Are you an experienced emergency management professional ready to lead critical preparedness initiatives for one of California’s largest water agencies? Valley Water is seeking a dynamic and strategic Supervising Program Administrator (SPA) to lead our Office of Emergency Services (OES).

This position plays a key leadership role in overseeing the day-to-day operations of the OES unit and advancing Valley Water’s readiness, response, and recovery capabilities. Reporting to the Assistant Officer of Emergency, Safety & Security, the SPA will supervise two Senior Management Analysts and contracted staff while managing a wide range of emergency management programs and projects.

The SPA is responsible for developing, maintaining, and implementing essential planning documents—including the Emergency Operations Plan, Business Continuity Plan, and the Hazard Mitigation Plan—as well as overseeing the agency-wide Emergency Steering Committee. Key Responsibilities include, but are not limited to:

• Emergency Planning & Coordination:
  1. Lead development and maintenance of key planning documents including the Emergency Operations Plan (EOP), Hazard Mitigation Plan (in collaboration with Santa Clara County/FEMA), and Business Continuity Plans.
  2. Oversee and support emergency action planning, training, and exercise programs.
• Leadership & Supervision:
  1. Supervise OES team members, including two Senior Management Analysts and contracted staff.
  2. Develop and implement work plans, conduct performance reviews, and ensure accountability in alignment with Valley Water’s strategic goals.
• EOC Readiness & Operations:
  1. Serve in a key leadership role during emergency operations, including EOC Coordinator and Planning & Intelligence (P&I) Chief functions.
  2. Ensure ongoing preparedness and operational capability of the Emergency Operations Center.
• Strategic and External Engagement:
  1. Deploy the OES Strategic Plan and support continuous improvement of emergency management programs.
  2. Act as a liaison between Valley Water and internal/external emergency response partners, including local, state, and federal agencies.

Office of Emergency Services Unit (Position Code 771) 
Valley Water Telework Program: Eligibility for telework will depend on the type of work performed, operational needs, and the ability for the employee to perform the essential functions of their job duties while teleworking. Employment with Valley Water requires employees to live within 150 miles of their primary physical work location located in San Jose, California by their start date.

This position is eligible for a hybrid telework schedule, typically working 40% remote and 60% onsite, after completion of the probationary period  (one year).

This Senior Management Analyst position for the workforce Development Program is a highly independent, technical training and development professional. This is a journey-level classification in the heating, ventilation, air conditioning, and refrigeration mechanic series.

Summary
Under general supervision, performs technical paraprofessional accounting duties including payroll processing and accounts receivables and payables for Conejo Recreation & Park District (CRPD) and Mountain Recreation & Conservation Authority (MRCA); prepares accounting records and journal entries as necessary; generates reports and reconciles data; and performs other related duties as assigned.

Essential Duties and Responsibilities

• Compiles timesheets from District and MRCA employees, inputs payroll data into payroll system, prints proof list and verifies hours; corrects errors in time reporting; processes payroll and allocates payroll costs to budget appropriation accounts.
• Calculates and prepares payment for a variety of taxes including sales tax, payroll taxes and income withholdings; assists with issuance of employee, contractor and vendor tax statements.
• Processes routine and special check runs; validates accuracy of coding and payments and prepares checks for mailing or distribution.
• Prepares direct deposit, warrants and wire transfer information for approval and transmittal to the bank before established deadlines; prepares bank deposits.
• Maintains independent contractor and vendor records and databases including contracts, payment and ACH information.
• Assists with generating financial reports, spreadsheets and records; maintains purchase order file and records expenses; scans and files data and documents in accordance with District and MRCA records management policies and procedures.
• Gathers statement backup and reconciles Cal-Card statements; processes approved payments.
• Researches and answers District and MRCA employee and department inquiries regarding payroll, reimbursements and general status inquiries.  

Other Duties and Responsibilities

• Provides backup to divisional administrative staff.
• Assists in research and preparation of data for payroll and financial audits and special reports requested by auditors, MRCA administrators, and other public agencies.
• May be required to drive District or personal vehicle.
• Participates during disasters or when emergency response is needed.

Qualifications

Reasoning Ability: Ability to solve practical problems and deal with a variety of concrete variables in situations where only limited standardization exists. Ability to analyze and reconcile fiscal recording, banking and payroll records. Ability to interpret a variety of instructions provided in written or oral form.

Certificates and Licenses: 

• All full-time employees require satisfactory completion of a pre-employment functional capacity examination.

The Code Enforcement Officer is distinguished from the Supervisor by performing work of moderate difficulty and more routine tasks and duties assigned to this position within this classification series. These tasks involve inspections and enforcement of applicable ordinances pertaining to residential and commercial properties, housing, building construction, and other related regulations.  

The Code Enforcement Officer will respond to citizen concerns and proactively identify violations such as property maintenance issues, and zoning infractions. You will educate the public on code requirements through clear and respectful communication and work collaboratively with other city departments and external agencies to resolve issues. Additionally, the Code Enforcement Officer will issue notices, citations, and follow up on compliance efforts in a fair and consistent manner. It is also imperative that the Code Enforcement Officer maintain accurate case files and documentation for possible legal proceedings.

The City is currently accepting applications to fill two positions in the Landscape Division at the City’s Municipal Service Center in the Newbury Park area of Thousand Oaks.
 

Primary responsibilities:

• Perform skilled work in the pruning, care, and maintenance of trees and grounds maintenance, including chemical application duties
• Perform heavy manual labor in the care and maintenance of trees and in performing grounds maintenance
• Install, repair, and program irrigation systems and controllers
• Perform graffiti removal
• Perform routine and emergency work from an aerial lift bucket
• Assist in overseeing the work of contractors
• Assist with the cleanup of encampment and abandon property cleanup efforts 
• Support police personnel in non-enforcement and enforcement situations involving unhoused individuals, including posting, documentation, and storing private property 

Note: Work Schedule – 4/40 (Monday – Thursday, 6:30 a.m. to 5:00 p.m.). Position involves performing after-hours emergency work on an “as needed” basis and on-call duties on a rotating basis.

Overview:

The Water Plant Operator will perform the duties of a state-designated shift operator in the monitoring and operation of a water treatment plant, to provide relief operations shift coverage and, as necessary, to perform the duties of an Assistant Water Plant Operator. The Water Plant Operator will use the Supervisory Control and Data Acquisition (SCADA) system to monitor and control plant operations. They will analyze data to ensure compliance with all State and Federal drinking water standards and perform administrative procedures. The Water Plant Operator will train and sign-off training checklists for lower-level operations staff. They will perform scheduled and emergency plant shutdowns and start-ups. Additionally, they will complete safety trainings and follow safety protocols. Please note that this position is based at our Penitencia Water Treatment Plant.

Key Responsibilities include, but are not limited to:

• As the state-designated shift operator, oversee all plant activities on an assigned shift; maintain situational awareness of, or assist in, maintenance, engineering, and construction work, special projects, contractors, non-plant Valley Water employees, and all plant visitors; represent the treatment plant with personnel located offsite such as retailers, regulators, other Valley Water plants and support units, and other water agencies; direct the activities of the operator on shift; and formulate production and quality related decisions.
• Use the plant's computer based Supervisory Control and Data Acquisition (SCADA) system to monitor and control plant operations; investigate and respond to alarms; scan multiple computer monitors simultaneously; navigate a multitude of program screens to observe, track, and retrieve on-line instrument readings for water, chemicals, and equipment.
• Perform various administrative tasks such as data entry into spreadsheets and database programs, initiate and follow up on work orders for preventative and corrective maintenance; create and revise standard operating procedures; order chemicals; maintain, compile, and review plant operations data; complete entries into the plant's log book.
• Serve in the role of Relief Operator on as needed/rotational basis.
• Perform scheduled and emergency plant shutdowns and startups.
• Train lower-level operator staff; sign off on training checklists.

Ideal Experience:

Water Plant Operator Experience: Three (3) or more years of experience performing work as a licensed operator at a water treatment plant that is rated as a T-4 or higher facility.

Ideal Skills and Abilities:

• Working experience/expertise in operating and troubleshooting standard and advanced water treatment plant equipment
• Proficient in water treatment math and chemistry
• Proficient in MS Office (Word, Excel, Outlook), SCADA, Maximo.  

Ideal Knowledge:

• Understanding of key regulations, reporting procedures and requirements of drinking water
• Knowledge of safe work practices around water treatment plant chemicals and equipment
• Knowledge of practices and responsibilities of leading the work of assigned staff
• Understanding and familiarity with new or pending regulations such as algal toxicity.

Ideal Training and Education:

Equivalent to the completion of the twelfth grade supplemented by six (6) quarter units in chemistry and six (6) quarter units in math from an accredited college.

North Water Treatment Operations Unit (Position Code 557) 
Valley Water Telework Program: Eligibility for telework will depend on the type of work performed, operational needs, and the ability for the employee to perform the essential functions of their job duties while teleworking. Employment with Valley Water requires employees to live within 150 miles of their primary physical work location located in San Jose, California by their start date.

This position requires the individual to be onsite and is typically not a teleworking position.
