DESCRIPTION  

The City of Thousand Oaks Public Works Department currently has an opening for an Associate/Senior Engineer! We are seeking engineers with the competence and experience to execute design and construction projects with confidence and professionalism. Ideal candidates will have demonstrated skills in the areas of water and wastewater utilities, land development, roadway improvement, energy resilience, engineering design, and/or construction management across all civil engineering disciplines. 

 

PRIMIARY RESPONSIBILITIES 

Associate Engineer:  

• Prepares and oversees the preparation of complex and technical engineering studies, plans, and reports   

• Assists the Division Manager and Team Leader/Senior Engineer in managing varying responsibilities including permitting, design and construction of water, wastewater, storm drain, pavement, energy resiliency and roadway improvements 

• Assists with the preparation of construction documents, drawings, estimates, and specifications    

• Coordinates and performs professional planning and engineering work including reviewing proposed land development plans 

• Participates in the review, development, and/or revision of the various elements of plans, ordinances, and other policies and procedures   

• Provide oversight of engineering consultants and/or co-workers  

• Meets and works with professional and public groups   

• Respond to residents regarding public works concerns  

• Assists in preparing basic engineering plans for roadway improvements including pavement, drainage and striping plans  

• Prepares engineering maps and drawings; participates in the filing and retrieval of engineering maps, documents, and records   

• Conducts work to seek and pursue grant funding opportunities for programmed improvements; and assists in the planning and administration of various projects fueled by local, regional, and federal grant funds   

• Makes presentations to boards, committees/commissions, City Council, and the public; represents the City in matters at various local and regional meetings  

• Meets and works with professional and public groups, and coordinates public outreach for City infrastructure projects and programs

Senior Engineer: 

In addition to the responsibilities of the Associate Engineer position:  

• Leads, plans, and reviews the work of assigned staff on complex engineering projects (capital improvements, construction, development, and/or maintenance programs) for accuracy and compliance with applicable standards and specifications 

• Manage important infrastructure design, engineering, and construction projects from start to finish 

• Assists in the development, implementation, and achievement of goals, objectives, policies, engineering standards and priorities 

• Mentors team members and reviews their work on complex engineering and public works construction methods, procedures, and techniques 

• Researches and identifies funding sources for division projects; prepares and administers the capital improvement/development plan and budget 

• Prepares memos and reports; delivers presentations to Council, Commission, and other groups as needed. 

Overview:

Under general supervision, this role assists in the planning, design, and validation studies of the advanced water treatment facility (AWTF) and the distribution of product water. Key responsibilities encompass the development of water quality testing plans, validation of treatment processes, provision of technical support for design, piloting, operational planning, monitoring plans, ensuring regulatory compliance with DPR regulations, managing Reverse Osmosis Concentrate, and aiding in the integration of purified water into the current water supply and distribution system.

The Associate Engineer additionally acts as a technical liaison for the Water Supply Outreach team-evaluating outreach materials for precision and conducting tours of the Silicon Valley Advanced Water Purification Center for stakeholders and community organizations. The incumbent would also assist the R&PW Unit in its ongoing collaboration with the District Financial Planning & Management Services Division regarding State and Federal grant and loan applications. In addition, the incumbent would assist in the development of agreements for the PWSV. This position is essential for the implementation of the Pure Water project and ensuring that Valley Water achieves its long-term recycled water objectives while securing community backing and regulatory consent.

• Supporting the R&PW Unit in enacting a robust communications plan for outreach and associated strategies for promoting water reuse and also technical tours at SVAWPC and continued proactive communication with key parties-consumers, elected officials, regulators, advocacy organizations, media outlets, utility staff- before, during, and after PWSV project development and continued leadership for the purified bottling and taste-testing efforts.
• Support the R&PW Unit in its continued coordination with the District Financial Planning & Management Services Division on State and Federal Grant and Loan applications.

