DISTINGUISHING CHARACTERISTICS

The Economic Development Specialist is an entry-level class. Employees may have only limited or no direct related work experience. Employees work under general supervision while learning job tasks.

 

SUPERVISION RECEIVED/EXERCISED

Receives direction from the Economic Development and Communications Specialist. May exercise technical and functional supervision over administrative support personnel.

 

ESSENTIAL FUNCTIONS (include but are not limited to the following)

• Prepares responses, proposals and presentations for Requests for Information and provides responsible, professional analytical assistance in the development, administration and implementation of economic development programs.
• Develops short- and long-range economic development plans; gathers, interprets and prepares data for studies, reports, and recommendations.
• Coordinates and participates in the review of City projects, project plans, and discussions.
• Helps maintain a comprehensive inventory of available buildings and sites in the community for economic development purposes and distributes to perspective economic development clientele as requested.
• Assists with marketing plans for attraction, retention and expansion of businesses.
• Recommends and investigates ways to obtain grants, loans and other procurement of funds for the development of business; works on financial statements.
• Serves as a liaison between the local government and the chamber of commerce, merchants’ associations, economic development districts, redevelopment agencies and other public, private or nonprofit groups and associations interested in economic development.
• Monitors local, state and Federal legislations and regulations relating to economic development; reports findings, trends and recommendations to supervisor.
• Establishes positive working relationships with representatives of community organizations, state/local agencies, City management and staff and the public.

• Coordinates leave management programs; advises employees on their rights under the Family Medical Leave Act (FMLA), California Family Rights Act (CFRA), State Disability Insurance (SDI), Paid Family Care Leave (PFL), long-term disability and disability retirement; receives and processes requests for FMLA, CFRA and other leaves; determines eligibility and sends initial notices; requests additional information and prepares other leave-related correspondence; recommends approval or denial of leaves.

• Maintains assigned truck by regular cleaning and washing, including inspecting for mechanical or other operating problems; reports mechanical or related problems for maintenance; may perform minor maintenance as appropriate.
• Operates hydraulic/mechanical controls to load, compress, and dump refuse; collects and disposes of debris on assigned route; transports refuse to/unload at appropriate landfill sites and/or sewage treatment plant.
• Assists with battery sorting, electronic waste collection, bin repair or delivery, cardboard removal, illegal dumping cleanup, and any other related solid waste program or assignment.

• Prepares, maintains and submits records, reports and forms including time records, equipment and maintenance records, and route maps and logs.

The need to lift, carry and push tools, equipment and supplies weighing 25 pounds or more is also required. If selected for the position, the employee will undergo a full background check, psychological testing, and medical testing. After passing required tests, the employee must commit to attending a 20-week program with the Santa Rosa Junior College Public Safety Training Center. The police academy will be held Monday – Friday and include some nights and weekends. The next academy is January 5 - May 22, 2026. 

Upon graduation, the successful trainee will be transitioned to a Field Training Officer program with the Mill Valley Police Department and promoted to Step 1 Police Officer (probationary) with full benefits. If the employee does not complete and graduate the police academy with a POST academy certificate, they will be released from employment. The applicant may be released at any point they do not pass required testing during the course of the police academy. 

ABOUT THE POSITION

The Police Officer Trainee position enables an incumbent to attend a local law enforcement academy and earn their POST (California Commission on Peace Officer Standards and Training) certificate of academy completion while enjoying the support and mentorship of our agency, and receiving compensation. Through the academy and certification process, the successful incumbent will become eligible for promotion to Police Officer and immediate transition into MVPD's Field Training Program.

THE POSITION

The Police Captain reports to the Chief of Police and serves as the Department’s second-in-command. The Captain’s direct reports are a Lieutenant, a Detective Sergeant, and a Dispatch/Records Supervisor.
