Overview:

Are you an experienced Vegetation Maintenance professional with five or more years of experience and a valid Class A driver’s license? If so, we encourage you to consider this opportunity with Valley Water.

Maintenance Worker III is an advanced journey-level position responsible for operating a variety of light construction equipment in support of Valley Water’s maintenance and construction projects. This role provides agency-wide support for work on creeks, ponds, reservoirs, and other flood control facilities throughout the county.

Assigned to the Vegetation Field Operations Unit, this position performs a broad range of duties supporting Valley Water’s vegetation management programs. Responsibilities include vegetation control, integrated vegetation management, arboriculture, native plant revegetation, invasive plant management, and biotechnical erosion control on Valley Water properties.

This is primarily an outdoor position requiring work in varying and sometimes challenging environmental conditions, including heat, cold, and rain. Incumbents may also be required to respond to after-hours flood control emergencies, including nighttime callouts.

As a light equipment operator, the Maintenance Worker III must possess a valid Class A driver’s license to operate Valley Water commercial vehicles and to transport light equipment used in vegetation management and flood control projects. Daily equipment operation may include a compactor, water truck, tree truck and chipper, dump truck, and wheel loader. Equipment is used to haul vegetative debris, maintain native plant mitigation sites, support invasive plant management efforts, and assist with Valley Water’s sandbag operations.

This position also ultimately requires a Qualified Applicator’s Certificate (QAC) in Category C (Right-of-Way) and Category F (Aquatics) to mix and apply herbicides and calibrate spray equipment for vegetation control on Valley Water managed properties.

• Operate a variety of small power tools and light equipment, including spray equipment, mowers, chain saws, weed eaters, pole saw, hydro seeder, small trenchers, loader, compactors, water trucks, forklift, straw mulcher, auger, sandbag machine, and chipper; clean, adjust, and perform minor maintenance on light equipment to ensure proper operating condition. 
• Mix and apply herbicides, and calibration of spray equipment to control the growth of vegetation on and around flood control and water distribution facilities and rights of way. 
• Build or remove browse cages or other devices to keep wildlife from damaging native plant revegetation sites. 
• Build phytosanitary benches, fences, irrigation, etc. in support of native plant holding facility. 
• Participate in Valley Water’s sandbag program as needed. 
• Perform calculations of required work materials; document daily application of chemical use; photo documentation of work, complete work order dailies, best management practices checklists, surveys, forms, and time data entries. Maintain paper and electronic records of work performed.

SALARY 

The anticipated hiring range for the Wastewater Treatment Plant Maintenance Supervisor position is $95,985 - $119,982 annually, with a full salary range up to $143,978. The City typically makes offers within the hiring range based on the candidate’s experience and qualifications.

DESCRIPTION 

The City of Thousand Oaks is seeking a hands-on and technically proficient Wastewater Treatment Plant Maintenance Supervisor to support operations at the Hill Canyon Treatment Plant (HCTP), a 24-hour, Class V advanced tertiary wastewater treatment facility with a 14-million-gallon-per-day capacity that treats an average of eight million gallons of wastewater daily from domestic commercial, and industrial sources. HCTP employs a wide range of sophisticated technologies, including a SCADA system, complex mechanical process equipment, analytical instrumentation and meters, industrial electronic control systems, and power distribution infrastructure.  

The Maintenance Supervisor oversees the maintenance of this diverse and critical equipment, including on-site power generation systems such as biogas-fueled cogeneration and photovoltaic solar array that offsets the facility’s energy use. Treated effluent is produced to an advanced tertiary level and reused for agricultural and landscape irrigation, while biosolids are managed and hauled off-site for composting. This role requires strong leadership, sound technical judgment, and the ability to manage shifting priorities in a highly regulated, continuously operating environment, while ensuring safe, reliable, and compliant plant operations.  

PRIMARY RESPONSIBILITIES 

• Plans, organizes, supervises, and evaluates the work of assigned staff; develops, implements, and monitors work plans, processes, systems, and procedures to achieve established goals, objectives, and performance standards.  

