The County of San Mateo’s Department of Public Works seeks well-qualified candidates for the position of Departmental Human Resources Manager. This role serves as the primary HR partner for Public Works, supporting workforce strategy, labor relations, communication, equity, and acting as the key liaison to the County’s central Human Resources Department. 

The Department of Public Works plans, designs, constructs, operates, and maintains facilities and equipment that are safe and accessible to the clients of County, the general public, and County employees. The Department advises the Board of Supervisors on all public works issues.

Public Works has a budget of approximately $200 million and is comprised of over 300 employees in five divisions: Administrative Services, Airports, Engineering and Resource Protection, Facility and Capital Projects, and Road Services. 

 

What You Will Do

This position is responsible for administering and supporting key human resources functions for the Department of Public Works, including but not limited to: 

Employee and Labor Relations

• Serve as the first point of contact for employee relations matters, including performance management, corrective action, investigations, and compliance documentation.
• Advise managers on progressive discipline, documentation standards, and risk-aware decision-making.
• Partner with labor organizations; participate in meet-and-confers and negotiations; interpret and apply MOUs and Civil Service Rules. 

Payroll, Compliance, and HR Operations

• Provide oversight and guidance related to payroll processes, audits, and compliance requirements. 
• Ensure adherence to County, State, and Federal laws, regulations, and labor agreements. 
• Interpret and apply policies related to leave, benefits, workers’ compensation, and classification/compensation. 

Workforce & Performance Management

• Coach managers and supervisors on effective performance evaluations, SMART goal setting, and employee development.
• Support workforce planning and recruitment strategies within Civil Service rules. 
• Assist with onboarding, succession planning, and staff development initiatives.

Engagement, Wellness, and Organizational Development

• Champion employee engagement, wellness, appreciation initiatives tailored to the diverse workforce, and leading the department employee engagement committee.
• Conduct training needs assessments and identify systemic issues impacting morale, performance, or compliance.
• Help re-establish and strengthen training, mentoring, and development programs.

Strategic Partnerships and Communication

• Build strong relationships with department leadership, supervisors, frontline staff, and central HR partners.
• Prepare professional reports, policies, Board memos, executive summaries, and presentations.
• Represent the department in meetings with executive leadership, unions, vendors, and community partners.

The Department:

The Santa Clara City Library is a department of the City and has positioned itself as a dynamic community hub, providing access to information, literacy resources, educational programming, and promotes civic engagement in Santa Clara. The Library Department is organized into seven divisions: Administration, Adult Services, Branch Services, Customer Services, Facilities, Technical and Technology Services and Youth Services. Santa Clara City Library is in the process of finalizing and implementing its new Strategic Plan that will support the direction of future library services.

The Position:

This is the entry-level class within the literacy series responsible for helping raise community awareness of the library’s adult and family literacy services. The Literacy Advocate does community outreach, facilitates information meetings for new learners and volunteers and supports the involvement of adult learners in the Read Santa Clara program, connecting them to helpful library and community resources.  Read Santa Clara is the adult and family literacy program of the Santa Clara City Library. 

The position being filled is a 0.5 FTE position. Benefits for this position will be prorated to a half-time position. The annual salary range for this position is $34,966.38 - $44,692.20, this is a prorated amount. This position may be filled at or near the minimum of the salary range.

About the Position:  The Planner III focuses on a wide variety of planning and capital improvement projects that include long-range planning; land use planning; site design; and environmental review to increase public access, outdoor recreation, and enjoyment of Midpen’s lands. The Planner III is tasked with performing complex professional level planning, analysis, and design; developing and administering project scopes, schedules and budgets; analyzing project risks and environmental issues related to public access and natural and cultural resources; directing the feasibility and early design phase of capital improvement projects that include trails, trailhead staging/parking areas and staff facilities; developing recommendations for land use policies; preparing long-range plans to guide the use and management of Midpen lands; conducting public outreach and engagement; preparing requests for proposals; assisting in development of grant applications; preparing environmental review documents; and obtaining planning permits and initial approvals for projects. The Planner III also provides project presentations to senior management, the Board of Directors, and Committees, and at public meetings, that may be held in the evenings and weekends. The Planner III also oversees and participates in the work of junior staff and has experience providing a high level of customer service with the public, vendors, contractors, and Midpen staff.

