PROGRAM LEADER (SPORTS AND FITNESS)

Salary Range: $17.37 to $23.15/hour, DOE

This is a part-time, temporary, non-benefitted position; 15-20 hours per week (not to exceed 950 hours per calendar year); predominantly afternoon/evening schedule, some weekends.

DEFINITION

The Town seeks gym monitors, scorekeepers, and leaders for a variety of youth and adult sports. Sports may include, but are not limited to basketball, softball, and bocce ball. Sports knowledge is preferred. All staff will be cross-trained for multiple sports. CPR/FA certification is recommended but not required.

SUPERVISION RECEIVED AND EXERCISED

Program Leader receives supervision from the Program Coordinator and/or Program

Assistant.

ESSENTIAL JOB DUTIES

Essential duties may include, but are not limited to the following:

• Scorekeeping and gym monitoring.
• Completing program score sheets, reports, and timesheets according to deadlines.
• Attending monthly staff meetings.
• Various tasks related to the implementation of sports programs.

THE POSITION:

The Police Officer Trainee position is an entry level position, requiring no prior law enforcement experience. Position Duties:

Salary Range

The Assistant Director salary range is currently $178, 713.34 - $288, 700.62. Placement within this range will be dependent upon the qualifications and experience of the individual selected. This salary includes an approximate five percent (5%) ongoing non-pensionable compensation. The salary is supplemented by an attractive benefits package. 

The Position

Reporting to the Director, the Assistant Director serves as the Chief Operating Officer of the Environmental Services Department (ESD), overseeing a budget of approximately $550 million and seven direct reports. This executive leader provides strategic and operational direction across a broad and complex portfolio, including Integrated Waste Management, Watershed Protection, Water Resources, Wastewater Management,  Regulatory Affairs and Purified Water, Utility Financial and Business Operations, and Communications. In partnership with Deputy Directors, department leaders, and citywide stakeholders, the Assistant Director drives alignment with City priorities while ensuring regulatory compliance, operational excellence, and organizational effectiveness. THE DEPARTMENT

The Library and Recreation Department is comprised of two divisions, Library and Recreation & Childcare, that are dedicated to enhancing the quality of life of San Rafael residents. The Recreation Division operates with a $4.93 million budget and 18 FTE. The Recreation Division includes 3 community centers, one cultural center, an aquatics center, two community gardens, 3 ballfields, a multi-use turf field, 3 community parks, 11 neighborhood parks, 6 pocket parks, and 5 special use parks. The Recreation Division is responsible for developing innovative, diverse, and community-centered programs and services at the City’s park and recreation facilities.

The Albert J. Boro Community Center and Pickleweed Community Park are important facilities managed by the Recreation Division. The Albert J. Boro Community Center and Pickleweed Park are located in the heart of the Canal neighborhood, a vibrant and diverse area that has traditionally been marked by socio-economic disparities compared to the rest of San Rafael. The facility is heavily utilized and is an important resource for a predominantly Spanish-speaking community. Programming of the facility is supported by the City Council-appointed Pickleweed Advisory Committee.

The Community Center is co-located with the Pickleweed Library and is a successful example of joint and collaborative use between the City’s Library and Recreation Divisions. The Pickleweed Library is scheduled for major renovation starting in Fall 2025, with select library programs relocating into the Community Center. Pickleweed Park is currently wrapping up another major renovation, which included converting two full-size soccer fields to all-weather turf, and adding new amenities, including a basketball court, fitness equipment, play area, and gazebo. The park is expected to be fully re-opened in late July.

The Recreation Supervisor will oversee the Albert J. Boro Community Center and Pickleweed Park, serving as a key leader in enhancing recreational services for the surrounding community.

The incumbent performs a variety of entry-level police support duties in a learning capacity. The selected candidate will assist and observe Police Officers and civilian police personnel.

