The Public Authority for In-Home Supportive Services (IHSS) is seeking well-qualified individuals for the position of Public Authority Registry Social Worker II/III with fluency in Mandarin or Cantonese. There is one vacancy in the Public Authority. The current vacancy would be responsible for supporting IHSS consumers who do not have caregiver resources, in hiring a homecare provider from the Public Authority Registry and helping the client and provider establish a successful working relationship. The position is located in San Mateo, CA, but will require travel throughout the County to perform duties of the positions.

NOTE: The Public Authority Registry Social Worker II/III is not a County position; the Public Authority unit reports to the San Mateo County Director of Aging and Adult Services.

PUBLIC AUTHORITY

The Public Authority serves as the employer of record for IHSS homecare workers, with the IHSS consumer retaining the right to hire, fire and train their worker. The Public Authority's responsibilities include operating a Registry that recruits, screens and refers potential homecare providers to IHSS consumers needing personal assistance in their home; screening the backgrounds of IHSS providers in accordance with IHSS policies and regulations; providing training opportunities to IHSS providers to enhance their skills in serving IHSS consumers; and offering support and assistance to Registry consumers and providers to ensure the employer-employee relationship between the Registry consumer and provider are functioning well. The IHSS consumer is the IHSS employer and is responsible for hiring and supervising a provider for the care they receive. Consumers who do not have caregiver resources, may choose to hire a caregiver from the Public Authority Registry. The Public Authority Social Worker will assist those recipients with the hiring of a Public Authority Registry worker and help them to manage their role as the employer.

Examples of duties may include, but are not limited to, the following:

• Conduct home visits to support consumers' hiring needs.
• Educate, support, and perform administrative duties for IHSS consumers and care providers to understand/comply with program regulations.
• Provide conflict mediation between consumers and providers to help stabilize cases.
• Collaborate with program integrity team to ensure proper adherence to regulations.
• Provide education, outreach, and community resources information for consumers.
• Attend case conferences.
• Collaborate and facilitate services with other partner agencies.
• Effective caseload management

The ideal candidate will possess the following:

• Ability to work in both an independent and collaborative setting, in the development and implementation of sound case plans of action.
• Ability to implement program regulations.
• Experience in conflict management.
• Experience working with challenging behaviors associated with mental health diagnosis.
• Fluency in Mandarin or Cantonese is required.

Qualifications

Licensure/Certification: California class C driver license or equivalent.

Education:

Social Worker II: Satisfactory completion of 30 semester units of social welfare and/or appropriate behavioral science courses.

Social Worker III: Satisfactory completion of 36 semester units of social welfare and/or appropriate behavioral science courses.

Experience:

Social Worker II: Two years experience performing duties comparable to those of a Social Worker I or higher in San Mateo County. Substitution: Possession of a Master's Degree in Social Work from an accredited school of Social Work.

Social Worker III: Three years experience performing duties comparable to those of a Social Worker II or higher in San Mateo County. Substitution: Possession of a Master's Degree in Social Work from an accredited school of Social Work and two years experience performing duties comparable to those of a Social Worker II or higher in San Mateo County.

We have an exciting opportunity for a full-time Chief Building Official to join our team in Millbrae, San Mateo County.  

Reporting to the Community Development Director, you will help lead Millbrae’s growth by directing fieldwork, ensuring compliance with building regulations, facilitating major construction projects, and upholding high safety standards.

In addition to administrative duties, this customer-service-oriented position includes providing education and guidance to residents and contractors, performing hands-on plan checks and building inspections, and overseeing a support team of contracted permit technicians, plan checkers, and inspectors.

Definition: This division head classification is responsible for managing the City’s building inspection activities, enforcing the state building codes and regulations, plan check services and advising builders and homeowners on construction design and standards.

