San Mateo County Health is seeking an experienced individual for the position of Public Health Clinics Strategic Projects Manager. This management position will report to the Public Health Clinics Manager, overseeing Edison Clinics and Mobile Clinics and will have broad project management responsibility for key strategic efforts affecting the Public Health clinics.
 
There is currently one regular vacancy in the Public Health, Policy and Planning Division located in San Mateo, CA.
 
Primary responsibilities will include, but are not limited to, the following:  

• Quality assurance and improvement:  build and visualize data in management reports and dashboards; convert data to information and use it to guide process improvement.
• Process improvement:  facilitate, document, track, organize, measure progress; e.g., conduct improvement work within daily huddles.
• Project management:  lead projects and provide ad hoc support of projects.
• Knowledge management:  inventory and maintain infrastructure of core programmatic documents and processes, how files are stored and shared.
• Partnership building:  support internal staff operational needs; coordinate with other stakeholders, such as staff from Behavioral Health & Recovery Services, Human Services Agency, Health IT, San Mateo Medical Center, grant makers, state agencies, etc.
• Management of administrative staffing:  supervise intermittent interns and volunteers.
• Contract and MOU support:  assist Clinics Manager to write scopes of work, produce required reports and invoices for categorical funding and operational agreements.
• Revenue optimization support:  oversee billing quality assurance and improvement, facilitate braided funding opportunities and oversight.
• Policy and procedures facilitation:  maintain inventory and lead update processes through completion, including occasional initial literature reviews or research and coordination of stakeholders.
• Change management and leadership synchronization:  coordinate staff engagement, training, feedback to ensure successful system changes, take meeting minutes, contribute to agendas, track on-going project work in support of meeting goals.

Ideal candidate will possess:  

• Experience with project management and process improvement as the lead.
• Knowledge and/or experience with:  County of San Mateo; health; people experiencing homelessness; HIV and Sexually Transmitted Infections (STIs).
• Data skills including: requirements gathering; ad hoc report building; data and dashboard management.

Equivalent to graduation from an accredited four-year college or university with major coursework in business administration, public administration, or a related field. At least one year of professional administrative experience is typically required at the Associate Management Analyst level, and at least 3 years for the Management Analyst level.

Licenses and Certifications: 

• Depending upon assignment, possession of a valid California Driver's License.

Project Name: Train Control Upgrade Project

The Transit Division is currently in the process of developing and procuring a new train control system, as well as streamlining operations at the new Transportation Management Center (TMC). The Program Delivery and Support Unit within the Transit Division was created in 2018 to oversee capital program and project budgets, manage vehicle and onboard equipment projects, testing and acceptance of rolling stock and technology projects that will deliver high-quality, cost-effective solutions which improve safety and the Agency’s ability to deliver quality transit service. Within the Program Delivery and Support unit, the Transit Technology Group handles the delivery, acceptance, and management of technology systems which are critical to transit operations.

The Train Control Upgrade Project is an 8-year, multimillion dollar project with the goal of modernizing the existing Automatic Train Control System in Muni’s subway as well as expanding the supervision and limited control aspects of a Communication-Based Train Control System to the entire Muni light rail system.

Under the general direction of the Train Control Upgrade Project Manager, the Lead Project Engineer manages the Train Control Upgrade Project engineering team and acts as the SFMTA lead for the overall system design. The Lead Project Engineer assists the Project Manager with oversight duties related to project design and scheduling to facilitate the procurement, development, and maintenance of the future train control system. Additionally, this position is responsible to the Train Control Upgrade Project Manager for ensuring that the future train control system design meets the SFMTA’s objectives for the project, and that the system design conforms to all applicable SFMTA, state, local, and federal standards.

The Train Control Upgrade Project will be delivered through a series of contracts with the technology vendor (Supplier) and other firms providing installation, construction support, technical expertise, and professional services. The Lead Project Engineer will act as the SFMTA design authority for the project by supervising the production of technical documentation from the project contractors, leading technical coordination between the department and Supplier, and ensuring the future system meets the performance metrics and technical specifications laid out in the Supplier contract(s).

