independent judgment and decision making in resolving problems.

Department of Public Works

The City of Santa Clara's Department of Public Works seeks a results-oriented and innovative engineer to serve out the Department's mission to provide the highest quality public works services to the residents and businesses of Santa Clara, the development community, and other stakeholders in a responsible and efficient manner. The Department has focus areas that include Engineering Services and Operations and Maintenance. Engineering Services is comprised of five divisions: Administration, Traffic, Design, Land and Property Development, and Field Services. Operations and Maintenance include public roadways, parkways and boulevards, City trees, street sweeping, environmental programs, storm drain systems, fleet, solid and mixed waste/recyclables, and City facilities. DESIGN DIVISION

The Design Division leads and manages capital improvement project delivery for a variety of City infrastructure projects related to transportation, roadways, pedestrians and bicycles, storm drains, sanitary sewers, buildings, libraries, public safety facilities, and parks to implement the City’s capital improvement program The division also manages capital improvement planning and programming related to pavement management, storm drain facilities, and sanitary sewer systems and also coordinates with the Federal Emergency Management Agency on the City’s Community Rating System (CRS) program to maintain or improve the City’s current Class 7 rating.

Under direct supervision of the Principal Engineer, the Senior Civil Engineer performs the following duties:

• Management and administration of projects from inception to award of construction contracts
• Preparation of budgets and cost monitoring related to CIP projects
• Procurement of consultant support services such as engineers and architects 
• Management of technical programs such as Pavement Management, Sanitary Sewer Master Planning.
• Coordination with internal & external stakeholders
• Supervision and training of engineering staff
• Preparation of City Council agenda reports and engineering reports

FIELD SERVICES DIVISION

The Field Services Division provides construction management, construction inspection, materials testing, and surveying for capital improvement projects such as pavement rehabilitation, traffic signals, storm and sanitary sewers, parks, building improvements and other public improvements.   The division also provides construction inspection and coordination for developer/utility/private construction of public improvements within the City’s right-of-way.

Under direct supervision of the Principal Engineer, the Senior Civil Engineer performs the following duties:

• Contract Administration
• Preparation of budgets and cost monitoring related to CIP projects
• Construction Management
• Labor Compliance Program Management
• Supervision and training of field construction activities and engineering staff
• Coordination of public works construction projects with residents and businesses

LAND & PROPERTY DEVELOPMENT DIVISION

The Land & Property Development Division is responsible for providing efficient and effective engineering services to support private development projects during the entitlement, design, and construction phases. The division works closely with customers, developers, utility companies and the community to ensure projects comply with local, state and federal standards. The division is also responsible for reviewing and approving encroachment permits, easements, street/easement abandonments, subdivision maps, processing encroachment agreements, collecting development-related fees, and collaborating with other Public Works divisions, as well as other City departments throughout all project phases. Additionally, the division provides customer counter services to the general public at the City’s permit center.

Under direct supervision of the Principal Engineer, the Senior Civil Engineer performs the following duties:

• Reviewing plans submitted by private engineers and other public agencies for compliance with City standards and the City’s Engineering Design Criteria
• Coordination of engineering activities with other City departments and other public agencies having interest in the proposed work
• Supervision and training of engineering staff
• Preparation of City Council agenda reports and engineering reports
• Review of subdivision maps, easement documents, and other title documents
• Calculation and collection of development fees
• Management of the City’s Encroachment Permit Program
• Preparation and coordination of engineering conditions of approval for proposed development
• Distribution and presentation of technical information to other City departments and to the general public

TRAFFIC DIVISION

The Traffic Engineering Division provides traffic engineering, traffic impact analysis reviews, bicycle and pedestrian improvement planning, grant administration, and traffic signal maintenance and operation services for the City. The division also investigates resident/business inquiries related to street parking, traffic calming, intersection control, and bicycling and pedestrian travel on public streets. Finally, the division coordinates with other agencies such as the Valley Transportation Authority, County of Santa Clara Roads and Airports, Caltrans, and the cities of San Jose, Cupertino, and Sunnyvale related to projects, programs, and grant opportunities. 

Under direct supervision of the Transportation Manager, the Senior Civil Engineer performs the following duties:

• Preparation and management of preliminary, final design, and contract documents (plans, specifications, and cost estimates)
• Implementation of transportation plans and programs (i.e. Bicycle Master Plan, Pedestrian Master Plan, Complete Streets Policy, and Vision Zero)
• Completion of studies and analyses of traffic engineering projects or problems, and prepares technical reports
• Coordination of transportation related engineering activities with other City departments and other public agencies
• Preparation of budgets and cost monitoring related to projects
• Operation and management of the City’s traffic signals, intelligent transportation systems, and other traffic control devices.
• Development and implementation of traffic signal timing parameters and coordination timing plans
• Supervision and training of engineering staff
• Review of plans submitted by private engineers and other public agencies for compliance with City standards related to public transportation facilities and infrastructure
• Preparation and administration of grant funding applications and reports
• Conducting field and office work
• Supporting the City’s Bicycle and Pedestrian Advisory Committee
• Working with the public and consultants on various projects and transportation related inquiries.

