The City of Dixon is looking to fill a position of a Parks & Building Maintenance Supervisor in the Public Works Department ideally with an individual that has strong supervisory skills. This position will plan, organize, monitor and supervise the work of maintenance personnel assigned to Parks and Building Maintenance; the maintenance and repair of City-owned vehicles and equipment and to perform a variety of technical tasks relative to Parks & Building Maintenance.

This class is a full, first line supervisory level in the maintenance series. Incumbents have responsibility for resolving employee complaints, ensuring that departmental rules and regulations are followed, and preparing employee performance evaluations. Receives general direction from the Public Works Director or their designee. Exercises direct supervision over maintenance personnel assigned to the Public Works Department.

Exam Process: A limited number of candidates whose applications indicate that they, among those competing, are better qualified in terms of related education, training and experience will be invited to participate in a written exam and an interview process (weighted 100%). The most qualified candidates from this process will be placed on an employment eligibility list. The Bus Fleet Facilities Infrastructure Department oversees the delivery of major bus fleet and facilities infrastructure projects for SamTrans. The projects include design and construction of zero emission infrastructure (battery electric bus (BEB) charging infrastructure and hydrogen fuel cell electric bus (FCEB) infrastructure) for SamTrans's revenue and non­revenue fleet of nearly 400 vehicles, sea level rise and flood mitigation structures, bus administration, transportation, and maintenance buildings, and other structures at SamTrans' North Base and South Base Maintenance Facilities. 

The Construction Manager will report to the Director, Bus Infrastructure and Capital Projects and will be responsible for establishing standards, policies, and processes to manage the construction of SamTrans projects. This position oversees both the construction and construction management of projects, working with Project Managers, Construction Management Team, and Contractors to ensure successful project delivery. Responsibilities include providing constructability review of Contract Documents prior to advertisement, providing guidance to engineering and construction management staff in the planning, organizing and directing the work of contractors, negotiating changes to project scope or budget, directing the advertise, award, and administration phases of construction, and ensuring project and contract compliance with public contracting law.

• Provide direction and guidance to consultant staff responsible for managing infrastructure projects.

• Review cost estimates, monitor construction schedules and budgets, and monitor work in progress.
• Coordinate the provision of capital project development and implementation services with other departments and divisions.  
• Maintain a full understanding of all technical and regulatory matters affecting bus facility and infrastructure maintenance and construction activities.   
• Coordinate with federal, state, and local agencies during project implementation, and ensure compliance with their administrative guidelines.

Minimum Qualifications Sufficient experience, training and/or education to demonstrate the knowledge and ability to successfully perform the essential functions of the position. Development of the required knowledge and abilities is typically obtained through but not limited to:

• Bachelor’s degree in Engineering, or a closely related field.
• Five (5) years full-time increasingly responsible management experience in the area of civil, electrical, mechanical, or other related engineering design, construction management, and/or public works project management.
• Three (3) years experience supervising staff on a full-time or project basis.

Preferred Qualifications

• Experienced in the management and delivery of complex engineering design projects for public transit agencies.

Summary

• Receives, reviews and prepares responses to Public Records Act requests in compliance with all legal requirements and mandated deadlines; consults with District management and legal counsel as necessary in collecting and redacting data in accordance with legal provisions.
• Coordinates District Board election and Committee appointments and assists interested candi­dates with respect to filing procedures, campaign disclosure forms, regulations and applicable laws; notifies affected parties of Fair Political Practices Commission (FPPC) requirements and deadlines.
• Maintains or oversees the maintenance of the General Manager’s and Board’s calendars; handles or refers matters as directed; prepares and processes General Manager and Board member expense reports and reimbursement requests; makes travel arrangements for General Manager, Board of Directors, and other department managers.
• Assists administrative staff in the preparation, compilation, typing, duplication and distribution of the preliminary and final budgets, and prepares mailing of correspondence pertaining to the annual District audit.

Other Duties and Responsibilities

• Acts as Notary Public for District matters.

Certificates and Licenses:

General

The Operations Contract Administrator reports to the Manager, Bus Contracts, and is responsible for the development and compliance of multiple third-party contracts of the San Mateo County Transit District.

• Manage fixed route, paratransit, shuttles, microtransit, and other third-party contracts. 
• Answer inquiries regarding operation from both internal and external customers.

• Represent the Bus Contracts Department at consumer advocacy forums, various committee meetings, city council meetings, and SamTrans Board of Directors meetings. Attend meetings with various agencies, both private and public, and city council in development of routes and schedules, coordinates schedule changes with SamTrans and SMCTA planning teams, third-party contractors, other transit providers.
• Collect, organize, and complete monthly, quarterly and annual reports.

Minimum Qualifications

Sufficient experience, training and/or education to demonstrate the knowledge and ability to successfully perform the essential functions of the position. In lieu of a degree, full time work-related experience that demonstrates the skills and experience necessary to perform this role will be accepted. Development of the required knowledge and abilities is typically obtained through but not limited to:

• Associates degree in transportation, business or related field.
• Four (4) years of management or supervisory experience in bus operations, or management or supervisory experience of consultants, contractors, vendors or contracted services. 
• Must be able to possess a Valid California driver's license.
• Capable of conducting inspections of property and equipment at sites in and around District service area (San Mateo County, Santa Clara County & San Francisco County) in all types of weather and road conditions.