Essential Duties: Depending upon assignment, the duties of the Building Official include:

• Managing and directing the division staff. Through inspections, ensures that all structures comply with applicable state and local laws, codes and ordinances.  Ensuring prompt review of plans for proposed building construction or alterations, and the timely inspection of structures.
• Reviewing and recommending revisions of the City codes to comply with federal, state and local requirements.
• Developing policies and procedures designed to improve plan checking and the code enforcement program. Streamlining permit issuance procedures, when applicable, and developing updated forms as needed.
• Effectively monitoring division workloads to ensure adequate and timely plan checks and building inspections.
• Providing technical assistance and advice to architects, engineers, contractors and homeowners on matters pertaining to building plans, zoning regulations, construction methods, materials, procedures and building and related codes.
• Maintaining a competent and motivated work force by training, developing, disciplining and evaluating the performance of subordinates. Objectively and constructively evaluating the performance of subordinates, promptly apprizing subordinates of how well they are performing and/or in what specific areas they should seek improvement.
• Ensuring financial soundness of the division by developing, justifying and effectively managing the division budget.
• Generating monthly reports for the City Manager regarding building activity and workload, and other reports as necessary.  Maintaining work records related to the development of such reports.
• Responding to and resolving complaints from the public in a tactful and courteous manner.  Investigating problems to determine responsibility and methods for resolution as appropriate.
• Interpreting and making decisions on technical problems related to building, plumbing, electrical, mechanical codes and related federal, state and local laws and ordinances.
• Ensuring that checks and analysis of new construction and building alteration plans for residential, commercial, industrial buildings are done in a timely manner to ensure compliance with codes and policies. Ensuring plan checks accurately identify corrections, corrections notices are prepared and forwarded to applicant, maintaining plan check log for up to date information and current status of the plan check. Approving plans and issuing permits when appropriate.
• Maintaining and developing the electronic permitting and inspection system.
• Maintaining and developing the City street file system.

Special Requirements: Physical agility adequate to inspect construction sites.  Requires physical flexibility and dexterity, including the ability to continually stand, bend, stoop, reach and crouch.  Must be able to communicate effectively, both orally and in writing, hear voices and operate telephones.  Must have the ability to quickly and accurately see, review, and interpret plans and diagrams and make inspections.

Minimum Qualifications:

Knowledge of: Building, plumbing, electrical, and mechanical codes and ordinances enforced by the City; principals, practices and techniques of combination inspection, building materials, accepted safety standards; State laws regulating building construction and zoning; precautionary safety and fire prevention methods in occupancy of buildings; building construction and materials, particularly structural construction materials and specialized terminology used in connection therewith; general knowledge of accepted methods of training; and knowledge of the construction industry and of modern supervisory principals and practices.

Ability and skills: To direct the work of others; provide technical supervision and training to division staff; read and

quality control building plans, diagrams, specification and building codes; enforce laws, codes and regulations with tact;

maintain records and prepare clear and concise reports and correspondence; supervise plan checking; analyze facts and exercise good independent judgement; read, interpret and perform analysis of plans for various structures; formulate and apply uniform policies and standards for the building inspection program; deal tactfully and effectively with contractors and the public; learn, retain, interpret and use technical knowledge related to federal, state and local laws related to building codes. Communicate clearly and concisely, both orally and in writing. Establish, maintain and foster cooperative teamwork within the division, within various departments and other agencies that are associated with building construction.

Education and Training Guidelines: Sufficient education and experience to satisfactorily perform the duties of this classification. A typical qualifying background would be four (4) years of progressively responsible experience in combination inspections, including two (2) years at a supervisory level. An Associate of Arts or Science Degree in Building Inspection Technology or a bachelor’s degree in civil engineering or a related field is desirable.

Experience: Four (4) years of progressively responsible full-time experience as a Building Inspector with a Municipal Building Department with at least two (2) years in a supervisory position.

Supervision Exercised and Received: The Building Official supervises the Building Inspector/Plan Checker and the Permit Technician.  The Building Official reports to the Community Development Director. 

License: Must possess and maintain a valid California Operator’s License issued by the State Department of Motor Vehicles and a satisfactory driving record.