• A Bachelor's Degree in Civil Engineering from a college or university that is accredited by the Accreditation Board of Engineering and Technology (ABET)
• Five (5) years of progressively responsible experience in civil engineering office and field work performing professional level engineering work, and

Possible Substitutions
• A Master's Degree in any branch of Civil Engineering from an accredited college or university may be substituted for one (1) year of experience

LICENSES& CERTIFICATION
• Possession of a valid California Class C driver's license is required at time of appointment and for duration of employment
• Registration as a Civil Engineer in the State of California is required at time of appointment and for duration of employment
• Other licenses and certificates directly related to the Civil Engineering field (e.g. Geotechnical Engineer, Traffic Engineer, Structural Engineer, Land Surveyor, Qualified Storm Water Pollution Prevention Plan Developer (QSD), Qualified Storm Water Pollution Prevention Plan Practitioner (QSP))is desirable
• Current city employees appointed to Senior Civil Engineer prior to September 1, 2015 are waived of the required Registration as a Civil Engineer in the State of California

General

The Deputy Director, Traction Power and OCS, reports to the Director, Engineering, and is responsible for the development and management of Engineering systems and lead projects and programs related to 25kV AC Traction Power, Overhead Contact System, Grounding and Bonding and EMC for the Peninsula Corridor Joint Powers Board (Caltrain).

Essential Functions & Duties

• Serve as an agency subject matter expert for all 2X25kV AC railway Traction power and OCS related issues to provide expert recommendations and assistance to executive leadership on Traction Power, OCS, grounding and Bonding, EMC and safety standards for Caltrain railroad network.

• Responsible for establishing and implementing the engineering processes for all traction power-related systems, including developing and maintaining 2x25kV AC Electrification Standards.

• Provide management and oversight of Traction Power related activities related to Engineering.

• Lead the development of performance indicators for Caltrain and the actions needed to improve or correct performance and the capture and analysis of Traction Power and OCS data, to include Electrical Traction power concerns, accident/incident data, and trends.

• Drive innovations and improvements to increase the reliability, availability, effectiveness and efficiency of the Traction Power/OCS assets and maintenance programs. 

• Assure compliance with the Agency’s Transit Asset Management Program for traction power and OCS systems.

• Provide technical guidance for the work performed by the railroad contract operator to maintain traction power and OCS systems.

• Provide engineering leadership to the Contract Operator’s Maintenance Department to resolve and repair failed traction power equipment.

• Responsible for the development of maintenance requirements for traction power and OCS assets.

• Lead all initiatives related to process improvements and change management. Ensures Standard Operating Procedures (SOP) are communicated and followed.

• Serve as a liaison and a lead contact person with utilities and regulatory agencies to ensure regulatory compliance for all Traction Power related positions.

• Liaison with internal and external stakeholders on Caltrain commuter rail operations and maintenance, planning, and safety departments for any traction power related issues.

• Provide technical input to the Planning department to develop project scopes.

• Make recommendations to contractors, project managers and lead engineers in the areas of Traction Power performance in accordance with the contract.

• Develop, implement, and maintain budgeting of the projects and programs related to traction power Engineering and monitor their financial health.

• Develop and maintain budgetary requirements for engineering projects. 

• Supervise staff. Hire, mentor, and take appropriate corrective and/or disciplinary action. Ensure EEO policies and procedures are followed. Participate in selection of staff. Coordinate staff training and professional development. Establish performance objectives. Monitor and evaluate employee performance.

Examples of Essential Duties:

• Identify Traction Power infrastructure quality concerns and propose solutions.  

• Develop cost estimates for Traction Power and OCS projects

• Lead engineering design reviews for capital projects, ensuring compliance with Caltrain standards, codes and regulations, and industry guidelines.

• Represent Caltrain with the Federal Railroad Administration, California Public Utilities Commission, and other government regulatory agencies, as well as the public and transit/funding agencies.

• Plan and develop the implementation of operating rules and policies for the Traction Power and OCS System.  

• Lead and assess all reports related to Traction Power equipment failures, underperformance, and safety violations.  

• Promote safety awareness and follow safety procedures to reduce or eliminate accidents.  

• Lead the audit process, certification inspections, and regulatory requirements following alterations or improvements to the Traction Power and OCS system.  

• Establish predictive Traction Power and OCS maintenance programs for critical infrastructure assets to increase availability, resiliency, reduce repairs and service interruptions, and improve maintenance efficiency.  

