What's the Role?

The ideal candidate for this position must be an effective finance professional, creative problem solver and adaptable to change.  Under general direction, performs complex work of considerable difficulty in governmental accounting and financial analysis. Plans, organizes, manages and directs the activities of the Accountants, Accounts Payable, and Payroll within the Finance Department, provides highly complex staff assistance to the Director of Finance within the Finance Department; performs other related duties as required. Experience in government accounting is a plus!

Distinguishing Characteristics

The Accounting Manager is the management-level class responsible for assisting the Director, or designee, in the day-to-day administrating, directing and managing of assigned divisions. This classification is distinguished from that in the lower classification of Principal Accountant by their responsibility for overall management of the accounting division.

Supervision Received/Exercised

Receives general direction from the Director of Finance or his/her designee. Exercises direct supervision over professional, technical, and clerical accounting staff.

The Policy Advisor for Health and Human Services Agency (HHSA) leads on all matters related to the County’s social services, public health, behavioral health, and child and senior welfare programs. This individual tracks policies, advocates for equitable investments in District 1, and helps design board actions that enhance public health, general welfare, and access to medical care and social support systems. This position reports to the Director of Policy.

Key Responsibilities:

• Analyze HHSA initiatives and county programs related to the safety net, public health, behavioral health, homeless service, housing development, child welfare, and services for seniors and people with disabilities.
• Draft policy memos, board letters, and recommendations to address systemic inequities.

The Multimedia Designer is responsible for shaping the visual identity and public-facing content of the Office of Supervisor Paloma Aguirre. This creative role includes capturing and producing photos and videos, managing graphic design, and overseeing the visual design and functionality of the Supervisor’s website and digital communications. The ideal candidate has strong creative and technical skills and is committed to community-centered storytelling. This position reports to the Director of Communications. 

Key Responsibilities:

• Plan, capture, and edit photography and video content for events, announcements, and social media.
• Design flyers, infographics, reports, and branded materials for public distribution.
• Maintain and update the website's visual layout, graphic assets, and visual consistency.
• Collaborate with the Communications Director and Digital Communications Specialist to ensure brand alignment across platforms.
• Archive and catalog media content for future use.

The Policy Advisor for Public Safety is responsible for tracking and shaping policies related to law enforcement, emergency response services, probation, juvenile justice, and criminal justice reform. The Advisor works to ensure that public safety systems in District 1 are rehabilitative, transparent, equitable, and aligned with community needs. This position reports to the Director of Policy. 

Key Responsibilities:

• Monitor board items and legislative actions related to the Sheriff’s Department, Probation, District Attorney, and emergency response.
• Draft board letters, amendments, talking points, and constituent updates.
• Draft talking points and speeches that communicate the elected’s policies, priorities, and vision to constituents, stakeholders, and community leaders
• Serve as liaison with community safety coalitions, violence prevention groups, and first responders.
• Provide support to the elected at community events coordinating scheduling, logistics, and constituent engagement.
• Conduct research and communicate policy ideas in support of the elected’s legislative agenda.

The Digital Media Manager is the lead writer and content strategist for the Office of Supervisor Paloma Aguirre. This position is responsible for developing and executing written content for social media, newsletters, speeches, digital platforms, press releases, and official statements. The Digital Media Manager ensures consistent voice, tone, and message alignment across all platforms and works closely with the Media Content Producer to deliver cohesive digital storytelling. This position reports to the Director of Communications. 

Key Responsibilities:

• Draft, edit, and publish content for newsletters, social media, and the official website.
• Write press releases, talking points, public statements, and speeches.
• Develop and maintain a content calendar in alignment with office goals and public engagement efforts.
• Support rapid response communications during high-profile or crisis events.
• Collaborate with the Media Content Producer to pair visual and written content effectively.
• Track analytics on digital engagement to track performance and adjust content strategies accordingly.
• Ensure all written content reflects the values and voice of the Supervisor.

The Policy Advisor for Land Use and Environment Group (LUEG) leads the Supervisor’s agenda in areas including the Tijuana River sewage crisis, environmental policy, transportation, housing, climate adaptation, agriculture, and regional planning. This person plays a key role in the Supervisor’s priorities for equitable development and environmental justice. This position reports to the Director of Policy.

Key Responsibilities:

• Analyze and advise on policies related to planning, permitting, housing sustainability, and transportation.
• Draft policy proposals, board letters, environmental reviews, and public updates.
• Draft talking points and speeches that communicate the elected’s policies, priorities, and vision to constituents, stakeholders, and community leaders.

