THE POSITION

This Administrative Assistant II is an executive secretarial classification, normally coordinating the office administrative work of a department in addition to personally performing multiple secretarial duties to ensure the efficient service provision of the assigned department. The Air District is currently accepting applications for the position of Principal Air Quality Engineer. This is an open recruitment for three (3) full-time, represented positions: one (1) vacancy in the Regulatory Development Division and two (2) vacancy in the Engineering Division. 

Regulatory Development Division
The Regulatory Development Division works with all levels of the Air District, including staff, management, executives, and Board members in developing and modifying Air District rules to provide emissions reductions to improve air quality both regionally and at the neighborhood level and to protect the climate. The Principal Air Quality Engineer for the Regulatory Development Division will:

• work closely with professional and technical staff to perform and lead complex program assignments for developing regulations to control air pollutants (including those contributing to climate change and contributing to localized air quality impacts in overburdened communities);  
• work closely with the California Air Resources Board, other local air districts, community groups, community members, environmental organizations, regulated industries, and other key stakeholders to reduce harmful air pollutants, especially in communities overburdened by air pollution. 
• lead, conduct, and coordinate scientific, economic, and technical research work;  
• review and draft regulatory language, develop and implement cost effectiveness and incremental cost effectiveness calculations for a wide variety of sources in an industry with a variety of control options;  
• analyze emissions inventories to determine baseline emissions and reduction estimates for rules under development;  
• brief Air District executives and present at workshops and board meetings;  
• work closely with the Community Engagement Division staff and other Air District divisions to strengthen partnerships with key community stakeholders;  
• perform related work as assigned

Engineering Division
The Engineering Division evaluates permit applications and reviews permit renewals for equipment and operations that emit air pollutants in the Air District’s jurisdiction. The division provides technical support to other agency programs and assists businesses, trade associations, agencies, environmental groups, and community members with issues related to permitting and compliance. The division is responsible for implementing the Air District’s Facility Risk Reduction Program that focuses on reducing health risks to the community from existing facilities or sources.

The position will be working on the Air District’s Toxic Air Contaminant Control (TAC) Programs. These programs are designed to identify, assess, and reduce public exposure to toxic air contaminants—pollutants known to cause or contribute to adverse health effects, including cancer and other serious illnesses. The programs integrate federal, state, and local regulations to:

• Monitor and evaluate TAC emissions from permitted facilities through annual emissions inventories and health risk assessments
• Implement the Air Toxics New Source Review (NSR) program, requiring preconstruction review and risk assessment for new or modified sources of TACs.
• Operate Facility Risk Reduction Programs, targeting existing facilities to identify, assess, and reduce health risks, especially in communities with disproportionate air quality impacts.
• Engage with community stakeholders and provide transparent access to emissions data and health risk information through annual reports and online tools.

These efforts have led to significant reductions in health risks from toxic air contaminants across the Bay Area.

Beyond specific permitting work, some of the important programs and projects in which the Engineering Division are actively engaged include but are not limited to:

• Dispersion modeling and health risk assessments for toxic emissions
• Verification of emissions inventories
• Database development and data management 
• Development of new regulations or amendments of existing regulations
• Strategic planning of division programs

The Principal Air Quality Engineer for the Engineering Division may perform other complex and highly specialized air quality engineering work such as, but not limited to:

• Processing permit applications for complex facilities
• Analyzing air emissions and other metadata
• Evaluating program effectiveness
• Providing project leadership

This role also involves peer review, staff mentoring, and training. The incumbent may lead or contribute to sensitive, high-profile projects and deliver technical presentations to the Board of Directors, public, industry, and partner agencies. The Principal Air Quality Engineer also represents the Air District in multi-agency working groups.

About the Technology Implementation Office
The Technology Implementation Office (TIO) was established in 2017 and its mission is to advance emerging solutions to reducing greenhouse gas emissions for the transportation and industrial source sectors. TIO connects climate technologies and customers by providing financial incentives (through grants and loans) as well as technical and matchmaking support. Climate technology areas include zero emissions vehicles and infrastructure, zero emissions energy storage and backup systems, composting, and waste-to-energy projects (co-digestion, waste treatment, anaerobic digestion, combined heat and power). By supporting the scale-up of climate technologies, TIO can help achieve state and regional greenhouse gas emissions targets, reduce emissions in impacted communities, while also making technologies cost-effective even in regions without strong climate policies.

In addition to electric vehicle and charging programs, the TIO administers the Climate Tech Finance program which offers loan guarantees to help entrepreneurs secure debt financing, such as a loan through a community bank, so they can commercialize emerging technologies faster. By offsetting the risk for banks, the program helps entrepreneurs bridge a challenging financial gap on the path to commercialization. In many cases, the Climate Tech Finance program is helping entrepreneurs get their first business loan.

