The City of Thousand Oaks is seeking a driven, detail-oriented Accounting/Customer Service Representative to join the Public Services Division within the Finance Department. This role will serve as a key liaison between the community and the City's revenue operations, managing a high volume of payments and customer inquiries, supporting diverse revenue programs, and adapting to evolving priorities. Primary Responsibilities

• Utility Billing & Collections: Prepare and adjust water and wastewater bills, resolve customer inquiries, and set up payment arrangements to maintain uninterrupted service. When accounts become delinquent, coordinate lien filings and work with customers and field crews to clear balances and restore service.
• Business Tax: Oversee the full life cycle of business license applications and renewals, from initial customer service to intake and fee collection, to compliance verification, and final issuance. Coordinate with Planning, Building, Code Enforcement, and Thousand Oaks Police Department to resolve discrepancies, update records, and provide guidance on licensing requirements.
• Payment Processing & Cashiering: Process payments for all revenue programs, both at the front counter and within a centralized unit, and reconcile daily cash receipts. Balance cash drawers, prepare bank deposits, and validate transactions against the general ledger.

• Interdepartmental Collaboration: Collaborate with field technicians, IT, Thousand Oaks Police Department, and other departments to resolve billing and payment issues, identify process improvements, and share best practices. Cross-train on multiple revenue streams to enhance team agility and service coverage.
• Administrative Support: Administer specialized billing programs, including parking citations for false alarm, from initiation through resolution, ensuring accuracy, analytics, and compliance.

ABOUT THE POSITION

 

The City of Redwood City, Public Works Department invites you to apply for the position of Management Analyst I.  This is an excellent opportunity for a motivated professional to provide highly responsible staff assistance in the preparation and administration of various contracts and agreements, as well as development, coordination and monitoring of various department budgets, grant proposals, reports and records maintenance.

 

Typical duties include, but are not limited to: assist the Public Works Superintendents and Director in tracking divisional workload and projects, helping prepare staff reports, monitoring the budget associated with existing projects; assist in the preparation, review, implementation and monitoring of various professional services contracts; work in conjunction with legal counsel to ensure that contracts are in  compliance with the City’s policy, local, state, and federal laws; ensure that contracts  are in compliance with agreed upon terms, fees, schedules and scope of work; generate and analyze data regarding cost-effectiveness and quality of services; analyze budget reports and forecasts; analyze revenue producing programs and make recommendations; assist in the preparation of Notice of Inviting Bids (NIB) and Requests for Proposals (RFPs); assist in the evaluation of proposals and make recommendations as appropriate; prepare purchasing and payment requisitions in accordance with agreed upon terms; evaluate the effectiveness of technology and make recommendations that will improve operational efficiencies; conduct research and analysis on best practices in the field of Public Works, and produce various written reports and recommendations. The Management Analyst I may serve as department liaison to various committees and associations for compliance of environmental and regulatory requirements.

The Role:

The City of Redwood City is seeking Firefighter/Engineers who are licensed paramedics. Under direction of the Fire Captain, the Firefighter/Engineer will perform firefighting and fire prevention duties aimed at protecting life and property, operate and maintain firefighting equipment, and provide basic medical assistance.  Firefighter/Engineers also provide Advanced Life Support first responder pre-hospital emergency medical care and emergency medical assistance, perform minor station maintenance, and participate in training to maintain skills.  Please see the Firefighter/Engineer job description for more details.

Required Qualifications:

Experience and Training Guidelines:
A typical way to demonstrate the applicant possesses the required knowledge and ability may be obtained through the following ways:

1. Two years (2) of full-time firefighting service.
2. Possession of a California State Fire Training Firefighter I certificate is required.
3. Possession of, or ability to obtain, a valid California driver’s license.
4. Must have a valid Paramedic License from the National Registry of Emergency Medical Technicians and will need to obtain San Mateo County Paramedic accreditation prior to completing probationary period.

Required Certification and License:

1. Must possess a valid Emergency Medical Technician (EMT) certificate or valid Paramedic license.
2. Provide proof of a valid Candidate Physical Ability Test (CPAT) certificate.  CPAT must be valid and completed within the last 12 months.
3. Possession of, or ability to obtain, a valid California driver’s license.  Driving record will be reviewed and any infractions will be evaluated on a case-by-case basis.

Knowledge of:

• Vision Standards: Must pass a pre-employment medical exam according to the standards set by The National Fire Protection Agency (NFPA) and freedom from color blindness;
• Hearing Standards: Must pass a pre-employment medical exam according to NFPA;
• Ability to sit, stand, walk, kneel, crouch, squat, stoop, reach, crawl, twist, climb, lift and carry in excess of 100 lbs.; pull and/or drag 175 lbs.; work in the following environments: cold, extreme heat, extreme noise, outdoors, confining work spaces, elevated areas; work with electrical hazards, vibration, chemicals, dust, toxic waste, mechanical hazards, and explosive materials; availability for shift work.
• This position shall serve a probationary period of eighteen (18) months.

As a condition of employment, employees shall comply with mandated medical monitoring.

Facilities Maintenance Technician II (journey-level class in the classification series)

Responsible for performing the full range of maintenance duties at City buildings and facilities in order to ensure that all are maintained in a safe and effective working condition and provide the highest level of safety for City and public use. Incumbents are responsible for performing maintenance and alterations on buildings and facilities, electrical and mechanical systems, identifying and evaluating construction-related problems, and performing installation and repairs on plumbing systems. Incumbents are expected to work independently and exercise judgment and initiative. Positions at this level receive only occasional instruction or assistance as new or unusual situations arise and are fully aware of the operating procedures and policies of the work unit. This class is distinguished from Senior Facilities Maintenance Technician in that the latter is responsible for technical and functional supervision of lower level maintenance staff and is capable of performing the most complex duties assigned to the series.

Senior Facilities Maintenance Technician (advanced journey-level class in the classification series)

Responsible for providing lead supervision and training to facilities maintenance staff. Incumbents regularly work on tasks that are varied and complex, requiring considerable discretion and independent judgment, including performing the most complex duties required to ensure City buildings, facilities, and grounds are maintained in a safe and effective working condition and provide the highest level of safety for public use. Responsibilities include training, developing and scheduling Facilities Maintenance Technicians, inspecting and attending to assigned areas in a timely manner, and performing a wide variety of tasks in the maintenance and repair of City buildings, facilities and grounds. Positions in this classification rely on experience and judgment to ensure the efficient and effective functioning of the assigned section. The work involves problem-solving of unique issues or increasingly complex problems without precedent and/or structure. Assignments are given with general guidelines and incumbents are responsible for establishing objectives, timelines, and methods to deliver work products.

• California Law Enforcement Telecommunications Systems (CLETS)
• Computer-Aided Dispatch (CAD)
• National Crime Information Center (NCIC)
• Criminal Justice Information System (CJIS) 

License/Certificates: Possession of, or ability to obtain, a Peace Officer’s Standards and Training (POST) Basic Public Safety Dispatcher Certificate within one year of employment.