The City of Dixon is currently hiring for one (1) full-time position of Senior Maintenance Worker in the Parks Division of the Public Works Department. This recruitment process will also be used to create an eligibility list for future vacancies in other divisions, including streets, buildings, or streetscapes.  Candidates who apply will be considered for the current opening in Parks, and may also be contacted for future openings in other divisions as they arise.

PARKS
Performs semi-skilled and skilled repair, maintenance and landscaping tasks involving City parks including irrigation system installation and maintenance; conducts playground equipment inspection, maintenance and installation; performs graffiti removal; maintains swimming pools; performs pesticide, herbicide and fungicide spraying; tree and bush trimming to avoid pedestrian traffic, obstruction of traffic signs and line-of-sight; cleans and maintains park facilities, buildings and associated facilities; oversees and coordinates the work of contractors as it relates to park and streetscapes maintenance and construction. Positions operate equipment which include, but are not limited to, mowers, spray rigs, electric, air and hydraulic powered hand tools, hedge-shears, blowers, weed eaters, backhoes, trenchers, lift buckets, scrapers, chain saws, chippers and other heavy equipment.

The City of Lincoln's Finance Department is seeking a detail-oriented and collaborative individual to join our team as a Payroll Technician or Senior Payroll Technician, depending on qualifications and experience. This position plays a vital role in ensuring accurate and timely payroll processing for the organization. The ideal candidate will have a strong understanding of payroll practices, excellent organizational skills, and a commitment to delivering high-quality customer service to employees and departments. • Payroll Technician:  $5,410.59 - $7,250.71

DEFINITION

Under general supervision, performs general and specialized payroll and accounting duties related to the preparation, issuance and maintenance of City-wide payroll and financial records and payroll system; reviews and reconciles a variety of payroll reports including payroll taxes, benefits reports, quarterly taxes, and PERS retirement contributions; to serve as liaison to departments and City personnel, researching and responding to questions related to payroll; and to prepare and submit a variety of payroll related reports; and performs related duties as required.

DISTINGUISHING CHARACTERISTICS

The Payroll Technician is the entry-level class within the Payroll Technician series; however, it operates at the journey level. Employees at this level are expected to perform the full range of routine to moderately complex payroll duties, requiring thorough knowledge of City payroll systems, policies, and departmental procedures. While Payroll Technicians operate independently in day-to-day payroll processing and compliance tasks, they are not typically responsible for interpreting complex regulations or acting as subject matter experts.

This classification is distinguished from the Senior Payroll Technician by the scope, complexity, and level of responsibility. Payroll Technicians work within established policies and procedures, while Senior Payroll Technicians lead the resolution of complex issues, interpret regulatory changes, and serve as technical specialists in the field.

The Senior Payroll Technician is a specialist-level classification responsible for the City’s payroll function. This class is distinguished from the Payroll Technician by the assignment, responsibility and performance as an experienced specialist in public sector payroll who can independently perform the duties and is expected to be the expert in the field. This work involves the interpretation and application of Federal, State and organizational rules, regulations and procedures requiring sustained, frequent, and intensive use of financial, statistical, and numerical data and information. The position requires a significant degree of knowledge, skill and experience in payroll functions and exercises a high degree of independent judgment and decision making.

SUPERVISION RECEIVED AND EXERCISED

Receives supervision/general supervision from the Accounting Manager and/or Finance Director. May exercise technical and functional supervision over staff acting as supporting payroll personnel.

ESSENTIAL FUNCTIONS

Include but are not limited to the following:

Payroll Technician:

• Maintains the payroll system and employee pay records; posts and distributes time and attendance records, reviews, audits, and corrects time sheets; prepares paychecks; distributes paychecks and reports to various departments; prepares and files required reporting documents in an accurate and timely manner (including but not limited to quarterly reports and annual reporting of W-2s).
• Demonstrates a full understanding of applicable wage policies, procedures and work methods associated with assigned duties; maintains current knowledge of City, state and federal legislation affecting payroll; understands and implements applicable provisions of MOUs.
• Prepares pay records for posting to the general ledger; reconciles payroll records to the general ledger; prepares payroll journal vouchers; prepares a variety of routine and special reports as necessary; reviews, reconciles, approves, and submits all vouchers for payment of payroll liabilities (may include tracking of COBRA insurance payments and receipts).
• Processes withholdings, deductions, wage garnishments or other special payroll actions, and changes affecting net wages such as exemptions, insurance coverage, and loan payments; submits PERS retirement reports each payroll; prepares payroll tax deposits; complete, verify, and process forms and documentation for administration of benefits such as pension plans, and unemployment and medical insurance; reconciles payroll deductions withheld from employees to actual cost, including union dues, deferred compensation and credit union.
• Identifies and resolves problems and inconsistencies relative to the maintenance of payroll accounting controls; reviews wages computed and works with human resources to correct errors to ensure accuracy of payroll; computes any corrections or retroactive pays; prepares manual checks when necessary; makes wage adjustments.
• Assists employees, benefit vendors, auditors and outside agencies with payroll questions and requests; works with management to address any legalities and payments regarding compensation concerns such as judgments, arbitrations, and/or court rulings; assists employees in the completion of payroll related forms; researches changes to wage and hour ordinances and recommends modifications to the payroll system for compliance purposes; researches and analyzes data regarding salaries and benefits for cost studies.
• May be assigned to perform a variety of accounts receivable and bookkeeping functions on a relief or support basis.
• Maintain confidentiality of payroll and personnel information contained in employee records or discussed with human resources and/or management.
• Establishes positive working relationships with representatives of community organizations, state/local agencies and associations, City management and staff, and the public.
• Interfaces with the Human Resources Department to assure proper and timely processing of employee related paperwork.
• Perform related duties as assigned.

Senior Payroll Technician:

• Coordinate and perform a variety of specialized and detailed duties involving the processing and review of City-wide payroll; perform manual calculations as necessary, ensuring integrity and accuracy of data.
• Processes withholdings, deductions, union dues, wage garnishments or other special payroll actions and changes affecting net wages such as exemptions, disability insurance, health insurance coverage and loan payments.
• Balance and post payroll transactions to payroll ledgers and reconcile to accounting system; balance other financial, statistical and operational reports, statements and records.
• Ensure the accuracy of the City’s payroll; conduct detailed research and make corrections to calculations and payroll related reports.
• Analyze and reconcile payroll records; prepare, reconcile and submit a variety of bi-weekly, monthly, quarterly and annual payroll reports including but not limited to payroll taxes, GCC, ACA, W2’s, retirement, deferred compensation, payroll deductions, leave accruals and miscellaneous benefits.
• Reviews, reconciles, approves and submits all vouchers for payment of payroll liabilities including tracking of COBRA insurance payments and receipts. 
• Establish and maintain a variety of files for employee and payroll records; maintain records of payroll deductions; track and reconcile deductions.
• Determine schedules and timelines for payroll processes; post and distribute time and attendance records; review timesheets for accurate record-keeping; and preparation and submission of related reports.
• Test and implement payroll software system changes; consult with other City staff and outside vendors regarding software updates.
• Work with management to interpret and implement personnel rules, Memoranda of Understanding, federal and state regulations, CalPERS rules, and changes to reporting; explain rules and regulations regarding payroll.

The City of Dixon is recruiting to fill one full-time position of Fire Battalion Chief and to establish an eligibility list for future vacancies. The Fire Battalion Chief will act as a shift commander, ensure operational readiness for emergency response and perform emergency command and control functions; to provide highly responsible staff assistance to Fire Administration; and to manage and participate in administrative tasks, programs, and projects.

The City of Dixon is looking to fill two full-time, regular positions for the position of Wastewater System Operator I/II in the Engineering Department and to establish an eligibility list for future vacancies. This position will perform the operation and maintenance of the City of Dixon's ("City"), Grade III, activated sludge wastewater facility, laboratory facilities, industrial pretreatment program related property and equipment.

This position includes field, laboratory and office activities. Field activities involve exposure to noxious odors, dangerous gases, strong acids, heights, confined spaces, extremes in weather conditions, hazardous materials, airborne particles, noise, water hazards, heavy equipment operation and traffic hazards. Wastewater System Operator I: This is the entry level class in the Wastewater Systems Operator series and requires a Grade I Wastewater Treatment Plant Operator certificate issued by the State of California.

Wastewater System Operator II: This is the journey level class in the Wastewater Systems Operator series and requires a Grade II Wastewater Treatment Plant Operator certificate issued by the State of California and is a fully qualified plant operator certified to independently operate a grade III wastewater treatment facility.