Preferred Qualifications: 

• Bus transportation operations (ideally public transit) experience. 
• Proficiency in Microsoft Word and Excel.
• Excellent oral and written communication skills.
• Possess the ability to perform detailed work with a high degree of accuracy, thoroughness and independence.

Work Environment: This position is part of the Information Systems and Technology (IST) Department at Midpen’s office in Los Altos, California.  Midpen offers a hybrid office/telecommute work schedule for this position following successful onboarding. In addition to working in an office setting to complete project tasks, the Senior GIS Technologist may sometimes work in the field and hike steep terrain with poison oak and wildlife.

Education and Experience:  Any combination of training and experience that would provide the required knowledge, skills, and abilities is qualifying. A typical way to obtain the required qualifications would be: 

• Equivalent to graduation from an accredited four-year college or university with major coursework in geographic information systems, computer science, geography, environmental science, or a related field and

The Principal Planner (Planning Administrator) Major Corridors is responsible for the development of corridor planning efforts on major corridors served by the agency. The person in this position will serve as a project manager or key supportive staff member on high profile, priority projects such as: Dumbarton West Transit Connector (Dumbarton Busway Feasibility Study), the Grand Boulevard Initiative and related El Camino Real/SR-82 corridor planning efforts. The Maintenance Instructor is responsible for all the classroom and on-the-job training activities relating to current bus maintenance for the San Mateo County Transit District (SamTrans), Caltrain, and the San Mateo County Transportation Authority (TA).

• Develops classroom on-the-job training and exit examinations relating to SamTrans Core Maintenance Training Curriculum: Shop Safety and PM Procedures, Core Repair Skills, Air Brake Systems, HVAC Systems, Basic Electrical Systems, Multiplex and Charging Systems, Diesel Engine Electronic Controls, Diesel Engine Tune-up and Troubleshooting, Light Duty (hydraulic) Brake Systems, Vehicle Subsystems, HD Steering Hydraulic Systems, and Suspension Systems, Automatic Transmission, ACS Diagnostics & Repair, Fare Collection Equipment, Hybrid Drive Systems, Battery Electric Drive Systems and Fuel Cell Battery Electric Bus Systems, Camera System Maintenance & Repair, Medium Duty Gasoline Engines.
• Serves as one of the principal instructors.  Oversees and evaluates vendor provided training activities.
• Oversees on-the-job training activities, mentors, coaches, guides, and directs progressive maintenance training. Maintains written and electronic records and performs proficient evaluations. 
• Collaborates in the development and implementation of testing programs for bus maintenance personnel.
• Develops and implements all maintenance safety training programs in collaboration with the Safety Department and management. Certifies that District employees meet established requirements for Forklift Operation, Hazardous Materials First Responder, First Aid, CPR, and AED Training.
• Oversees the District’s maintenance training programs.

 

Examples of Duties

• Stays current with new developments in the field of Training and Adult Learning Strategies.  Assesses the effectiveness of in-house training programs and recommends program upgrades with presented examples.
• Conducts skills gap assessments.  Develops a comprehensive training curriculum for all mechanic classifications, including Utility Workers, and reviews and updates as needed based on current technologies.
• Stays current with new technologies as they pertain to District fleets.
• Collaborates on all maintenance programs regarding quality assurance, makes recommendations where necessary to ensure the quality of the workforce training programs, and works with appropriate maintenance management staff to ascertain requirements and changes within industry best practices.
• Helps plan, organize, and execute the SamTrans Maintenance Rodeo and competition teams.  Mentors and coaches the maintenance team at the regional and international competition.
• Assumes the duties of Chair and/or Secretary of the joint Labor-Management Maintenance Training Committee.
• Ensure core curricula follows all regulatory and safety requirements, and best practices.
• Develops and implements training programs for newly hired employees.

• Zero emission technology including battery electric and hydrogen fuel cell experience highly desired.

The Positions
The Building Maintenance Division of the Maintenance Operations Department is seeking experienced Building Maintenance Workers to provide HVAC maintenance support for all public facilities, such as City Hall, Historic Buildings, Fire Stations, Police Department, Recreation facilities, and Rental Housing. Building Maintenance Workers (HVAC) design, fabricate, inspect, install, troubleshoot and evaluate problems with HVAC equipment.  They also repair heating, ventilation and air conditioning systems and related apparatus. Additionally, they install, repair and/or replace controls for energy management system as well as perform preventive maintenance and sheet metal work, including design and fabrication.

The Building Maintenance Division of the Maintenance Operations Department is also seeking experienced Building Maintenance Workers to provide general maintenance support for all public facilities, such as City Hall, Historic Buildings, Fire Stations, Police Department, Recreation facilities, and Rental Housing. The Organization

The Department
