Summary
Under general supervision, performs a variety of complex skilled irrigation, grounds mainten­ance and landscape tasks in accordance with District policies and procedures; works indepen­dently and exercises judgment; ensures daily workload is carried out through individual and cooperative efforts; performs preventive maintenance of District-owned properties; and performs related duties as assigned.

• Performs a variety of technical duties to ensure accurate and timely data entry and processing of various financial records; documents financial transactions in general ledger accounts; reconciles bank, accounting and payroll data; analyzes journal
• Develops and implements plans for daily/regularly-scheduled park irrigation maintenance; installs, repairs and maintains irrigation equipment, as necessary.
• Establishes water budgets for each park facility; audits and calculates park/facility water usage, analyzes and interprets data and provides monthly reports.
• Investigates and develops new methods and/or improvements to existing methods that result in effective management and conservation strategies of limited water resources.
• Evaluates and makes recommendations, provides technical expertise to District staff, and provides reports to supervisor regarding water conservation objectives.
• Provides irrigation/water management training to staff.
• Assists in the design and makes water usage/conservation recommendations for new parks/ rehabilitation projects.
• Assists in seeking grants for water efficiency devices.

Other Duties and Responsibilities

• May be required to drive District or personal vehicle.
• May provide technical work guidance to Groundskeepers, contractors or temporary staff; participates in prioritizing irrigation/maintenance/water conservation workload and monitoring work of other employees for completeness, accuracy and conformance with departmental standards; provides information, instruction and training on work processes, proper uses of equipment, and safe work practices.
• Participates during disasters or when emergency response is needed
• Non-exempt employees may be required to work overtime.
• Performs related duties as assigned.

Qualifications

To perform this job successfully, an individual must be able to perform each essential duty satisfactorily.

Education/Experience: A typical way to obtain the required knowledge and abilities would be: graduation from high school or GED equivalent and two years of pertinent experience in installing and maintaining landscape irrigation systems; or an equiva­lent combination of education and experience.

Language Ability: Ability to read and interpret documents such as safety rules, operating and maintenance instructions, and procedure manuals. Ability to write routine reports and correspondence. Ability to effectively present information in one-on-one and small-group situations to other employees and visitors.

Math Ability: Ability to add, subtract, multiply and divide in all units of measure, using whole numbers, common fractions and decimals. Ability to compute rates, ratios and percent, and to draw and interpret bar graphs.

Reasoning Ability: Ability to solve practical problems and deal with a variety of concrete variables in situations where only limited standardization exists. Ability to interpret a variety of instructions provided in written, oral, diagram or schedule form.

Certificates and Licenses:  

• Valid California driver’s license with a good driving record and current automobile insurance.
• Certified Water Auditor.
• All full-time employees require satisfactory completion of a pre-employment functional capacity examination.
• Department of Justice fingerprint clearance.

Other Required Skills: Use of word processing and spreadsheet programs.

Supervisory Responsibilities: This job has no significant supervisory responsibilities but may direct contractors or temporary staff and provide technical direction to Groundskeeper classifications.

Minimum Qualifications for consideration: Any combination of education and experience that would likely provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be: 

Education/Training: Equivalent to the completion of the twelfth grade supplemented by college level course work in chemistry, biology, environmental science or a related field.

Experience: Two years of increasingly responsible environmental inspection, sampling, and enforcement experience including some experience with industrial wastewater pretreatment programs.

License or Certificate: Possession of, or ability to obtain, an appropriate, valid driver’s license. Possession of, or ability to obtain, a Grade I Environmental Compliance Inspector certificate. Possession of a Grade II Environmental Compliance Inspector certificate is desirable

THE POSITION

Under administrative direction, the City Engineer plans, organizes, coordinates and directs all Engineering Division activities of the various functional units including capital project design and construction administration, development review, traffic engineering, signal and streetlight maintenance and storm water program administration; provides professional assistance to City staff in areas of responsibility; performs related work as required.

