Applications are being accepted for the position of Engineering Intern with the City of South San Francisco’s Public Works Department - Engineering Division. This is a non-benefited, part-time hourly/temporary position.

Hourly Rate: $23.00 per hour; interns will be expected to work a minimum of 12 hours per week for a period of 12 months, the hours are flexible.
 

THE POSITION

Under supervision, performs sub-professional engineering office work to assist the Public Works Engineering Division teams on programs and projects that may include engineering permits, land development plan checks, procedural and standards research and development, record and asset management, traffic research and field crew assistance.
 

IDEAL CANDIDATE SECTION

The ideal candidate will possess a strong foundation in basic engineering principles and demonstrate proficiency in modern drafting and design practices. They should be familiar with engineering office tools and computer-aided drafting software such as AutoCAD, as well as design and GIS mapping systems.

We are seeking someone who is detail-oriented, highly organized, adaptable, and self-motivated, with excellent verbal and written communication skills. The candidate should be able to work both independently and collaboratively in a team setting.

The ideal candidate will have willingness to learn about construction management and inspection procedures and the ability to perform accurate mathematical calculations and drafting work. They should be capable of collecting and recording engineering field data with a high level of detail and maintaining thorough documentation. Proficiency in modern office software tools, including PowerPoint, to create professional presentations is essential. The candidate must be able to prepare clear and concise written correspondence, including responses to public inquiries, and demonstrate the ability to understand and follow both oral and written instructions. Excellent customer service skills and the ability to work collaboratively with contractors and the public are important. Flexibility to work varied hours as needed to meet project demands is also required.

TYPICAL DUTIES (may include but are not limited to the following):

• Performs a wide variety of responsible sub-professional engineering work including assisting engineering staff with general clerical, administrative, and technical tasks for public works projects
• Performs electronic document filing, enters data and creates reports in various software applications
• Conducts internet research and research of engineering record archives
• Processes permits and reviews land development plans
• Assists with Traffic Advisory Committee tasks
• Assists with internal and external communications and public outreach
• Learns to assist with engineering plan reviews and traffic control plans
• Performs other related duties as required.

QUALIFICATIONS: Any combination of experience and training that would provide the required knowledge, skills, and abilities would be qualifying. A typical way to obtain the knowledge, skills, and abilities would be:

Education: Current student enrolled in a university/college pursuing an undergraduate degree (Junior or Senior) or graduate degree in Engineering, preferably in Civil Engineering. 

Licenses/Certificates: Possession of a valid Class “C” California Driver’s License is required.

ABOUT THE POSITION

The City of Redwood City Parks, Recreation & Community Services Department invites you to apply for the casual position of Building Attendant. The Operations Contract Administrator reports to the Manager, Bus Contracts, and is responsible for the development and compliance of multiple third-party contracts of the San Mateo County Transit District.

• Manage fixed route, paratransit, shuttles, microtransit, and other third-party contracts. 
• Answer inquiries regarding operation from both internal and external customers.
• Investigate, identify and correct operational problems. 
• Develop operational and technical provisions for each service agreement.
• Work with assigned department staff to monitor contract compliance such as monitoring field inspection activity and review reports or writ- ups.
• Design campaigns to encourage superior performance, and providing feedback to contractors for continual improvement, especially in safety-related areas.
• Work directly with private and public entities on route development, scheduling, and reporting on service quality.

Attend meetings with various agencies, both private and public, and city council in development of routes and schedules, coordinates schedule changes with SamTrans and SMCTA planning teams, third-party contractors, other transit providers.
• Collect, organize, and complete monthly, quarterly and annual reports.

• Provide effective team leadership to department staff that incorporates the District’s core values. Provide on-going staff mentoring in application and practice of business ethics while fostering personal growth.
• Review and retrieve information in the Vector EHS Management, Business Intelligence and other District-related databases. 
• Conduct inspections of property and equipment at sites in and around District service area in a variety of weather and road conditions.
• Monitor bus maintenance and substance abuse programs of contractors through frequent random and regular inspections of equipment and records.
• Represent the District at community meetings and serves as SamTrans representative on the multi-agency consortiums.
• Represent SamTrans in contract compliance issues, always keeping the best interests of SamTrans at the forefront of priorities. 
• Collaborate with Accessible Services staff in quality oversight of paratransit service for the senior and disabled community under ADA rules and regulations.
• Perform all job duties independently and with the upmost professional discretion. 
• Responsible for intra-department training in: PeopleSoft, Microsoft Office, and Adobe Acrobat. Also responsible for general business systems training for department staff.
• Plan and operate special event transportation services for Bus Contracts.
• Perform all job duties and responsibilities in a safe manner to protect oneself, fellow employees, and the public from injury or harm. Promote safety awareness and follow safety procedures to reduce or eliminate accidents.
• Perform other duties as assigned.

