As the Senior Administrative Assistant for City Clerk’s Office, you will primarily respond to Public Records Act Requests, exercising data management and critical thinking skills.

As the Senior Administrative Assistant for Purchasing, you will provide valued support to the Purchasing and Support Services Division, serving as the administrative backbone and face of the division.

The Essentials:

Senior Administrative Assistant – Minimum Qualifications

• Three (3) years of increasingly responsible administrative and clerical experience involving frequent public contact.
• Education equivalent to the completion of the 12th grade supplemented by coursework in office or business management.

Highly desirable – City Clerk’s Office:

• Related experience at a public agency or in a legal office
• Experience with records or data management software

Highly Desirable – Purchasing:

• Related experience at a public agency
• Experience with finance related tasks and/or software (Processing contracts, purchase orders, invoices, and updating a vendor database)

• Take ownership over initiating responses to Public Records Act Requests
  • Coordinate with other City departments to ensure that requests are forwarded appropriately, applicable records are received, and the request response is on schedule
  • Understand each request, proactively identifying potential issues and requesting more information as necessary
  • Stay organized and ensure compliance with legal deadlines, following up with others as necessary
• Provide coverage for the City Clerk’s front desk in the absence of the Administrative Assistant – answering or directing inquiries by phone, email, and in-person
• Assist with other projects as needed, such as noticing and filing

What You’ll Do – Purchasing

• Utilize your knowledge of Purchasing and the team to answer inquiries or direct them to the appropriate Buyer.
• Manage communication with vendors daily, sending them purchasing orders, ensuring their receipt, and updating the vendor database. Assist vendors by answering or directing their inquiries and ensuring their compliance with document requirements.
• Model and improve upon your analytical and technical skills, working with Excel and Finance Enterprise (FE), amongst other systems, to ensure that records are well-maintained and accurate. Upload requisitions into FE.
• Exercise excellent customer service to internal facing customers, assisting other departments through phone, email, or in-person inquiries.
• Stay cool under pressure, ensuring that key deadlines are met and a fluctuating volume of workload is managed.

Work Schedule 

For both vacancies, the incumbent can expect to work onsite 5 days a week. With stellar performance there is the possibility for some hybrid flexibility later on.

The Department:

The Human Resources Department provides support to all City Departments. 

The City of Santa Clara Human Resources Department is seeking collaborative, innovative, enthusiastic individuals with great interpersonal skills to deliver high quality services that meet the community’s needs.  The City is looking for an experienced professional to manage the Citywide Occupational Health and Safety Program. The successful candidate must effectively multi-task, have exceptional communication skills, considerable initiative, high capacity to work demands, and work successfully independently and in a team environment while maintaining the highest degree of confidentiality, trust and ethics.  Experience in the public sector is desirable.  

The Position: 

The Human Resources Division Manager will be responsible for managing and administering the City-wide Occupational Health and Safety Program to ensure compliance with local, state, and federal laws and regulations. The incumbent will provide expertise and experience with industrial safety programs including but not limited to: lock out tag out (LOTO), confined space entry, machinery safety, fall protection, hazardous materials, commercial vehicle operation programs, and other industrial safety program elements.  The ideal candidate will have experience developing, administering and evaluating Cal/OSHA programs and have strong technical knowledge in occupational health and safety.   This position will manage the City’s workers’ compensation program.

This position requires experience interpreting occupational health and safety regulations across various work sites and job functions. The incumbent will be expected to provide guidance and collaborate with Departments that have various work sites, including general office spaces, electric and water and sewer utility work, general field work, work along creeks and waterways, work in heavy industrial settings, traffic and commercial vehicle operations and emergency response.

In addition, this position provides: City-wide safety policy and program development, provides training, ergonomic evaluations, conducts inspections, investigates incidents, accidents, and claims, oversees safety training programs.  This position will manage one Management Analyst and Senior Human Resources Technician.

General responsibilities include: 

• Develop, administer, and evaluate the Citywide safety program
• Understand, interpret, and apply City, State and Federal laws, rules and regulations pertaining to employee safety
• Perform safety audits and analysis of department near-miss and injury claims
• Serve as the primary liaison between the City and CAL/OSHA and other regulatory agencies
• Maintain effective communications between the City-wide safety team, department leadership and City management to assess and mitigate worksite risks
• Implement new and improve existing safety programs and strengthen a culture of safety
• Serve as a technical expert and City Safety Officer, including advising departments and track status of corrections of dangerous conditions as a result of safety audits/inspections
• Manage third party safety consultants and third-party workers’ compensation administrator
• Provide management oversight of direct reports  
• Collect and analyze safety metrics data, identify and communicate meaningful leading and lagging indicators and provide program recommendations.
• Oversee, investigate, evaluate, and make timely recommendations on incidents and accidents regarding safety issues in coordination with City policies and procedures
• Collaborate with departments to develop and maintain job hazard assessment (JHA), safe work practices (SWP) or other safety procedures, and safety training matrix
• Maintain accurate and organized records for program needs and requirements.

