About the Position:

The County of Yuba is currently accepting applications for Building Inspector I/II/III in the Building Department of the Community Development & Services Agency. This is a multi-level class series in which incumbents may be assigned to any one of the three levels depending on organizational needs, professional experience, individual expertise and skill, proficiency gained and complexity of assignments. The Building Inspector series is flexibly staffed through level III.

Building Inspector I – Initially under close supervision, incumbents learn structural, framing, plumbing, electrical, energy consumption, disability access, zoning, and related codes and inspection techniques. As experience is gained, inspections become more complex and are performed under more general supervision. This is the entry level in the building inspection series.   

Building Inspector II – Under limited supervision, this is the journey level in this class series, fully qualified to independently perform diverse inspections. This is the journey level in the building inspection series.  

Building Inspector III – is the advanced journey/lead level in this class series. Incumbents at this level receive general supervision as new or unusual situations arise. As employees progress through these levels, they will be assigned more complex, difficult and/or contentious inspections.

Building Inspector I:

• Perform basic principles and practices of the Building Department for inspections, investigations, code interpretation, permit application intake, review and permit issuance, including record keeping and case management.  Also learns zoning, land use, fire-safe and water quality related regulations.
• Inspect new and existing residential properties, and other building and construction elements for conformance to codes, regulations, plans, specifications and standards related to foundations, framing, electrical, plumbing and other structural and functional elements.
• Maintain professional development and continuing education activities, study for and pass certification exams to maintain certification requirements.

Building Inspector II:

• Learn inspection practices and procedures for non-residential commercial and industrial projects, new and existing.
• Perform inspections of new and existing buildings, building and construction elements and structures with limited supervision.
• Investigate complaints regarding existing buildings or new construction to determine if code violations or problem conditions exist; resolve problems or refer them to the supervisor for resolution.

Building Inspector III:

• Provide lead direction, training and work review to professional and technical staff; organize and assign work, set priorities and follow-up to ensure coordination and completion of assigned work; provide input into performance evaluations.
• Perform plan reviews and field inspections of a complex and difficult nature; respond to highly sensitive, complex, or technical complaints; make on-site visits to validate the nature of the complaint and recommend solutions.
• Independently perform full range of Building Inspection duties including conducting and documenting multiple inspections; maintain accurate and separate records for each inspection.

The Behavioral Health Clinician I/II performs a variety of professional duties in the provision of outpatient and crisis behavioral health services to individuals and groups. This person will work with complex casework which may include clinics, criminal justice, adult services, youth and family services, and other mental health settings where they may be asked to  respond to crisis situations, work with case managers and psychiatrists in treatment teams and be familiar with various treatment modalities to ensure clients are in appropriate treatment services. The position is scheduled for forty (40) hours per week.

JOB DUTIES

• Provides individual, group, and family counseling on a variety of mental health problems and substance use disorders; develops treatment plans; provides follow-up counseling and assists patients with the resolution of problems.
• Observes patients on-site at schools, etc., as necessary; conducts home visits as necessary. Participates in outreach activities, providing information to the community regarding prevention, intervention, and education.
• Provides psychotherapy to children and adult clients or their relatives through individual or group therapy methods.
• Receives referrals from the courts or other individuals or organizations regarding individuals requiring treatment services; develops and implements treatment programs.

SENIOR RECREATION LEADER

Part-time, non benefited Position

Summary Description

Under the direction of an assigned supervisor/coordinator, the Senior Recreation Leader is responsible for implementing programs at a given site, including administering program curriculum and supervising program staff.  This is an at-will, intermittent, part-time, hourly wage position without City-paid benefits.  Work a flexible work schedule, which may include evening, weekdays, weekends and holidays.

Representative Duties

• Implement all daily activities of a given program, including administration of program curriculum, leading program activities, monitoring and enforcing program rules and regulations, maintaining a safe environment and collecting any necessary paperwork.
• Instruct program participants in rules, model appropriate behavior, monitor strict adherence to program guidelines and enforce rules.
•      Exercise sound judgment in addressing behavior problems.
•      Responsible for appropriate use, maintenance and storage of all program supplies and equipment.
•      Establish and maintain a respectful and courteous working relationship with participants, volunteers, staff and those contacted in the course of work.
•      Exhibit enthusiasm and support for the program.
•      Assist with training and directing staff and volunteers to ensure program activities are accomplished.
•      Provide information and open communication with appropriate individuals.
•      Perform other program-related duties as assigned.

The City of Marysville has an full-time opportunity in the City of Marysville Finance Department. 

This position will work Monday through Friday, 8:00am to 4:30pm

The City of Marysville is seeking qualified candidates for the position of a Public Works Director; this recruitment will fill 1 vacancy and create an eligible list.  

Reporting directly to the City Manager, this position is responsible for executive direction, strategic leadership, and management of the Public Works Department, including City maintenance workers and capital improvement projects. 

As the principal administrator of the Public Works Department, the Director; plans, organizes, directs, reviews and manages all department activities and functions including Engineering, Parks and Recreation, Streets, Public Facilities, Wastewater Treatment/Sewage, and Storm Water Management.

