The County of Yuba is recruiting for both Extra-Help and Full-Time Juvenile Corrections Officers I/II, in an effort to fill current vacancies and expand staffing levels. These positions are located on the Tri-County Youth Rehabilitation Campus which falls under the Juvenile Institutions Division of the Yuba County Probation Department.  The primary responsibilities of this flexibly staffed position are to: provide care, custody, supervision, and control of youth housed in the secured detention facilities while they are pending legal action or serving a post adjudication commitment; ensure and sustain a safe and secure environment for youth; and coordinate counseling and behavior modification activities associated with the operation of the facilities.

About Detention Services & Yuba County:

Our Department believes people can change and we can be instrumental in supporting that change.  We are  a small workplace family that supports one another to accomplish our mission and allow our team members to live full lives outside the workplace. Our Campus provides youth detention services to the communities of Yuba, Sutter, and Colusa Counties as well as several contract counties through our Camp Singer program.  We operate 24 hours a day, 365 days per year, and includes the Tri-County Juvenile Hall, Secure Housing Unit, and Maxine Singer Youth Guidance Center (Camp Singer), under a Joint Powers Agreement between the three counties. Our Department is the administrative agency responsible for the management and daily operation of the facility. The shared goal of facility staff is to provide youth with support and tools that will assist them with successfully reintegrating back into the community.  Staff are provided with state mandated relevant training, which includes youth trauma; crisis management; cultural competence; mental health awareness; sexual abuse and harassment; and proper use of force.

The Position, under administrative direction, oversees the activities of the Health and Human Services Health and Wellness Division which includes Behavioral health, Substance use disorder and Public Health. Assures compliance of department activities with department goals and objectives, state and federal laws, and county policies and procedures; and performs related duties as assigned.

Distinguishing Characteristics
This is an assistant department director classification that assists in overseeing and directing and participates in all activities of the Health and Human Services Department including short- and long-term planning as well as development and administration of departmental policies, procedures, and services. This class provides assistance to the Director of Health and Human Services in a variety of administrative, coordinative, analytical, and liaison capacities. Successful performance of the work requires knowledge of public policy, County functions and activities, including the role of the Board of Supervisors, and the ability to develop, oversee, and implement projects and programs in a variety of areas. Responsibilities include assisting in coordinating the activities of the department with those of other departments and outside agencies and managing and overseeing the complex and varied functions of the department. The incumbent is accountable to assist in accomplishing departmental planning and operational goals and objectives. This class is distinguished from the Director of Health and Human Services in that the Director has overall management and administrative responsibility for all Behavioral Health functions, programs, and activities.

EXAMPLES OF DUTIES

• Manages and directs the daily activities of the division through appropriate delegation, managerial support, and work supervision.
• Plans, prioritizes and assigns tasks and projects; directs the development of performance standards; approves promotions and terminations.
• Counsels, trains and coaches staff; monitors work, develops staff skills, and evaluates performance; identifies training needs and coordinates training for staff.
• Monitors operations and procedures; evaluates division and program issues, and recommends and implements solutions; develops and approves recommendations for improving the division’s operations and processes; assures that strategic goals are reached.
• Develops, evaluates and implements division goals, objectives, policies and procedures; develops systems and standards for program evaluation; assures division’s activities are in compliance with all laws, policies, regulations and goals.
• Analyzes trends, and evaluates program requirements and resource utilization; coordinates program planning and evaluation; coordinates protocols to effect integrated services with other programs, departments and agencies; responds to requests for information.
• Plans, develops, prepares, and monitors budget and expenditures for programs and services; assures that appropriate services are provided; coordinates information and assures effective communications between programs.
• Conducts research and strategic planning functions; analyzes trends and makes recommendations for staffing adjustments and personnel assignments; directs division projects including grants and capital projects.
• Prepares reports which summarize and forecast division’s financial activity and financial position; reviews division’s financial status and revenue trends.
• Serves as information source and liaison between the division and various state and regional organizations and agencies; serves on committees, task forces and other groups.
• Meets regularly with Program Managers for program updates; analyzes and evaluates issues and proposals, and recommends and implements solutions.
• Maintains and enforces all aspects of confidentiality of client information; monitors compliance to the standards of the Privacy Act of 1974, {U.S.C. § 552A} as amended.
• Develops and enhances cooperative professional relationships with local community agencies.
• Provides consultation and training to other organizations in the community on behavioral health, substance use, or public health issues; conducts presentations and training to county staff and the public to introduce and communicate the roles and functions of the health programs.
• Maintains expertise in field of service through participation in applicable educational opportunities.
• Acts in the place of the Health and Human Services Director during Director’s absence or as assigned.
• Performs other related duties as assigned.

• Establish and maintain tracking documentation for each violation.
• Receive, document, and investigate complaints concerning noncompliance with building ordinances.
• Identify and abate dangerous and derelict structures in the community by proactively enforcing state and city ordinances.
• Initiate investigations based on analysis of preliminary information.
• Contact individuals and discuss possible violations, alternatives for solving noncompliance problems and time periods for correcting them.

