The Director of Public Works is a regular, full-time, administrative, at-will, exempt position. Under general administrative direction, plans, directs, manages, and oversees the activities and operations of the Public Works Services Department including street maintenance, facility maintenance, landscape maintenance, equipment maintenance, wastewater collection and treatment, and water production and distribution; coordinates assigned activity with to other departments and outside agencies; and provides highly responsible and complex administrative support to the City Manager.

The ideal candidate will have a Public Works background with excellent communication skills, ability to cultivate positive relationships, approachable, responsive, and innovative.  The City is seeking a leader with emotional intelligence and knowledge of performance/change management to implement the City Council’s and City Manager’s vision.  Experience working with streets, wastewater, water distribution, parks, fleet, facilities, engineering workforce are desirable.

SUMMARY DESCRIPTION

Under general administrative direction, plans, directs, manages, and oversees the activities and operations of the Public Works Department including street maintenance, facility maintenance, landscape maintenance, equipment maintenance, wastewater collection and treatment, and water production and distribution; coordinates assigned activities with other departments and outside agencies; and provides highly responsible and complex administrative support to the City Manager.

REPRESENTATIVE DUTIES

The following duties are typical for this classification. Incumbents may not perform all of the listed duties and/or may be required to perform additional or different duties from those set forth below to address business needs and changing business practices. 1. Assume full management responsibility for all Public Works Department services and activities; manage the development and implementation of departmental goals, objectives, and priorities for each assigned service area; recommend and administer policies and procedures. 2. Establish, within City policy, appropriate service and staffing levels; monitor and evaluate the efficiency and effectiveness of service delivery methods and procedures; allocate resources accordingly. 3. Assess and monitor work load, administrative and support systems, and internal reporting relationships; identify opportunities for improvement; direct and implement changes. 4. Plan, direct, and coordinate, through subordinate level staff, the Public Works Department’s work plan; assign projects and programmatic areas of responsibility; review and evaluate work methods and procedures; conduct field inspections of work-in-progress and completed projects; ensure the maintenance of safe working conditions and good housekeeping practices; meet with key staff to identify and resolve problems. 5. Select, train, motivate, and evaluate assigned personnel; provide or coordinate staff training; work with employees to correct deficiencies; implement discipline and termination procedures. 6. Direct and review the work of contract consultants providing assistance to staff. 7. Oversee and participate in the development and administration of the department budget; approve the forecast of funds needed for staffing, equipment, materials, and supplies; approve expenditures and implement budgetary adjustments as appropriate and necessary. 8. Keep informed of the status and availability of necessary tools, equipment, and material to ensure availability in advance of need; ensure that material and equipment are properly stored, protected, and maintained; initiate purchases of equipment and supplies required for the Department; coordinate and approve purchasing, bidding, and project cost estimation. 9. Provide staff assistance to the City Manager; prepare and present staff reports and other necessary correspondence. 10. Research and prepare technical and administrative reports and studies; prepare written correspondence as necessary; provide periodic reports on department activities. 11. Represent the Public Works Department to other departments, elected officials, and outside agencies; coordinate assigned activities with those of other departments and outside agencies and organizations. 12. Explain, justify, and defend department programs, policies, and activities; negotiate and resolve sensitive and controversial issues. 13. Participate on a variety of boards, commissions, and committees including City Council meetings. 14. Attend and participate in professional group meetings; maintain awareness of new trends and developments in the fields related to the operation and maintenance of the City’s infrastructure; incorporate new developments as appropriate. 15. Respond to and resolve difficult and sensitive citizen inquiries and complaints. 16. Perform related duties as required.

QUALIFICATIONS

The following generally describes the knowledge and ability required to enter the job and/or be learned within a short period of time in order to successfully perform the assigned duties.

