Necessary Special Qualifications:

Free of any felony convictions.

Effective January 1, 2023, peace officers must be legally authorized to work in the United States under federal law. There are no specific citizenship requirements per Senate Bill 2. California Government Code Section 1031(h) limits employment authorization documents to those consistent with Section 274a.2 of Title 8 of the Code of Federal Regulations. Specific documentation requirements can be found on the I-9, Employment Eligibility Verification form issued by the U.S. Citizenship and Immigration Services. Government Code section 1031(g) permits departments to adopt additional and/or higher standards.

Age not less than 21-years-old at time of appointment to the rank of police officer.

Vision in each eye, correctable to at least 20/30.

Must meet all Department medical, physical and psychological standards.

The Position:

This is a non-sworn classification structured for incumbents hired for the purpose of becoming a sworn police officer.  Police Officer Trainees are hired into this civilian position for the period prior and during the time they are assigned to a POST-certified Basic Law Enforcement Academy.  Upon successful completion of training at the academy and upon the availability of a Police Officer position, Police Officer Trainees are sworn in and appointed to the classification of Police Officer.  Police Officer Trainee benefits are limited to those of a civilian employee.

THE POSITION: Under close supervision, perform unskilled manual and semi-skilled manual park maintenance work, and perform related work as required.

EXAMPLES OF WORK PERFORMED:

• Cleaning restrooms, emptying garbage cans
• Removing weeds and trash from parks
• Assist in mowing, edging, pruning, fertilizing, and seeding
• Perform a wide variety of general grounds and facility maintenance work including raking leaves, cleaning walkways, removing debris, cleaning restrooms, and related work.
• Water, weed, prune, renovate, and landscaped areas.
• Turf care including mowing, thatching, fertilizing, plugging, and installation of new turf areas.
• Prepare soil and plant flowerbeds, shrubs, and landscape areas, including staking, fertilizing and other necessary procedures.
• Utilize a wide variety of hand and power tools and landscape maintenance equipment.
• Move and install park and recreation equipment.
• Assist in loading, transporting, and unloading equipment, materials, debris, and other heavy objects related to maintenance.
• Perform related duties as assigned.

MINIMUM QUALIFICATIONS: The incumbent should have the ability to read, write, and carry out oral and written directions, maintain cooperative work relationships, and operate various park maintenance equipment. Individuals must possess a valid California Driver’s License and a good driving record (recent DMV printout required). This is seasonal work which will include weekends and holidays depending on the needs of the department.

The Office of the Assessor-County Clerk-Recorder and Chief Elections Officer is seeking well-qualified candidates for the position of Principal Appraiser.  Principal Appraisers must have thorough knowledge of Property Tax and the Revenue and Taxation Code as it relates to Real Property Valuation, Change in Ownership reassessment or exclusion requirements, New Construction valuation, Decline in Value valuation, Property Classification, etc.
 
The department currently has two vacancies in the areas of Residential and Commercial real property appraisal and assessment.
 
The Principal Appraisers share a critical role in assisting the Chief Appraiser and Deputy Assessor in the completion of the Office's mission to determine the assessed value of all taxable property located in San Mateo County, the creation of the official record of taxable property (approximately 240,000 assessments each year in the local assessment roll), and the sharing of this information with the County Controller and Tax Collector and making it publicly available.
 
This is an exciting time for seasoned Principal Appraisers to join our dynamic team of Appraisal professionals. The Assessor's Office is currently involved in several major projects, including the development of a new Assessor's Property Assessment System (APAS), and the appraisal and assessment of several large-scale new generation commercial, manufacturing, research and development, and mixed-use developments being built throughout San Mateo County.  Principal Appraisers may be called upon to provide subject matter expertise in the development of the Assessor's Property Assessment System.

 

Examples Of Duties

The technically-savvy and experienced individuals hired for these positions will have the responsibility to supervise appraisal and exemption staff in the timely collection, processing, and analysis of valuation data for real, personal, tangible, and intangible property for tax assessment purposes, and to manage the impact of the new regulations.
 