Recycled and Purified Water Unit (Position Code 443)
Valley Water Telework Program: Eligibility for telework will depend on the type of work performed, operational needs, and the ability for the employee to perform the essential functions of their job duties while teleworking. Employment with Valley Water requires employees to live within 150 miles of their primary physical work location located in San Jose, California by their start date.

Overview:

The Assistant Biologists will function as entry-level field biologists in Valley Water’s Watershed Planning and Stewardship Division’s Environmental Mitigation and Monitoring Unit. The primary area of focus is fisheries biology, but experience in wildlife biology is also beneficial for the position. This position will perform ecological data collection associated with the many, multifaceted projects and programs that are managed or supported by the Unit. Environmental Mitigation and Monitoring Unit (Position Code 1116)

SUMMARY DESCRIPTION

Under general supervision (Wastewater Operator II), performs a variety of skilled and semi-skilled tasks in the maintenance and operation of the City's sanitary sewer system and wastewater treatment plant.

 

DISTINGUISHING CHARACTERISTICS

This is the full journey level class within the Wastewater Operator series. This class is distinguished from the Wastewater Operator I by the assignment of the full range of duties assigned. Employees at this level receive only occasional instruction or assistance as new or unusual situations arise and they are fully aware of the operating procedures and policies within the work unit. Positions in this class are flexibly staffed and are normally filled by advancement from the I level.

 

REPRESENTATIVE DUTIES

The following duties are typical for this classification. Incumbents may not perform all of the listed duties and/or may be required to perform additional or different duties from those set forth below to address business needs and changing business practices.

 

1. Operate and adjust controls on treatment plant equipment and machinery, such as valves, pumps and motors.

2. Grease and clean plant equipment; read and interpret meters and gauges; regulate plant effluent.

3. Monitor, repair, and maintain wastewater system lift stations; remove debris; disassemble and clean pumps; perform minor repairs when necessary.

4. Respond to emergency calls as needed; locate problems and operate sewer cleaning equipment to clear stoppages. 

5. Collect samples and perform various lab tests.

6. Inspect and make repairs to plant equipment.

7. Perform general plant maintenance work such as sweeping, cleaning, sanding and painting of equipment and facilities.

8. Assist in operating video inspection system.

9. Perform general grounds maintenance work.

10. Rod sanitary sewers; install and repair sanitary sewer laterals and trunk lines.

11. Enter and work in permitted confined spaces and underground trenches.

12. Locate, mark and notify sewer lines per USA (underground service alert) requirements.

13. Observe and enforce safety precautions. 

14. May temporarily be assigned to work with other City departments as needed.

15. Operate trucks, tractors and other motorized equipment of comparable size and complexity.

Education/Training:
Equivalent to the completion of the twelfth grade.

Experience:
Two years experience performing duties at a level comparable to a Wastewater Operator I with the City of Ceres while in possession of a Grade I Wastewater Treatment Plant Operator certificate.

License or Certificate:
Possession of a valid Class B driver’s license.
Possession of a Grade I Wastewater Treatment Plant Operator certificate from the California State Water Resources Control Board.

DEFINITION

 

Under supervision, performs electrical, preventive and corrective maintenance, modifications of existing equipment and the installation of new electrical equipment used within the wastewater treatment plant, the wastewater lift stations and the potable water pump stations and equipment; on 24-hour emergency call for electrical repairs; and performs other duties as assigned.

 

 

EXAMPLES OF DUTIES

 

Installs, repairs, maintains or replaces electrical equipment including but not limited to, motor control centers, generators, switchgear panels, variable frequency drives, pump controllers, large distribution breakers, motors of various sizes and voltages, ground fault systems, magnetic and solid state starters, building lighting and power, HVAC equipment, reduced voltage transformers, SCADA control systems, fused disconnects, and various size and types of lighting. Shall review plans and specifications, may inspect electrical components to be installed during new construction, equipment replacement or modification. Shall maintain equipment records on the computerized maintenance system and update drawings as required.