The ideal candidate is a self-starter who works independently with some supervision; possesses supervisory experience over other staff; communicates well and collaborates closely with internal team members from other departments to complete project requirements; works with local jurisdictional agencies to coordinate planning and permitting efforts; directs multidisciplinary teams of consultants; coordinates with in-house designers; prepares and presents clear and concise oral and written communications to senior staff and management, the Board of Directors and public; keeps projects on schedule and on budget while remaining flexible to adjust priorities as needed; maintains well-organized and complete project documentation; and builds trust with peers, community members, stakeholders, and Midpen leadership. Work Environment:  This position is part of the Planning Department at Midpen’s office in Los Altos, California.  The Planner III will be expected to be available to provide project presentations in the evenings and sometimes on weekends. In addition to working in the office, the Planner III will sometimes work in the field and hike through steep terrain and wildland areas.  Field work will require driving in remote areas on dirt roads, working in temperatures ranging from cold and blustery to hot and dry. Ideal candidates will be comfortable working in these types of field conditions, as well as in an office environment. Midpen offers a hybrid office/telecommute work schedule for this position in addition to a 9/80 schedule.

Education and Experience:  Any combination of training and experience that would provide the required knowledge, skills, and abilities is qualifying. A typical way to obtain the required qualifications would be: 

• Equivalent to graduation from an accredited four-year college or university with major coursework in urban or environmental planning, landscape architecture, natural resource management, community development, environmental sciences, public administration, or a closely related field and
• At least five (5) years of increasingly responsible experience in planning project management preferably in parks, open space, or a closely related field.

The County Executive’s Office seeks qualified candidates for the position of Outreach and Enforcement Associate in the Office of Labor Standards and Enforcement.

Launched in July 2025, the Office of Labor Standards and Enforcement (OLSE) promotes fair labor practices throughout San Mateo County. OLSE’s core functions include conducting outreach and education to workers and employers within San Mateo County about their rights and obligations in the workplace and enforcing labor standards that protect San Mateo County workers through coordinated investigations and efforts to secure compliance.

THE POSITION

Reporting to the Labor Standards Manager, the Outreach and Enforcement Associate will lead OLSE’s community outreach and engagement work, support civil investigations and enforcement actions, and manage projects to support OLSE’s implementation. Spanish fluency is required for this position. 

The Outreach and Enforcement Associate’s key responsibilities will include:

• Outreach and Community Engagement:
  • Plan and implement culturally and linguistically appropriate labor standards outreach campaigns targeting low-wage workers and their employers, prioritizing outreach consistent with geographic and industry priorities, with buy-in from key stakeholders. 
  • Execute a wide range of outreach activities, including mass mailings, door-to-door canvassing, flyering, tabling, presentations, workshops, and events.
  • Deliver presentations to and facilitate discussions with low-wage workers and small businesses, providing clarity on workplace rights and resources available to support labor compliance.
  • Develop and maintain educational materials that present information responsive to community need in an accurate, accessible, and engaging manner.
  • Build partnerships and cooperative working relationships with County departments and various community, public, and regulatory organizations.

• Enforcement Support and Intake Coordination:
  • Receive and respond to complaints, inquiries, and requests for support from workers, employers, and members of the public, implementing OLSE’s intake procedures and best practices for ensuring all stakeholders who contact OLSE receive clear, helpful, in-language, and timely information and complaints are investigated promptly.
  • Conduct initial interviews with workers seeking OLSE assistance by phone and in-person; identify worker priorities and make recommendations for appropriate next steps.
  • As assigned, and under supervision, conduct investigations of potential violations of laws within OLSE’s jurisdiction, including interviewing workers, engaging with employers, calculating damages, and drafting investigation reports.

• Project Management:
  • Support the development and implementation of OLSE workflows and processes, including the implementation of a case management database.
  • Coordinate contract solicitations and assist with the maintenance and monitoring of OLSE contracts.
  • Prepare reports on OLSE activities and outcomes.