Additional responsibilities and duties of these Principal Appraisers will include (but are not limited to):

• Planning, organizing, training, supervising, reviewing, and evaluating the work of appraisal staff
• Providing advanced support in the most difficult, specialized, or high-value or high-risk appraisals
• Fostering professional growth and effective working relationships
• Managing, analyzing, and evaluating special projects
• Providing subject matter expert (SME) advice to IT analysts/team in the development of the new Assessor Property Assessment System

The ideal candidates will possess:

• Knowledge of supervisory principles and practices including work planning, scheduling, assignment, and review, and employee training, evaluation, and corrective action
• Technical and professional knowledge of appraisal procedures for real, personal, and intangible property
• Understanding of California Property Tax laws, State Board of Equalization guidelines, and Uniform Standards of Professional Appraisal Practice; and the ability to read, interpret, and apply these rules, policies, and procedures
• Familiarity with systems, technology, and desktop applications

THE DEPARTMENT AND DIVISION
The mission of the Office of the Assessor-County Clerk-Recorder and Chief Elections Officer is to ensure equitable treatment of County property owners by accurate and fair valuation of land, improvements, and businesses; to create an accurate public record of recorded transactions relating to people and property within San Mateo County; and to register County citizens to vote and efficiently conduct honest elections.
 
The Department is responsible for:

• The maintenance of 240,000 assessments and a local property tax roll of over $238 billion.
• The maintenance of County birth, death, and marriage records.
• The maintenance of over 3,000,000 recorded land records.
• The facilitation of local elections.
• The maintenance of the voter registration rolls representing over 330,000 County voters.

 
The Department is also responsible for a budget of $20 million, election billing to all jurisdictions, and 15 governmental trust funds.
 
 

Qualifications

Licensure/Certification: Acquisition within one year of appointment of a permanent Property Tax Appraiser Certificate issued by the California State Board of Equalization.  
 
Education and Experience: Any combination of education and experience that would likely provide the required knowledge, skills and abilities is qualifying.
 
The preferred qualifications include:

• A Bachelor's degree, and
• Six years of experience performing a full range of appraisals of tangible and taxable property, of which three years are for tax assessment purposes preferably with an Assessor's Office in California, and
• Experience appraising and assessing at least 3,000 or more residential properties, and
• Three years of experience with Assessment Appeals

Additional preferred qualifications include:
 

• Previous completion of advanced level courses offered by the California Board of Equalization and/or the Appraisal Institute
• Advanced Appraiser Certification issued by the State Board of Equalization.

Three years of experience as a Sr. Appraiser with San Mateo County Assessor's Office is considered qualifying experience.
 
The preferred and most highly qualified candidates will have experience in both the commercial and residential areas.
 
Specialized knowledge of Property Tax Rules and Regulations and Revenue and Taxation Code as they relate to Change in Ownership, Transfers, Assessments, etc., is a plus.

The Position:
This is complex lead level work involved in a central purchasing department related to the procurement of goods and services, including preparation of formal bid documents, facilitation of the activities of the bid process, selection of vendors, volume buying, inventory, assessing availability and quality of goods and services, and routine to complex procurements for the entire District according to prescribed methods. Duties and Responsibilities:

The Position:
The Accountant performs professional work involved in first line supervision of accounting functions, complex account development, maintenance, modification, and reporting. Under direction, the position is responsible for applying generally accepted accounting principles to analyze, maintain, reconcile and verify a variety of budgetary, accounting and other fiscal records. The position supervises daily operations in a variety of functional accounting areas and maintains adequate oversight and internal controls over such operations. Public contact is extensive and involves staff at various levels within the organization, local government agencies and other outside entities for the purpose of exchanging technical accounting procedural and policy information. A high degree of independent judgment and creativity are required to analyze data and develop resolutions to a variety of minor and major problems that occur. The consequences of errors in judgment can be costly in employee time, public relations and/or institutional funding; however, administrative controls limit the risk of serious consequences in loss of revenue. An Accountant can direct the work of accounting paraprofessional, clerical and other staff as assigned.

