Position Duties  

The Department of Public Works (DPW) is currently seeking to fill one (1) Principal Engineer/Architect position in the City Facilities and Architectural Services (CFAS) Division. This is a temporary (Overstrength) position that is anticipated to be funded through June 30, 2025, subject to further extension as appropriate. If this position is not extended through the budget process, the city may seek to place you in other internal job opportunities based on your previous work experience. 

Salary range(s) for this classification is $179,076.82 - $218,123.62 annually. This salary range(s) includes an approximate five percent (5%) ongoing non-pensionable compensation. Actual salary shall be determined by the final candidates’ qualifications and experience.  

The Principal Engineer/Architect will support the Library Department (LD) in leading the coordination for the Library Facilities and Customer Experience Planning. This individual will play a key leadership role in driving critical infrastructure initiatives, including supporting the implementation of the California State Library Building Forward Infrastructure Grant projects and managing capital and facilities planning processes in collaboration with the LD and consultants. This individual will act as a leader, ensuring timely and effective project execution, and delivering results that meet organizational and state funding objectives.  

Reporting to the Deputy Director, the Principal Engineer/Architect will require the ability to extensively collaborate across the LD, the DPW, Planning, Building and Code Enforcement (PBCE) and other contractors/vendors, while maintaining adherence to budgets, timelines, and plans. Outstanding leadership, a high degree of accountability, and the ability to establish an excellent working relationship with all stakeholders are required to be successful in this position.  

Key Responsibilities 

• Lead the design and construction of major public works projects, in partnership with the Library Department.  

• Lead a multi-disciplinary team of engineers, architects, technicians, and inspectors to deliver high-quality, cost-effective, and consistent services. 

• Oversee engineering/architectural or other technical research; review, analyze, and prepare recommendations to Senior and Executive staff regarding project and/or program scope or objectives. 

• Direct and coordinate the preparation of cost estimates and project and/or program budgets; monitor budgets and schedules for performance. 

• Consult with Senior and Executive staff, contractors, other departments, and consultants to plan, design, and construct major engineering/architectural and/or other technical projects. 

• Direct and coordinate the creation, planning, and management of capital budgets and staffing plans to successfully deliver capital projects. 

• Oversee the planning and execution of the procurements of design consultants and construction contracts. 

• Partner with the department’s other executive staff to lead transformation, training, and other process improvement efforts in the City’s capital improvement program. 

• Prepare technical reports and correspondence as required.

The Position:

Silicon Valley Power (SVP) is seeking dynamic, engaging and qualified engineers for several vacant Electric Utility Engineer positions in various divisions.

For the SVP Fiber Division, this position will be assigned engineering work associated with SVP’s fiber network. This individual will assist with engineering design, engineering pole loading analysis software, site surveys, material selection and estimates.   

For SVP Operations Division, this position will be assigned engineering work associated with communication and electrical power engineering. This individual will assist with the programming of industrial multiplexer networks. The individual should have a strong interest in industrial high-speed data networking.

For SVP Engineering and CIP projects, this position will be assigned engineering work associated with electrical power engineering, substation design and Transmission and distribution systems. The individual may manage or will assist in managing Capital improvement Projects (CIP) to support growth of the electric utility. Silicon Valley Power, Asset Management Group has an excellent opportunity for the position of Senior Engineering Technician. Job responsibilities include, preparing scaled and dimensioned plans based on sketches prepared by engineering and/or estimating personnel, maintaining records of as-builts and updating existing SVP maps and records utilizing ESRI-based GIS applications, maintaining master map files, including such records of block maps, street light maps, fiber communication, electric utility single line and operating diagrams and other maps, performing computing and drafting operations in AutoCAD, involvement in checking drawings of electric utility facilities, and performing other duties as assigned. 

Water and Sewer Utilities

The Water and Sewer Utilities Department is looking for a Senior Engineering Technician who desires to become a Water and Sewer Utility professional and support a talented group of engineers, administrative staff and utility operators with the sole aim of delivering safe, reliable utility services and excellent customer service to the community of Santa Clara. The Senior Engineering Technician will prepare exhibits, update CAD files, access and update asset management software, update spreadsheets and project folders, perform site visits, perform field measurements, perform research tasks, support the water sampling program, support plan checks, prepare construction documents, perform field inspections, update block books and communicate with customers, contractors, consultants, engineers, inspectors, and operators. 

The ideal candidate should be proficient in AutoCAD, the Microsoft Office Suite, working with PDF formats, navigating folder directories, and communicating effectively with a diverse group of stakeholders. Any experience, skills or certification related to the water, recycled water, sewer or general civil engineering industry is desired.

Department of Public Works

The City of Santa Clara's Department of Public Works seeks a results-oriented and innovative individual to serve out the Department's mission to provide the highest quality public works services to the residents of Santa Clara, the development community, and our customers in a responsible and efficient manner. The Department has focus areas that include Engineering Services and Operations and Maintenance. Engineering Services is comprised of four engineering divisions: 1) Design, 2) Field Services, Land and Property Development, and Traffic Engineering as listed below. Currently, the Field Services Division of the Department of Public Works (DPW) is looking for individuals for the position of Senior Engineering Technician.  This position will provide support to the Field Services division through updates to the Geographic Information System (GIS) system, AutoCAD, and miscellaneous databases.  This position will coordinate internally with various DPW staff to maintain system records and support their needs to successfully complete their projects on time.

The ideal candidate should have experience using and editing AutoCAD software. The Senior Engineering Technician will assist the City Surveyor with topographic, monument, and benchmark surveys conducted in the field. Additionally, the technician will help restore missing or damaged monuments and benchmarks and perform administrative tasks such as filing permits, updating block books, conducting research, and carrying out field inspections and investigations. Employees in this role are expected to be fully trained in all procedures related to their assigned responsibilities. Work is performed under the general supervision of the Chief of Party, a Professional Engineer, or a Principal Engineering Technician, who assigns tasks and reviews work to ensure compliance with instructions and established engineering standards.

The Design Division manages capital improvement planning and programming related to pavement management, storm drain facilities, and sanitary sewer systems. Additionally, the division provides capital project delivery services for a variety of City projects including transportation, roadways, pedestrian and bicycle, storm drains, sanitary sewers, buildings, libraries, and parks to implement the City’s capital improvement program. The division also coordinates with the Federal Emergency Management Agency on the City’s Community Rating System (CRS) program to maintain the City’s Class 7 rating. 

The Field Services Division provides construction management, construction inspection, materials testing, and surveying for capital improvement projects such as pavement rehabilitation, traffic signals, storm and sanitary sewers, parks, building improvements and other public improvements.  The Field Services Division also provides construction inspection and coordination for developer/private construction of public improvements within the City’s right-of-way. 

The Land & Property Development Division is responsible for providing efficient and effective engineering services to support private development projects during the entitlement, design, and construction phases. The division works closely with customers, developers, utility companies and the community to ensure projects comply with local, state and federal standards. The division is also responsible for reviewing and approving encroachment permits, easements, street/easement abandonments, subdivision maps, processing encroachment agreements, collecting development-related fees, and collaborating with other Public Works divisions, as well as other City departments throughout all project phases. Additionally, the division provides customer counter services to the general public as the City’s permit center.

The Traffic Engineering Division provides traffic engineering, traffic impact analysis reviews, bicycle and pedestrian improvement planning, grant administration, and traffic signal maintenance and operation services for the City. The division also investigates resident/business inquiries related to street parking, traffic calming, intersection control, and bicycling and pedestrian travel on public streets. Finally, this division coordinates with other agencies such as the Valley Transportation Authority, County of Santa Clara Roads and Airports, Caltrans, and the cities of San Jose, Cupertino, and Sunnyvale related to projects, programs, and grant opportunities.