The successful candidate will attend the Police Academy to obtain a Basic P.O.S.T. Certificate of Completion, and perform related work which may require public contact but not the enforcement of laws. Police Officer Trainees attend a POST certified Police Academy, which follows a standardized curriculum in order to provide them with basic training in various aspects of policing, many of which are prescribed by law and/or statute.

The Police Academy training is designed to provide the candidate the necessary skillsets to prepare them for consideration for promotion to a probationary Police Officer position within the City and begin the Sebastopol Police Department’s Field Training Officer program. THE DEPARTMENT

At the helm of the City’s legal leadership is a part-time elected City Attorney, Rob Epstein, who has served for seventeen years as San Rafael’s City Attorney with dedication and expertise. An elected City Attorney is fairly rare (a total of 10 statewide) and the part-time position is even more unique. This classification is part of the Mid-Management employee group, a team of highly qualified and dedicated individuals who work under general direction and supervision of their department Directors. Essential responsibilities include but are not limited to:

• Consults with and provides legal advice to staff in various departments of the City. It is anticipated that a key responsibility of the Deputy City Attorney will be to consult and support Human Resources with Labor Relations, Discipline, Investigations, ADA, and EEO issues, while also providing legal advice to other client departments.
• Reviews staff reports.
• Drafts and reviews ordinances, resolutions, contracts, deeds, leases and other legal documents and instruments
• Represents the City at various Brown Act meetings and community meetings.
• Performs legal research and prepares opinions on various legal issues for City departments.
• Represents the City in civil and some criminal matters in both state and federal court and in administrative or mediations proceedings.  Examples of routine matters include representing the Police Department in Pitchess motions and gun violence retraining orders. 
• Manages claims and litigation with support from the other attorneys in the office.

EDUCATION and/or EXPERIENCE:
Any combination equivalent to experience and education that could likely provide the required knowledge and abilities would be qualifying. A typical way to obtain the knowledge and abilities would be:
 

Deputy City Attorney I:

• Juris Doctor degree from an accredited law school.
• No previous municipal legal experience is necessary.
• Active membership in the State Bar of California.
• Possess and maintain a valid California Driver's License.

Deputy City Attorney II:

• Juris Doctor degree from an accredited law school.
• Two (2) years of progressively responsible legal practice in municipal law and any combination of education and experience that demonstrates possession of the requisite knowledge, skill and abilities representing a public agency.
• Active membership in the State Bar of California.
• Possess and maintain a valid California Driver's License.

This position is a regular position of the City’s Unrepresented Mid-Management group and is eligible to receive benefits including but not limited to:

• MEDICAL | City group health coverage, with the City paying a fixed dollar amount toward the cost of the monthly insurance premium. Employee only: $950.00; Employee plus one: $1,900.00; Family: $2,400.00
• DENTAL AND VISION | Premium fully paid for employee plus eligible dependents.
• VACATION LEAVE | 15 days annually, increases after 5 years of service

The Department

The Human Services Department (HSD) delivers and supports services by forging long-term community partnerships; engaging with and building the capacity of the community to do its own problem-solving; and leveraging financial and volunteer resources.

The Position

The Clinical Supervisor will provide clinical and administrative leadership to the Aging and Family Services Division. The mission of the Aging and Family Services Division is to foster a high quality of life for older adults through its Senior Support Services. The Senior Support Services employs a team of caring professionals from diverse backgrounds which include social workers, a public health nurse, counselors, and peers who will work closely with other department staff to provide cohesive wrap-around services for older adults and their families.

Examples of Job Duties

• Develop and maintain systems necessary to support effective and efficient Senior Support Programs. This includes the responsibilities of: supervising a multi-disciplinary team; monitoring contractual and billing procedures; electronic charting requirements; working with other providers and referral organizations; utilization review and methods for integrating the work of the Aging and Family Services Division and Human Services Department.
• Facilitate and support the work of a multi-disciplinary team in providing services to seniors with complex care needs and their caregivers.
• Oversee contract development, billing processes and service deliverables necessary to support the programs. Complete reports required by funding agencies and build strong working relationships with funding parties.