 

CLASS CHARACTERISITICS

The City Engineer is a single incumbent class at the middle management level. The City Engineer is responsible for the direction and management of activities and achievement of division goals established for the Engineering Division.

 

EXAMPLES OF DUTIES (illustrative only)

• Assists in the development of the division’s work plan and implementation of goals, objectives, policies, procedures and work standards.
• Assigns work to professional, technical and clerical staff; reviews work to assure overall quality
• Provides for the training, evaluation and professional development of staff; interprets administrative policies and procedures; is responsible for morale and productivity of assigned staff.
• Prepares and administers the division’s budget; monitors authorized expenditures.
• Performs professional engineering work directly; reviews plans, specifications, proposals, contracts, estimates and other materials submitted by design professionals; reviews and approves projects for construction.
• Assists in the development and administration of the City’s Capital Improvement Program (CIP); determines the scope and cost of engineering projects, monitors project expenditures and forecasts annual funding needs.
• Directs the preparation of a variety of analytical studies and reports related to current and future public infrastructure and facility needs; reviews findings and makes recommendations. 
• Oversees the preparation and management of the consultant agreements, construction and vendor contracts that support the City’s CIP.
• Performs final review and approval of street improvement and grading plans for private development projects. 
• Reviews parcel and final subdivision maps for completeness and conformance with tentative maps and conditions of approval.
• Conducts site visits and meets with property owners, engineers, contractors or attorneys to review and resolve development or capital project issues or disputes as needed.
• Reviews and resolves traffic engineering related issues.
• Administer the scope of work and review studies and analysis conducted by traffic consultants.  
• Oversees the contract for street lighting and traffic signal system maintenance and related facilities and appurtenances.
• Oversees the activities of the local utility companies that support the City’s CIP projects, regional transportation projects, development projects and utility improvements.
• Oversees the activities of the City’s Stormwater/Clean Water Program, including the preparation and submission of the annual report.
• Understanding of federal, state, county and local transportation funds and the requirements and policies for project implementation including planning, environmental, design, right of way, construction and project close-out and may serve as City’s technical advisory member for the Alameda County Transportation Commission monthly funding meetings.
• Performs all activities related to the preparation and administration of grant proposals; coordinates with grant program staff to satisfy grant requirements and achieve funding reimbursements.   
• Ensures that the City is in continuing compliance with applicable laws and regulations related to municipal engineering and public works matters; reviews and recommends revisions to applicable policies and ordinances. 
• Advises the Public Works Director, City Manager’s Office and others on the planning and implementation of capital projects, land development or other related activities. 
• Prepares and presents engineering recommendations to the City Council in conformance with applicable codes, rules, regulations, and other legal requirements; functions as the Public Works staff representative to the Planning Commission and other City committees as required. 
• Represents the City in meetings and coordinates division activities with those of other City departments, divisions and outside public and private agencies
• Responds to citizen inquiries, requests and complaints.
• Serves as the Public Works Director on a relief basis.

The Position

The City of Hayward is seeking a Senior Civil Engineer - Water and Wastewater [Formal Title: Senior Utilities Engineer] with a water and/or wastewater background to supervise, direct, plan, and coordinate the activities of the Utilities Division. The Senior Civil Engineer - Water and Wastewater  is a mid-management level position that performs, oversees, and directs engineering activities including planning, conceptual design, final design, cost estimating, project bidding, services during construction and construction management for a variety of projects in wastewater treatment, water storage and distribution, sewer collection, and storm water management. This position will serve as a key member of the team that will manage and deliver a $300 million treatment system upgrade for the City's Water Pollution Control Facility (WPCF) to incorporate nutrient removal into the treatment process.

The City's $300+ million upgrades to its Water Resources Recovery Facility offers an opportunity to implement state-of-the art advanced treatment technologies working in a team environment through design, construction, and startup and commissioning of the new facilities. 
 