Certification: Must possess and maintain certifications by the International Conference of Building Officials (ICBO): Plans Examiner and Combination Inspector. Must possess, or obtain within one year of employment, certification by the International Code Council (ICC) as a Building Official. A Certified Access Specialist (CASp) certification is highly desirable. Registration as an architect, civil, or structural engineer is highly desirable.

Special Assignment Pay

Members of our team are eligible for specialized assignments with compensation incentives:

Bilingual Pay - up to $150 per month

San Mateo County Health is seeking an experienced individual for the position of Public Health Clinics Process Improvement Manager that plans, oversees, and provides a wide variety of administrative, analytical, and work-flow support on a County-wide level; analyzes practices and procedures and makes recommendations for organizational, operational, policy, and procedural improvements; conducts needs analysis, feasibility studies, and program evaluation for assigned projects and programs; develops, summarizes, and maintains administrative and fiscal records; fosters cooperative working relationships among County departments and acts as liaison with various community, public, and regulatory agencies; and performs related work as required.

Community Oriented Policing
The Foster City Police Department is centered on the philosophy of Community Oriented Policing. As with all employees, the Police Corporal is expected to make non-enforcement contacts with the public in an effort to more clearly identify the needs of the community, and to assist the public in solving community problems. 

Class Characteristics
This is a lead-level class in the sworn officer series responsible for performing a wide variety of law enforcement tasks in support of a municipal police department. Incumbents perform the full range of duties as assigned, working independently, and exercising judgment and initiative. Positions at this level receive only occasional instruction or assistance as new or unusual situations arise and are fully aware of the operating procedures and policies of the work unit. This class is distinguished from Police Sergeant in that the latter exercises technical and functional direction over and provides training to lower-level staff on an assigned shift.

Licenses and Certifications:

Selection Process
Applications will be reviewed for relevant education, experience, training and other job related qualifications. Based upon a review of employment applications and supplemental questionnaires received, a limited number of the qualified applicants will be invited to participate in the examination process. 

The process will consist of four Oral Panel Interview (Technical - weighted 30%; Tactical - weighted 30%; Community - weighted 30%; and Presentation - weighted 10%). An eligibility list will be established from those who pass the examination process with a score of 80% or higher. Current and future vacancies may be filled from this list. The list will remain in effect for at least one year unless exhausted sooner. 

The department will invite the most qualified candidates from the eligibility list to a final department interview. The Police department will make the hiring decision.

General

The Engineering Manager will report to the Director, Bus Infrastructure and Capital Projects and will be responsible for the engineering functions of the infrastructure and capital project development department for the San Mateo County Transit District (SamTrans). 

The Bus Infrastructure and Capital Projects Department oversees the delivery of major bus fleet and facilities infrastructure projects for SamTrans. The department’s projects include design and construction of zero emission infrastructure (battery electric bus (BEB) charging infrastructure and hydrogen fuel cell electric bus (FCEB) infrastructure) for SamTrans's revenue and non­revenue fleet of nearly 400 vehicles, sea level rise and flood mitigation structures, bus administration, transportation, and maintenance buildings, and other structures at SamTrans' North Base and South Base Maintenance Facilities. 

Essential Functions & Duties

Examples of Essential Functions:

• Oversee the development of standard plans and specifications that can be used for future SamTrans infrastructure projects.
• Oversees the development of a Design Quality Management Plan for SamTrans projects.
• Manage general engineering and architecture consultants that develop design documents, technical specifications, cost estimates, and schedules for construction projects.
• Oversee management of the scope, schedule, budget, and quality of infrastructure projects from initiation leading into construction phase.
• Responsible for the selection, management and ultimate successful delivery of vendors, contractors, and other professional services for infrastructure projects. 
• Manage consultants and professional level staff outside of the agency. Ensure District DBE, SBE and other labor compliance policies are followed. 
• Responsible for the capital project development and implementation for SamTrans.