Additional duties include but are not limited to:

• Assist in developing goals, objectives, policies, procedures, and work standards. 
• Analyze programmatic practices and procedures and make recommendations for organizational, operational, policy, and procedural improvements.
• Conduct needs analyses, feasibility studies, and evaluations.
• Support Office of Labor Standards and Enforcement programs and projects.
• Continuously monitor the efficiency and effectiveness of operations and service delivery methods and procedures to maximize funding and minimize costs. 
• Develop, summarize, and maintain administrative and fiscal records.
• Prepare comprehensive technical reports, identify alternatives, and make and justify recommendations.
• Conduct special research projects and financial analyses for countywide programs and usage, produce findings and recommendations, and prepare related reports.
• Represent the Office in interdepartmental, community, and professional meetings and confer and coordinate with other County staff on a wide variety of administrative analyses and planning issues.
• Ensure compliance with Federal, State, County, and funding agency regulatory and reporting requirements and applicable laws, regulations, and professional practices.
• Prepare and submit Board of Supervisor agenda reports and various other commission, committee, and staff reports, resolutions, ordinances, and correspondence regarding assigned activities.
• Attend meetings, conferences, workshops, and training sessions and review publications and related materials to become and remain current on principles, practices, and new developments in labor standards, labor laws, and enforcement.
• Communicate orally, in writing, or through graphic representations and statistical summaries with colleagues, managers, employees, the public, organized employee groups, and representatives of various organizations.
• Participate, as requested, in selecting, training, motivating, and evaluating assigned staff and interns; direct the work activities of assigned staff; prioritize and coordinate work assignments; provide or coordinate staff training; review work for accuracy; and work with employees to correct deficiencies.

ABOUT THE POSITION

The City of Redwood City invites you to apply for the position of Equipment Mechanic I/II.  The Equipment Mechanic works within the Equipment Services Section within the Public Works Department, and is responsible for making minor and major mechanical repairs to automotive, diesel and other power-driven equipment, performing routine maintenance and servicing, and performing specialized mechanical and fabrication work as required.  

Equipment Mechanic I:

This is the entry level in the Equipment Mechanic class series. Positions in this class perform mechanical repair work of a routine to moderately complex nature, working under the guidance and training of more experienced mechanics.

Equipment Mechanic II:

This is the full journey level in the Equipment Mechanic class series. Positions assigned to this class perform the full range of journey level automotive and equipment maintenance work typically assigned to Equipment Mechanics. In addition, an Equipment Mechanic II assumes responsibility for providing training for Equipment Mechanic I’s and regularly performs the most complex maintenance and repair work in the shop.

Recreation Leader I/II
The City of Foster City is searching for talented, energetic, responsible individuals who are serious about having fun! If you can think on your feet and be a fun team player, this could be the position for you! As a Recreation Leader, you’ll be responsible for implementing quality youth and teen programs and providing a safe environment for our participants. This is a part-time, seasonal, non-benefited position limited to approximately 20 hours per week and 980 hours in a fiscal year. Level of position will be determined based on the experience (see Education and Training Guidelines). 

Summer Camps
Candidates must commit to working for the entire Summer (June 15, 2026 - August 8, 2026). There will also be a mandatory training for all new and returning staff on June 8, 2026 through June 12, 2026. Work hours will vary between 7:45am – 6:00pm depending on the camp, Monday through Friday. No weekends shifts are available. 

Summer Camps: Kamp Koala, Camp Outback, Camp Way Outback, Camp Breakaway. 

The Vibe Teen Center
We are looking for Recreation Leaders to assist with supervision, lead recreational activities, supervise rentals, and plan special events for teens. This position will start in June and Recreation Leaders must be able to work on a Friday or work a weekend shift each week. Work hours will vary, but typically will be from:

School Year Schedule: Positions are limited.

• Monday - Thursday 3:00pm-6:00pm
• Fridays 3:00pm-9:00pm
• Some weekend shifts are available.

Summer Schedule: 

• Monday-Thursday: 3:00pm-6:00pm
• Fridays: 3:00pm-8:00pm
• Some weekend shifts are available.

Salary 

• Recreation Leader I: $17.85 - $20.48
• Recreation Leader II: $19.12 - $21.96

Important and Essential Responsibilities 

• Must be at least 15 years of age to work at Summer Camps and 16 years of age to work at The Vibe.
• Supervise youth and teens in city programming, which may include after school programs, teen center, vacation and summer camps, and special events.