 

 

MINIMUM QUALIFICATIONS

 

Knowledge of: Electrical tools including but not limited to, basic hand and power tools, electric cable puller (mule), conduit benders (both hand and hydraulic), MEGGER, phase rotation meter, VOM meter, hydraulic knock-out tool, hand and power threading equipment, accepted safety practices and standards related to both personnel practices and proper handling and installation of equipment and systems. National Electrical Code; installation, operation and maintenance of motor control centers, power generation equipment, pumping control equipment with all types of motors.

 

Ability to: Read and interpret electrical diagrams, plans and electrical codes. Instruct others in preventive maintenance and corrective maintenance of electrical equipment and of safe work practices.  Work independently and with non-skilled electrical personnel.  Interact positively and cooperate with co-workers, respond politely to customers, work as a team member, function under demanding time pressure, respond in a positive manner to supervision, and attend work and perform duties on a regular and consistent basis.

Physical Requirements:  Moderate and sometimes strenuous exertion required including crawling, stair climbing, lifting, carrying and/or handling up to 50 pounds for 30 minutes.  Work in confined areas and wear protective garments.  May work in conditions which require exposure to noise, noxious odors, gases and contact with wastewater.

 

Experience: Four years of journey-level electrical trade experience involving work performed in conformance with standard codes and both single and three phase equipment.  Experience with water or wastewater utility systems desirable.

 

Education:  Graduation from high school, or equivalent.  Continuing education in related subjects is desirable.

 

License:  Possession of a valid Class C California Driver’s License.

Incumbents work under immediate supervision while learning to perform routine accounting duties. As experience is gained and familiarity with departmental and City-wide procedures increases, incumbents work under general supervision and perform more varied tasks with increasing independence.

This classification is alternatively staffed with Account Clerk II, and incumbents may advance to the higher level upon gaining the required experience and demonstrating the necessary proficiency.

Account Clerk II
The Account Clerk II is the journey-level classification in the Account Clerk Series. Incumbents are expected to perform the full range of accounting support functions with minimal supervision, including complex and technical assignments that require a deeper understanding of accounting principles and procedures. This level is distinguished from Account Clerk I by the greater scope of duties, increased technical knowledge, and greater use of independent judgment in applying established procedures.

Senior Account Clerk
The Senior Account Clerk is the advanced journey-level classification in the Account Clerk series. Incumbents are distinguished from Account Clerk I and II by the higher degree of responsibility, independence, and complexity of work performed. Senior Account Clerks handle the most difficult and technical accounting support functions, interpret and apply policies to unique and complex situations, and often serve in a lead capacity by training, guiding, and reviewing the work of lower-level Account Clerks.

 

SUPERVISION RECEIVED/EXERCISED

The Account Clerk I receives general supervision from the Customer Service Supervisor, Accounting Manager, Finance Manager, or Director of Finance. Incumbents in this classification do not routinely exercise supervision.

The Account Clerk II receives general supervision from the Customer Service Supervisor, Accounting Manager, Finance Manager, or Director of Finance. May serve in a lead capacity by providing functional and technical guidance to other Account Clerks.

The Senior Account Clerk receives general supervision from the Customer Services Supervisor, Accounting Manager, Finance Manager, or Director of Finance. May serve in a lead capacity by providing functional and technical guidance to Account Clerks.

 

ESSENTIAL FUNCTIONS
Essential functions include but are not limited to the following:

Account Clerk I/II

• Prepares and maintains a wide variety of financial records and information; utilizes automated financial systems and various word processing and spreadsheet programs to enter, store, and retrieve information; researches and gathers information from multiple sources for the completion of forms and preparation of reports; provides information in person and over the phone to the public, other governmental agencies and City staff, requiring the use of judgment and interpretation of policies, rules, and procedures.
• Maintains accounting records; reconciles transactions; processes, enters, and verifies numerical or financial data related to area of assignment; handles payments at the counter and provides receipts; and performs a wide range of Account Clerk duties.
• Assists other accounting personnel in performing a wide variety of technical accounting duties in the preparation, maintenance and processing of accounting records and financial transactions including accounts payable, accounts receivable and utility billing.
• Processes City expenditures according to established policies and procedures; maintains vendor database and purchase order files; receives and verifies all invoices from vendors; responds to department and vendor questions and inquiries; researches and solves accounts payable issues.
• Processes and maintains customer utility billing for water, sewer and refuse for all residential and business/commercial customers; processes new customer applications for utility services; accepts payments for utility services, various licenses, permits and fees; explains utilities billing, business license procedures and other regulatory policies to customers; processes and updates billing charges to customer accounts; monitors and notifies customers of delinquent account status; research and solve billing inquiries and adjust accounts if necessary.
• Prepares periodic and special reports as required, performs special projects and studies; collects and compiles statistical and financial data for special reports.
• Establishes positive working relationships with representatives of community organizations, state/local agencies and associations, City management and staff, and the public.

Senior Account Clerk

• Prepares and leads the maintenance of a wide variety of complex financial records and information; utilizes and provides guidance in the use of automated financial systems and various word processing and spreadsheet programs to enter, store, and retrieve information; researches and gathers information from multiple sources for the completion of forms and preparation of reports; provides information in person and over the phone to the public, other governmental agencies and City staff, requiring judgment and interpretation of policies, rules, and procedures.
• Maintains accounting records; reconciles transactions; processes, enters, and verifies numerical or financial data related to area of assignment; handles payments at the counter and provides receipts; may serve in a lead capacity over staff performing the full range of Account Clerk duties.
• Prepares accounts payable batches for entry and revision; verifies accuracy and reconciles financial data to accounts payable statements; processes accounts payable disbursements; receives and inputs special accounts payable batches for manual checks as needed; responds to department and vendor inquiries; researches and resolves accounts payable issues.
• Receives and reviews invoice payments for accuracy, proper authorization, and account coding; reconciles payments with accounts payable invoices and research discrepancies; records accounts receivable transactions.
• Receives and processes general cash receipt payments, ensuring accuracy, proper documentation, and timely deposit.
• Serves in a lead capacity for processing and maintaining customer utility billing for water, sewer and refuse services for all residential and commercial customers; processes new customer applications for utility services; receives payments for utility services, licenses, permits, and fees; explains utility billing and regulatory policies to customers; updates billing charges to customer accounts; monitors and oversees the notification delinquent accounts; researches and resolves billing inquiries; and adjusts accounts as necessary.
• Prepares periodic and special reports as required; performs special projects and studies; gathers and compiles statistical and financial data for reporting purposes.
• Establishes positive working relationships with representatives of community organizations, state/local agencies and associations, City management and staff, and the public.

 

PHYSICAL, MENTAL AND ENVIRONMENTAL WORKING CONDITIONS

Position requires prolonged sitting, standing, walking, kneeling, squatting and stooping in the performance of daily activities. The position also requires repetitive hand movement, and fine coordination in data entry and preparing reports using a computer keyboard. Additionally, the position requires both near and far vision in reading written reports and work-related documents. Requires acute hearing and clear effective communication in person and over the phone. The need to lift, drag and push files, paper and documents weighing up to 25 pounds is also required.

ABOUT THE POSITION
City of Gilroy is currently recruiting for a full-time Senior Maintenance Worker position assigned to the Wastewater section within the Utilities Department, Operations Division. 
Wastewater section personnel are responsible for the wastewater collection system including inspecting, cleaning, maintaining, constructing, and repairing sanitary sewer lines and lift stations. The Department

The South San Francisco Public Works Department is comprised of its three main divisions - Engineering, Maintenance & Operations, and the Water Quality Control Plant. Located adjacent to San Francisco Bay on Colma Creek, the Water Quality Control Plant (WQCP) provides secondary wastewater treatment for the cities of South San Francisco, San Bruno, and Colma.   THE POSITION

The City of Woodland is looking to fill a Utilities Maintenance Worker I/II position in the Public Works Water Distribution Division.  The Ideal Candidate is someone who has a good understanding of all aspects of underground water distribution maintenance and repairs and is familiar with the operation of light and heavy equipment.  This position requires a “team player” with good interpersonal, time management, and communication skills.  Candidate must be able to follow directions and display good judgment, as well as be organized, flexible, approachable, resourceful, and a positive team contributor.  Current and valid distribution certifications and Class A/B commercial driver’s license are highly desirable.

