The Department: 

Silicon Valley Power is a not-for-profit municipal electric utility serving the City of Santa Clara since 1896, delivering reliable and competitively priced electricity to over 55,000 customers, including many of the world’s largest data centers and technology companies. With one of the nation’s highest load densities and a peak demand exceeding 700 MW, SVP supports rapid regional growth through a robust transmission and distribution system and ongoing substation and infrastructure expansion and reinforcement. The utility supplies a power mix that is heavily clean and carbon-free sourced from hydro, wind, solar, and geothermal assets.

The Position: 

SVP is seeking Journey Line workers that can perform routine and emergency work maintaining and expanding SVP’s electric transmission and distribution system, including but not limited to:

• Perform electrical installation and repair work and to construct and maintain overhead and underground electric distribution and transmission system.
• Think and act appropriately and quickly in emergencies.
• Maintain good public relations.
• Establish and maintain effective working relationships with others.
• Using electrical plans and detailed drawings.
• Input data using computer programs for documenting electric facility maintenance and inspection findings.

Minimum Qualifications:

• Graduation from high school or possession of a G.E.D.; and
• Completion of a recognized three-year apprenticeship program as a Lineworker is required.

• Possession of a valid California Class A Driver's license is required, or

Main Duties

The main duties will include, but are not limited to:

• Accounts payable, including verifying availability of funds and proper classification of expenditures.
• Review monthly credit cards  transactions for proper coding, approval, and timely processing; follow up with staff as needed due to high transaction volume and coordinate resolution of coding or approval issues.   
• Report generation, including the preparation of the Claims Report for each Board meeting. The Claims Report includes the Accounts Payable and credit cards transactions for a specific period. The Claims Report is a public document and must be reported at every regular Board meeting.
• Perform routine reconciliation of expenditure and revenue accounts, including bank statements.
• Produce journal entries to post to the general ledger.
• Verify, post, and record financial transactions; maintain accounting records, ledgers, registers, journals, and supporting databases in accordance with established accounting policies and procedures.
• Providing technical assistance  for  year-end audit preparation,  including  supplying information to the auditors  and responding to requests and questions.

Additional Responsibilities

The additional responsibilities may include:

• Accounts receivable duties as needed.
• Reconcile specialized accounts including land acquisition worksheets, capital assets, and long-term debt funds to ensure accuracy of financial records.
• Assist in processing debt service obligations, including preparing payment schedules, processing annual payments, posting interest on bonds and notes, updating liability balances, and preparing related journal entries.
• Review, post, balance, reconcile, and maintain accurate and confidential accounting and payroll records. Accurately prepare employee and vendor payments for retirement and other benefits; submit reportable compensation to CalPERS and process payments; prepare Federal and State tax reports.
• Assist in gathering data and preparing monthly financial and statistical reports.

This position manages major enterprise systems such as Accela Civic Platform, oversees internal process improvement initiatives, leads technology-focused policy initiatives, oversees customer-facing tools and communications in partnership with internal teams, and acts as the primary liaison to IT and other departments for technology implementation. This position receives direction from Assistant Director, and supervises Business Analysts specializing in Accela Operations, and Enterprise Knowledge.

The role requires a unique blend of systems thinking, project management, user-centered design, and policy insight to shape the tools and workflows used by planners, permit technicians, inspectors, plan checkers, and external customers. 

The ideal candidate will have the following:

• Strong project management skills 
• Comfort leading cross-functional initiatives from concept to completion.
• Experience with permit management systems (Accela preferred), data integration, and process improvement in a government or regulated environment.

Budget Position

The Budget Division produces the City’s biennial operating and capital budgets, develops long-term financial projections, analyzes and reports on the budget performance during the year, and works collaboratively with departments on any necessary budget analyses and amendments.

Purchasing Position

Purchasing operates with 19 full-time staff. 

his position requires a highly agile and responsive professional capable of operating in a fast-paced environment. The role demands the ability to manage competing priorities, adapt to rapidly evolving and high-demand conditions, and provide timely procurement support to the City’s Electric Department, Silicon Valley Power. 

The ideal candidate will possess the following:

• Considerable knowledge of principles and procedures related to purchasing,
• Considerable knowledge of contract administration, including solicitation methods including RFQs, RFBs, and RFPs,
• Good knowledge of laws, policies and procedures governing public procurement,

ABOUT THE POSITION

Quality Assurance Group:

This is a non-sworn, civilian training classification to be used while incumbent is attending a certified P.O.S.T. Basic Police Academy.  Incumbent in this classification receives the same employee benefits as Police Officers, with the exception of being placed in the “Miscellaneous” retirement category until successful completion of a designated police academy, and as a civilian employee, will not be covered by government code sections 4850 and 3300 through 3311.  Upon successful completion of an academy, incumbent shall be sworn as a Police Officer, placed in the safety retirement category and begin an 18-month probationary period as a Police Officer on the date of swearing in.

THE POSITION: 

The City of San Rafael is recruiting for a Police Officer.
