The City of Santa Clara is recruiting for several vacant positions Citywide.

City Manager’s Office– 2 positions

The City Manager's Office is responsible for providing strategic direction and support to all City departments for day-to-day operations and planning, as well as support to the City Council with its policy making. The City Manager’s Office also operates as the Executive Director’s Office of the Santa Clara Stadium Authority (Stadium Authority), a joint powers agency that owns Levi’s Stadium, which is leased to the San Francisco Forty Niners for NFL Events. The Stadium Authority also contracts with the Forty Niners Stadium Management Company (Stadium Manager) for management of Non-NFL Events and facility operations at Levi’s Stadium. 

The City Manager’s Office/Executive Director’s Office is seeking two (2) motivated and experienced Management Analysts who will support budget development and management, procurement, contract administration, Public Records Act requests, and grant administration. 

 

Key responsibilities may include preparing and managing the Executive Director’s Office budget for the annual Stadium Authority Operating, Debt Service, and Capital Budget; supporting with tracking and payment of Stadium Authority Capital Expenditure (CapEx) projects; processing Public Records Act requests; assisting with Stadium Authority’s Procurement Policy Ordinance updates; implementing procurement processes; reviewing procurement requests and documentation for compliance with applicable agreements, laws, and policies; drafting reports and agenda items to the City Council/Stadium Authority Board including approval of service and public work agreements and note and file compliance reports; tracking and maintaining contract records in applicable records systems/platforms in accordance with public records laws and records retention policies; assisting with records retention updates; supporting the City’s Community Grant Program; serving as a staff liaison to community organizations; and providing various administrative support such as routing agreements and invoices for approval. The Management Analysts may also provide meeting support and work on special projects as assigned.

 

Ideal candidates for the Management Analyst positions will have the following:

Community Development Department - Housing & Community Services Division (2 positions)

The Community Services Grants Management Analyst will oversee the administration of the City's federal HUD Community Development Block Grant (CDBG), HOME, and HOME ARP grant programs. Over the next five years, the City will administer over $6M in federal funds in support of housing counseling, senior services, landlord/tenant mediation, homelessness prevention, meal delivery, legal assistance, independent living assistance, and other critical services. These funds also support capital projects that renovate and repair single family homes, multifamily affordable housing, and public facilities. Santa Clara directly administers a revolving home rehabilitation loan program and oversees a Tenant Based Rental Assistance Program. The primary duties for this position include managing a small team, serving as the City’s liaison to the Regional HUD representative, staying current on applicable federal rules and regulations, preparation of the HUD Five Year Consolidated Plan, Annual Action Plans and HUD Consolidated Annual Performance and Evaluation Reports (CAPER),  preparing written and visual reports, administering competitive procurements, budgeting, managing contracts, managing funding allocations through the HUD IDIS system, monitoring and working with sub-recipients to ensure compliance, preparing funding draws, ensuring timely expenditures, conducting basic environmental reviews, and maintaining current policies and procedures. The ideal candidate is a skilled project manager who communicates clearly, collaborates with ease, is comfortable working with numbers and detailed spreadsheets, is able to adapt to changing HUD regulations, who is passionate about helping low-income communities thrive, is able to utilize resources from the County and State, and is able to complete reports, analysis and research for City Council and the Department.  The ideal candidate is able to work collaboratively with internal and external team members, be a solution-oriented team member, and able to build and grow a team. 

The Homelessness Response Management Analyst (HRMA) is a new position approved by the City Council that will support the implementation of the City’s Plan to Reduce Homelessness and Its Impacts and lead specific work items within the plan. The HRMA will help forge ongoing partnerships with local and regional nonprofit, government, faith-based, private sector, volunteer, and other groups that are working to provide innovative and effective solutions to homelessness. The HRMA will manage several programs and their related contract(s), evaluate and seek ways to improve or leverage the City’s programs, conduct research and policy analysis, prepare reports for the City Council and/or public, respond to and route inquiries, analyze data and review performance measures, identify potential funding sources, plan resource pop-up events, organize volunteers for the biennial point in time count, maintain access to the County’s Homeless Management Information System (HMIS) client database, and help develop focused solutions for chronically unhoused residents. The ideal candidate will be a compassionate and effective project manager who has experience with coordinating or managing a comprehensive work plan and is comfortable working with a wide variety of stakeholders including people experiencing homelessness. The HRMA will work in the Community Development Department reporting to the Housing & Community Services Division Manager and will work closely with the City Manager’s Office, several public facing departments, and the City’s contracted mobile case management team.

Electric Department (Silicon Valley Power)

The Electric Department is seeking a Management Analyst for its Compliance Division. This position will support the administrative activities of the Compliance Management Team (RFP management, budget preparation, contracts processing, policy and procedure development and maintenance), lead administrative projects, and help drive SVP’s NERC, Environmental, and Safety Compliance programs. 

Ideally, candidates will have prior experience working in cross-functional utility teams, utility operations or utility compliance, and will have a demonstrated aptitude for grasping, conveying, and applying technical information related to electric systems as well as interpreting regulations. Experience managing MS SharePoint is highly desirable.