Sufficient experience, training and/or education to demonstrate the knowledge and ability to successfully perform the essential functions of the position. In lieu of a degree, full time work-related experience that demonstrates the skills and experience necessary to perform this role will be accepted. Development of the required knowledge and abilities is typically obtained through but not limited to:

• Associates degree in transportation, business or related field.
• Four (4) years of management or supervisory experience in bus operations, or management or supervisory experience of consultants, contractors, vendors or contracted services. 
• Must be able to possess a Valid California driver's license.
• Capable of conducting inspections of property and equipment at sites in and around District service area (San Mateo County, Santa Clara County & San Francisco County) in all types of weather and road conditions.

• Bus transportation operations (ideally public transit) experience.

• Possess the ability to perform detailed work with a high degree of accuracy, thoroughness and independence.

We have an exciting opportunity for a full-time Chief Building Official to join our team in Millbrae, San Mateo County.  

Reporting to the Community Development Director, you will help lead Millbrae’s growth by directing fieldwork, ensuring compliance with building regulations, facilitating major construction projects, and upholding high safety standards.

In addition to administrative duties, this customer-service-oriented position includes providing education and guidance to residents and contractors, performing hands-on plan checks and building inspections, and overseeing a support team of contracted permit technicians, plan checkers, and inspectors.

Definition: This division head classification is responsible for managing the City’s building inspection activities, enforcing the state building codes and regulations, plan check services and advising builders and homeowners on construction design and standards.

Essential Duties: Depending upon assignment, the duties of the Building Official include:

• Managing and directing the division staff. Through inspections, ensures that all structures comply with applicable state and local laws, codes and ordinances.  Ensuring prompt review of plans for proposed building construction or alterations, and the timely inspection of structures.
• Reviewing and recommending revisions of the City codes to comply with federal, state and local requirements.
• Developing policies and procedures designed to improve plan checking and the code enforcement program. Streamlining permit issuance procedures, when applicable, and developing updated forms as needed.
• Effectively monitoring division workloads to ensure adequate and timely plan checks and building inspections.
• Providing technical assistance and advice to architects, engineers, contractors and homeowners on matters pertaining to building plans, zoning regulations, construction methods, materials, procedures and building and related codes.
• Maintaining a competent and motivated work force by training, developing, disciplining and evaluating the performance of subordinates. Objectively and constructively evaluating the performance of subordinates, promptly apprizing subordinates of how well they are performing and/or in what specific areas they should seek improvement.
• Ensuring financial soundness of the division by developing, justifying and effectively managing the division budget.
• Generating monthly reports for the City Manager regarding building activity and workload, and other reports as necessary.  Maintaining work records related to the development of such reports.
• Responding to and resolving complaints from the public in a tactful and courteous manner.  Investigating problems to determine responsibility and methods for resolution as appropriate.
• Interpreting and making decisions on technical problems related to building, plumbing, electrical, mechanical codes and related federal, state and local laws and ordinances.
• Ensuring that checks and analysis of new construction and building alteration plans for residential, commercial, industrial buildings are done in a timely manner to ensure compliance with codes and policies. Ensuring plan checks accurately identify corrections, corrections notices are prepared and forwarded to applicant, maintaining plan check log for up to date information and current status of the plan check. Approving plans and issuing permits when appropriate.
• Maintaining and developing the electronic permitting and inspection system.
• Maintaining and developing the City street file system.

Special Requirements: Physical agility adequate to inspect construction sites.  Requires physical flexibility and dexterity, including the ability to continually stand, bend, stoop, reach and crouch.  Must be able to communicate effectively, both orally and in writing, hear voices and operate telephones.  Must have the ability to quickly and accurately see, review, and interpret plans and diagrams and make inspections.

Minimum Qualifications:

Knowledge of: Building, plumbing, electrical, and mechanical codes and ordinances enforced by the City; principals, practices and techniques of combination inspection, building materials, accepted safety standards; State laws regulating building construction and zoning; precautionary safety and fire prevention methods in occupancy of buildings; building construction and materials, particularly structural construction materials and specialized terminology used in connection therewith; general knowledge of accepted methods of training; and knowledge of the construction industry and of modern supervisory principals and practices.

Ability and skills: To direct the work of others; provide technical supervision and training to division staff; read and

quality control building plans, diagrams, specification and building codes; enforce laws, codes and regulations with tact;

maintain records and prepare clear and concise reports and correspondence; supervise plan checking; analyze facts and exercise good independent judgement; read, interpret and perform analysis of plans for various structures; formulate and apply uniform policies and standards for the building inspection program; deal tactfully and effectively with contractors and the public; learn, retain, interpret and use technical knowledge related to federal, state and local laws related to building codes. Communicate clearly and concisely, both orally and in writing. Establish, maintain and foster cooperative teamwork within the division, within various departments and other agencies that are associated with building construction.

Education and Training Guidelines: Sufficient education and experience to satisfactorily perform the duties of this classification. A typical qualifying background would be four (4) years of progressively responsible experience in combination inspections, including two (2) years at a supervisory level. An Associate of Arts or Science Degree in Building Inspection Technology or a bachelor’s degree in civil engineering or a related field is desirable.

Experience: Four (4) years of progressively responsible full-time experience as a Building Inspector with a Municipal Building Department with at least two (2) years in a supervisory position.

Supervision Exercised and Received: The Building Official supervises the Building Inspector/Plan Checker and the Permit Technician.  The Building Official reports to the Community Development Director. 

License: Must possess and maintain a valid California Operator’s License issued by the State Department of Motor Vehicles and a satisfactory driving record.

Certification: Must possess and maintain certifications by the International Conference of Building Officials (ICBO): Plans Examiner and Combination Inspector. Must possess, or obtain within one year of employment, certification by the International Code Council (ICC) as a Building Official. A Certified Access Specialist (CASp) certification is highly desirable. Registration as an architect, civil, or structural engineer is highly desirable.

THE POSITION

To monitor City facilities during programs and rentals; to open and close facilities; to set up and take down equipment; to provide information and assistance to the public in person and on the phone; to perform general administrative tasks when assigned; to perform certain custodial duties; to ensure user compliance with policies, regulations, and laws pertaining to facility use; and to perform other duties as assigned. The purpose of this recruitment is to fill current temporary/part-time positions.

Temporary / Part-Time employees work no more than 130 hours per month

AND 960 hours per fiscal year.

ESSENTIAL JOB FUNCTIONS

License and Certificates:  Possession of a valid California Driver's License is required upon hire.

BENEFITS

All of these positions are temporary/part time. Temporary employees work no more than 130 hours per month AND 960 hours in a Fiscal Year.

The pay cycle is bi-weekly.  Except for worker's compensation coverage and sick leave accrual, no other benefits are provided. Employees must contribute 1.45% of salary to Medicare and 7.5% to a retirement plan in accordance with Federal Law.

Under the administrative direction of the Community Development Director, the Finance Director, or other Senior-Level Managers, the Management Analyst performs a wide variety of professional, administrative, analytical, and management support duties within assigned program areas. This includes developing, implementing, and administering responsibilities such as budget preparation, financial management, fee and revenue analysis, and coordination of interdepartmental projects. The Management Analyst also conducts complex research and supports internal policy and operational initiatives that improve departmental performance and service delivery.

SUPERVISION RECEIVED AND EXERCISED

Reports to the Community Development Director and Finance Director, but may receive supervision from other Senior-Level Managers. May exercise technical and functional supervision over technical and office support staff.

ESSENTIAL DUTIES

Essential and other responsibilities may include, but are not limited to, the following:

• Perform a wide variety of professional-level research, administrative, and analytical duties in support of assigned functions, operations, departments, and/or divisions; support various administrative operations and activities within assigned areas, including special projects, research studies, budget analysis, and other specialized functions
• Administer and coordinate assigned functions or projects; participate in the development and implementation of goals, objectives, and priorities for assigned functions or programs; recommend and implement resulting policies and procedures; create and modify policy and procedural manuals and guidelines.
• Prepare and present comprehensive technical, administrative, financial, analytical, and statistical reports that interpret data, identify alternatives, and present conclusions, forecasts, and recommendations.
• Participate in the development and administration of department budgets; analyze proposed capital, operating, and maintenance expenditures; prepare reports and financial forecasts; monitor and track expenditures.
• Provide assistance in resolving operational and administrative issues; conduct research to identify alternative solutions; make and assist in the implementation of recommendations.
• Coordinate, implement, and monitor special projects; perform complex research and analysis of new programs, services, policies, and procedures; prepare and present written and verbal reports.
• Plan, coordinate, and evaluate activities associated with assigned contracts; assist in contract negotiations, compliance monitoring, and administration.
• Coordinate grant administration activities; write, review, and monitor grant applications and ensure program compliance with applicable regulations.
• Analyze federal, state, and local legislation and policy proposals for their potential impact on Town operations.
• Provide staff support to senior management, committees, boards, and commissions; prepare and present staff reports and correspondence.
• Serve as a liaison with internal departments and external agencies, community groups, and the public; provide information and serve as a resource.
• Assist in coordinating interdepartmental efforts and special initiatives that support townwide operations.
• Attend and participate in professional group meetings; stay informed of emerging trends, practices, and regulations.
• May provide oversight or guidance to administrative support staff.
• Respond to and resolve sensitive or complex resident inquiries and complaints.
• Perform related duties as required.
