THE POSITION

Under general direction of the Executive Director, the Strategic Initiatives Director plans, develops, and leads high-priority organizational initiatives that advance Tri-City’s strategic goals and system transformation efforts. The position is responsible for designing and implementing complex, cross-departmental projects that expand services, strengthen community partnerships, and secure sustainable funding opportunities. The Strategic Initiatives Director works closely with executive leadership, internal divisions, and external partners to advance initiatives related to FFP/Medi-Cal, the Behavioral Health Services Act (BHSA), and social service program development while ensuring alignment with the agency’s long-term vision. Performs related duties as assigned.

This position will perform the following essential duties, including but not limited to:

• Collaborate with the Executive Director and executive leadership team to develop and execute organizational strategic initiatives aligned with Tri-City’s mission and Behavioral Health Services Act (BHSA) and broader social services priorities.
   

• Lead cross-departmental efforts to design, launch, and implement new programs, projects, and community partnerships that advance organizational goals.
   

• Monitor, evaluate, and report on outcomes of strategic initiatives to ensure effectiveness, accountability, and mission alignment.
   

• Cultivate and maintain strong relationships with government agencies, healthcare systems, community-based organizations, and funding partners to strengthen collaboration and expand service capacity.
   

• Represent Tri-City in regional and statewide initiatives focused on behavioral health system transformation while identifying opportunities that enhance service delivery and funding.
   

• Lead the research, development, and design of innovative behavioral health and inclusive supportive services programs.
   

• Monitor emerging trends, legislation, and funding opportunities, providing policy analysis and strategic recommendations to the Executive Team and Governing Board.
   

• Partner with Executive Administration, Finance, and Program teams to pursue and manage grants, contracts, and public-private partnerships that support strategic initiatives.
   

• Develop business plans and sustainability models for major initiatives and assist in planning and implementation of capital projects, including housing development.
   

• Serve as a strategic thought partner to the Executive Team and Governing Board in advancing Tri-City’s long-term vision and priorities.
   

• Lead cross-functional teams and task forces to deliver complex projects while mentoring and supporting staff engaged in strategic initiatives.

This position does not currently include direct supervisory responsibilities; however, there is potential for supervision of staff as strategic initiatives and programs expand in the future.

The City of Stockton is seeking a highly skilled and experienced Senior Systems Analyst to join our Information Technology team, with a focus on enterprise applications. This role requires a deep understanding of enterprise application architecture, data integration, and IT best practices.
The ideal candidate will be responsible for analyzing and being fluent in the latest technologies, various AI tools, Power BI, Databricks, Azure, Copilot Studio -Google Cloud Platform (GCP), and Amazon Web Services (AWS), to name a few, with experience in the implementation and optimization of enterprise-grade IT systems.

Tri-City is now accepting applications for a Senior Behavioral Health Specialist position within our Adult Full Service Partnership (FSP) Program. This position will provide a variety of rehabilitative support services to clients to facilitate behavior modification, skill building, and self-care and safety in individual and/or group settings.  This position will report to the Clinical Supervisor.

Essential duties include, but are not limited to, the following:

• Provide skilled assistance and training to other Behavioral Health Specialists in direct service organization, client care, and other Behavioral Health Specialist duties.
   
• Evaluate the needs of participants experiencing behavioral health challenges; plan, develop, and implement individual and group rehabilitation activities under the guidance of licensed professional staff; as assigned, be responsible for developing and implementing specific rehabilitation group activities.
   
• Participate in staff conferences with other disciplines to link clients with housing, providers,
  outside agencies, organizations, or departments as appropriate. Perform as client’s primary
  case manager.
   
• Perform crisis intervention counseling at a level not requiring licensure as a Behavioral health
  professional; and assist professional staff in planning the range of care needed to deal with
  participant’s care.
   
• Develop and determine appropriate referrals for the continuation of care.

The City of Patterson’s Finance Department is seeking to fill two (2) part-time Cashier positions and to establish an Eligibility List.  Under direct supervision, the Cashier receives, accounts for, and reconciles cash, checks, and electronic payments. This position is responsible for collecting and maintaining revenue and transaction records.  Incumbents receive, post, issue receipts, reconcile, and balance deposits daily.  Revenues collected include utility billing payments, various municipal services, and recreational program fees.  Must accurately collect,  account for, and safeguard all funds, including tallying and reconciling monies received at the end of each shift. Must be able to generate and reconcile revenue reports.  Operate a multi-line phone system, provide information on department and program areas, and refer inquiries as appropriate. THE POSITION

Tri-City is looking for two individuals to fill the positions of Psychiatric Technician I/II whom will provide medication support services both in the field and at the office. This particular position is located within the Adult Outpatient Clinic and will report to the Medication Support Team Manager & the Medication Support Services Supervisor. The Psychiatric Technician I/II will appeal to individuals who are inspired by challenges and opportunities presented in working with an engaged and active community by providing all manner of adjunctive medication support services.

