Information Technology Systems Administrator (Police Department)

Salary: $62.6986 - $80.5981 per hour

Plus excellent benefits and a 3% COLA increase in July 2026.

The Los Gatos Monte Sereno Police Department depends on reliable technology for public safety, investigations, communications, and record-keeping. As the Information Technology Systems Administrator, your work will directly contribute to the safety of our residents and the efficiency of our public services by making sure all systems are stable, secure, and aligned with industry best practices, state and federal data security requirements, and Town policies. You will serve as the cloud security officer for the Police Department and help maintain the Town’s IT infrastructure and the Emergency Operations Center (EOC), as needed. 

This is a hands-on role perfect for a motivated individual who thrives in a dynamic, fast-paced environment. We are looking for someone who can communicate effectively with other team members and staff and work independently with little supervision.

Key responsibilities include, but are not limited to:

• Administer, monitor, and maintain servers, networks, workstations, storage, and related infrastructure for the Police Department and the wider Town technology environment.
• Implement and enforce security measures, patching, vulnerability management, backup and recovery, disaster planning.
• Install, configure, and support law enforcement software applications and systems such as:
  • Body-worn cameras 
  • In-car mobile audio video systems 
  • Automated license plate readers
  • Mobile data computers
  • Portable and mobile radios and handheld communication devices
  • Computer aided dispatch (CAD)
  • Records management systems (RMS)
  • Mobile data, mapping, evidence technology systems and audio and video storage technology
  • Associated mobility VPN management, wireless connections for video and data transfer, cellular data connections
• Ensure the connections to CLETS, SLETS, California Department of Justice, Sheriff’s Office, ECOMM, SVDPS meet the DOJ requirements for data security.
• Troubleshoot hardware, software, and network issues; perform root-cause analysis.
• Maintain user accounts, permissions, authentication, and access control in line with department and Town policies.
• Ensure documentation, policies, and standard operating procedures are updated and followed.

• Provide technical support, both remotely and on-site, including diagnosing and resolving hardware, software and network issues.
• Plan, test, and implement system upgrades, patches, and enhancements.
• Assist with or lead procurement, installation, configuration, and maintenance of IT hardware and software.

• Manage, maintain, and troubleshoot servers, networks, workstations, and other IT infrastructure used by the Police Department and other Town departments.
• Serve as a member of the Emergency Operations Center (EOC) Team responsible for developing, installing, configuring, maintaining, supporting, and troubleshooting all aspects of EOC technology.
• Coordinate with and manage external vendors for system upgrades, maintenance, and new technology rollouts.
• Assist with or lead technology projects from conception to implementation.

ABOUT THE AIR DISTRICT

The Bay Area Air District (Air District) created in 1955, is the state’s first regional agency to regulate air pollution. The Air District was created during this time, as the air in the Bay Area was often unhealthy to breathe due to burning, vehicle exhaust, and factories polluting the air.

The Air District is tasked with regulating stationary sources of air pollution in the nine counties that surround the San Francisco Bay: Alameda, Contra Costa, Marin, Napa, San Francisco, San Mateo, Santa Clara, southwestern Solano, and southern Sonoma counties. It is governed by a 24-member Board of Directors composed of locally elected officials from each of the nine Bay Area counties, with the number of board members from each county being proportionate to its population.

The Board of Directors oversees policies, adopts regulations, and promotes and incentivizes clean air actions to reduce air pollution in communities within the Air District jurisdiction. The Board also appoints the Air District’s Executive Officer/Air Pollution Control Officer (EO/APCO), who implements these policies, gives direction to staff, and provides air quality thought leadership on a state, national and global scale. The Air District consists of 538 dedicated staff members, including engineers, inspectors, planners, scientists, and other professionals.

The Air District has a mission to improve air quality to protect public health, reduce historical and current environmental inequities, and mitigate climate change and its impact. However, new approaches are needed to reduce the disproportionate and cumulative environmental impacts that remain in overburdened communities.  The Air District oversees one of the most robust air monitoring networks in the nation with more than 30 air monitoring stations that measure air quality throughout the Bay Area and inform daily air quality forecasts. The Air District also ensures that businesses comply with some of the nation’s most stringent air pollution laws and regulations, provides incentives and grants to encourage clean air alternatives and actions, and prioritizes our work in communities on the frontlines of pollution exposure. On days where ozone or fine particulate pollution levels are high, the Air District issues “Spare the Air” alerts to warn the public of the potential health hazards. While the Air District has improved air quality over the past seven decades, there are still challenges today due to the growing population, traffic, catastrophic wildfires driven by climate change, and the legacy of concentrated burdens in underserved communities.