Knowledge of: Operations, services, and activities of a comprehensive public works operations and maintenance program. Advanced principles and practices involved in the operation and maintenance of City infrastructure including: street, sidewalk, and storm drain maintenance; park and facility maintenance; wastewater collection system maintenance; wastewater treatment and disposal; water supply and distribution system maintenance; vehicle and equipment maintenance; and other services and activities related to the operation and maintenance of the City’s infrastructure. Operational characteristics of maintenance and construction equipment and tools used in the area of assignment. Advanced principles and practices of program development and administration. Principles and practices of municipal budget preparation and administration. Principles of supervision, training and performance evaluation Pertinent federal, state, and local laws, codes, and regulations. Principles of preventive maintenance programs. Principles of maintenance planning and scheduling techniques. Time, material, and labor cost estimating principles and practices used in maintenance and repair projects. Ability to: Manage and direct a comprehensive municipal infrastructure maintenance and operation program. Develop and administer departmental goals, objectives, and procedures. Analyze and assess programs, policies, and operational needs and make appropriate adjustments. Identify and respond to sensitive community and organizational issues, concerns, and needs. Plan, organize, direct, and coordinate the work of lower level staff. Delegate authority and responsibility. Select, supervise, train, and evaluate staff. Analyze problems, identify alternative solutions, project consequences of proposed actions, and implement recommendations in support of goals. Research, analyze, and evaluate new service delivery methods and techniques. Prepare clear and concise administrative and financial reports. Prepare and administer large and complex budgets. Keep accurate material and labor cost records and to prepare required work and time reports. Interpret and apply applicable federal, state, and local policies, laws, and regulations. Read and interpret construction plans and drawings. Communicate clearly and concisely, both orally and in writing. Establish and maintain effective working relationships with those contacted in the course of work.

Education and Experience Guidelines - Any combination of education and experience that would likely provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be:

Education/Training: A Bachelor’s degree from an accredited college or university with major coursework in business administration, public administration, construction management, engineering, or a related field.

Experience: Eight years of increasingly responsible experience in public sector construction management, public works maintenance management, or related activity including three years of management and administrative responsibility in a municipal setting. License or Certificate: Possession of an appropriate, valid driver’s license.

The City of Patterson’s Public Works Department is seeking one (1) full-time Electrical & Instrumentation Crew Leader position.   Under limited supervision from the Electrical and Instrumentation Manager, this classification performs the most complex duties related to the installation, alteration, maintenance and repair of the Department’s electrical, mechanical and electronic equipment;  performs  advanced-level technical work involved in troubleshooting electrical, mechanical and electronic equipment associated with the Wastewater Treatment Facility, Water Distribution System, Sewer/Storm Collections pumping stations, Telemetry/SCADA system, Traffic Signal and Street Light Systems, and related facilities; plans, schedules, assigns, coordinates, trains and directs the work of Division employees in a lead capacity; and performs related work as required and/or assigned.

THE POSITION

Under supervision, performs skilled and technical fire suppression and prevention activities. Must be prepared to act up to the next rank as needed and performs other related duties as required.

Drives fire apparatus to fire incidents and emergency calls; prepares for pumping operations and pumps water to fire at proper pressure; Inspects pumping and other equipment to ensure that apparatus is in good working condition and notifies Fire Captain of any defects; inspects, cleans, and maintains equipment; assists in keeping fire station in a clean and orderly condition; maintains an accurate running log of out-of-service streets and hydrants in the City of Chowchilla; performs fire suppression tasks/responsibilities required during fire suppression, salvage, and overhaul; conducts fire prevention inspections of assigned occupancies and tests fire protection equipment; detects hazardous conditions or violations of fire and building ordinances and laws; issues citations and warnings for violations; may conduct training of civilian and Fire personnel in applicable fire code regulations, fire inspection methods and procedures, and fire safety; investigates cause and origin of fires, seeking evidence of arson or of fire code violations; prepares follow-up correction notices and letters pertaining to initial inspections; Performs related duties as required.

PREREQUISITES

Education and/or Experience:

• High School/GED and
• Currently serving a permanent appointment as a Firefighter with the CFD.

Lateral: 

• Currently employed as a Fire Engineer (or equivalent rank) with a fire suppression government agency for a minimum of one (1) year and have completed probation within that rank.
• Must possess a current Basic Life Support (BLS) certification and First Aid Certificate or higher certification by appointment.
• A current Cal-JAC CPAT card at time of application. (Desired)

Volunteer Lateral: 

• Three years of Volunteer Firefighting for the Chowchilla Volunteer Fire Department with a minimum of one year as a Fire Engineer and have completed probation within that rank.

SUMMARY DESCRIPTION

Under general supervision (Wastewater Operator II), performs a variety of skilled and semi-skilled tasks in the maintenance and operation of the City's sanitary sewer system and wastewater treatment plant.

DISTINGUISHING CHARACTERISTICS

This is the full journey level class within the Wastewater Operator series. This class is distinguished from the Wastewater Operator I by the assignment of the full range of duties assigned. Employees at this level receive only occasional instruction or assistance as new or unusual situations arise and they are fully aware of the operating procedures and policies within the work unit. Positions in this class are flexibly staffed and are normally filled by advancement from the I level.