DEFINITION

DISTINGUISHING CHARACTERISTICS

10. Coordinates utilities engineering related activities with Engineering & Transportation Division, other City departments, divisions, and sections and with outside agencies.
 
11. Prepares reports and makes recommendations on the Utilities Division's portion of the City's capital improvement program.
 
12. Develops and recommends an annual budget and priority for assigned utilities projects.
 
13. Consults with contractors, builders, and engineers on problems relating to the design, construction, and maintenance of assigned utilities facilities.
 
14. Coordinates construction management of the Utilities Division's projects with the Engineering and Transportation Division staff.

Minimum Qualifications

JOB RELATED AND ESSENTIAL QUALIFICATIONS

Experience:  Four (4) years of progressively responsible experience in professional engineering work in the design and construction of water and wastewater projects including one (1) year of supervisory or lead experience.
 
Education:   Bachelor's degree or equivalent from an accredited college or university in civil engineering, or a closely related field with major work in civil engineering.  A master's degree is desirable.
 
Licenses and Certificates: 

1. Possession and maintenance of a certificate of registration as a Professional Engineer (Civil or Mechanical) in the State of California.  

2. Possession and maintenance of a valid Class C California driver's license.

The General Maintenance Worker plays a vital role in keeping our communities and centers clean, safe, and visually appealing. This position focuses on a specific set of tasks tailored to meet the needs of the Recreation & Community Services Department, differing from the broader responsibilities of a full General Maintenance Worker under the Public Works Department. The Recreation Coordinator or Recreation and Community Services Supervisor is the key point of contact for this position, providing general direction and/or supervision.

1. Field Preparation: Assist t with basic field preparation for baseball and softball, including tasks like dragging the infield play area, marking chalk lines, and other essential setup activities.
2. Groundskeeping: Support keeping the exterior areas of community centers clean and presentable by removing trash and maintaining general tidiness. Assist with watering and care of indoor plants within recreation centers as needed.
3. Facility Cleaning: Perform light janitorial duties, including cleaning restrooms, fitness centers, and lobbies.
4. Events & Equipment Support: Assist with event setup and teardown once events are completed. Maintain special event equipment, furniture and supplies and promptly report any damaged or broken items to a supervisor for replacement.

The Newark Recreation and Community Services Department is looking for Aquatic Instructors (Swim Instructors) for our fantastic swim lessons and aquatic programs, to work at the Silliman Activity & Family Aquatic Center. We are looking for positive, patient, motivated, self-driven individuals that have a passion for working with children and wish to make a difference in a child's life by teaching them lifelong water skills!

We are seeking a hands-on, mechanics and electronics savvy Instrumentation Technician to join our Public Works Sanitation division. This position maintains, repairs, inspects, plans, modifies, designs, installs and calibrates instrumentation, electrical, and SCADA control systems for wastewater treatment facilities; maintains a spare parts inventory; and trains operations staff in the understanding of instrumentation and control systems related to the process operation.

Details:

• Full-time regular position, 9/80 schedule with every other Monday or Friday off.
• Salary range $35.80 to $45.70 hourly with Excellent Benefits.

Our Minimum Qualifications for consideration are:

Education: Equivalent to the completion of the twelfth grade supplemented by college level course work in electronics or a related field.

Experience: Two years of increasingly responsible experience in the maintenance, repair, fabrication and installation of instrumentation systems in a wastewater treatment system, water distribution, water processing, or other industrial process control environment.

The City of Lafayette is seeking a well-seasoned, Senior Civil Engineer to play a key role in our Engineering and Public Works Department. The ideal candidate for this role is comfortable with designing, managing and inspecting capital improvement projects; presenting and explaining projects to members of the public, elected officials and appointed officials; and balancing office work with hands-on field work. Currently, this position directly reports to the Engineering Services Manager. In the future, the Senior Civil Engineer may supervise junior department members. DEFINITION

Under the general direction of the Director and City Engineer, the Civil Engineering Associate/Project Manager – Capital Projects leads the delivery of complex capital infrastructure and facility projects for the Town of Danville.  This role focuses on high-value construction and modernization projects, including buildings, utilities, and public infrastructure. The position serves as a critical liaison between Town departments, consultants, contractors, regulatory agencies, and community stakeholders to ensure successful execution of capital projects within scope, schedule, and budget.