ABOUT THE POSITION

The Air District is currently accepting applications for the position of Deputy Executive Officer of Information Management. There is one (1) vacant full-time position. This at-will position is appointed by the Executive Officer/Air Pollution Control Officer and serves a term of three (3) years which may be extended.  

Under direction of the Executive Officer/Air Pollution Control Officer, the Deputy Executive Officer of Information Management provides high-level technical, policy, and strategic direction in the management of the Air District's programs and activities.  The position oversees the modernization of the Air District’s technology infrastructure, improvement of core business processes, and coordination of strategic cross-functional projects. Enterprise Technology Solutions
Enterprise Technology Solutions identifies, develops, and implements both custom and off-the-shelf technologies that enhance the Air District’s core operations. Key examples include systems, which enable permitting, inspection, and enforcement processes for regulated facilities, grants management tools, the Air District’s financial system, and the technology powering the public-facing website. Enterprise Technology Solutions works closely with other service areas to streamline business processes, promote innovation, and ensure that technology solutions effectively meet staff and community needs.

Information Services
Information Services is responsible for designing, implementing, and maintaining the Air District’s information technology infrastructure. This includes managing servers and networks, telecommunications, cybersecurity, business continuity, and disaster recovery systems. Information Services also provides user support to Air District staff and technical assistance to external stakeholders, ensuring seamless and secure access to online services. By focusing on resilience and continuous improvement, Information Services safeguards the Air District’s data and systems against evolving threats and disruptions and fosters effective implementation of initiatives to improve air quality, protect public health, and address environmental challenges in the Bay Area.

Strategic Innovation
The position will oversee additional projects that aim to modernize Air District operations and bring innovative solutions to advance the Air District’s mission. As an example, the 2024-2029 Strategic Plan guides the Air District’s work to address air quality issues more effectively, with a focus on communities most overburdened by air pollution. It also guides how to transform our organization to align more closely with our core values of environmental justice, equity, integrity, partnership, transparency, and trust. The Air District is beginning to implement the goals and priorities across the Air District and will be reporting the results. This position will facilitate Strategic Plan implementation through a systems approach to tracking, reporting, and transparency measures. The City of Sunnyvale is looking for an Applications Analyst II to join the Information Technology Department (ITD). This position requires a service-oriented focus, ability to support and enhance our Oracle Cloud ERP & HCM applications, along with primary and secondary support roles for multiple enterprise systems including system configuration, reporting and interfaces, day-to-day operational issues, break/fix, maintenance, upgrades, and on-call rotations.

The ideal candidate will have experience with supporting Human Capital Management (HCM/HR) or Financial systems, preferably an integrated ERP/HCM system, ideally Oracle Fusion Cloud Applications. This individual will provide Tier-3 technical assistance and leadership in helping establish a robust IT asset management and ticketing system to streamline the daily operations of a dynamic IT department.

What You’ll Be Doing
Definition
Under direction, the Senior Information Systems Analyst leads and participates in the work of staff responsible for providing technical and analytical support to VTA computer information systems and computer servers.

Distinguishing Characteristics
This is the advanced journey level in the Information Systems Analyst series.  Positions at this level are distinguished from other classes within the series by the level of responsibility assumed and the complexity of duties assigned. The Senior Information Systems Analyst performs project lead functions including assigning work, delegating assignments, and reviewing the work of others and keeping the supervisor updated.

Incumbents at this level perform the most difficult and responsible types of duties assigned to classes within this series including serving as a project lead over staff responsible for maintaining VTA's computer information systems and computer servers, researching and recommending new hardware and software components, and providing related support to the users.  Incumbents at this level are fully trained in all procedures related to assigned area of responsibility.

This class is distinguished from the higher-level classifications of Information Systems Supervisor and Technology Infrastructure Supervisor in that the supervisory classifications are responsible for full supervisory activities over a major section in the Technology Department.
 

Minimum Qualifications
Employment Standards
Sufficient training, education, and experience maintaining computer information systems and computer servers to demonstrate possession of the required knowledge, skills, and abilities.

Development of the required knowledge, skills, and abilities is typically obtained through a combination of training and experience equivalent to graduation from an accredited college or university with a four-year degree in computer science or a related field, and four (4) years of responsible experience performing technical and analytical tasks in support of computer information systems and computer servers. (Additional applicable experience with technical and analytical tasks in support of computer information systems and computer servers substitutes for college on a year for year basis.)

 

Knowledge of:

• Operational characteristics of computer information systems and computer servers;
• Methods and techniques for troubleshooting a variety of information systems operations and maintenance problems and concerns;
• Principles and practices of maintaining information systems including thin client or virtual desk top solutions;
• Computer system security and information systems security practices;

The Department: 

As a community-owned, not-for-profit municipal electric utility, Silicon Valley Power (SVP)has been providing dependable electric service to residents and businesses in the City of Santa Clara since 1896. SVP is the only full-service, vertically integrated, publicly owned utility in Silicon Valley owning generation, transmission, and distribution assets. Silicon Valley Power is not driven by profits, as reflected in its significantly lower utility rates when compared to other private sector utilities. The Position:

This is a temporary, as-needed position assigned to the City of Santa Clara’s Electric Utility Department, Silicon Valley Power (SVP). The position is part of the Systems Support Group (SSG), which functions as the technology backbone of SVP and is responsible for critical technology modernization, cybersecurity, and operational support in response to rapid utility growth and evolving regulatory requirements.

We are seeking a highly skilled and experienced Network Engineer to design, implement, and support both enterprise and utility-specific network infrastructure, with a strong emphasis on Cisco technologies. The incumbent plays a critical role in ensuring the availability, performance, and security of the organization’s overall network environment, including the SVP’s utility communication and control systems.
 
In this role, the Network Administrator is responsible for administering and monitoring network services, managing a variety of advanced network and security products—including, but not limited to, Cisco firewalls and intrusion prevention systems- and maintaining compliance with Federal Energy Regulatory Commission (FERC) requirements as well as applicable state and local mandates. This position involves supporting and maintaining complex multi-protocol infrastructure components, including enterprise-grade Cisco firewalls, routers, switches, and wireless controllers. Additionally, it consists of managing secure VPN access, routing protocols, and future zero-trust network access initiatives.

As an as-needed employee, this is an "at-will" position, and there is no guarantee of hours. Hours are limited to 999 in a fiscal year or 960 hours in a fiscal year for retired CalPERS annuitants.

Typical Duties:

Network: Design, configure, deploy, and maintain secure enterprise-grade network infrastructure, including routers, switches, wireless controllers, and access points within a large and complex high-availability multi-protocol environment.

Network Performance: Proactively monitor network utilization and capacity, and troubleshoot issues related to connectivity, degradation, or failure.

Network Security: Design, configure, deploy, and maintain, including but not limited to firewalls, VPNs, IPS systems, and zero-trust platforms, in a highly segmented environment.

VOIP: Support VoIP infrastructure to ensure QoS, call quality, and reliability.

Cybersecurity: Investigate and produce comprehensive reports on all cybersecurity incidents and threats.

Access Control: Maintain a zero-trust security model, implementing strict access controls, multi-factor authentication, and least-privilege principles.

Process and Documentation: Maintain accurate documentation of network configurations, diagrams, and change control records to ensure consistency and compliance.

Operational Support: Participate in the ticketing queue for service requests and after-hours maintenance windows as needed.

Communication: Communicate effectively on technical issues and solutions to both technical and non-technical stakeholders.

Minimum Qualifications:

Minimum Education Requirements: 

Associate degree from an accredited University.

Minimum Experience Requirements: 

Three (3) Years of Hands-On experience within an enterprise environment as a Network Administrator, Network Engineer, Sr. Network Engineer, or Network Architect.

Desirable Qualifications: 

• Bachelor’s degree in computer science, Information Technology, Engineering, or a related technical field from an accredited University.
• Five (5) Years of Hands-On experience within an enterprise environment as a Network Administrator, Network Engineer, Sr. Network Engineer, Network Architect, or equivalent, preferably within a NERC-CIP regulated public utility.

About the Position:  Midpeninsula Regional Open Space District (Midpen) is seeking an Information Systems & Technology (IST) Intern in the Information Systems & Technology Department. The IST Intern will be exposed to government information technology and will receive on-going support and training while working collaboratively and establishing and maintaining open communication with all District Staff. They will gain applicable experience to prepare them for an IT Technician job. This intern will also participate in new cybersecurity projects, software integration and provide hands-on helpdesk support in a hybrid work environment.

Duties and responsibilities of the IST intern may include: responding to daily IT help-desk requests; engaging in proactive problem solving and repairing of IT related equipment and systems; assisting in modifying and maintaining existing applications such as but not limited to Windows 10/11 and Office365 applications; supporting, performing research, and executing IT projects as assigned; and providing user support for software applications and technical expertise to all staff regarding the District’s computer network system. Basic Requirements:   Internships are open to applications from current students or recent graduates (within the last 12 months). Current enrollment in an associate’s, bachelor’s, or master’s degree program, or trade school in a relevant field. The Position: 

This is a professional position in the classified service assigned to the City of Santa Clara’s Electric Utility Department, Silicon Valley Power (SVP). This position works directly for SVP’s Systems Support Group (SSG) which is the technology backbone of SVP.  SSG is a growing division, we directly support a large range of technology projects and modernization efforts within SVP, including activities in support of the unprecedented load growth of the Utility. 

We are seeking a highly skilled and experienced Network Administrator to design, implement, and support both enterprise and utility-specific network infrastructure, with a strong emphasis on Cisco technologies. The incumbent plays a critical role in ensuring the availability, performance, and security of the organization’s overall network environment, including SVP’s utility communication and control systems.

In this role, the Network Administrator is responsible for administering and monitoring network services, managing a variety of advanced network and security products—including Cisco firewalls and intrusion prevention systems- and maintaining compliance with Federal Energy Regulatory Commission (FERC) requirements as well as applicable state and local mandates. This position involves supporting and maintaining complex infrastructure components such as enterprise-grade Cisco firewalls, routers, switches, wireless controllers, such as HP Aruba switches, and RSA Authentication Manager, while also managing secure VPN access and routing protocols and future state zero trust network access initiatives.

The incumbent will oversee DNS infrastructure, support VoIP systems to ensure call quality and reliability, and proactively monitor network performance to detect and resolve issues related to

connectivity, latency, or system failures. The role also requires accurate documentation of network configurations and changes, collaboration with internal teams on infrastructure projects and upgrades, and participation in organizational capacity planning.

In addition, this position supports business continuity by ensuring high availability and disaster recovery capabilities across all network components, investigates and reports on security incidents in accordance with departmental policy or direction from senior management, and provides technical leadership and mentorship to others.

Minimum Qualifications:

EDUCATION AND EXPERIENCE

Minimum Education Requirements: 

Bachelor’s Degree from an accredited college or university with coursework in Computer Science, Engineering, Mathematics, or a related field.

Minimum Experience Requirements: 

• Five (5) years of network operations and administration experience in Utility Operations and/or Electric Scheduling or the equivalent, including experience in utility cyber security and facility security.
• Three (3) years of the required experience must have been in a lead position; and
• Three (3) years of the required experience must include operations and maintenance level experience with Synchronous Optical Networking (SONET) equipment installed in utility applications.  

Acceptable Substitution: 

Additional qualifying experience may be substituted on a year for year basis for the required education, up to a maximum of four (4) years.

License/Certifications: 

Possession of a valid California Class C driver’s license is required at time of appointment and for the duration of employment.

Desirable Qualifications: 

• A bachelor’s degree in either Computer Science or Engineering is highly desirable;
• Training in electric utility substation safety standards is highly desirable;
• Specific experience with the General Electric JungleMUX product is highly desirable;
• Experience with any of the following systems is highly desirable:

1. Network Intrusion Detection Systems (NIDS);
2. Virtual machine VMWare environments;
3. Configuration and administration of networks, firewalls, routers, switches ACL policies;
4. Cisco Access Control Systems (ACS) 2-factor authentication; and
5. Lightweight Directory Authentication Protocol (LDAP).

Other Requirements:  

• On call for 24/7 support of all critical networking structures, perform troubleshooting and maintenance in active electric substations and taking action to insure the Electric Utility meets the CIP Reliability Standards in its communication and control systems at all times;