• Plans, directs, and evaluates employee performance; establishes performance expectations and development goals; provides regular coaching and feedback; and recommends recognition or corrective action, consistent with the City’s Personnel Rules and Regulations.

• Monitors SCADA system trends, alarms, and performance data to identify equipment issues, support preventive and corrective maintenance activities, and ensure timely response to system or equipment anomalies that may impact plant operations.   

• Monitors work sites to ensure adherence to safety policies and procedures; responds to and resolves complex operational or equipment-related issues. 

• Inspects work in progress and upon completion to ensure compliance with City standards, regulations, and operating procedures.  

• Serves as technical liaison with contractors, consultants, and engineers on mechanical and maintenance-related projects. 

• Maintains inventory of tools, equipment, parts, and supplies required for efficient plant maintenance operations.  

• Operates motorized equipment as required and performs physical and hand-on maintenance work in support of plant operations.

The Department: 
Silicon Valley Power (SVP) is the City of Santa Clara’s municipal public power utility. Located in Northern California’s Santa Clara County, SVP is primarily a distribution utility contained within a roughly twenty square mile footprint and embedded within the much larger PG&E utility system. SVP operates under the jurisdiction of the California Independent System Operator (CAISO) and the Western Electricity Coordinating Council (WECC). SVP operates voltages of 230kV and 115kV (transmission), 60kv (sub-transmission), and 12kV (distribution). Its peak load in 2024 was 718MW and has the ability to generate up to 200MW internally. SVP has roughly 60,000 meters with 90% of the load industrial-commercial and 10% residential. SVP is a NERC registered utility and conforms to NERC 693 and CIP reliability standards. It is the mission of SVP to be a progressive, service-oriented utility, offering reliable, competitively priced services for the benefit of the City and its customers. The Position:  
Electric and Water System Operators (EWSO) ensure that all Electric, Water and Storm sewer systems are operated reliably, efficiently and effectively in a safe manner and restoring service in a timely way to all customers.  The EWSO has responsibility for monitoring and operation of the City's municipal electric power, water, transmission and distribution systems and for coordinating planned and unplanned power outages. As a Transmission Operator, operating personnel in this position have the responsibility to comply with NERC reliability standards and the authority to implement real-time actions to ensure the stable and reliable operation of the Bulk Electric System. These efforts are coordinated with the appropriate Reliability Coordinator (RC), affected Transmission Operator(s) (TO) and affected Balancing Authorities (BA). This position is staffed 24/7 365 utilizing a rotation of 12 hour shifts with Operators alternating between days and nights.

EDUCATION AND EXPERIENCE

Minimum Requirements:

• Graduation from high school or possession of a GED

• 1) Two (2) years of experience in an electric utility performing complex load dispatching and switching

• 2) Four (4) years of experience in an electric utility as a generating plant or substation operator with sub-dispatching responsibility

• 3) Four (4) years of experience with the City of Santa Clara Electric Department, including at least one (1) year as an journey-level or higher, electrician or lineman/linewoman 

• 4) Completion of a recognized State of California Electric System Operator apprentice program

Desirable Qualification:  A valid Transmission Operator Certificate issued by the North American Electric Reliability Corporation (NERC)

LICENSE: Possession of a valid California Class C driver's license is required at time of appointment and for the duration of employment.

CERTIFICATES: Possession of the following certificate is required within one year of hire date and for the duration of appointment:

• A valid Water Distribution System Operator Certificate (Grade D-1 or above) issued by the California Department of Health Services (DHS).

• A valid Transmission Operator Certificate issued by the North American Electric Reliability Corporation (NERC).

Incumbents will be required to obtain and maintain any other license or certification mandated by NERC for the position of Transmission Operator and necessary for the performance of duties under the current scope of responsibilities pertaining to the SVP Transmission System.

• Incumbents may be assigned to work on a rotating 12-hour shift schedule
