Under general direction, the Principal Planner performs the most complex and sensitive planning duties; and serves as staff resource in technical areas to plan, organize and coordinate programs and projects for professional, technical and clerical staff in a fast-paced work environment and highly engaged community. The Principal Planner provides supervision of the current and long-range planning projects and programs. Exciting long-range projects include the Housing Element Update and a variety of housing-related initiatives.

ABOUT ALLCOVE:
allcove™ https://allcove.org/ is a youth drop-in center model that has evolved from the Head Space Program in Australia and Foundry Program in British Columbia, Canada. PHCD is working closely with Stanford’s Center for Youth Mental Health and Well Being (CYMHWB) leadership who have been instrumental in defining the model for California and successfully influencing the State of California Mental Health Services & Oversight Accountability Commission (MHSOAC) to provide start up grants for five pilot centers around the State. The San Mateo County Department of Emergency Management is looking for a mission-driven professional to join our small but highly capable team as an Emergency Management Coordinator. In this role, you’ll support the County’s emergency preparedness, response, recovery, and mitigation efforts, serving as a vital link between County departments, local partners, and the public.

This is a unique opportunity to apply your technical skills in GIS and data systems that directly impact public safety and community resilience as they relate to emergency management.

From planning and exercises to incident response and community outreach, you’ll help lead initiatives that protect and prepare San Mateo County’s diverse communities for all hazards. This is not a desk-only job . You will be part of a rotating on-call team and may respond to HAZMAT incidents, wildfires, or other critical events to help lead and support the County’s emergency response.

What We’re Looking For

We’re seeking someone who brings:

• Clear communication skills across technical and non-technical audiences
• Strong organization and follow-through under high-pressure conditions
• Familiarity with emergency management principles and operational coordination
• Technical experience is preferred . Especially in GIS, data tools, or emergency systems.

On-Call Expectations

Emergency Coordinators may be assigned on-call duties with a minimum of 7 days' advance notice, distributed equitably among qualified staff. During on-call periods, employees must remain within 30 miles of the facility and respond within 30 minutes of notification while maintaining reliable communication. Employees will be compensated for all on-call hours outside of normal working hours under applicable labor standards and collective bargaining agreements. Employees retain the right to engage in personal activities during on-call periods, cannot be assigned more than 7 consecutive days without a 48-hour break, and maintain full union representation rights and grievance procedures for any on-call related issues. All provisions comply with Fair Labor Standards Act requirements and union standards for emergency worker compensation and working conditions.

Key Responsibilities

• Emergency Planning & Coordination
• Support technical tools such as SMCAlert , EOC software, GIS dashboards, and mapping platforms
• Develop visual aids and dashboards to support situational awareness
• Program Administration & Technical Support
• Develop and update all-hazards emergency plans, policies, and procedures
• Collaborate with County departments and regional partners to ensure coordinated response strategies
• Lead and support planning meetings, working groups, and operational briefings
• Will be assigned to the Emergency Operations Center when activated
• Participate in on-call rotation and respond to emergency incidents as needed
• Liaise with Incident Commanders and partner agencies during activations
• Support situational awareness, logistics coordination, and field communications
• Provide Just-In-Time Training and support for County staff and first responders
• Training, Exercises & Public Engagement
• Help develop and administer the Integrated Preparedness Plan ( IP P)
• Coordinate and conduct drills and community outreach events
• Represent the County at regional stakeholder meetings and public forums
• Maintain inventory of emergency equipment, supplies, and documentation

Qualifications

Any combination of education and experience that demonstrates the required knowledge, skills, and abilities will be considered. A typical path includes:

Education: Bachelor’s degree in emergency management, public administration, planning, GIS, or a related field

Experience: At least one year of experience supporting emergency planning, response coordination, training, or related public service activities

Preferred:

• ICS 100, 200, 700, and 800 certifications (or willingness to obtain)
• Familiarity with EOC functions and emergency notification systems

HOUSING OFFICER

The City of Sunnyvale is seeking a Housing Officer to oversee the Housing Division in the Community Development Department, responsible for the City's affordable housing programs, human services funding, federal grants and homeless services. The ideal candidate will be a passionate affordable housing professional known for being creative and solution-oriented and will be well-versed in state and federal housing legislation and familiar with the unique challenges presented by California's housing market. This position manages the City's varied federal, state and local housing programs and projects and is responsible for managing the technical, fiscal and policy aspects of complex projects and programs. This position serves as liaison to the Housing and Human Services Commission which advises the City Council on funding and policy related to affordable housing and human services. The Housing Officer needs to work collaboratively with the Director, the other two program managers, the Housing Division staff, and many directors and program managers in other City Departments. Excellent written and spoken communication is required along with an excellent rapport with stakeholders and colleagues.

Currently, major work efforts include implementation of the 2023-2031 Housing Element Programs and establishment of programs to assist unhoused members of the community. Development of these programs requires coordination and partnership with numerous departments in the City, the County of Santa Clara, and agencies providing services. Consultant/contractor assistance may be required for developing and implementing programs.

After School Program Technician I's work in the formal Suisun City classification of Recreation Specialist II. Starting hourly rate will depend on qualifications. This position works on average 19-29 hours per week.

The Position: Under general supervision, this position involves organizing, leading, and coordinating a variety of indoor and outdoor recreational and educational activities for an Afterschool Program. This role is classified as Temporary Part-Time to support both seasonal and year-round recreational programs.

On April 29, 2025, Suisun City Council approved a new contract between the Suisun City RPM Department and the Fairfield-Suisun Unified School District (FSUSD). This agreement expands after school programming to include to grades TK-5 at Dan O. Root Elementary and Crescent Elementary Schools, making the Suisun City RPM Department the sole provider of after school services at both locations. This is a significant milestone for the RPM department and a reflection of the quality and dedication of our team.  We are excited to continue providing high-quality programs for our community's youth.