Education and Training Guidelines 
Any combination equivalent to experience and education that could likely provide the required knowledge, skills and abilities would be qualifying. A typical way to qualify would be: 

Recreation Leader I: Completion of eighth grade. No previous experience required. Volunteer or paid experience with groups of children is desirable.

Recreation Leader II: Completion of the ninth grade. Experience as a participant in a variety of recreation activities. Some experience in group leadership is desirable.

Special Requirements 
Ability to lift and move equipment (up to 25 lbs.); complete forms and reports; ability to set-up and coordinate activities; remain calm and use good judgment in difficult and emergency situations; work flexible hours. Physical strength and stamina will be required in some positions to perform demonstrations and leads activities. 

Licenses, Certificates, Registration 

• Certificates: American Red Cross Community First Aid and Safety Course or equivalent (including adult, child infant CPR, and Standard First Aid) or ability to obtain at the beginning of employment.
• All successful candidates under age 18 must possess a work permit prior to hire.

Selection Process

Position Summary

Under general supervision, performs repair, maintenance and alterations of electrical equipment including toll equipment and facilities on the bridge, shops, roadways, administration building and other District offices.

Essential Responsibilities

• Performs routine maintenance on all electrical and related equipment, according to established maintenance schedule, for bridge facilities and buildings and for other divisions as requested.
• Inspects and repairs electrical motors, transformers, switch gear, heating, ventilating and air conditioning controls, alarms, signal systems, navigation aids, roadway lighting.
• Performs alteration work and other duties, as direct or requested, on all District offices, terminals and facilities.
• Knows and follows the safety and health rules and safe working practices applicable to his or her job.
• Establishes and maintains effective working relationships with District employees, customers, vendors and all others contacted during the course of work using principles of excellent customer service.
• Performs additional related duties as assigned.
• Regular and reliable attendance and performance is required.

The Maintenance Worker performs a variety of tasks related to the care and maintenance of City facilities and equipment. There is currently one (1) vacancy which will be filled at either the Maintenance Worker I or II level, depending on the incumbent’s training and experience.

The Maintenance Worker performs a variety of janitorial duties, including semi-skilled and unskilled carpentry, plumbing, electrical, painting, basic mechanical, and general building maintenance tasks; Operates various tools and facility equipment, including but not limited to carpentry tools, plumbing tools, HVAC and electrical testing equipment, and related equipment as required; Performs routine maintenance on facility equipment as needed, and other related duties.

The normal work week will be a 9/80 schedule (9-hour days Monday-Thursday, 8-hour Friday with every other Friday off).

The Department

The South San Francisco Fire Department provides its residents with service in fire suppression; first-responder and ambulance transport emergency medical services; hazardous materials response; urban search and rescue; marine rescue and fire prevention, investigation and public education. The Department operates five (5) fire stations throughout the City, plus an Emergency Operations Center and Fire Training Tower and is comprised of 92 dedicated staff members.

The Position

TYPICAL DUTIES AND RESPONSIBILITIES (may include but are not limited to the following):

• Under general supervision, engages in medical aid treatment and transport activities to protect life.
• Drives, operates, and maintains all assigned department apparatus and equipment.
• Assists and participates in training programs; public education.
• Accurately completes electronic patient care reports, physician certification statements, and incident reports.
• Performs other related duties as required. 

WORKING CONDITIONS/PHYSICAL REQUIREMENTS (may include but are not limited to the following):

• Mobility to work in both emergency and non-emergency settings.
• Ability to lift or carry up to 110 lbs.
• Ability to operate a motor vehicle under both emergency and non-emergency conditions.
• Strength and stamina to perform service duties.
•  Vision sufficient to meet department standards.
• Hearing and speech sufficient to communicate in person and via radio.

QUALIFICATIONS: Any combination of experience and training that would provide the required knowledge, skills, and abilities would be qualifying. A typical way to obtain the knowledge, skills, and abilities would be:

Experience: None 

Training: Must be at least 18 years of age with a high school diploma or equivalent.

Licenses/Certificates: All licenses and certificates must be maintained as a condition of employment.

• Possession of a valid California driver’s license and a satisfactory driving record.
• Possession of a valid EMT or National Registry Certification, and the ability to be certified by San Mateo County EMS Agency.
• Must possess a valid CPR “Healthcare Provider” card, American Heart Association or equivalent.