 

Utilities Maintenance Worker I:

This is the entry level class in the Utilities Maintenance Worker series.  The Utilities Maintenance Worker I may often perform many of the duties required of Utilities Maintenance Workers II but is not expected to have the depth of experience, skill level and certifications of the Utilities Maintenance Worker II. As a result, the Utilities Maintenance Worker I will have fewer opportunities to exercise independent discretion and judgment on matters related to work procedures and methods.

 

Utilities Maintenance Worker II:

This is the Journey level in the Utilities Maintenance Worker series. This class differs from Utilities Maintenance Worker I in that incumbents perform more complex maintenance duties including working independently, exercising judgment, and operating the full range of tools and mechanical equipment related to a specific assignment.  The Utilities Maintenance Worker II may also be expected to assist in the oversight and training of less experienced personnel. Positions in this class are flexibly staffed and are normally filled by advancement from the I level, or by candidates with prior work experience elsewhere.

 

ESSENTIAL JOB FUNCTIONS 

The following are typical illustrations of duties encompassed by the job class; this is not an all-inclusive or limiting list:

Operate a variety of light and moderately heavy construction and maintenance equipment such as a loader, dump truck, water truck, steel rollers, High Velocity Vacuum Cleaner, mole trencher, and rubber-tired tractor with all attachments; Operate a forklift as assigned and trained; Perform general maintenance and repair on water distribution and/or storm and wastewater collection facilities including (but not limited to) installation, testing, and backfill of service laterals;

Assist in water tap installations; Install, remove, and repair water meters, hydrants, service valves, and mainline valves;

Operate equipment and vehicles with possession of all necessary licenses and certificates; Take meter and gauge readings; Accurately maintain records and reports; Utilize proper safety precautions related to all performed work; Comply with the policies and procedures in the department Injury & Illness Prevention Program (IIPP); Regular, predictable, consistent and timely attendance is an essential function of the position, in that the employee must be present to work on facilities and equipment impacting on the public’s health and safety. 

 

OTHER JOB FUNCTIONS

Respond to inquires from the general public. Prepare as built sketches, when required to convey information to engineering for graphic documentation. Check water meters for proper operation; troubleshoot registers and repair. Initiate and discontinue water service to customer accounts as directed. Operate telemetering and flow monitoring equipment. Work cooperatively with others. Perform related duties as assigned. Both Assignments will require employees to be “On Call” as needed.

Education: 

• Requires a High School Diploma or equivalent. 

Experience:

• Requires at least one (1) year of experience in construction or related field.

License and Certificate: 

• Possession of a California State Drinking Water Operator Certification Program (DWOCP) Grade I Water Distribution Operator (D1) upon permanent employment

• Possession of a valid California Driver's License
• Class B Driver’s permit and DMV Medical Certification are required within three (3) months of hire

Prior to Permanent Appointment Employee Must Obtain:

• Valid Class B Driver's License with Tank and Air Brake Endorsement

Utilities Maintenance Worker II

Education: 

• Requires a High School Diploma or equivalent. 
• Courses in, or graduation from, the American Public Works Association’s Public Works Institute is desirable.

Experience: 

• Requires at least one (1) year of experience performing duties comparable to those of a Utilities Maintenance Worker I.

License and Certificate:

• Requires possession of a DWOCP Grade II Water Distribution Operator (D2) certificate upon hire.