 

SUPERVISION RECEIVED AND EXERCISED

Receives direction from the Director and City Engineer. Exercises supervision over Public Works Inspectors and contractors.  This is a journeyman-level, first line supervisory position requiring substantial independent judgment, technical expertise, and leadership in managing capital improvement projects. The position reports to the City Engineer and may supervise professional and technical staff. 

 

ESSENTIAL JOB DUTIES

Essential duties may include, but are not limited to the following:

• Train, direct and manage Public Works Inspectors to perform and document daily inspections of construction projects, private development projects, encroachment permits and clean water inspections to ensure compliance with project plans, specifications, permit conditions of approval and Town standards.
• Oversee day-to-day operations for paving construction projects ensuring project is completed safely, on schedule, according to quality specified and within budget.
• Plans, organizes, directs and controls all parts of projects from permitting, bidding, and construction to the closeout for a portfolio of complex capital improvement projects.
• Prepares and monitors project budgets, including support for obtaining funding.
• Facilitates work of a multi-disciplinary development team across organizational boundaries, including designers and construction professionals.
• Develops and maintains detailed project schedules and budgets, tracks expenditures, and recommends cost control strategies.
• Reviews and processes change orders, ensures quality control, and oversees contractor compliance with plans, specifications, and safety standards.
• Prepares reports, presentations, and communications to inform internal and external stakeholders, including Town Council.
• Ensures that contractors are maintaining safe work sites and that the needs of the staff at each project are being protected.
• Coordinates final project closeout including punch list items, documentation, and transfer to operations.
• Manages consultant contracts and coordinates with engineers, architects, construction managers, and inspectors.
• Facilitates cross-departmental coordination and public outreach related to project scope, impacts, and progress.

 

QUALIFICATIONS

Knowledge of:

• Financing, estimating and budgeting, including planning and estimating, calculating overhead, design and construction costs.  General knowledge of various funding sources and restrictions.
• Regulations and regulatory agencies and commissions affecting planning, zoning, design and construction.
• Requirements of final bid packages.
• Construction management techniques and practices.
• Americans with Disabilities Act Accessibilities Guidelines (ADAAG), and California accessibility requirements that are in Title 24 of California Code of Regulations.
• Principles and practices of capital project delivery, including public procurement and contract management.
• Public works design and construction standards, codes, regulations, and funding programs.
• Construction methods and materials across civil, structural, electrical, and mechanical disciplines.
• CEQA and permitting processes at local and state levels.
• Knowledge of planning and building department review process for capital improvement projects.

 

Ability to:

• Schedule and budget capital projects; monitor and track project progress and expenditures and implement cost controls.
• Use computer-based scheduling software, documentation management, and project management systems.
• Work effectively in a team environment; negotiate and resolve contract disputes; maintain client contractor relationships; and communicate effectively with the public, community groups, other Town departments, stakeholders, agencies, and private contractors.
• Supervise, prepare, or participate in the design and production of final architectural contract documents for a wide variety of small construction and maintenance projects.
• Plan and organize; analyze and solve problems; make judgment on all decisions; and deal effectively with government officials.
• Strong verbal and written communication skills.
• Ability to work as part of a Town-wide team.
• Manage multiple high-value, high-impact projects simultaneously.
• Prepare and interpret construction documents and technical specifications.

Experience:

The required education is interchangeable with project management experience related to the area of assignment on a year-for-year basis up to a maximum of two years. 

 

Education:

A bachelor’s degree in planning, construction management, engineering, civil engineering, facilities management or a closely related field with project management experience.

Possession of a California State Driver’s License, or license in another state with the ability to obtain a California license within 30 days of hire.