• Identify Traction Power infrastructure quality concerns and propose solutions.  

• Develop cost estimates for Traction Power and OCS projects. 

• Responsible for training on Standard Operating Procedures (SOPs) and communicating policy changes and updates.

• Perform all job duties and responsibilities in a safe manner to protect one’s self, fellow employees, and the public from injury or harm. Promote safety awareness and follow safety procedures in an effort to reduce or eliminate accidents.

Minimum Qualifications

Sufficient experience, training and/or education to demonstrate the knowledge and ability to successfully perform the essential functions of the position. In lieu of a degree, work-related experience that demonstrates the skills and experience necessary to perform this role will be accepted. Development of the required knowledge and abilities is typically obtained through but not limited to:

• Bachelor’s degree in electrical engineering or a related field.

• Six (6) years of experience in Traction Power and OCS in 25kV AC electrified railroad.

• Three (3) years management level experience.

Preferred Qualifications:

• California PE License (or the ability to obtain within 6 months)

• Possess a valid California drivers’ license with a safe driving record.

• Possess effective written and oral communication skills.

• Strong prior experience with Microsoft Office suite, scheduling software (MS Project or Primavera)

We have an exciting internship opportunity available at the City of Millbrae’s Public Works Department - Engineering Division. This is an open-ended internship without a specific term, and is a fully on-site position with a minimum of 16 hours per week commitment (not to exceed 1,000 per fiscal year).

PHYSICAL DEMANDS AND WORKING ENVIRONMENT:

This position reports to the Public Works Director and supervises a talented team of professional, technical, and paraprofessional staff. The City Engineer will also act in the absence of the Public Works Director, providing crucial leadership and decision-making in the department. 

A few key aspects of this position are: 

• Leadership & Supervision: Direct the activities of the Engineering Division by assigning, supervising, and evaluating the work of staff and ensure that city projects are completed on time, within budget, and in accordance with legal requirements. 

• Project Oversight: Lead the development and implementation of major street, transportation, and capital projects through plan and specification review, bidding process management, and construction and inspection. 

• Regulatory Compliance: Ensure all private development and public improvement plans comply with state and local codes, including the preparation and review of subdivision maps and stormwater management initiatives. 

• Capital Improvement Management: Administer the City’s Capital Improvement Plan (CIP), including project selection, budget oversight, and coordination with City Council and other stakeholders. 

• Grant Applications & Management: Apply for federal and state grants to fund various public works projects. Monitor the expenditure and compliance of awarded grants. 

• Collaboration & Communication: Provide guidance to other City departments and the public on civil engineering and urban development matters. Represent the City in regional discussions and public meetings.

EXPERIENCE AND TRAINING 

Any combination of education and experience that would provide the required knowledge, skills, and abilities is qualifying. A typical way to obtain the required qualifications would be: 
 
Education: 

• Possession of a Bachelor’s degree from an accredited college or university with major coursework in civil engineering or a closely related field. 

Experience: 

• Six (6) years of progressively responsible professional civil engineering work including three (3) years of supervisory and project management experience. 

License: 

• Possession of a valid driver license and a satisfactory driving record throughout employment. 

• Current registration as a Civil Engineer in California. 

California-licensed Professional Civil Engineer are eligible for an additional 2% differential above base salary.

New, Full-time regular hire Civil Engineers are eligible to receive a $10,000.00 signing bonus, which will be split into two equal payments: 50% at the time of hire (i.e. first paycheck) and the remaining 50% after successful completion of their probationary period.

There are two (2) Full Time Regular Hire vacancies, one (1) in the Engineering Division and one (1) in the Land Development Division.

The Civil Engineer helps define, design and/or review minor projects and phases of large civil engineering projects with complex budgets and timelines. This position exercises substantial initiative, judgment, and expertise to meet program and project needs. The Civil Engineer may be responsible for designing projects, reviewing project plans and specifications prepared by consultants, or reviewing development applications. The Civil Engineer helps in selecting consultants, preparing contract documents, and administering contracts during construction. This position provides direction and mentorship to more junior staff and oversees both technical and administrative work to ensure that work is performed efficiently and effectively for the public good.

Engineering Division
Projects may include such things as: bridge repair and replacement, culvert repair and replacement, new retaining walls, pavement management, road improvements, new stormwater management devices, new traffic management devices and others.

Land Development Division
Projects include a full range of private development from improvements to single family homes and small businesses to new subdivisions with extensive new infrastructure. This position issues and oversees permits such as grading, creek and quarry permits, supports the Road Commissioner role by issuing encroachment permits, transportation permits, and film permits, ensures private development project comply with stormwater regulations, floodplain management requirements, and use of the public rights-of-way, interacts with the public at the Counter and in meetings, and coordinates with the Community Development Agency to develop conditions of approval for development projects.

Hybrid schedule:
The Department of Public Works has embraced a hybrid work schedule that considers that some duties of this position may be performed remotely. The Senior Engineering Technician will prepare exhibits, update CAD files, access and update asset management software, update spreadsheets and project folders, perform site visits, perform field measurements, perform research tasks, support the water sampling program, support plan checks, prepare construction documents, perform field inspections, update block books and communicate with customers, contractors, consultants, engineers, inspectors, and operators. 

The ideal candidate should be proficient in AutoCAD, the Microsoft Office Suite, working with PDF formats, navigating folder directories, and communicating effectively with a diverse group of stakeholders. Any experience, skills or certification related to the water, recycled water, sewer or general civil engineering industry is desired.

Department of Public Works

Currently, the Field Services Division of the Department of Public Works (DPW) is looking for individuals for the position of Senior Engineering Technician.  This position will provide support to the Field Services division through updates to the Geographic Information System (GIS) system, AutoCAD, and miscellaneous databases.  This position will coordinate internally with various DPW staff to maintain system records and support their needs to successfully complete their projects on time.

The ideal candidate should have experience using and editing AutoCAD software. The Senior Engineering Technician will assist the City Surveyor with topographic, monument, and benchmark surveys conducted in the field. Additionally, the technician will help restore missing or damaged monuments and benchmarks and perform administrative tasks such as filing permits, updating block books, conducting research, and carrying out field inspections and investigations. Employees in this role are expected to be fully trained in all procedures related to their assigned responsibilities. Work is performed under the general supervision of the Chief of Party, a Professional Engineer, or a Principal Engineering Technician, who assigns tasks and reviews work to ensure compliance with instructions and established engineering standards.

The Design Division manages capital improvement planning and programming related to pavement management, storm drain facilities, and sanitary sewer systems. Additionally, the division provides capital project delivery services for a variety of City projects including transportation, roadways, pedestrian and bicycle, storm drains, sanitary sewers, buildings, libraries, and parks to implement the City’s capital improvement program. The division also coordinates with the Federal Emergency Management Agency on the City’s Community Rating System (CRS) program to maintain the City’s Class 7 rating. 

The Field Services Division provides construction management, construction inspection, materials testing, and surveying for capital improvement projects such as pavement rehabilitation, traffic signals, storm and sanitary sewers, parks, building improvements and other public improvements.  The Field Services Division also provides construction inspection and coordination for developer/private construction of public improvements within the City’s right-of-way. 

The Land & Property Development Division is responsible for providing efficient and effective engineering services to support private development projects during the entitlement, design, and construction phases. The division works closely with customers, developers, utility companies and the community to ensure projects comply with local, state and federal standards. The division is also responsible for reviewing and approving encroachment permits, easements, street/easement abandonments, subdivision maps, processing encroachment agreements, collecting development-related fees, and collaborating with other Public Works divisions, as well as other City departments throughout all project phases. Additionally, the division provides customer counter services to the general public as the City’s permit center.

The Traffic Engineering Division provides traffic engineering, traffic impact analysis reviews, bicycle and pedestrian improvement planning, grant administration, and traffic signal maintenance and operation services for the City. The division also investigates resident/business inquiries related to street parking, traffic calming, intersection control, and bicycling and pedestrian travel on public streets. Finally, this division coordinates with other agencies such as the Valley Transportation Authority, County of Santa Clara Roads and Airports, Caltrans, and the cities of San Jose, Cupertino, and Sunnyvale related to projects, programs, and grant opportunities.

The Assistant Civil Engineer is an entry-level class in the Civil Engineer series. This class is distinguished from the Associate Civil Engineer by the performance of the more routine tasks and duties assigned to positions within the Civil Engineer series. There is one (1) full-time, regular hire Senior Civil Engineer vacancy in the Engineering Division. 

Under direction, the Senior Civil Engineer, plans, manages, and coordinates the engineering program. Using broad parameters of departmental policy guidelines, this position exercises substantial initiative, judgment, and expertise to meet program and project outcomes. The Senior Civil Engineer creates the scope on large civil engineering projects with complex budgets and timelines, integrating numerous elements that significant stakeholder involvement and sensitivity. This position provides direction and mentorship to more junior staff and oversees both technical and administrative work performed by their staff and ensures that projects are completed efficiently and effectively for the public good. Informing the public and Board of Supervisors, selecting consultants, preparing contract documents, reviewing project plans and specifications prepared by consultants, and administering contracts during construction are performed by the Senior Civil Engineer. 

Signing bonus:
In addition to a competitive compensations package, new, full-time, regular hire Senior Civil Engineers are eligible to receive a $10,000 signing bonus which will be split into two equal payments: 50% at time of hire (i.e. first paycheck) and the remaining 50% after successful completion of their probationary period.