Psychiatric Technician I: This is the entry-level classification in the Psychiatric Technician series. Initially under close supervision, incumbents learn and perform routine medication monitoring, administration, and support, while learning Authority policies and procedures. 

Psychiatric Technician II: This is the journey-level classification in the Psychiatric Technician series. Positions at this level are distinguished from the Psychiatric Technician I by the performance of the full range of duties as assigned, working independently, and exercising judgment and initiative. Positions at this level receive only occasional instruction or assistance as new or unusual situations arise and are fully aware of the operating procedures and policies of the work unit.

EXAMPLES OF ESSENTIAL DUTIES:

• Under the direction of clinical staff, provides medication management services to a caseload of clients in the office and in the field; ensures the proper acquisition and administration of medication.
   
• Provides education and training to clients, their families, and/or staff on the proper care and use of medications, including symptoms of, reactions to, or side effects of, specific medications; informs clients of the impact of abuse and/or misuse of medications.
   
• Conducts home/field visits to evaluate client’s physical environment and behavior such as anxiety, withdrawals, and behavioral health progression/regression.
   
• Takes and records measures of clients’ vital signs, physical condition, and behaviors; assists and observes clients self-dispense medication as prescribed by a psychiatrist and administers scheduled injections.

The Director of Public Works is a regular, full-time, administrative, at-will, exempt position. Under general administrative direction, plans, directs, manages, and oversees the activities and operations of the Public Works Services Department including street maintenance, facility maintenance, landscape maintenance, equipment maintenance, wastewater collection and treatment, and water production and distribution; coordinates assigned activity with to other departments and outside agencies; and provides highly responsible and complex administrative support to the City Manager.

The ideal candidate will have a Public Works background with excellent communication skills, ability to cultivate positive relationships, approachable, responsive, and innovative.  The City is seeking a leader with emotional intelligence and knowledge of performance/change management to implement the City Council’s and City Manager’s vision.  Experience working with streets, wastewater, water distribution, parks, fleet, facilities, engineering workforce are desirable.

SUMMARY DESCRIPTION

Assume full management responsibility for all Public Works Department services and activities; manage the development and implementation of departmental goals, objectives, and priorities for each assigned service area; recommend and administer policies and procedures. 2. Establish, within City policy, appropriate service and staffing levels; monitor and evaluate the efficiency and effectiveness of service delivery methods and procedures; allocate resources accordingly. 3. Assess and monitor work load, administrative and support systems, and internal reporting relationships; identify opportunities for improvement; direct and implement changes. 4. Plan, direct, and coordinate, through subordinate level staff, the Public Works Department’s work plan; assign projects and programmatic areas of responsibility; review and evaluate work methods and procedures; conduct field inspections of work-in-progress and completed projects; ensure the maintenance of safe working conditions and good housekeeping practices; meet with key staff to identify and resolve problems. 5. Provide staff assistance to the City Manager; prepare and present staff reports and other necessary correspondence. 10. QUALIFICATIONS

Education and Experience Guidelines - Any combination of education and experience that would likely provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be:

Education/Training: A Bachelor’s degree from an accredited college or university with major coursework in business administration, public administration, construction management, engineering, or a related field.

Experience: Eight years of increasingly responsible experience in public sector construction management, public works maintenance management, or related activity including three years of management and administrative responsibility in a municipal setting. License or Certificate: Possession of an appropriate, valid driver’s license.

The City of Patterson is currently recruiting to one (1) part-time position for Pool Manager with the Recreation & Community Services Department for their Summer program and to establish an Eligibility List. Under the supervision of the Recreation and Community Services Director and the Recreation Coordinator, the Pool Manager will be responsible for the operations of the pool. The Pool Manager will be expected to schedule Lifeguards to work as well as oversee the Lifeguards. The Pool Managers are to teach Lifeguards the pool policies and to assist any Lifeguard in decisions made at the pool. The Pool Manager must also be able to resolve confrontations from citizens if not to direct them to the next person in the chain of command. Performs other duties as assigned.

This position is established for 28 hours a week, but will vary depending on programming needs, and will be working weekdays, evenings, weekends, and holidays.

The City of Patterson is seeking to fill several part-time Recreation Leader positions in the Recreation Department for their Summer program.  Duties include, but are not limited to: officiate youth sports, score keep, and field preparation; interact with coaches, parents, and children ages 5-18; organize and teach participants special interest classes such as dance, music, arts & crafts, etc. and with assistance coordinate, schedule, and plan the programs; ensures participant safety and well being during all activities; ensures the proper handling of first aid and emergency situations.