Responsibilities include, but are not limited to, the following: 

•Maintains awareness of changes to regulations by reviewing regulatory updates, attending compliance conferences (local and regional), meetings, and calls, and reports back potential impacts to the organization.

•Benchmarks compliance program against other utility best practices and recommends/implements improvements

•Develops and manages internal controls

•Ensures program documents, training materials and platforms, and internal SharePoint sites are maintained and organized

•Provides oversight, analysis and guidance to employees and/or business units

•Works with SVP divisions to address compliance with regulations, as operational issues or system projects arise

•Works with Manager(s) to develop compliance program structure and build SharePoint sites for specific areas of compliance

•Maintains awareness of risks of non-compliance and ensures they are addressed

•Manages compliance program contracts with CAISO, PG&E, or other entities; also assists with RFPs for compliance consultants

•Supports audits and internal compliance monitoring activities

Fire Department – 2 positions

The Fire Department is currently recruiting for two Management Analyst positions to support the Fire Administrative Division and the Community Risk Reduction Division (CRRD). 

The Administrative Division provides essential administrative, fiscal, and human resources support while ensuring alignment with City-wide initiatives. The Management Analyst assigned to this division will analyze departmental procedures, policies, and data to develop recommendations that enhance performance, manage costs, and improve service delivery across the entire department.

The CRRD includes Fire Development Services, Fire Non-Development Services, the Certified Unified Program Agency (CUPA), Fire Education, and Fire Investigation. Its mission is to protect life, property, and the environment through education, engineering, enforcement, economic incentives, empowerment, and emergency response. The Management Analyst supporting CRRD will perform similar analyses focused on optimizing its unique programs and services. Both positions will collaborate closely with division leadership, staff, and other City departments to assess programs, develop and manage budgets, uphold regulatory standards and internal policies, and prepare clear, data-driven reports and recommendations.

Human Resources Department – 2 positions

The Human Resources Department for the City of Santa Clara is seeking a highly motivated and experienced Human Resources professionals with a specialized focus in recruitment and health and safety. This position will serve as a strategic business partner to departments across the City, supporting a variety of Human Resources programs.

Information Technology Department 

The IT Department is seeking a detail-oriented professional who possesses the ability to balance multiple priorities simultaneously, think critically, and be a team player.  Duties of the position include handling purchase orders, invoices, and RFPs, and ensures compliance through Unisys Contract Management. Strong analytical, administrative, and problem-solving skills are essential, along with proficiency in Microsoft 365, excellent communication abilities, and a collaborative, customer service–oriented mindset that supports continuous improvement and effective stakeholder engagement.  This position will be expected to write reports to Council and coordinate with internal and external stakeholders requiring exceptional analytical skills and communication.

The City of Sunnyvale is looking for an Applications Analyst II to join the Information Technology Department (ITD). This position requires a service-oriented focus, ability to support and enhance our Oracle Cloud ERP & HCM applications, along with primary and secondary support roles for multiple enterprise systems including system configuration, reporting and interfaces, day-to-day operational issues, break/fix, maintenance, upgrades, and on-call rotations.

About the Position:  Midpen has two vacancies for the position of RMS I/II.  The RMS I/II performs all aspects of wildlife management for the Natural Resources Department and in support of other Department capital improvement and routine maintenance work.  The selected individual will be responsible for performing, developing, executing and managing wildlife management projects and providing biological expertise and oversight for other District projects. Work will include project management for wildlife specific projects such as species surveys, habitat mapping, development of best management practices, biological monitoring, biological awareness trainings, permitting and biological reporting in support of new construction, routine maintenance and habitat restoration projects. The RMS I/II may perform these duties directly or participate in the hiring, selection, and oversight of consultants and contractors to perform natural resources related tasks. Successful performance of work requires significant knowledge of California wildlife species, especially special status species, biological protection measures, and a basic understanding of the California Environmental Quality Act (CEQA) and state and federal agency permitting.  More experienced candidates will have progressive educational and work experience in one or more of the following (or related) disciplines:  biology, ecology, ornithology, mammalogy, ichthyology, herpetology, zoology, fisheries, wildlife management, wildlife connectivity, etc.

Responsibilities

The Resource Management Specialist I performs most of the duties required of the position but at an entry-level to support more experienced Resource Management Specialists and the Natural Resources Program as a whole. As experience is gained, assignments become more varied and are performed with increasing independence. At this level, the RMS I will assist with species surveys, monitoring, data collection, data entry, reporting, submission of samples, communication with the public, and care of monitoring equipment. The RMS I will assist with hiring, selection and management of consultants and contractors; and help to prepare detailed summaries and reports. The RMS I may assist project managers by providing valuable resource information and guidance, and serve as the liaison for subject matter experts. Work is typically assigned to small scale projects or to support larger scale projects that are managed by more experienced resource management staff.