A certification such as the Certified Safety Professional (CSP), Certified Safety and Health Manager (CSHM), Certified Industrial Hygienist (CIH), or equivalent is highly desirable.

As a member of the City's Unclassified Service, this is an "at-will" position and the incumbent serves at the discretion of the City Manager.

The Santa Clara City Library is a department of the City of Santa Clara. The Santa Clara City Library operates three facilities, a virtual branch through a website, and a bookmobile. The Library provides a collection of virtual and physical books and resources, services and programs, public internet access, adult literacy and English as Second Language classes for the Santa Clara community. Services and programs are free and open to all.

The Position:

The Santa Clara City Library is seeking an enthusiastic and community-oriented Librarian with a strong public service commitment at the Mission Branch Library. This Librarian will provide library service, information, and programming for all ages, and may be responsible of the branch in-lieu of more senior staff. Constant contact and collaboration with patrons of all ages, including those with diverse backgrounds and abilities, are part of the daily duties of this position.  

This is a limited-term appointment of 30-40 hours/week for up to 6 months. As an as-needed employee, this is an "at-will" position and there is no guarantee of hours. Hours are limited to 999 in a fiscal year or 960 hours in a fiscal year for retired CalPERS annuitants.

About the Position:  The Midpeninsula Regional Open Space District (Midpen) Seasonal Ranger Aide is an entry-level position, which provides the opportunity to learn and perform some duties of a ranger under the guidance of experienced ranger staff. Ranger Aides provide visitor information and assistance, travelling by non-emergency Midpen vehicles and on foot throughout an assigned geographical region. Ranger Aides perform a variety of customer service duties such as educating and informing the public about Midpen land use regulations, public relations and provide general information services, but do not have law enforcement authority.  Ranger Aides will assist with routine maintenance work on Midpen land and facilities and may respond to assist with emergency calls. Requirements: Must have the ability to  learn Midpen lands, pertinent laws and regulations and contact, educate and inform the public about the lands and regulations ; administer first aid and CPR; operate and maintain various power tools and equipment; operate two-way radios; communicate clearly and concisely both orally and in writing; and other duties as assigned.

Education & Experience: Any combination of training and experience that would provide the required knowledge, skills, and abilities is qualifying. A typical way to obtain the required qualifications would be:

Equivalent to graduation from high school. Six months experience working in a customer service related field.  Some experience or training in a parks settings is desirable.

Schedules:  This is a full-time position. Employees are expected to work full-time (40 hours during the work week); however, school schedules may be accommodated around regular days/hours of operations.  Weekend work (Sat/Sun) is required, with two consistent days off each week (Thursdays/Fridays off).  Incumbents will work an 8-hour workday (plus a 30-minute unpaid meal break). Daily start and end times will be the same for most workdays, typically scheduled within the range of 7:00 a.m. to 5:30 p.m.  Must be willing to work weekends, nights, holidays, or extended shifts and work with exposure to difficult circumstances, including exposure to challenging situations and upset individuals. Seasonal assignments will not exceed 950 hours or 7 months, whichever comes first, and do not include benefits.

Working Conditions: Most work is outdoors within Midpen’s open space lands with exposure to inclement weather conditions. This requires the ability to patrol on foot, off trail, and in rugged terrain.  Also requires the ability to perform related emergency services and maintenance and construction work on Midpen lands. Once trained, Ranger Aides may work alone for parts or all of their shifts. Must wear prescribed District uniform and adhere to strict safety procedures and work habits.

DEFINITION:

DISTINGUISHING CHARACTERISTICS:

Application Integrator I

The Application Integrator I is the entry level class in this series and performs the more routine tasks associated with database and application projects. This classification may be alternatively staffed with the Application Integrator II, and incumbents may advance to the higher level after gaining experience and demonstrating a level of proficiency that meets the qualifications of the higher-level class.

Application Integrator II

The Application Integrator II is the journey level class responsible for the full range of duties associated with database and application projects. This classification is distinguished from the next higher classification of Senior Application Integrator in that the latter is an advanced journey level, performs the most complex assignments, and may have lead responsibilities.

Senior Application Integrator

The Senior Application Integrator is the advanced journey level and/or lead class responsible for a wide variety of complex database and application projects. Positions at this level are distinguished from other classes within the series by the level of responsibility assumed, complexity of duties assigned, independence of action taken, and by the amount of time spent performing the duties.

SUPERVISION RECEIVED/EXERCISED:

Application Integrator I

Receives direct supervision from the Chief Innovation and Technology Officer. Incumbents of this class do not routinely exercise supervision.

Application Integrator II

Senior Application Integrator

Receives general direction from the Chief Innovation and Technology Officer or his/her designee. May exercise technical and functional supervision over assigned staff.