Examples of Essential Duties:

•  Inspects ongoing construction projects to ensure compliance with design intent.
• Manage and participate in the development and implementation of Standard Plans and Specifications, Design Quality Management Plan and other relevant documents to help improve the workflow and development of the department.
• Plan, direct, coordinate, and review the work directives for assigned staff or contractors; assigns work activities, projects, and programs; reviews and evaluates work products, methods, and procedures; meets with staff and/or contract service providers to identify and resolve problems.
• Provide reviews and approve final project plans, specifications, and cost estimates as well as conduct quality assurance checks for project managers in the preparation of plans, specifications, cost estimates, requests for proposals, and bid documents for SamTrans’ infrastructure projects as necessary.
• Manage consultants with technical expertise across multiple disciplines in conducting independent technical reviews of SamTrans’ infrastructure projects.
• Coordinate and collaborate closely with SamTrans project stakeholders.
• Provide documents and briefs to Executive Management and the Board on the status, progress, and requirements of SamTrans infrastructure projects.
• Manage coordination, communications and expectations with project stakeholders, and internal cross-functional teams responsible for different aspects of planning, design, and engineering
• Provide direction and guidance to consultant staff responsible for managing infrastructure projects.
• Provide support for federal and state grant applications for funding of SamTrans infrastructure projects.
• Support development of contract solicitations.
• Investigate, evaluate, and resolve project issues.
• Identify root cause of issues. Determine and present appropriate solutions.
• Review cost estimates, monitor project schedules and budgets, and monitor work in progress.
• Coordinate the provision of capital project development and implementation services with other departments and divisions.  
• Act as subject matter expert of all technical and regulatory matters affecting bus facility and infrastructure projects.
• Coordinate with federal, state, and local agencies during project implementation, and ensure compliance with their administrative guidelines.
• Represent SamTrans before the Board of Directors, city councils, and other state, federal, local, and regional agencies, boards, and before local citizens in public meetings and hearings as needed.
• Develop, negotiate, and monitor contracts and cooperative agreements with other governmental agencies, private consultants, and private contractors.
• Perform all job duties and responsibilities in a safe manner to protect one’s self, fellow employees, and the public from injury or harm.  Promote safety awareness and follow safety procedures in an effort to reduce or eliminate accidents.

Supervision: Works under the general supervision of the Director, Infrastructure who establishes goals and objectives and evaluates performance.   

Minimum Qualifications

Sufficient experience, training and/or education to demonstrate the knowledge and ability to successfully perform the essential functions of the position. In lieu of a degree, work-related experience that demonstrates the skills and experience necessary to perform this role will be accepted. Development of the required knowledge and abilities is typically obtained through but not limited to: 

• Bachelor’s degree in engineering or a closely related field.
• Five (5) years full-time increasingly responsible management experience in the area of civil, electrical, mechanical, or other closely related engineering design, construction management, or public works project management.
• Three (3) years full-time direct management level supervision of engineering staff.
• Possess a registered Professional Engineer License in the state of California.

Preferred Qualifications:

• Experience in management and delivery of complex engineering design projects for public transit agencies.
• Leadership of engineering design teams and projects.
• Experience with federal, state, and local funded projects. 
• Experience with Quality Control/Quality Assurance throughout a project lifecycle.
• Experience with Storm Water System Design management.
• Development of Capital Improvement Plans and Budgets.
• Experience working in Transportation Operations and Maintenance.
• Knowledge of CEQA and NEPA requirements, especially those relevant to transit agencies. 
• Able to possess a valid California drivers’ license.

Position Summary

Under general supervision of the Director of Planning and Principal Planners, manages projects and performs work tasks to support the department’s work program, which includes service and operations planning, short- and long-range planning, facilities planning, and compliance reporting for all three of the District’s operating divisions.

This position advances the District’s business interests by analyzing complex operating conditions and recommending detailed changes, producing reports and planning studies, researching and interpreting relevant regulations, and meeting with internal staff and external stakeholders on a wide variety of topics. Work may require the use of specialized software, such as GIS and Hastus, and travel to District facilities and off-site meeting locations. May supervise and assign work to Associate Planner(s) and Planner(s) as directed.