REPRESENTATIVE DUTIES

The following duties are typical for this classification. Incumbents may not perform all of the listed duties and/or may be required to perform additional or different duties from those set forth below to address business needs and changing business practices.

1. Operate and adjust controls on treatment plant equipment and machinery, such as valves, pumps and motors.

2. Grease and clean plant equipment; read and interpret meters and gauges; regulate plant effluent.

3. Monitor, repair, and maintain wastewater system lift stations; remove debris; disassemble and clean pumps; perform minor repairs when necessary.

4. Respond to emergency calls as needed; locate problems and operate sewer cleaning equipment to clear stoppages. 

5. Collect samples and perform various lab tests.

6. Inspect and make repairs to plant equipment.

7. Perform general plant maintenance work such as sweeping, cleaning, sanding and painting of equipment and facilities.

8. Assist in operating video inspection system.

9. Perform general grounds maintenance work.

10. Rod sanitary sewers; install and repair sanitary sewer laterals and trunk lines.

11. Enter and work in permitted confined spaces and underground trenches.

12. Locate, mark and notify sewer lines per USA (underground service alert) requirements.

13. Observe and enforce safety precautions. 

14. May temporarily be assigned to work with other City departments as needed.

15. Operate trucks, tractors and other motorized equipment of comparable size and complexity.

16. Perform related duties as required. 

Education/Training:
Equivalent to the completion of the twelfth grade.

Experience:
Two years experience performing duties at a level comparable to a Wastewater Operator I with the City of Ceres while in possession of a Grade I Wastewater Treatment Plant Operator certificate.

License or Certificate:
Possession of a valid Class B driver’s license.
Possession of a Grade I Wastewater Treatment Plant Operator certificate from the California State Water Resources Control Board.

The Citrus Heights Water District (CHWD) is hiring a Management Analyst/Senior Management Analyst in our Operations Department.

DISTINGUISHING CHARACTERISTICS

Account Clerk I
The Account Clerk I is the entry-level classification in the Account Clerk series. Positions in this class typically require little or no directly related work experience. Incumbents work under immediate supervision while learning to perform routine accounting duties. As experience is gained and familiarity with departmental and City-wide procedures increases, incumbents work under general supervision and perform more varied tasks with increasing independence.

This classification is alternatively staffed with Account Clerk II, and incumbents may advance to the higher level upon gaining the required experience and demonstrating the necessary proficiency.

Account Clerk II
The Account Clerk II is the journey-level classification in the Account Clerk Series. Incumbents are expected to perform the full range of accounting support functions with minimal supervision, including complex and technical assignments that require a deeper understanding of accounting principles and procedures. This level is distinguished from Account Clerk I by the greater scope of duties, increased technical knowledge, and greater use of independent judgment in applying established procedures.

Senior Account Clerk
The Senior Account Clerk is the advanced journey-level classification in the Account Clerk series. Incumbents are distinguished from Account Clerk I and II by the higher degree of responsibility, independence, and complexity of work performed. Senior Account Clerks handle the most difficult and technical accounting support functions, interpret and apply policies to unique and complex situations, and often serve in a lead capacity by training, guiding, and reviewing the work of lower-level Account Clerks.

SUPERVISION RECEIVED/EXERCISED

The Account Clerk I receives general supervision from the Customer Service Supervisor, Accounting Manager, Finance Manager, or Director of Finance. Incumbents in this classification do not routinely exercise supervision.

The Account Clerk II receives general supervision from the Customer Service Supervisor, Accounting Manager, Finance Manager, or Director of Finance. May serve in a lead capacity by providing functional and technical guidance to other Account Clerks.

The Senior Account Clerk receives general supervision from the Customer Services Supervisor, Accounting Manager, Finance Manager, or Director of Finance. May serve in a lead capacity by providing functional and technical guidance to Account Clerks.

ESSENTIAL FUNCTIONS
Essential functions include but are not limited to the following:

Account Clerk I/II

• Prepares and maintains a wide variety of financial records and information; utilizes automated financial systems and various word processing and spreadsheet programs to enter, store, and retrieve information; researches and gathers information from multiple sources for the completion of forms and preparation of reports; provides information in person and over the phone to the public, other governmental agencies and City staff, requiring the use of judgment and interpretation of policies, rules, and procedures.