ESSENTIAL FUNCTIONS: (include but are not limited to the following)

• Perform complex work related to database management and administration, including designing, configuring, and implementing databases infrastructure architecture, backup and recovery planning implementation, integrations, overseeing disk capacity of server and database infrastructure, and monitoring performance of assigned databases and servers; modifying and upgrading existing databases; coordinating, developing, and performing data export and import routines between applications; and creating and modifying query language scripts.
• Perform complex work related to application development, configuration, integration and administration, including designing, developing, overseeing, and implementing application and integration architecture; backup and recovery planning; and implementation, integration, performance monitoring, data analysis, modifying and upgrading existing solutions, creating and modifying applications utilizing programming languages including but not limited to HTML, JavaScript, PowerShell, JSON, SQL, and Python.
• Coordinates and monitors information technology operational systems for the City, including analyzing, diagnosing, maintaining, and troubleshooting assigned system areas, such as applications, operating systems, and database systems.
• Researches available technologies; assists in the development and administration of Requests for Proposal to acquire applicable departmental programs or systems from vendors in order to meet the identified needs; performs cost/benefit analyses of said systems; manages and executes installation upgrades and system patches; tracks problems and requests for system enhancement and equipment upgrades; identifies and recommends solutions related to the assigned program; and resolves problems as they occur.
• Assists with and performs installation of new and existing software, complex configuration duties, and related data migration, conversion, maintenance, and extraction work; performs modifications, testing, and implementation of vendor software; develops, coordinates, and implements plans to test business and functional processes during system development and quality assurance; participates in the design of all required system interfaces and reviews and monitors vendors’ work.
• Serves as a trainer for staff regarding new procedures and software applications; demonstrates the software application systems; prepares written procedures and training materials for staff; provides support for specific department applications; tests programs and applications from users’ perspective.
• Conducts systems analyses; develops business and technical requirements; designs functional and technical specifications, writes source code, and tests applications.
• Assists in the planning and coordination of migrations from legacy systems and the implementation of ongoing maintenance of new computer systems.
• Lead and manage complex projects involving multiple City departments.
• Acts as a technical resource for City staff; identifies and suggests alternatives and recommends process changes through information systems; assists in identifying potential required changes to business processes and/or procedures.
• Participates in defining requirements, development, design, and validation of new automated computer systems.
• Develops and runs custom reports using a variety of report applications and systems.
• Designs, writes, tests, and documents a variety of computer programs/report-writers using applicable programming languages.
• Prepares and maintains documentation and instruction; maintains and updates manuals, codebooks, templates, web pages, and related documents; follows recommended protocols and procedures.
• Creates and maintains users, user permissions, system privileges, passwords and other administrative tasks for assigned systems; monitors, logs, and files for evidence of problems and system issues; performs necessary backup/recovery activities at scheduled times.

PHYSICAL, MENTAL AND ENVIRONMENTAL WORKING CONDITIONS:

Position requires prolonged sitting, standing, walking, reaching, twisting, turning, kneeling, bending, squatting and stooping in the performance of daily activities.  The position also requires grasping, repetitive hand movement and fine coordination in keeping records and preparing reports using a computer keyboard.  Additionally, the position requires near and far vision in reading written reports and work-related documents and acute hearing is required when providing phone and personal service.  The nature of the work may require the incumbent to lift equipment and materials weighing up to 25 pounds or more.

Analyze requirements and procedures to determine the technical database requirements of applications analysts and users; effectively work with City employees from multiple departments, contract employees, and outside vendors to complete information technology projects; conduct analyses of alternatives; develop and review a technical support plan; write computer programs in accordance with established standards and practices; maintain and update highly technical and complex manuals, codebooks, and computer control tables; prepare and maintain documentation for systems procedures, such as network applications, troubleshooting, backup, and recovery procedures; develop standards and procedures to be used by other to efficiently utilize database facilities; analyze users’ requests and needs, and apply appropriate guidelines and resources to resolve them; provide technical expertise and knowledge in design, implementation, and maintenance of database management systems; optimize existing data access and availability; troubleshoot and accurately diagnose a wide variety of software, hardware, and LAN problems; design and program a variety of database and specialized software utilizing standard programming languages; communicate effectively and explain software usage to computer users of all skill levels; train and instruct others in application and database procedures; respond appropriately, effectively, and promptly to the needs of internal and external customers using principles of good customer service.

The Code Enforcement Officer is distinguished from the Supervisor by performing work of moderate difficulty and more routine tasks and duties assigned to this position within this classification series. These tasks involve inspections and enforcement of applicable ordinances pertaining to residential and commercial properties, housing, building construction, and other related regulations.  

The Code Enforcement Officer will respond to citizen concerns and proactively identify violations such as property maintenance issues, and zoning infractions. You will educate the public on code requirements through clear and respectful communication and work collaboratively with other city departments and external agencies to resolve issues. Additionally, the Code Enforcement Officer will issue notices, citations, and follow up on compliance efforts in a fair and consistent manner. It is also imperative that the Code Enforcement Officer maintain accurate case files and documentation for possible legal proceedings.