In addition, the Lead Project Engineer will act as the SFMTA technical representative to review, accept, or when necessary, audit, technical project submittals and deliverables provided by the Supplier and other project contractors related to system design. As the SFMTA technical representative, the Lead Project Engineer will have a strong understanding of the project contract requirements and be able to identify key project staff and agency stakeholders for review when evaluating submittals and project deliverables.

Essential Duties:

• Manages a team of SFMTA engineers assigned to the project, including vehicle engineers, electrical engineers, and traffic engineers;
• Responsible to the Project Manager for ensuring the train control system design meets the project objectives as well as applicable SFMTA, state, local and federal design standards;
• Acts as the lead SFMTA design authority for the project, provides technical review and recommendation to the Project Manager for approval/acceptance of project CDRLs;
• As assigned by the Project Manager, represents the SFMTA in reviewing, approving and auditing technical submittals provided by the Supplier and other project contractors;
• Leads the SFMTA technical team during project design reviews and prepares technical comments on behalf of the SFMTA;
• Reviews all technical documents and correspondence from the Train Control System Supplier and other project contractors;
• Prepares and supervises staff and project Consultants in the preparation of documents, including technical specifications, engineering reports, contract documents, advertisement for bids, instructions to potential bidders, detailed project specifications, technical manuals, and contract bonds;
• Assists Project Manager in negotiating contracts and contract modifications;
• Responds to technical RFIs, resolves clarifications from vendors and addresses their requests by issuing addendums;
• Works with the Technical Program Manager and Technology Department engineers on communications infrastructure design and technical coordination between the Supplier and supportive infrastructure installers;
• Works with Real Estate department, Maintenance of Way staff, facilities project team and engineers on ensuring SFMTA facilities are prepared for train control equipment installation;
• Reviews proposals from vendors and evaluates bid documents for conformance with project specifications;
• Observes train control system component installation and ensures installation is occurring according to plans;
• Ensures smooth communication, and when necessary, mediates technical disputes between the train control system Supplier and installers;
• Supervises the train control system testing program and assists the project QA team in assessing the quality of delivered and/or installed components;

• Participates in the RAM demonstration and verifies that the system as designed and delivered meets the project performance metrics;

• Works with Supplier, SFMTA operations and maintenance staff to ensure both the designed and finished train control system meets operations and maintenance needs and works within their stated constraints;
• Reviews and manages workload assignment to consultants, SFMTA engineers, and interns as required;

Minimum Qualification:

1. Seven (7) years of verifiable professional electrical engineering work experience of which four (4) years of that experience must be as a licensed professional engineer. Two (2) of the seven (7) years must be equivalent to the City and County of San Francisco class 5241 Engineer; AND
2. Possession of a baccalaureate degree with major course work in engineering; AND
3. Possession of a Certificate of Registration as a Professional Engineer (Electrical) in the State of California.

Substitution:

• A Master's Degree in Engineering may substitute for one-year work experience.
• A Ph. D. in Engineering may substitute for two years work experience.

Desirable Qualifications:

• Technical expertise and knowledge of the principles, practices, purposes, scope and techniques of train control and/or signaling systems.
• Engineering experience working on train control, train signaling systems, transit or communications infrastructure projects;

The City of Foster City is recruiting for a part-time Parks Maintenance Worker in the Parks Department. The is a part-time non-benefited position working approximately 20 hours per week, and no benefits are provided. 

Important and Essential Responsibilities

Selection Process

Village Park Preschool Program

Village Park Preschool is a play-based preschool program offered by the City of Burlingame Parks and Recreation Department at Village Park. We offer 3 programs: Lil’ Sprouts (2 year olds), Cottage Kids (3 year olds), and Afternoon Owls (3 year olds).  The emphasis of the program is physical, social, and emotional growth in a child-centered environment. Activities are designed to foster a healthy child that develops an early love of learning. Village Park Preschool programs strive to create an environment inspiring each child’s individual creativity and self-expression. Children participate in arts/crafts, music, body movement, basic science, cognitive games, creative/dramatic play, cooking, circle and story time, fine and gross motor skill building, and phonics awareness.