• Assists other accounting personnel in performing a wide variety of technical accounting duties in the preparation, maintenance and processing of accounting records and financial transactions including accounts payable, accounts receivable and utility billing.
• Processes City expenditures according to established policies and procedures; maintains vendor database and purchase order files; receives and verifies all invoices from vendors; responds to department and vendor questions and inquiries; researches and solves accounts payable issues.
• Processes and maintains customer utility billing for water, sewer and refuse for all residential and business/commercial customers; processes new customer applications for utility services; accepts payments for utility services, various licenses, permits and fees; explains utilities billing, business license procedures and other regulatory policies to customers; processes and updates billing charges to customer accounts; monitors and notifies customers of delinquent account status; research and solve billing inquiries and adjust accounts if necessary.
• Prepares periodic and special reports as required, performs special projects and studies; collects and compiles statistical and financial data for special reports.
• Establishes positive working relationships with representatives of community organizations, state/local agencies and associations, City management and staff, and the public.

Senior Account Clerk

• Prepares and leads the maintenance of a wide variety of complex financial records and information; utilizes and provides guidance in the use of automated financial systems and various word processing and spreadsheet programs to enter, store, and retrieve information; researches and gathers information from multiple sources for the completion of forms and preparation of reports; provides information in person and over the phone to the public, other governmental agencies and City staff, requiring judgment and interpretation of policies, rules, and procedures.
• Maintains accounting records; reconciles transactions; processes, enters, and verifies numerical or financial data related to area of assignment; handles payments at the counter and provides receipts; may serve in a lead capacity over staff performing the full range of Account Clerk duties.
• Prepares accounts payable batches for entry and revision; verifies accuracy and reconciles financial data to accounts payable statements; processes accounts payable disbursements; receives and inputs special accounts payable batches for manual checks as needed; responds to department and vendor inquiries; researches and resolves accounts payable issues.
• Receives and reviews invoice payments for accuracy, proper authorization, and account coding; reconciles payments with accounts payable invoices and research discrepancies; records accounts receivable transactions.
• Receives and processes general cash receipt payments, ensuring accuracy, proper documentation, and timely deposit.
• Serves in a lead capacity for processing and maintaining customer utility billing for water, sewer and refuse services for all residential and commercial customers; processes new customer applications for utility services; receives payments for utility services, licenses, permits, and fees; explains utility billing and regulatory policies to customers; updates billing charges to customer accounts; monitors and oversees the notification delinquent accounts; researches and resolves billing inquiries; and adjusts accounts as necessary.

PHYSICAL, MENTAL AND ENVIRONMENTAL WORKING CONDITIONS

Position requires prolonged sitting, standing, walking, kneeling, squatting and stooping in the performance of daily activities. The position also requires repetitive hand movement, and fine coordination in data entry and preparing reports using a computer keyboard. Additionally, the position requires both near and far vision in reading written reports and work-related documents. Requires acute hearing and clear effective communication in person and over the phone. KNOWLEDGE/ABILITIES/SKILLS

The following are a representative sample of the KAS’s necessary to perform essential duties of the position. The level and scope of the knowledge and abilities listed below vary between the I and the II levels.

Knowledge of: Principles and practices of financial record keeping, bookkeeping and governmental and fund accounting; basic principles and practices of account payables and receivables; standard business arithmetic as applied to accounting technical support; methods and techniques of cash management; data entry, data base access and standard report generation; public relations techniques and procedures; basic principles of mathematics; applicable federal, state and local laws, codes and regulations; methods and techniques of scheduling work assignments; standard office procedures, practices and equipment; modern office equipment including a computer and applicable software; methods and techniques for record keeping and report preparation and writing; proper English, spelling and grammar; occupational hazards and standard safety practices.

Ability to: Prepare, maintain and reconcile various complex financial, accounting, billing and statistical records; make arithmetic and statistical calculations quickly and accurately; implement, explain and apply applicable laws, codes and regulations; read, interpret and record data accurately; organize, prioritize and follow-up on work assignments; work independently and as part of a team; make sound decisions within established guidelines; analyze a complex issue, and develop and implement an appropriate response; follow written and oral directions; observe safety principles and work in a safe manner; communicate clearly and concisely, both orally and in writing; establish and maintain effective working relationships and at the Senior level direct personnel.

Skill to: Operate standard office equipment including a computer and variety of word processing and software applications; operate automated billing and financial systems.

THE SELECTION PROCESS
The process may include an in-basket exercise, individual interviews, panel interviews and/or other related components.  Only those candidates who have the best combination of qualifications in relation to the requirements and duties of the position will continue in the selection process. Meeting the minimum qualifications does not guarantee an invitation to the process.