Duties and Responsibilities:
The duties below are representative of the duties of the classification and are not intended to cover all of the duties performed by the incumbent(s) of any particular position. • Uses a variety of spreadsheet and other software to analyze complex financial, statistical data
• • Composes and prepares correspondence, recommendations and reports using a variety of computer software
• Posts revenue, abatement, expenses, accounts receivable and liabilities to the ledger
• Monitors and records various investments, certificates of deposit, and other fund instruments as assigned
• Monitors, reconciles and balances expenditure and revenue control accounts and general ledger accounts
• Provides regular financial reports
• Researches, compiles data for, and prepares complex fiscal reports to local, state, and federal agencies as required
• Provides input into the development and modification of database programs, screens, data formats and record keeping
• Prepares cash reconciliations
• Prepares monthly income analysis summaries, cash flow statements, and fund balance statements as needed
• Maintains chart of accounts
• Sets up and maintains database and other online resources of data
• Plans and reviews report data and conclusions with management staff
• Monitors and evaluates performance of internal and external computerized financial record systems and develops recommendations, in conjunction with information technology staff, to implement system improvements and upgrades and to maintain effective integration of systems
• Plans, coordinates and supervises daily operations in functional accounting areas, including the training, staff development, direction and evaluation of accounting and support staff
• Compiles financial data for internal and external audits as needed
• Coordinates required changes in district fiscal records, policies, and procedures, in conjunction with senior management and other staff
• Updates and drafts procedures as necessary
• Monitors and interprets federal and state regulations and guidelines and assures compliance with requirements
• Exchanges information with college and district staff at all levels regarding policies and procedures related to the assigned functional accounting area; provides technical information as a resource to various offices within the district
• Implements financial requirements of contractual agreements made by the district
• Assists staff in fiscal year-end closing of district records and preparation of year-end reports
• Assists internal and external auditors in preparation of final reports as needed
• Attends, meetings, workshops, and other gatherings to obtain most current information
• Drives a motor vehicle to visit off-site locations for meetings, conferences, workshops and other activities
• Performs other related duties as assigned

Minimum Qualifications:

• Bachelor’s degree in accounting, business administration, finance or a closely related field OR an equivalent combination of education and experience
• Successful work experience of increasing responsibility that has included government fund accounting, financial analysis and reporting; project budgeting, planning, and design
• Experience in the coordination of workloads with people at various levels within an organization
• Skill in complex data research, analysis and reporting
• Skill in the use of spreadsheets and a variety of computer software to compose and prepare data analysis, reports, summaries, correspondence and other materials
• Demonstrated cultural competence, sensitivity to and understanding of the diverse academic, socioeconomic, cultural, disability, gender identity, sexual orientation, and ethnic backgrounds of community college students, faculty, and staff
• Demonstrated skills in written and oral communication, including public speaking and persuasive communication
• Skill in directing the work of others
• Possession of a California Driver’s License (or the ability to obtain one) and the ability to drive a motor vehicle to off-campus locations

Physical Requirements:
This classification requires multi-level tasking and strategic planning, attention to detail and organization of financial data, active listening; individual to large-group communication, persuasion, good memory, tact, patience, flexibility and the ability to drive a motor vehicle to off-site locations in order to perform the essential functions.

• Knowledge of State Education Code, State Budget and Accounting policies and other applicable regulations

• Skill in the development and use of a variety of spreadsheets and other software instruments to conduct financial analysis, develop, format and prepare data for a variety of reports
• Skill in planning, organizing, and coordinating the work of accounting and support staff, technical resources and other staff from various constituencies and levels within the organization

• Skill in oral and written communication, including public and persuasive speaking
• Skill in planning, organizing, and prioritizing a variety of workloads and deadlines
• Ability to communicate effectively with people of diverse cultures, language groups and abilities who are at various levels within organizations