Preschool Aide

The City of Burlingame is looking for a passionate, caring, and creative Preschool Aide. Under the direction of a Recreation Supervisor, the Preschool Aide supports the lead teacher in providing a nurturing and educational environment for young children. This includes helping with classroom activities, supervising children, and ensuring a safe and clean learning environment.

Essential Duties

• Assist in implementing activities that support early childhood education and socialization.
• Assist with a variety of activities including, but not limited to, arts and crafts, organized games, story time, music/singing activities, science, cooking, early writing skills, and interactive circle time.
• Ensure proper safety precautions are observed.
• Maintain and care for supplies, equipment, and the facility.
• Set up daily snack.
• Change diapers and support toilet training.
• Complete assigned paperwork, including timecards and incident and accident reports.
• Communicate with parents and staff to disseminate information and build positive relationships.
• Perform related duties and responsibilities as assigned.

Qualifications

• Experience working with young children.
• Strong communication and interpersonal skills.
• Patience, creativity, and a passion for working with young children.
• Early Childhood Education units a plus.

• Lil Sprouts: Monday/Wednesday/Friday: 9am-11:30pm (2 year olds)
• Lil’ Sprouts: Tuesday/Thursday: 9:00am-11:30am (2 year olds)
• Cottage Kids: Monday/Wednesday/Friday: 8:45am-12:15pm (3 year olds)
• Cottage Kids: Tuesday/Thursday: 8:45am-12:15pm (3 year olds)
• Afternoon Owls: Tuesday/Thursday: 12:30pm-3:30pm (3 year olds)

Summer Camp (June 9-August 8)

• Monday- Friday: 9am-12pm (3-4 year olds)

• 8-20 Hours a week       
• Maximum of 960 hours per fiscal year  

Benefits: Healthy Workplaces/Healthy Families Act of 2014 Paid Sick Leave Benefit. This benefit accrues at the rate of one hour for every 30 hours worked to a maximum benefit of 24 hours per year. There is no cash value associated with the benefit. No other benefits are offered. This position is at will and is not part of the City's Civil Service System. There is no guarantee of hours and employment may end at any time. 

Salary: $23.27-$28.82 per hour depending on qualifications and experience.

Typical Qualifying Experience:

• Three years of experience in emergency management or community services organizations

Preferred Education:

• Master's degree from an accredited institution in emergency management, public administration, or related field (preferred, not required)

Essential Knowledge:

• Advanced understanding of public administration and emergency management principles, including planning, implementation, and evaluation
• Proven expertise in personnel training, supervision, and performance management

Essential Skills/Abilities:

• Collaborative Leadership: Work effectively with County departments and public/private organizations to achieve shared objectives.
• Problem-Solving Excellence: Accurately analyze complex problems, develop strategic recommendations, and implement effective solutions.
• Strategic Communication: Prepare sophisticated written reports, procedures, grant applications, and contracts that drive results.

Application/Examination

Open to All Candidates. This is an open recruitment welcoming external applicants. Current County of San Mateo and Superior Court employees with at least six months (1,040 hours) of continuous service will receive a five-point bonus on their final examination score. Responses to the supplemental questions are mandatory and must be submitted in addition to our regular employment application form. A resume will not be accepted as a substitute for the required employment application and supplemental questionnaire.

Selection Process: The examination process will consist of two parts: an application screening (weight: pass/fail) based on each candidate's application materials, and a panel interview (weight: 100%) for those applicants who pass the application screening. Due to competitive interest, we may use application screening or select candidates whose qualifications best match our needs based solely on application materials. 
   
Because of the screening process, all applicants meeting the minimum qualifications are not guaranteed advancement through any subsequent phase of the examination. All examinations will be given in San Mateo County, California and applicants must participate at their own expense.