The incumbent will be a part of a cohesive team of 15 in the Natural Resources Department, which is comprised of three Programs: Wildlife, Vegetation, and Earth Sciences. About the Position: The Wildlife Ecologist III will co-lead Midpen’s natural resource permitting program for capital and routine maintenance with their counterpart in the Earth Sciences Program.  This position is responsible for negotiating, administering and overseeing compliance with regulatory permits; reviewing documents and other work products prepared by consultants or District staff as needed to satisfy permit application or reporting requirements; obtaining wildlife (Endangered Species Act) permits and overseeing permit compliance for capital projects and routine maintenance; generating reports for submittal to regulatory agencies; and coordinating with regulatory agency staff on permitting and compliance.  General responsibilities of this position will also include managing consultants and contractors; managing wildlife habitat restoration or enhancement projects; writing detailed technical summaries and reports for District staff and the public; and conducting surveys in the field.

The Wildlife Ecologist III has broad technical experience in wildlife and habitat management, is self-directed, and works independently managing complex large-scale projects. The ideal candidate will have knowledge and experience in: negotiating and securing permits (ideally programmatic permits) from regulatory agencies primarily California Department of Fish and Wildlife and US Fish and Wildlife Service but may include US Army Corps of Engineers or Regional Water Quality Control Board; overseeing sensitive status species monitoring, reporting and recovery efforts; land stewardship and environmental planning; data collection, analysis, and interpretation; GIS software or online platforms; preparation of clear and concise reports; developing and maintaining records for regulatory agency permits; and managing consultants and contractors. Knowledge of CEQA is desired but not required.

The Ideal Candidate:

• Possesses a broad breadth of understanding of wildlife management for wide ranging taxa from large megafauna to micro invertebrates

• Experience in negotiating and securing permits (ideally programmatic permits) from regulatory agencies primarily California Department of Fish and Wildlife and US Fish and Wildlife Service but may include US Army Corps of Engineers or Regional Water Quality Control Board.
• Experience overseeing sensitive status species monitoring, reporting and recovery efforts
• Is a creative thinker, problem solver and able to juggle competing priorities
• Strong background in project management, from developing project scopes, schedules and budgets to consultant and contract oversight
• Ability to work collaboratively in a multidisciplinary team to deliver capital projects, and public access projects, while avoiding or minimizing impacts to sensitive natural resources
• Assists staff in designing projects to reduce the need for mitigation, understands mitigation monitoring and reporting, and works creatively to secure mitigation when needed
• Ability to develop and maintain relationships with partner agencies, environmental advocacy groups, scientists and researchers, as well as other staff, boards, volunteers, vendors and the general public
• Strong public speaking skills
• Report writing skills

• three years increasingly responsible experience in the field of resource planning and management, including at least one year of supervisory and administrative responsibility. Requires excellent organizational, interpersonal, oral and written communication skills.
• A master’s degree is desirable.

Work Environment: This full-time position is part of the Land Stewardship & Trails Department at Midpen’s Administrative Office in Los Altos, California. About the Position:  The Farm Maintenance Worker performs general maintenance and construction tasks at Deer Hollow Farm in the Rancho San Antonio Open Space Preserve and reports to the Maintenance Supervisor. Deer Hollow Farm is an educational, working farm with cows, pigs, goats, sheep, chickens, and other livestock.  Duties include performing maintenance and construction tasks using hand and power tools, operating and maintaining Farm vehicles, and assisting with daily Farm operations. The Farm Maintenance Worker will also assist with basic support and care of animals; greet visitors and provide information to the public; and work with volunteers on farm-related projects. This full-time position is part of the Land Stewardship & Trails Department and assigned to Deer Hollow Farm.  In addition, this position may be required to work evenings, weekends, holidays, and special events. There may be an option to be on a 9/80 schedule after an initial training period.

Must wear prescribed District uniform and adhere to strict safety procedures and work habits. Depending on the exposure, employee is required to wear head, hearing, eye, foot, face, hand, and full protection equipment. Employees work in the field and are exposed to loud noise levels, cold and hot temperatures, inclement weather conditions, road hazards, vibration, confining workspace, chemicals, mechanical and/or electrical hazards, hazardous physical substances and fumes, and poison oak.

Education & Experience:

Any combination of training and experience that would provide the required knowledge, skills, and abilities is qualifying. A typical way to obtain the required qualifications would be:

Equivalent to the completion of the twelfth (12th) grade supplemented by college-level coursework in facilities management, construction project management, or a related field, and three (3) years of experience in construction, maintenance, and/or repair of farm properties and related facilities.

Licenses & Certifications Required:  

• Possession of a valid California Driver’s License.
• Possession of, or ability to obtain, Basic First Aid and Cardiopulmonary Resuscitation (CPR) certification within six (6) months of employment.

Working Environment and Schedule:  Midpen offers a hybrid office/telecommute work schedule which will be divided between onsite work, at home remote work, some outdoor work, some local travel, and occasional travel to Sacramento. When government affairs-related events are scheduled, the Government Affairs Specialist may be required to work evenings, weekends and holidays. Outdoor work could include driving off-road (training provided) and hiking on trails in temperatures ranging from cold and blustery to hot and dry. Government Affairs Specialist I: one (1) year of increasingly responsible experience in  government affairs or strategic partnerships is highly desired. No experience is required.

Government Affairs Specialist II: two (2) years of increasingly responsible experience in government affairs or strategic partnerships.