The Director also coordinates departmental activities with other City departments, outside agencies, community groups and individuals; and provides highly complex professional advice and support to the City Manager and City Council; assures department compliance with and enforcement of applicable federal, state, and local laws, ordinances, and codes; manages and supervises staff; serves as a member of the City’s Executive Team.

REQUIREMENTS

Education and Certification

Education: Graduation from an accredited four-year college or university with a degree in Engineering, Construction Management or similar major.

Licenses: Possess valid California Class C Driver’s License.

Experience

Incumbents must have a minimum of three (3) years of managerial experience directly involving municipal services such as public works, public utilities, capital improvement project management, parks maintenance and management, and/or street and facilities maintenance.

THE POSITION 

Under immediate supervision (Parks Maintenance Worker I) or general supervision (Parks Maintenance Worker II), performs semi-skilled to skilled maintenance, repair, and construction work assigned to the parks division; operates maintenance and construction tools and equipment; performs a variety of maintenance tasks relative to assigned area of responsibility.

Distinguishing Characteristics

Parks Maintenance Worker I: This is the entry level class in the Maintenance Worker series. This class is distinguished from the Maintenance Worker II by the performance of the more routine tasks and duties assigned to workers in this series. Employees at this level are not expected to perform with the same independence of direction and judgment on matters related to established procedures and guidelines as are positions allocated to the II level. Since this class is typically used as a training class, employees may have only limited or non directly related work experience. Employees work under immediate supervision while learning job tasks.

Parks Maintenance Worker II: This is the full journey level class within the Maintenance Worker series. This class is distinguished from the Maintenance Worker I by the assignment of the full range of duties assigned. Employees at this level receive only occasional instruction or assistance as new or unusual situations arise, and are fully aware of the operating procedures and policies within the work unit. Positions in this class are flexibly staffed and are normally filled by advancement from the I level.

Representative Duties

1. Handle complaints and answer questions from the public.
2. Perform general electrical, painting, plumbing and carpentry work as needed.
3. Make minor adjustments on service equipment; maintain tools and equipment in working order.
4. Oversee the work of community service workers.
5. Maintain logs of daily activities.
6. Assist in other areas as needed.
7. Perform related duties as required.
8. Inspect park grounds, structures, medians and related facilities for safety, appearance, and vandalism; remove graffiti from park surfaces.
9. Clean and clear park grounds, facilities, structures and playing fields of debris and potentially dangerous conditions; set up park for special events.
10. Plant, mow, prune, and maintain turf, trees, shrubs, and plants; clear sites of weeds.
11. Perform a wide variety of semi-skilled tasks in the construction and repair of park and community facilities.
12. Install, maintain, repair, and program irrigation systems.
13. Operate grounds maintenance equipment as well as a variety of hand and power tools.
14. Apply pesticide, herbicide, and other pest management treatments.

QUALIFICATIONS

Principles and practices of maintenance and repair activities related to area of assignment.

Parks Maintenance Worker I

Education/Training:

Equivalent to the completion of the twelfth grade.

Experience:

One year of experience in construction or maintenance work is desirable.

License or Certificate:

Possession of a California Class C Driver License.

Possession of a valid forklift certificate within one year of employment.

Parks Maintenance Worker II

Education and Experience Guidelines - Any combination of education and experience that would likely provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be:

Education/Training:

Equivalent to the completion of the twelfth grade.

Experience:

Two years of experience in area of assignment equivalent to the Maintenance Worker I in the City of Ceres.

License or Certificate:

Possession of a California Class C Driver License.

DEFINITION:

Under general administrative direction of the City Manager, plans, directs, manages, and  oversees the activities and operations of the Public Works Department including streets, utilities, water treatment and wastewater treatment, ensures all resources within each division are  properly allocated and managed; provides long range planning for department programs, projects, and needs; coordinates assigned activities with other departments and outside  agencies; and provides highly responsible and complex administrative support to the City  Manager.

CLASS CHARACTERISTICS:

The Director of Public Works is considered a Department Director with responsibility for directing the activities of a Department within the City. Positions at this level serve as a member of the City's senior management team and provide advice and counsel to the City Manager regarding strategic policy and problem-solving issues relating to the assigned Department and the City overall. The incumbent is responsible for accomplishing the City's goals and objectives related to assigned program areas.

• Assumes full management responsibility for all Public Works Department services and activities including streets, utilities, water treatment, and wastewater treatment.

This position is located in the Public Health Division of the Health and Human Services Agency. The Program Manager position has managerial and supervisory responsibility for County programs in the Women, Infants, and Children (WIC) Division. Program Managers are held accountable for the success of the programs and may act on behalf of the Public Health Division. This position exercises direct and in-direct supervision over professional, technical, and clerical staff. This position is full-time, and is scheduled for forty (40) hours per week.

• Assess service delivery to communicate findings to upper management, implement changes to improve efficiency and service quality, maximize effectiveness of program operations, and ensure alignment with the agency's mission.
• Conduct informal counseling on work issues, prepare documentation and improvement plans for deficiencies, and recommend disciplinary action.
• Interpret laws and regulations, including new laws and proposed legislation, to determine relevancy to department operations and services, and assess program compliance with laws and regulations.