About the Strategic Incentives Division
The Strategic Incentives (SI) Division supports the Air District’s mission by managing incentive funding that is awarded to eligible projects that achieve voluntary reductions of air pollutants and greenhouse gases, primarily from on- and off-road vehicles and equipment that operate in the Air District’s jurisdiction. Annually, the Strategic Incentives Division administers more than $90 million in new revenue to fund programs and projects that replace older diesel-fueled vehicles and equipment such as school and transit buses, marine vessels, locomotives, trucks, construction equipment, agricultural equipment, and other mobile equipment, with newer, cleaner alternatives, including zero-emission technologies, and install refueling/charging infrastructure that supports the accelerated adoption of zero-emissions vehicles and equipment. Other examples of programs administered by staff in Strategic Incentives support the reduction of single-occupancy vehicles, provide cash to residents for retiring their older vehicles, and provide grants to reduce pollution from woodburning devices and lawn and garden equipment. The Strategic Incentives Division also works to develop and implement incentive programs to meet community identified strategies for reducing air quality disparities and that benefit the Bay Area’s most overburdened communities.

DISTINGUISHING CHARACTERISTICS

THE POSITION 

The City of South San Francisco seeks customer service-oriented individuals to join the Community Resource Team at the new Library | Parks and Recreation Center. This position is shared between the Library Department and Parks and Recreation Department and works under the direction of the Community Resource Analyst. The Community Resource Clerk will typically be stationed at the lobby desks on the first and second floors of the new Library | Parks and Recreation Center at 901 Civic Campus Way in South San Francisco, however, may temporarily be assigned to other sites, or to represent the departments at special events. This position will provide a welcoming presence by greeting members of the public and responding to visitor inquiries to assist with wayfinding in the facility and sharing information about activities in the building as well as city and other local community resources.

The Department 

The Public Works department is comprised of the Maintenance, Engineering and WQCP (Water Quality Control Plant) divisions. The Maintenance Division is responsible for all of the asphalt and concrete streets within the City as well as all of the associated signalized intersections, streetlights, road signs and traffic markings.  The division also maintains the sanitary sewer/storm system which includes all of the sanitary sewer lines, all of the storm lines and catch basins, several storm water pump stations, as well as various large storm water trash capture devices throughout the City.

THE POSITION

Under close to general supervision, this hourly position is responsible for cleaning and maintaining the downtown corridor, including the removal of litter, debris, and illegal dumping. Duties are primarily driven by SeeClickFix service requests and may include other related maintenance and cleaning tasks as assigned.
 

IDEAL CANDIDATE 

The ideal candidate will have experience with outdoor maintenance work and be familiar with basic tools, equipment, and safety practices related to cleaning and debris removal in public spaces. They will take pride in keeping high-visibility areas clean and welcoming, respond promptly to service requests (such as those submitted through SeeClickFix), and interact professionally with the public and City staff. The ideal candidate will be reliable, self-motivated, and able to work independently or as part of a team, using sound judgment while following established safety procedures.

 

TYPICAL DUTIES (may include but are not limited to the following):

• Conduct daily cleaning and maintenance of the City’s downtown corridor, ensuring all public areas are free of litter and debris.
• Efficiently empty, clean and service all City owned trash receptacles, adhering to waste disposal and sanitation standards.
• Respond to requests for service in real time via smart device.
• Uses a variety of hand and power tools in connection with the above duties; operates light, motorized equipment, such as pick-ups, flatbeds, and dump trucks.
• Identify and report maintenance issues, safety hazards or vandalism during routine duties to appropriate City personnel.
• Performs related duties and responsibilities as assigned.

QUALIFICATIONS: Any combination of experience and training that would provide the required knowledge, skills, and abilities would be qualifying. A typical way to obtain the knowledge, skills, and abilities would be:

Experience: One year of experience in general construction or maintenance work.

Training: Equivalent to graduation from high school.

THE POSITION

• This position will work specifically in the Economic Development Division.

• The duration of this position is for six months from the date of hire, with the ability to extend based on performance.

TYPICAL DUTIES (may include but are not limited to the following):

• Assists the Division with promotions, and marketing programs that support local businesses.
• Assists the Division with City communications, including email campaigns, social media, and flyer distribution.
• Supports the Division with upcoming events hosted by the City and its economic development partners. Upcoming events include, but are not limited to, the Biotech and Beyond Speaker Series, business workshops both in-person and virtual, community events, and night markets. Support may include event planning, outreach, logistics, and day of planning and support, as needed.
• Assists the Division with implementation of some of Skyline College’s Accelerate Fellowship Program past projects that support downtown revitalization, and business support initiatives.
• Assists the Division with planning event logistics including budgets, timelines, and staffing plans. This also includes onsite coordination of events, including set-up, and clean-up.
• The Economic Development Intern may also support occasional follow up reports needed to show performance metrics from events implemented by the Division.
• General administrative support, as needed.
• This position may occasionally work at either City Hall (400 Grand Avenue) or the Economic Advancement Center (366 Grand Avenue) both in South San Francisco. Events and meetings coordinated by the Division take place all within the City of South San Francisco.
• Performs other related duties as required.