Essential Responsibilities

• Research, compile, analyze, and interpret complex technical, demographic, economic, financial, and other statistical data for the development of transit plans and projects, such as the District's transit service plan, transit capital improvement program, and proposed bridge toll or transit fare changes.
• Monitor, forecast, and evaluate transit service performance and patterns of bridge traffic, parking, and transit service patronage and recommend changes where necessary.
• Prepare or supervise preparation of routine evaluations of the efficiency and effectiveness of bus and ferry routes, schedules, major transit facilities, and bus stops. Recommend specific improvements based on these evaluations.
• Prepare or oversee preparation of major compliance documents, including the Short-Range Transit Plan (SRTP), National Transit Database (NTD), Title VI, and other federal and state reports, including the organization of internal stakeholder meetings to provide input on these reports.
• Prepare official recommendations and informational reports for consideration by the public, the District’s Board of Directors, and technical staff of the District or other agencies and groups.
• Prepare or assist with verbal presentations to staff groups, public groups, and the boards of local municipalities and advise District personnel on matters related to interactions with these groups.
• Support and coordinate staff responsibilities regarding other internal and external coordination meetings as directed. May participate in public meetings and hearings.
• Act, when directed, as liaison between the District and other agencies on planning matters by reviewing outside reports, attending meetings, drafting correspondence, and providing technical information to public agencies and other transit groups.
• Develop and coordinate changes to the District’s routes and fares in the Clipper and Genfare systems.
• Provide staff support to the District’s public advisory committees, including attendance at off-site meetings and/or meetings that occur outside normal business hours.
• Formulate short- and long-range plans or recommendations on transit services; coordinate service planning, detour, and bus stop issues with local jurisdictions when needed.
• Study and research physical characteristics of areas served by Golden Gate Transit; assess conditions of roads and related features; determine the physical and operational feasibility of transit routes and bus stops.
• Assess feasibility of transit service changes and develop plans for implementation. May use Hastus scheduling software as appropriate.
• Analyze possible environmental impacts that could result from proposed service, operations, or pricing changes to the District’s transit or bridge operations.
• Obtain encroachment or other permits as necessary to address the District’s business needs.
• Perform bridge traffic or transit demand projections and studies based on available travel data, community surveys, U.S. census data, and development reports from cities served by the District.
• Conduct geographical and demographic analyses of existing and potential District customers using socioeconomic data from passenger or other market research surveys. May use geographic information system (GIS) software as appropriate.
• Develop, coordinate, and conduct bus and ferry passenger surveys; analyze data from those surveys and prepare related reports.
• Review environmental impact reports and statements and project plans within the Golden Gate Transit service area and assess potential impacts to the District’s operations.
• Support environmental reviews related to the District’s transit projects.
• Research and interpret applicable local, state, and federal laws and regulations relating to transportation, planning, or environmental permit activities.
• May supervise and assign work to Associate Planner(s) and Planner(s) as directed.
• Perform other related duties as required or assigned.
• Know and follow health and safety rules and safe working practices applicable to the position.

San Mateo County Behavioral Health and Recovery Services (BHRS) seeks a board eligible or board-certified psychiatrist to serve as a staff Child and Adolescent Psychiatrist within BHRS. The position is full time, and provides child psychiatric diagnostic and therapeutic services to clients in various divisions of San Mateo County Behavioral Health and Recovery Services. Potential service sites include our outpatient behavioral health clinics, the Canyon Oaks Youth Center (youth residential program), the Youth Services Center, the Therapeutic Day School programs, the Transitional Age Youth program, and BHRS’s integrated behavioral health team co-located within the County’s pediatric clinics. The specifics of the clinical sites will be determined in collaboration with the successful candidate, the Supervising Child Psychiatrist, and the BHRS Medical Director.

Education and Experience:
