TOWN MANAGER - TOWN OF LOOMIS

The Town Council of the Town of Loomis, California (population 6,800) is seeking an energetic and engaging individual with a commitment to public service to become its new Town Manager. The Town Manager directs, coordinates, and manages the overall administrative   activities and operations of the Town and advises and assists the Town Council while exercising significant independent judgment and initiative. In this smaller-sized entity, the Town Manager will need to be comfortable with a hands-on and collaborative approach to day-to-day  management. This will include providing strong leadership and frequent interaction with the small team (Finance, Community Development, Engineering and Public Works), fostering a    collaborative, open dialogue, and teamwork. The Town Council also seeks a Town Manager who enjoys working in the public sector and appreciates the variety and diversity of contributions from all sources within the organization, as well as from this active and engaged community.

This position requires a Bachelor's degree and progressively responsible experience in an administrative, managerial, or senior level staff capacity in a comparable organization with  similar issues. California municipal experience, particularly in a rural setting, is highly regarded by the Town Council, although all highly qualified candidates are strongly encouraged to apply. An advanced degree may be a plus based on overall career experience.

The Town Council is prepared to offer a competitive salary for the region as well as benefits, including CalPERS Retirement. A mutually agreeable employment agreement will be negotiated.

The Legislative and Regulatory Manager is responsible for organizing, assigning, reviewing and participating in the performance of a wide range of professional duties related to Pioneer Community Energy regulatory and legislative matters, with particular emphasis on representation of Pioneer’s interests at the California Public Utilities; develops Pioneer’s positions on complex issues; and develops analyses, written reports, and presentation materials to support Pioneer’s position. Duties include:

• Planning, prioritizing, and reviewing the performance of professional staff involved in the research and analysis of legislation and regulatory issues.

The Skywalker Fire Brigade Fire Chief (FC) position will supervise, lead, and train the Skywalker Fire Brigade (Department). This is a management position for 9 employees that staffs one private fire station and has the opportunity to build and direct a motivated staff of firefighters. The Fire Chief will oversee three duty Captains and their projects, providing guidance and leadership for the organization. The Fire Chief will oversee daily schedules with regard to standard prevention activities, training, and special events. Oversee fire prevention inspections, lead vegetation management projects including pile burning, shaded fuel breaks, and interact with the property insurance agent and facilities manager for future projects. The Chief will represent the Skywalker Fire Brigade during county-wide meetings for Operations and Training. Skywalker Fire employees provide an extraordinary level of customer service and hospitality to Skywalker Properties' clientele. While this role operates within a Brigade fire department, the position itself is mostly comprised of prevention and training. Water Distribution Operators also perform Standby Duty on a rotating basis. Standby Duty begins at 5:00 p.m. on Tuesday and shall end at 5:00 p.m. on the following Tuesday.

Water Distribution Operator II - This is the journey-level class in the Water Distribution Operator series and is distinguished from the I level by the assignment of the full range of duties. Employees at this level receive only occasional instruction or assistance as new, unusual, or unique situations arise and are fully aware of the operating procedures and policies within the work unit.  Positions in this class are flexibly staffed and are normally filled by advancement from the I level once the incumbent meets the qualification standards of the II level, demonstrates an ability to perform the full scope of the work, and meets performance standards.

• Experience:
  • One year of responsible experience similar to a Water Distribution Operator I with the District
• License and Certificate:
  • California Class C Driver’s License
  • Possession of, or ability to obtain, a Grade D2 Water Distribution Operator certificate from the State of California Water Resources Control Board within one year of hire.
