The Environmental Services Department (ESD) is a national leader in pollution prevention, watershed protection, utility services, and climate action. Position Duties:

Salary Range

The Assistant Director salary range is currently $178, 713.34 - $288, 700.62. Placement within this range will be dependent upon the qualifications and experience of the individual selected. This salary includes an approximate five percent (5%) ongoing non-pensionable compensation. The salary is supplemented by an attractive benefits package. 

The Position

Reporting to the Director, the Assistant Director serves as the Chief Operating Officer of the Environmental Services Department (ESD), overseeing a budget of approximately $550 million and seven direct reports. This executive leader provides strategic and operational direction across a broad and complex portfolio, including Integrated Waste Management, Watershed Protection, Water Resources, Wastewater Management,  Regulatory Affairs and Purified Water, Utility Financial and Business Operations, and Communications. In partnership with Deputy Directors, department leaders, and citywide stakeholders, the Assistant Director drives alignment with City priorities while ensuring regulatory compliance, operational excellence, and organizational effectiveness. Key responsibilities include leading utility rate setting, guiding long-range capital and infrastructure planning, and supporting major initiatives such as homelessness response and environmental restoration. The Assistant Director also plays a critical role in supporting the Director by overseeing the preparation of City Council presentations and tracking high-impact departmental initiatives. This position requires a leader with strong emotional intelligence, sound judgment, and the ability to navigate both day-to-day operations and long-term strategic goals. They will foster a culture of ethical leadership, continuous improvement, and inclusion—strengthening collaboration, building trust, and driving accountability throughout the department. Minimum Qualifications:

• Education: A bachelor’s degree from an accredited college or university in business administration, public administration, engineering, environmental sciences, or related field.

• Experience: Seven (7) years of increasingly responsible experience in business management and/or administration, operations, or maintenance is required.

• Experience managing a work unit equivalent to a major division within a public agency is preferred.

• Seven (7) years of exemplary supervisory experience is desired.

• Licenses: Possession and maintenance of a valid license authorizing operation of a motor vehicle in California.

Wastewater Treatment Plant Operator III

($25.51- $32.66 per hour)

PURPOSE: Under general supervision, assists in the operation and maintenance of a Wastewater Treatment Plant on an assigned shift.  Performs related responsibilities as required.

DISTINGUISHING CHARACTERISTICS:

In addition to being a full, advanced journey-level position, incumbents are expected to provide lead supervision over wastewater treatment plant maintenance staff.  Employees assigned to this class coordinate and perform the full range of skilled duties to operate, maintain, repair and modify the Wastewater Treatment Plant and the wastewater collection system.  

This position reports to the Utility Systems Supervisor and assists in determining equipment, personnel and material needs.  This position may act as the WWTP Supervisor (or as the Utility Systems Supervisor, if qualified) during periods when the appointed Utility Systems Supervisor is on vacation or absent from work for other reasons.

ESSENTIAL RESPONSIBILITIES:

1. Assists in the operation of valves and other related controls to distribute flow through unit process and application of chlorine and chemicals to the wastewater.

2. Monitors control equipment such as pumps, motors, valves, blowers, sludge collectors, heat exchangers, sludge thickeners and other related process equipment.

3. Reads meters, gauges and other instrumentation.

4. Maintains a daily record of facility operation, samples collected and corrections to unit processes.

5. Adjusts or alters chemical treatment of the plant as necessary.

6. Collects samples for observation and analysis from unit processes.

7. Performs daily and weekly laboratory analysis as needed for process adjustments and performance indicators.

8. Performs preventative maintenance to equipment, such as routine service, lubrication and cleaning of process equipment and machinery.

9. Operated a wide variety of tools and equipment used in minor mechanical repair and operation of process equipment.

10. Assists in minor repairs to all process equipment as needed.

11. Performs building and ground maintenance, which may involve weed control, gardening and janitorial services.

12. Performs related duties as required.

The City of San Rafael Public Works Department is seeking a full-time Associate Civil Engineer to lead a variety of Capital Improvement Program (CIP) projects related to Buildings/Facilities, Parks, Storm Drain, and Transportation.

The Ideal Candidate will possess expertise in municipal engineering and have strong critical thinking, communication and organizational skills that allow them to effectively manage all phases of multiple capital programs and/or projects. • Review plans and maps submitted by private developers for conformity with laws, ordinances, City imposed requirements and accepted professional standards with the goal of protecting the health, safety, and welfare of the community. Performs certain administrative duties associated with private development approvals such as preparing agreements, collecting fees, obtaining dedications, and coordinating with other agencies and City departments.
• Investigates field problems affecting the public, property owners, contractors and maintenance operations; collects the necessary data or assigns the collection of data to technical personnel; develops recommendations and meets with the appropriate parties to discuss and implement recommendations.
• Provides engineering information, including City requirements related to property improvements, to the public and other City departments. Arranges and participates in conferences with other engineers, developers and the general public on engineering problems.
• Assigns investigation, design and drafting tasks to subordinates, reviews completed work and assists in the developing solutions to difficult problems. 

EDUCATION and/or EXPERIENCE

The Associate Civil Engineer is the journey level classification in the engineering job class series. This job class requires:

• Registration as a licensed Civil Engineer in the state of California and 4 years of responsible post degree engineering experience (a master’s degree shall count for 1 year of post degree engineering experience).
• A valid drivers’ license 

Under direction, an Associate Civil Engineer performs difficult and complex engineering work and may serve as a supervisor to a small group of engineers and/or paraprofessional engineering staff. The position calls for a high degree of initiative, technical proficiency, and judgement.