This position reports to the Public Works Director and supervises a talented team of professional, technical, and paraprofessional staff. The City Engineer will also act in the absence of the Public Works Director, providing crucial leadership and decision-making in the department. 

A few key aspects of this position are: 

• Leadership & Supervision: Direct the activities of the Engineering Division by assigning, supervising, and evaluating the work of staff and ensure that city projects are completed on time, within budget, and in accordance with legal requirements. 

• Project Oversight: Lead the development and implementation of major street, transportation, and capital projects through plan and specification review, bidding process management, and construction and inspection. 

• Regulatory Compliance: Ensure all private development and public improvement plans comply with state and local codes, including the preparation and review of subdivision maps and stormwater management initiatives. 

• Capital Improvement Management: Administer the City’s Capital Improvement Plan (CIP), including project selection, budget oversight, and coordination with City Council and other stakeholders.

EXPERIENCE AND TRAINING 

Any combination of education and experience that would provide the required knowledge, skills, and abilities is qualifying. A typical way to obtain the required qualifications would be:

• Possession of a Bachelor’s degree from an accredited college or university with major coursework in civil engineering or a closely related field. 

Experience:

About the Position

The Rules and Strategic Policy Division works with all levels of the Air District, including staff, management, executives, and Board members in developing and modifying Air District rules to provide emissions reductions to improve air quality both regionally and at the neighborhood level and protect the climate. The Senior Rule Development Engineer (Senior Air Quality Engineer) will: 

• Work closely with professional and technical staff and perform complex scientific research and economic analyses and engineering work for developing regulations to control air pollutants (including those contributing to climate change and contributing to localize air quality impacts in overburdened communities).
• Review and draft regulatory language, develop and implement cost effectiveness and incremental cost effectiveness calculations for a wide variety of sources in an industrial sector with a variety of control options.
• Analyze emissions inventories to determine baseline emissions and reduction estimates for rules under development. 
• Review environmental and socioeconomic analyses required by statute.
• Develop testing and verification procedures. 
• Advise Air District managers, brief executives, and present at workshops, committee meetings and board hearings.
• Work closely with the Community Engagement Section staff and other Air District divisions to strengthen partnerships with key community stakeholders.
• Manage external work duties and efforts of various contractors.
• Perform related work as assigned.

DEFINITION

Under direction, provides lead direction to engineering staff and performs the more difficult and complex professional engineering work in a variety of areas such as permit application evaluation, toxic risk screening and assessment evaluations, compliance audits and source testing; modeling and source inventory; performs related work as assigned.

This is the specialist level class in this series. In addition to performing the more difficult and complex engineering work, responsibilities include functioning as the project leader for a variety of engineering projects, providing training to other District staff and coordinating technical data gathering and compilation and the preparation of special and technical reports. This class is distinguished from Supervising Air Quality Engineer in that the latter supervises the staff and participates in the activities of assigned air quality engineering responsibilities.

This is the advanced lead level in the professional engineering series. Incumbents provide lead direction to air quality engineers and performs highly specialized and difficult engineering projects. Incumbents are assigned to design and implement programs that require considerable professional knowledge and the use of independent judgement. This class is distinguished from the Principal Air Quality Engineer in that the latter has the responsibility for developing new programs and handling the most difficult, sensitive, or critical projects.

This is the supervisory-level class in the Transportation Engineering series. The Public Works Department consists of approximately 72 full time employees and is responsible for maintaining and improving the City’s streets, parks, water and stormwater systems, traffic signals, fleet, and public buildings.  Public Works provides many of the basic services affecting the daily lives of everyone living, working, visiting, and commuting within the City, including:  

• 26 City-owned buildings/facilities and their grounds
• A fleet of over 250 vehicles and pieces of equipment
• 97 miles of streets
• Drinking water delivery for 16,000 customers

The Senior Engineer will lead capital improvement projects under the supervision of the City Engineer or Public Works Director.