The Resource Management Specialist II performs the full range of duties required to plan, develop, and coordinate species and habitat survey and monitoring, reporting, permitting and coordination. The RMS II is typically assigned to medium and large-scale projects and may manage these projects independently or be assigned to support larger interdisciplinary interdepartmental project teams as a natural resources subject matter expert. At this level staff receive only occasional instruction or assistance as new or unusual situations arise and are fully aware of the operating procedures and policies. The RMS II will lead hiring, selection, and management of consultants and contractors independently or as part of a larger team; write detailed technical summaries and reports for District staff, the Board, and the public; prepare grant applications; and design and lead field surveys with oversight from the Senior Resource Management Specialist.

Work Environment: The RMS I/II functions within a team environment in the Natural Resources Department at Midpen’s office in Los Altos, California and reports to the Sr. Resource Management Specialist. In addition to working in the office, the RMS I/II will often work in the field and hike through steep terrain and wildland areas. Fieldwork will require driving in remote areas on dirt roads, working in temperatures ranging from cold and blustery to hot and dry, with exposure to poison oak, ticks and other wildlife, and may require working early or late hours to survey for nocturnal or crepuscular wildlife. Resource Management Specialist II: equivalent to graduation from an accredited four-year college or university with major coursework in ecology, biology, wildlife, or related field and two (2) years of increasingly responsible experience in evaluating, surveying, or monitoring of natural resources systems, especially Californian.

About the Position:  The EMO reports to a Maintenance Supervisor or Field Resource Specialist in the Land Stewardship & Trails Department. The selected individual will be responsible for using heavy equipment such as loaders, excavators, dozers, agricultural tractors, backhoes and rollers. Education & Experience:

Any combination of training and experience that would provide the required knowledge, skills, and abilities is qualifying. A typical way to obtain the required qualifications would be:

High School Diploma or G.E.D. supplemented by specialized training in heavy equipment repair and operation and three (3) years of experience operating and transporting heavy equipment and maintaining and repairing vehicles, tools, and power equipment.

Licenses and Certifications:

• Possession of a valid California’s Driver’s License.
• Possession of, or ability to obtain, a valid California Class A Driver’s License with appropriate endorsements within twelve (12) months of appointment.
• Possession of, or ability to obtain, Basic First Aid and Cardiopulmonary Resuscitation (CPR) certification within six (6) months of employment.
• Depending on assignment, possession of, or ability to obtain, a District approved Fire Suppression Training certification, within twelve (12) months of assignment into the District’s fire program.   

Working Conditions:   The EMO is a full-time position within the Land Stewardship & Trails Department.  May be required to work evenings, weekends, and holidays. Following onboarding and successfully meeting job performance expectations, may be eligible for the flexible work program which includes 9/80 schedules. May be required to work evenings, weekends, and holidays. Must wear prescribed District uniform and adhere to strict safety procedures and work habits. Depending on the exposure, employee is required to wear head, hearing, eye, foot, face, hand, and full protection equipment. Employees work in the field and are exposed to loud noise levels, cold and hot temperatures, inclement weather conditions, road hazards, vibration, confining workspace, chemicals, mechanical and/or electrical hazards, hazardous physical substances and fumes, and poison oak.

ABOUT THE POSITION
City of Gilroy is currently recruiting for a full-time Senior Maintenance Worker position assigned to the Wastewater section within the Utilities Department, Operations Division. 
Wastewater section personnel are responsible for the wastewater collection system including inspecting, cleaning, maintaining, constructing, and repairing sanitary sewer lines and lift stations. Under direct supervision of the Operations Services Supervisor, this position performs and supervises maintenance work within the Wastewater section and acts for the supervisor in his/her absence or direction.

About the Position:  The Midpeninsula Regional Open Space District (Midpen) Seasonal Ranger Aide is an entry-level position, which provides the opportunity to learn and perform some duties of a ranger under the guidance of experienced ranger staff.  Ranger Aides provide visitor information and assistance, travelling by non-emergency Midpen vehicles and on foot throughout an assigned geographical region. Ranger Aides perform a variety of customer service duties such as educating and informing the public about Midpen land use regulations, public relations and provide general information services, but do not have law enforcement authority.  Ranger Aides will assist with routine maintenance work on Midpen land and facilities and may respond to assist with emergency calls. Equivalent to graduation from high school. Six months experience working in a customer service-related field.  Some experience or training in a parks settings is desirable.

Schedules:  This is a full-time position. Employees are expected to work full-time (40 hours during the work week); however, school schedules may be accommodated around regular days/hours of operations.  Weekend work (Sat/Sun) is required, with two consistent days off each week (either Mondays/Tuesdays off OR Thursdays/Fridays off), depending on the field office operational needs. Incumbents will work an 8-hour workday (plus a 30-minute unpaid meal break). Daily start and end times will be the same for most workdays, typically scheduled within the range of 7:00 a.m. to 4:30 p.m.  Must be willing to work weekends, nights, holidays, or extended shifts and work with exposure to difficult circumstances, including exposure to challenging situations and upset individuals. Seasonal assignments will not exceed 950 hours or 7 months, whichever comes first, and do not include benefits.

Working Conditions: Most work is outdoors within Midpen’s open space lands with exposure to inclement weather conditions. This requires the ability to patrol on foot, off trail, and in rugged terrain.  Also requires the ability to perform related emergency services and maintenance and construction work on Midpen lands.
